Project Overview

MIDHANI has implemented Oracle ERP Application ‘E-Business Suite R12’ as its

Core Business application at its Primary site in Hyderabad.

MIDHANI has gone live on Oracle EBS R12.0.6 in the year 2010 with all the major

modules i.e. Sales, Manufacturing, Finance, Purchase, Inventory, Maintenance, HR.

MIDHANI has regular ATS support for Software Update and Product Technical Support

from OEM, M/s Oracle Ltd for a total of 4456 licenses covering all modules. The

presently running ATS is valid till 28/12/2016.

MIDHANI intends to upgrade its Oracle ERP Applications to the latest available version

EBS R12.2.x on DB 12c, in order to utilize the new features and enhancements offered

and adhere to the Oracle Lifetime Support Policy.

Midhani also intends to replace the existing ERP Hardware setup with upgraded

state-of-the-art class engineered, integrated systems suitable to efficiently run the new

version of Oracle EBS R12.2.x.

MIDHANI desires to Go-Live and become operational on the latest version Oracle

E-Business Suite R12.2.x on the new Hardware infrastructure setup by

1st October, 2017

MIDHANI therefore invites services of a qualified and certified Oracle Partner to Supply,

Configure and Implement Hardware setup required for running Oracle EBS R12.2.x and

Upgrade the existing Oracle EBS to the latest available version EBS R12.2.x at its

Primary DC site, Hyderabad as well as Maintain the same Post Production for the time

period as specified in the Tender.

The Bid should be completed and submitted in Two Parts namely: 1. “TECHNICAL BID”– Technical Specifications And 2. “PRICE BID” – Cost Disclosure

Present Set-up

MIDHANI’s Information Technology (IT) Department manages the IT Infrastructure

setup of the organization, with the support of AMC Engineers and Out-sourced ERP

Admin & Technical Help-Desk.

The Primary DataCenter is located in the main Factory campus of MIDHANI at

Kanchanbagh, Hyderabad.

MIDHANI has implemented Oracle based ERP application called Oracle EBS R12 with

India localization to automate major functional areas and to optimize the functional

processes.

Following modules/products have been implemented in the Production environment:

1. Order management

2. Finance

3. Purchase

4. Human Resource

5. Manufacturing

6. Inventory Management

7. Maintenance

8. Production Scheduling

9. ASCP

10. Project

There are a total of 4456 Licenses with Full Use Perpetual license type and more than

700 Users.

Details of existing license of Oracle EBS R12.0.6 are mentioned at Annexure: II.

Oracle products ATS for this existing set of licenses for EBS R12.2.0 is paid till

28/12/2017

The ERP Application runs on centralized ERP Production Servers located at the

Primary DataCenter and all the users transact through Workstations / Thin-clients

provided at the Depts./ Shops.

There is a Physical Standby setup for ERP Production instance, located at the

Corporate Office which maintains an active Redo-log sync with the Production instance

and in the event of Server failure can provide a near immediate recovery at the Local

site.

MIDHANI’s ERP Applications Oracle EBS R12 is hosted on Sun RISC based Servers

with Solaris 10 OS platform and Oracle 11g Database.

Detail of the Oracle EBS Production environment is given below:

1. Oracle E-Business Suite R12 version 12.0.6.

2. Oracle Database 11g R1 (11.1.0.7).

3. 2 x Sun T5120 Application Servers each with 8 Core SPARC Processor, 16

GB RAM, 200GB HDD, Solaris 10 OS.

4. 2 x Sun T5220 Database Servers each with 8 Core SPARC Processor, 16

GB RAM, 200GB HDD, Solaris 10 OS.

5. SAN Storage Sun 6140 with1 TB of total Disk space.

6. 2 x SAN Switches.

7. Citrix Netscalar Load Balancer for Application Services load balancing.

8. Solaris Cluster 6.2 for Database server High Availability.

9. Sun StorageTek Autoloader SL24 LTO4 Backup Tape Library with Sun

StorageTek Enterprise Backup software ver. 7.4.

