Why do we need POWRA?

Many accidents and incidents are result from a change to the planned methodology (Work Package Plan) e.g.:

• Differing site conditions

• Alternative plant/equipment

• Alternative resources

When we investigate these accidents and incidents we found that change had not been recognised.

How do we get our workforce to recognise change?

What is a POWRA?

It is:

• A final check made by the gang before starting work

• Confirmation that all agreed controls are in place

• A means of empowering the workforce to take ownership of their work area

• A route to seek revisions to an approved method of work

Examples of Recent EventsWesthampstead Station – the safe system of work in place for the movement of bulk bags around site included the use of a telehandler.

POWRA would have highlighted:

• Site conditions and

• Alternative item of plant used

A1 D2B – Operative cut his arm with a cut off saw after slipping while cutting the central reserve concrete barrier.POWRA would have highlighted:

• Lack of space / poor access

• Need for different method of work
