I N EXERCISE of the powers vested in him by Article 3 of the Emergency Powers (Colonial Defence) Order in Council, 1939, and the Emergency Powers (Defence) Act, 1939, the High Commissioner has made the following Defence Regulations :—

1. These Regulations may be cited as the Defence (Amend­ment of Prisons Ordinance) Regulations, 1940.

2. The arrangements to be made under paragraphs (a) and (b) of section 39(1) of the Prisons Ordinance, 1940, shall be arrange­ments by which a convicted person sentenced to imprisonment, whether by one sentence or by consecutive sentences, for a period exceeding one month, other than a life sentence, may become eligible for discharge or for release on licence, as the case may be, when a portion'of his sentence not exceeding one-third of the whole sentence has yet to run, and accordingly the said section 39(1) shall have effect as if in paragraph (a) thereof for the words "one-sixth" there were substituted the words "one-third" and in para­graph (6) thereof for the words "one-fourth" there were substituted the words "one-third", and as if the proviso to paragraph (a) there­of were deleted.

3. The Interpretation Ordinance shall apply to these Regula­tions as it applies to an Ordinance.

ORDER BY THE CONTROLLER OF SUPPLIES UNDER SECTION 4.

I N EXERCISE of the powers vested in me by section 4 of the Food and Essential Commodities (Control) Ordinance, 1939, I , COLONEL GEORGE W Y K E H A M H E R O N , Controller of Supplies, do hereby order that no person shall, from the date of the publication of this Order in the Gazette, move from one Administrative District to another any of the controlled articles specified in the Schedule hereto, without a written permit from the Deputy Controller of Supplies of the District in which any of the said articles may from time to time be situated.

Any person acting in contravention of this Order shall be liable to a fine not exceeding two hundred pounds or to imprisonment for a period not exceeding one year.

I N EXERCISE of the powers vested in him by section 19 of the Animal Diseases Ordinance, the High Commissioner has made the following rules :—

1. These rules may be cited as the Animal Quarantine (Amend­

ment) Rules (No. 8), 1940, and shall be read as one with the Animal Quarantine Rules, hereinafter referred to as the principal rules.

2. Paragraph 8(a) of Part X X I I ("Sudan") of the Schedule to the principal rules, as enacted in the Animal Quarantine (Amend­ment) Rules (No. 7), 1940, shall be amended by the substitution of the words "for slaughter" for the words "for sale" appearing therein.

I N EXERCISE of the powers vested in the Municipal Council of Haifa by section 99 of the Municipal Corporations Ordinance, 1934, the Municipal Commission of Haifa have made the following by­laws :—

1. These by­laws may be cited as the Haifa Hadar Hacarmel Citation. Shop Closing Hours (Amendment) (No. 2) By­laws, 1940.

2. In these by­laws, the term "principal by­laws" shall mean Interpretation,

the Haifa Hadar Hacarmel Shop Closing Hours By­laws, 1939.

3. By-law 4 of the principal by-laws shall be renumbered as by-law 5, and the following shall be added to the principal by­laws as bv-law 4 :— "Late closing on eves of feasts.

4. Notwithstanding the provisions of the pre­ceding by-law, shop closing hours in Hadar Ha-carmel shall on the eves of the following feasts begin at 10 p.m., and shall apply to shopkeepers, each on the day of the feast of his community :—

PARCELLATION ACCEPTANCE NOTICE.

I N EXERCISE of the powers vested in me by section 23 of the Land (Settlement of Title) Ordinance, I hereby give notice that I have approved and accepted the sub-division of land held in individual shares in the lands comprised within Registra­tion Blocks Nos. 11538, 11633, 11642, 11644, 11653, in the village of 'Emeq Zevulun, in the Sub-District of Haifa, whether any such lands are or are not registered as held in individual shares or held in common and whether they were formerly distributed or not distributed periodically among the inhabitants of the village or a section thereof or among other persons. This accept­ance is without prejudice to any right in the parcels resulting from the said sub­division.

Any person claiming an interest in the said lands in the village of 'Emeq Zevulun should submit his claim in accordance with the provisions of the Land (Settlement of Title) Ordinance if he has not already done so.