10. Cisco ASA Firewall, Cisco IPS and VPN based perimeter defence for

Remote access to Oracle EBS.

The approximate size of Production Data is 400 GB. Instances being maintained for

The Custom Objects are all in Custom Top Directory MIDHANI follows a Weekly Cold Full Backup schedule for copying current ERP production data to the Backup Tapes which are in turn maintained at Fire-proof cabinets located at DC a.) ERP Application and Database Backup - Full Cold Backup, On Tapes on Weekly basis. Sun Enterprise Backup(EBS) software is used b.) ERP Application and Database Backup - Full Cold Backup, On Disk on Monthly basis using Tar and Disk copy Utilities. c.) In addition to implementation of the above mentioned applications, MIDHANI has also

set up following ICT Infrastructure across the organization

i) Campus LAN with Allied Telesyn make Switches and Gigabit structured OFC

backbone with more than 500 nodes.

ii) Tier-II Level Integrated Emerson SR320 Smart DataCentre at Primary site.

iii) Windows 2008 based Servers for Thin-client applications.

iv) ERP Test Instances and Legacy System in Virtualized setup on Sun Sparc

Solaris based Server

v) Intranet Portal and Internal Mails in virtualized setup on IBM Linux Based Server.

vi) Website and External Mails hosted on NIC Servers located outside Midhani

premises.

vii) Separate Internet setup with UTM / Firewall based security for providing internet

connections to approximately 150 users across the organization.

viii)20 Mbps MPLS based Leased line thru BSNL.

x) Technical Help-desk to address complaint related to IT infrastructure and ERP

Broad Scope of work

Objectives of this project are upgrade of Oracle E-Business Suite(EBS) to the latest version R12.2.x along with the replacement of Hardware setup for EBS at the Primary DataCenter(DC) site of MIDHANI. The broad scope of work is:

I. Hardware for Oracle EBS: Supply, Installation, Configuration, Testing, Commissioning of Oracle based hardware setup as detailed in Annexure: I-A, for running Oracle ERP Applications EBS R12.2.x at the Primary DataCenter site along with stipulated Warranty and Support

II. Oracle EBS Version Upgrade to R12.2.x : Installation, Configuration, Testing, Data migration and Upgradation of the existing Oracle ERP Applications from EBS R12.0.6 to the latest available version EBS R12.2.x and Go-Live at the Primary DataCenter site along with post production Support. Specification is at Annexure: I-B

Detailed Scope Of work is as follows.

Detail Scope of Work

I. Hardware for Oracle EBS

Supply, Installation, Configuration, Testing and Commissioning of Oracle based

Hardware setup for efficiently running Oracle ERP Applications EBS R12.2.x at the

Primary DataCenter site along with providing stipulated Warranty and Support.

There should be No Single-Point-Of-Failure for the Production Instance at the Primary

DataCentre site.

The detail scope of work for the Bidder is as mentioned below:

1. Bidder shall Supply, Install, Configure, Test, Commission and Operationalise

Hardware setup as per the specification provided at Annexure: I-A at the

Primary DC Site at Hyderabad.

2. Hardware to be set-up with High availability and with No Single-Point-Of-

Failure for the Production Instance, at the Primary DC site.

3. Bidder shall Provide On-site Comprehensive OEM Warranty for a period of

One (1) Year for all the Items supplied as per PO and installed at the Primary

DC site.

4. On-site Comprehensive OEM Warranty period for the supplied items will start

after successful Commissioning at Primary DC site and Acceptance by

MIDHANI. Bidder shall be solely responsible for all warranties, upgrades,

patches etc. offered by the Original Equipment Manufacturer (OEM) during

entire tenure of Warranty period. Warranty shall cover provision of services as

described below:

i) 24 x 7 x 365 OEM support at Hyderabad, Telangana, India.

ii) Warranty of all supplied products from OEM is the responsibility of

the Bidder.

iii) The on-site comprehensive warranty maintenance would include

adaptive, preventive, corrective and emergency maintenance.

