FINER POINTS is the oldest publication devoted exclusively to the understanding, selection andapplication of diamond, cubic boron nitride and related materials. It is edited for recipients who areinvolved in some way with these “superabrasives”, either as providers of the materials, producers ofproducts containing the materials or users of these products (e.g., grinding wheels, dressing tools,drill bits, saw blades, sawing wires, cutting tools, polishing compounds, CVD film products, etc.).

A Finer Point of View...Over the last 10-15 years China hasemerged as the largest producer ofdiamond in the world, I, like many, havebeen following with increased interest theevolution of the quality of Chinesediamond. China has acquired areputation for flooding the world marketwith low cost/low quality diamond whichhas been mainly used in less challengingapplications. However, in recent years, thequality of many Chinese diamond grades(particularly saw diamond) has greatlyimproved while the cost advantage hasbeen maintained the result being thecommoditization of the syntheticdiamond market. The fact that Chinesediamond has received recognition outsideChina is documented by import statisticsof many countries, including U.S.

On a recent trip to China, I had theopportunity to learn of sometechnological developments by a selectnumber of diamond synthesizers, whichcontributed primarily to the improvementof the quality of Chinese saw gradediamond. Based on recent developmentof the belt-like cubic press process, whichcombines the advantages of both belt andcubic HPHT processes, coupled with theimplementation of the well establishedpowder capsule technology and theindirect heating technique, high quality,large grit-size saw grade diamond is beingnow produced in large quantities inChina. However, given the large numberof diamond synthesizers, and thediffering levels of technologicaladvancement, consistency of the Chinesediamond grades still represents atremendous challenge for both thediamond synthesizers and the end users.Despite world-class business andmanufacturing capabilities, China stillsuffers from its reputation of a copycatmanufacturer. The lack of technologicalknow-how, systems integration, and theability to design new products fromscratch and get them to themanufacturing line, still representobstacles they need to overcome.However, this will likely happen soonerrather than later.

I use the evolution of the quality ofChinese saw grade diamond as anattempt to illustrate the mechanics oftoday’s world superabrasives industry and,hopefully, to convey a message: the needfor increased U.S. R&D efforts in all areasof superabrasives industry. Unfortunately,the 2008 National Science Board reportentitled “U.S. Basic Research: A Need forSerious National Attention”, signals withconcern the stagnation and even declinein some areas, in support for R&D andespecially basic research. In light of thegrowing importance of knowledge-basedindustries in the global economy, thesetrends are particularly alarming. Theconfluence of these indicators raises

important questions regarding the futureof U.S. competitiveness in internationalmarkets and the future existence of highlyskilled jobs at home. Add this disturbingtrend, to the well-known history the U.S.has in watching other countries capitalizeon what were originally Americaninnovations (i.e. VCR, magnetic levitationtrain, silicon chip, computer, etc.) andone is asked to question the long termprospective of the U.S. superabrasivesindustry. The manufacturing, selection,qualification, and use of superabrasiveproducts are becoming ever morecomplex. Add to that the competitivepressure from outside the U.S. and theneed for increased U.S. R&D within thesuperabrasives industry becomes greaterthan ever. I believe the IDA membercompanies should take into account thesetrends when formulating their long-termstrategies. We should understand thesechallenges (particularly the steps theChinese have taken to further themselvesin the superabrasives industry), and useour creativity and R&D capabilities tocontinually innovate and stay ahead. As amatter of fact, many of the superabrasiveproducts and technologies have beendiscovered in this country and thenduplicated elsewhere. The IDA should bethe conduit for the U.S. superabrasivesindustry to unite and grow in strengthand technology, by promoting the IDAmembers not only to the abrasivesmarket, but also to US governmentagencies to gain funding for R&D in ourindustry.

Hopefully, we can all overcome our feargenerated by the current recession, andlook further to the future to make sure wehave one tomorrow.

FINDING PURE HARMONY IN INTERNATIONAL TRADEThe international community has established a Harmonized System of numbering import andexport products and any business selling to an international customer has to assign aHarmonization System code number to shipped products. Harmonization Codes are specificidentifiers for a commodity. This number is an aggregate series starting with a broad two-digitcategory range. For instance, 68-71 is everything under “Stone & Glass”. Next comes a two-digitidentifier such as 71, which are “Pearls, stones, precious metals, imitation jewelry, coins etc”. Then is a4-digit identifier like 7102, which is “Dust & powder of natural or synthetic precious or semipreciousstone”. A 6-digit identifier defines the commodity a little further such as 710510 “Dust and Powder ofDiamonds” and then some commodities are taken 10 digits as 7105100025 “Diamond dust or powdersynthetic”. The Harmonized System Committee of the World Customs Organization created the4 and 6-digit codes. As signatories to the Harmonized System Convention, the USA and alltrading partners use these 4 and 6-digit codes for national tariff schedules. Beyond the 6-digitlevel, the US Congress establishes the 8-digit codes, their descriptions and their duty rates. Atthe 10-digit level, the U.S. International Trade Commission (USITC) meets twice a year toconsider requests from other Government agencies, trade associations, etc., for statisticalbreakouts of products. Over the lastcouple of years the Industrial DiamondAssociation of America (IDA) has beenworking to better define productbreakouts in the superabrasives industryfor the Harmonization System. Our nextstep is to determine which products canbe listed separately. The Committee hasthree criteria for product breakout: (1)there must be at least $1 million annualtrade; (2) the trade to be reported underthe new product breakout must notviolate Census rules of confidentiality;and (3) the descriptions must be clearand administrable for Customs. TheUSITC is responsible for maintaining andupdating the Harmonized Tariff Scheduleof the United States, but US Customs andBorder Protection interprets andadministers the tariff, includingclassification, duty assessment andcollection, valuation, country-of-origindeterminations, procedures, etc. Since allparticipating countries report export andimport data, individual companies cansee which countries are involved, and towhat degree, in industries of interest. TheIDA receives these reports quarterly somembers can review International TradeData for superabrasive products. Toassign the proper code is extremelyimportant because these codes candetermine what the tariff may be onproducts shipped. An improper code mayresult in a higher tariff being levied on agiven product, for instance raw materialwould probably be less than a finishedtool. We have found many companies arereporting specific products like PCD,PcBN, cBN and CVD Diamond, which donot have their own code, under differentcodes. We noticed that there was nospecific classification for these productsin our industry. Diamond is listed, as arediamond wheels, but no listing exists forcBN wheels, polycrystalline materials orCVD diamond. The IDA is working toclassify specific products in our industryto reduce tariffs and to accurately trackimports/exports. Accomplishing thisproject will be a tremendous value to theIDA, its members and the industry as awhole, which will be pure harmony forthe international trade of superabrasives.