A schedule will be drawn up for the same

iv) Maintenance, Repair / Replacement of all the Hardware and other

supplied items. Periodic Preventive maintenance including

Performance tuning of components.

v) Delivery and Application of recommended/required patches,

upgrades, service packs, security patches, bug fixes etc.

vi) Bidder shall have sufficient Access privileges to Raise Technical

assistance / Service requests and receive resolution at the OEM

portal i.e. Oracle Support Portal.

vii) MIDHANI shall be provided with Customer Support ID (CSI) and

Login Access privileges at the OEM portal i.e. Oracle Support

Portal comprehensively for all the Items and Quantities supplied as

per the BOM, for monitoring and / or resolution purpose, during the

entire period of OEM Warranty

viii) Bidder has to submit its Escalation matrix for resolving issues.

5. Bidder shall give Acceptance, to provide Post Warranty AMC support for

3-5 Years, if awarded by MIDHANI after the expiry of Warranty period through a

separate Agreement and on separate Payment Basis.

6. Bidder shall ensure by the way of Undertaking from OEM i.e. M/s Oracle Ltd,

that the entire list of Items supplied as per the PO has minimum Active Life of

5 years and End–of–Life not before 5 years. M/s Oracle Ltd will provide

uninterrupted availability of OEM spares as well as Full Technical support to the

same for a minimum period of 5 years, if paid for by MIDHANI

7. Bidder has to ensure that the specification and sizing provided here at

Annexure: I-A is suitable, technically supporting and sufficient enough to

efficiently run the latest version of Oracle ERP Application EBS R12.2.x in

Production environment along with high response time and high availability for

the ERP applications. If any additional hardware are required to be provided for

the high performance and high availability of the ERP applications being hosted

in Production environment, the bidder can quote for the same under ‘Other

Required Components’ in the Technical Bid as well as the Price Bid. The final

Quoted price will be deemed to be inclusive of the Cost of any such additional

hardware. The decision to procure the additional items mentioned by the bidder

under ‘Other Required Components’ entirely lies with MIDHANI.

8. Bidder shall carry out all installations and configuration as per the OEM standard

methodology and should use professional services of OEM when required. Any

corrective action required to be taken by MIDHANI shall be informed. The

complete project shall be executed under the regular monitoring and supervision

of OEM personnel.

9. Bidder shall carry out performance tuning of the system and perform System

Integration and other Tests like Load / High-availability / Penetration tests etc by

qualified and trained engineers for all the items.

10. Bidder shall guarantee an uptime of 99.9% on 24x7x365 basis during Warranty

for the whole of the Hardware setup for Production instance. It shall be

calculated on quarterly basis.

The "Downtime" is the time between the Time of Report by MIDHANI and Time

of Restoration/Rectification within the contracted hours. "Failure" is the condition

that renders that the solution is not available to customers. "Restoration" is the

condition when the selected bidder demonstrates that the solution is in working

order and MIDHANI acknowledges the same.

Any part of hour is treated as full hours.

The "Uptime", for calculation purposes, equals to the Total number of hours for

all the days in a Quarter, less “Downtime” in number of hours.

The percentage Uptime is calculated on Quarterly basis as follows:

If the bidder fails to maintain guaranteed uptime of 99.9% on quarterly basis, MIDHANI shall impose, Penalty/Quarter, as mentioned below on slab basis.

Technical Specification of Hardware for Oracle EBS

1. Detail Specification of Hardware setup is at Annexure: I-A

2. Hardware infrastructure to be set-up with No Single-Point-Of-Failure, High

Availability and Reliability for the Production Instance at the Primary DC site.

3. Single Make of all the items in the Bill of Material with M/s Oracle Ltd as the

Single OEM.

4. All the Items in the Bill of Material must have at the time of supply, minimum 5

years Full Technical support from OEM M/s Oracle Ltd.

5. System to be supplied must be designed around Oracle Best practices and be

latest version, updated, pre-tested, tuned and ready for deployment.

6. All the Hardware including Integrated Engineered systems, Servers, Tape Lib etc must have High Availability, High Performance, Ease-of-integration and Scalability built-in and should have optimized Rack space utilisation, Power consumption and Cooling requirement.

II. Oracle EBS Version Upgrade to R12.2.x

Installation, Configuration, Testing and Upgradation of the existing Oracle ERP

Applications from version EBS R12.0.6 to the latest available version EBS R12.2.x

using AIM methodology, retrofitting of CEMLI (Configuration, Extension, Modification,

Localization, and Integration) objects at the Primary DataCenter site along with

providing post production Support.

All the existing functionality being used is to be made available along with the new

built-in enhancements in the new version R12.2.x after upgradation.

The detail scope of work for the Bidder is as given below:

1. Bidder shall study and analyze the To-Be document of MIDHANI as prepared

in Year 2009 for implementation of existing Oracle EBS R12.0.6 and the

Process flow charts of MIDHANI as per the present processes/activities.

Bidder may recommend / suggest modifications to the To-Be requirements in

relevance to present practices before planning upgradation of EBS. The

detailed Process flow charts are at Annexure- III.

2. Bidder shall study and analyze the existing Oracle EBS R12.0.6 Production

instance and module-wise license list and prepare a comprehensive list of

existing modules, products, applications, functionality, features, setups etc.

configured, implemented and licensed in the production instance. This set of

already implemented and licensed objects has to be necessarily

implemented in the new version. Review and enlist the modules, products,

features provided in the new version EBS R12.2.x which are of mandatory

use to MIDHANI vis-à-vis the coverage of this existing set of presently

implemented and licensed modules/functionalities/objects. Prepare

comprehensive plan for upgrading this set of mandatory modules/products to

the new version.

3. Bidder shall review and enlist those modules, products, applications,

functionality, features present in the existing version EBS R12.0.6 which are

implemented in MIDHANI but are declared Obsolete in the new version EBS

R12.2.x. Prepare comprehensive resolution plan for this set of

modules/products/objects in the new version.

4. Bidder shall review and enlist the modules, products, applications,

functionality, features available in the new version EBS R12.2.x which may

be of business use to MIDHANI as per the unfulfilled To-Be requirements

projected at the beginning of implementation of existing Oracle EBS R12.0.6

and the present set of changed business scenario / needs. Also enlist those

features/objects in the new version which may be of interest / use as per the

futuristic business requirements, if planned, projected and provided by

MIDHANI during the study. Provide a comprehensive plan for implementing

this set of new useful modules/products/features in the new version.

5. All existing customizations /extensions /integrations /interfaces etc must be

replaced / resolved in the new version, in order to achieve the required

operations. Existing approval hierarchies have to be retained. Information

available using current reports have to be necessarily made available in the

new version.

6. Bidder shall evaluate the impact of new version R12.2.x on customizations

and extensions being used in the Production environment at present.

7. Bidder shall catalog all the customizations /extensions /integrations

/interfaces etc deployed in existing EBS R12.0.6 Production instance and list-

out those which can be retired / replaced using the functionality being

delivered by standard seeded features of the new version R12.2.x. Prepare

comprehensive plan for replacing this set of objects using standard seeded

features of the new version.

8. Bidder shall prepare plan for rework / recoding for such existing mandatory

customizations /extensions /integrations /interfaces etc, which cannot be

moved to the new version from the existing version or cannot be served /

resolved using functionality being delivered by standard seeded features of

new version.

9. Bidder shall provide detail composition of its own proposed Team of Project

Manager, EBS Functional, DBA, Technical consultants etc., for this Project,

along with team members experience in Oracle EBS R12 and expertise in

specific modules etc.

10. Bidder shall help MIDHANI in identifying resources and design an

appropriate Project Team consisting of Process leaders of critical business

processes and other members from MIDHANI and Functional /DBA

/Technical consultants from Bidder’s proposed team. This Project Team will

be led by a Project Manager from MIDHANI having detailed understanding of

the business requirements and the EBS system. The Team has to be a

dedicated one with full time availability ensured for the project during the

entire project duration

11. MIDHANI may also designate a Steering committee, if required, consisting of

Senior level personnel which will be responsible for immediate resolutions of

any Project related issue that require high level decision-making.

12. There will be regular meetings of the Project Team and Steering committee

(if constituted), to closely monitor and steer the project appropriately.

Schedule of such project review meetings and review mechanism shall be

defined after Project start-off with mutual understanding of MIDHANI and

Bidder.

13. Bidder shall prepare comprehensive plan for migrating complete data from

existing Oracle EBS R12.0.6 Production Instance to the new version EBS

R12.2.x.

14. Bidder shall provide System Integration Test (SIT) details for Hardware setup

and develop Test scenarios to be used during SIT. Also provide plan for

System performance Test.

15. Bidder shall prepare, in consultation with the Project team, the User

Acceptance Test (UAT) Scripts, test data etc for multi-stage testing of the

EBS Applications being upgraded to the new version and develop Test

scenarios to be used during UAT.

16. Bidder shall submit UAT plan and Test cases to MIDHANI for the purpose of

UAT and will also set up a mechanism for resolving the observation/bugs etc

of UAT within a reasonable time period.

17. For UAT of upgraded ERP, primarily all Features, Functionalities, Interfaces,

Integrations, Reports etc shall be checked by using test data / live data as

decided by MIDHANI. The rectification, modification and customization, if

any, required to be done as a result of the UAT shall be completed before the

Go Live.

18. Bidder shall design and provide comprehensive training plan for the following

MIDHANI Users team on the new version R12.2.x -

i. Functional Core Users Team on Configuration, Implementation and

Functional Troubleshooting of products & functionalities.

ii. Technical Core Users Team for ERP Application System

Administration, Database configuration, Diagnostics, Maintenance,

Technical Troubleshooting and Techno Functional usage of

application

iii. End Users Team for Operational usage of the products &

functionalities.

The detail of this Training programme including curriculum to be approved by

MIDHANI and included in the upgrade-project plan.

19. The training to MIDHANI Functional Core Team, Technical Core Team and

End Users Team shall be conducted in batches with duration of 2 Days for

each Batch. The Batch size, member inclusion and dates shall be the

discretion of MIDHANI. Total 120 persons will be provided training with

approximate number of persons for each of the three Teams as follows:

i) Functional Core Team - 50

ii) Technical Core Team - 5

iii) End Users Team - 65

20. The entire training to be conducted on exactly similar ERP environment as

cloned from the Production instance of the new version EBS R12.2.x.

MIDHANI shall provide the training space, systems, training instance and

other infrastructure required to conduct the training inside its premises.

21. Bidder shall provide for each of the training participants, individual hard

copies of training material, course documentation, test cases for hands-on

etc. Bidder shall also provide soft copies of all the training material and

course documents to enable MIDHANI to self-conduct further training for its

staff / users, if required at a later time.

22. MIDHANI will provide the entire infrastructure / resources for configuring

multiple Instances of ERP i.e. Development, Test, Training instances etc as

per the requirement, during various iterations of the upgradation process and

will also make available hardware for staging requirements on temporary

basis during project period.

23. MIDHANI will provide the entire Oracle EBS Suite R12.2.x Application

Software, Release Update Packs, Application Patches etc in the form of

Downloads from the Oracle Support (Metalink) provided to it under the

existing Oracle ATS Support programme.

Bidder shall provide Technical assistance to MIDHANI in arranging,

downloading, staging and thereby preparing it for installation/usage.

24. The Technical specification details mentioned for the Version upgrade are

indicative only and not exhaustive in any manner. Bidder shall be deemed to

have examined all the requirements for successful implementation of the

Scope of the Work and may propose modification / rectification, if any. If any

additional related software/ solution/ tool/ work/ activity/ effort etc are required

for successful implementation of EBS upgrade and high performance of the

ERP applications being hosted in Production environment, the bidder can

quote for the same under ‘Other Required Components’ in the Technical

Bid as well as the Price Bid. The final Quoted price will be deemed to be

inclusive of the Cost of any such requirement. The decision to procure the

additional items mentioned by the bidder under ‘Other Required Components’ entirely lies with MIDHANI.

Bidder shall perform all the works required to upgrade Oracle EBS to the new

version R12.2.x.

25. Maximum duration of the Project shall be 6 Months i.e 24 Weeks, with 8 Hrs

per Day and 6 Working Days per Week schedule.

26. All the project activity to be performed at MIDHANI physical site only,

located at Hyderabad with the Bidder team being made available as per the

task requirement at the site. MIDHANI will provide adequate working Office

setup for project team at the site.

27. The travel, boarding and lodging charges for Bidder’s Team is entirely to be

borne by the Bidder only. MIDHANI may provide boarding and lodging in its

Guest House based on availability, on Chargeable basis.

28. Bidder shall do complete documentation of various activities/tasks to be

undertaken based upon the above mentioned requirements/works as listed

from Clause no 1 to 27 and the provided Project milestones, deliverables and

timeline. Bidder shall accordingly prepare a detailed upgrade plan document

with clearly defined Project Timeline, Milestones, Deliverables and

Acceptance schedule. This plan shall be discussed and agreed upon by the

Project Team and once signed off by the Project Team shall be declared as

final Oracle EBS Version Upgrade Project Plan. Any further modification to

it at any future stage shall require Project Team approval.

29. This Oracle EBS Version Upgrade Project Plan shall be taken up for

implementation by the Bidder.

30. MIDHANI has firm decision on the Version of Oracle EBS, including the

Database, to be upgraded. The Upgraded EBS version shall be the latest

available and stabilized version EBS R12.2.x and Database version shall be

12c The version for upgrade environment will remain unchanged during the

entire duration of project. Any changes to it will be considered out of the

Project Scope and will require Project Team Approval and separate

mechanism to handle.

31. Bidder shall Install and Upgrade the Oracle E-Business Suite (EBS) from the

existing version R12.0.6 to the new version EBS R12.2.x on DB 12c in RAC

cluster environment on the entirely new ERP Hardware setup supplied by

32. Bidder shall do Configuration, Testing and Commissioning of the upgraded

version and related products with necessary and adequate patches, utilities,

tool etc at MIDHANI Primary Data Center site Production instance, to achieve

full functionality, in the new upgraded version, as per the Version Upgrade

Project plan. The Upgradation work shall be done by following the Standard

Oracle procedure of EBS Upgradation..

33. Bidder shall implement resolution, as per the Version Upgrade Project plan,

for such of the products/modules/objects implemented in the existing version

R12.0.6, which are declared obsolete in the upgraded version R12.2.x.

34. Bidder shall Implement resolution for customization/ extension/ integration/

interface , as per the Version Upgrade Project plan, by migrating/ replacing/

recoding/ reworking existing customizations/ extensions/ integrations/

interfaces etc and making them operational in the upgraded version

35. Bidder shall Migrate complete Data from existing running Oracle EBS

R12.0.6 Production Instance to the new upgraded version R12.2.x

Production Instance on the new platform along with fixing data error, if any,

during upgradation.

36. Bidder shall conduct the series of multi-stage UATs of the EBS Application,

as per the Version Upgrade Project Plan, and the Test scripts/Test scenarios

approved by Project Team for confirming the functionalities/features,

configuration and performance of the upgraded version.

37. The series of User Acceptance Tests(UAT), Test Runs, Conference Room

Pilots shall be done on the replica/clone of the Production instance with full

production data.

38. The Upgraded EBS Production Instance response time will be measured with

respect to existing EBS R12.0.6 Production Instance response time. It will

also be tested based on sample test cases provided by MIDHANI. All the

existing business processes mapped in R12.0.6 as well as their performance

must not be adversely impacted due to upgrade to R12.2.x. The upgdaded

solution must offer better performance acceptable to MIDHANI.

39. Bidder shall provide training to MIDHANI Users team on the upgraded

version EBS R12.2.x on the Training instance/setup, as per the Version

Upgrade Project plan, along with related materials, training documentations,

hands-on training facility by the experienced professionals.

40. Bidder shall Operationalise the new Upgraded EBS R12.2.x Production

instance for Business use of MIDHANI only after thoroughly and successfully

Testing the Upgraded applications and completing the Training for Functional

and Technical Core teams.

41. Go-Live shall be done on the ungraded Oracle EBS R12.2.x version on the

entirely new Production environment with complete production data.

Existing running EBS R12.0.6 Production instance will be discontinued from

real-time use there-upon.

42. Change management principles will be employed aggressively throughout all

phases. Bidder shall initiates the changes e.g. functionality made obsolete,

changes to user interfaces, terminology, menu etc that affect the way the

existing ERP applications work after the upgrade and has impact on the

usage of products.

43. Project team members will be called upon to assist in the adoption of new

methodologies and to actively engage the stakeholders / users.

44. Bidder shall prepare complete documentation for every important activity

undertaken, outputs of activity, reports, deliverable provided etc and this

document to be signed off by both MIDHANI and the Bidder

45. Bidder shall ensure that the complete set of licenses purchased and being

used by MIDHANI for the existing Oracle EBS R12.0.6 will be Automatically

Upgraded to the new version Oracle EBS R12.2.x, including the licenses for

Oracle Database be upgraded to Oracle DB12c. The existing Oracle Product

ATS is paid till 28/12/2017

46. Bidder shall prepare and consolidate the list of Module / product-wise New

Licenses of Oracle EBS R12.2.x, which in addition to the existing set of

upgraded licenses, are required to achieve the full functionality as per the

Version Upgrade Project plan. This list must be adequate as per the Scope of

Work. The licenses must be of Full User Perpetual type for all the

Products/modules.

47. Bidder shall recommend and assist MIDHANI to procure this set of New

additional Licenses for Oracle EBS R12.2.x as per the consolidated list.

48. Bidder shall provide Post Production Support (PPS) for 3 Months starting

immediately after Go Live on the new upgraded version Oracle EBS R12.2.x.

on mutually agreed Terms & Conditions, ensuring smooth transition, high

availability, security, reliability, data integrity, business continuity etc. during

PPS period.

49. The composition of PPS team, consisting of total of 2 persons (Apps

Functional / Apps Technical / Apps DBA), will be jointly decided by the Bidder

and MIDHANI and may undergo periodic changes depending upon the

requirement during the PPS period.

50. Bidder shall be entirely responsible for any discrepancies, errors and

omissions in the technical details submitted by him irrespective of whether

those have been approved, reviewed or otherwise accepted by MIDHANI.

The bidder shall take all corrective measures arising out of discrepancies,

error and omission as mentioned above within the time schedule and without

any extra cost to MIDHANI.

51. The bidder shall designate a Single point of contact during the

implementation phase as well as after Go-Live, for MIDHANI to interface

with, on all issues related to the Project. Bidder shall also submit its own

Escalation path to resolve any outstanding issues.

52. Bidder shall adherence to the Best Practices compliance and shall have a

robust methodology for identifying and mitigating risks. He shall carry out the

complete implementation as per the OEM standard methodology and use the

professional services of OEM as and when required

Upgrade to EBS R12.2.x includes the Functional architecture changes as well as

Technical changes. It is involving significant changes in Financials data model and

functionality and shall require greater involvement from business process owners.

There is a direct upgrade path from EBS R12.0.6 to EBS R12.2.x without having to

install an intermediary release. There is also a direct upgrade path for DB from 11gR1

to 11gR2/12c.

i) Upgrade the Oracle Database 12c from existing 11g Release 1(11.1.0.7).

ii) Install pre-packaged Rapid Install to upgrade existing 12.0.6 systems directly to

Release 12.2.0 including Technology Stack for both DB & Apps-Tier as well

as and Product / Apps Stack.

iii) Apply the 12.2.x Release Update Packs i.e. RUP 5 to R12.2.0 instance.

iv) Migrate the complete production data to the upgraded version Instance.

initiates the changes which have impact on product usage..

x) Switch from Oracle Single Sign-On to Oracle Access Manager as EBS 12.2.x is

certified with Access Manager 11g or higher.

General Terms & Conditions related to Project Management and Execution

1. Bidder shall ensure high availability, security, reliability and data integrity for all

the supplied components.

2. Bidder shall provide all material, equipment and services specified or otherwise,

which are required to fulfill the intent of ensuring performance, operability,

maintainability and the reliability of the complete work covered under Scope of

Work. If any item, though not specifically mentioned, but is required to complete

the project for its safe, reliable, efficient and trouble free operation shall also be

taken to be included and the same shall be supplied, installed, configured,

developed by the Bidder as per requirement.

3. All the equipment models shall be supported by the OEM for a minimum period

of Five (5) years.

4. Quality audit mechanism will be ensured during the contract period. MIDHANI

will also have the discretion for quality audit in addition. Any observations and

comments of the audit shall be done in mutual consultation of MIDHANI and the

bidder. All audit issues and observations must be Closed during the period of

contract.

5. MIDHANI will provide Acceptance of the entire set up including EBS upgrade,

H/w and other components only after thorough testing and satisfactory

performance

The Eligibility and Pre-Qualification Criteria along with the documents which need to be

Bid Evaluation

MIDHANI will determine whether each bid is complete, and is substantially responsive

to the Bidding Documents. For the purposes of this determination, a substantially

responsive bid is one that conforms to all the Specifications, Scope of Work, Eligibility

Criteria and Terms & Conditions of the Tender document without material deviations,

exceptions, objections, conditionality or reservations.

Technical Bids which strictly contain all the following shall only undergo Technical

Evaluation:

1. Compliance to every criterion of the Eligibility and Pre-Qualification Criteria along

with Documentary proof.

2. Compliance to every clause of the Scope of work.

During evaluation of the bids, MIDHANI may at its discretion, ask the Bidder for

clarification regarding its bid. The bidder has to submit the clarification as desired by

MIDHANI. The request for clarification and the response shall be in writing and no

change in Price of the bid shall be sought, offered or permitted. All clarifications should

MIDHANI may require the Bidder to make presentation of their offers and / or arrange

site visits of such clients of the bidders where the similar king of solution has been

Such of the Technical Bids, which are found suitable after thorough evaluation of the

details furnished as per above given list, shall be declared as Technically Acceptable.

Price Bid of the Bidders with Acceptable Technical Bid shall only be opened and the

Bidder with the Lowest Price Bid (L-1) shall be declared as Successful Bidder.

MIDHANI may modify / delete the quantity of any of the Items from those listed in the

specification depending upon the project requirement, in the final Purchase Order

During the evaluation process, as per the ERP project requirements, in case MIDHANI

desires for selection of new hardware/software/tools and/or system and/or

specifications/configuration based on requirements or for the reasons of technological

advances/changes, MIDHANI will ask the eligible Bidders and/or Technically shortlisted

Bidders (as per the current stage of evaluation) to re-submit the Technical / Price bid

based on new advanced specifications/ configurations/ technologies and the Bidder(s)

will be selected on the basis of procedure for evaluation of bids as specified in the

tender document.

Signing of Agreement :

MIDHANI may send along with the Purchase Order / work Order to the successful

Bidder, the draft Contract Agreement incorporating all terms & conditions between the

parties. The successful bidder will be required to sign the contract agreement within the

stipulated period mentioned in this document.

Non-Disclosure:

The selected bidder shall not, without MIDHANI’s prior written consent, disclose the

Contract, or any provision thereof, or any specification, plan, software code, sample of

information furnished by or on behalf of MIDHANI, to anyone.

Agreement with OEM:

MIDHANI may consider signing separate agreement with OEM- M/s Oracle Ltd., as a

part of standard Licensing requirement, if any, on request of successful bidder and

OEM. The same will also be binding on the successful bidder.

Compliance to Cyber Security Policy

Successful bidder has to ensure and comply with MIDHANI Cyber Security Policy

requirements for the entire scope of work.
