Executive summary The Sport of Tenpin is often confused with the commercial centres ‘recreational business’ and operations and as a result many may erroneously believe our sport is supported by commercial centres. Sport services are provided by TBAQ the authorised state level organisation of Tenpin Bowling Australia. Pathways for athletes and officials in the sport, events, education and training opportunities and all community sport services are principally part funded by State Government Sport and Recreation Organisation Development funding, with the remainder provided by sponsorships and user pay services generated by TBAQ . TBAQ oversee the supply and maintenance of $388,000 of modified tenpin bowling equipment to schools, universities and communities each year with demand growing each year for our all abilities, all gender, fun activity available at no cost to schools and community groups, hospital rehab units and afterschool and holiday care programs. Commercial centres partnerships are integral in supporting the delivery and sponsorship of 20% of our School Roll ‘n Strike resources (modified tenpin lanes) 80% provided by positioning sponsorships and in recent times supporting Sporting Schools of this support. Our Roll ‘n Strike program in schools reaching over 66,000+ school children in Qld (2018 - 2019 figures). Conversion rates from community to the sport venue is desirable to ensure a lifetime habit of activity and participation keeping Queenslanders active and healthy. Some of the many services our organisation and volunteer committees and coaches support, include Junior and Youth Development camps, ‘learn to bowl, ‘coach supported state- wide leagues’, research and development, coach, officials and athlete pathways, coach and official recruitment. Community services: TBAQ are active in the support of community organisations operating in sports halls, multi sport expos, sport services and support for people with a disability and currently we are planning the expansion of these services to include new early learning programs (Tenpin Tots) and support targeting 45-65 year olds and retirement homes.

Queensland (TBAQ) was the first State in the sport of Tenpin Bowling to initiate the ‘in-school’ development program. Expanding support services to Universities increases our reach in Queensland. TBAQ have on -line teacher development program as an example of effective best practice option to teachers prior to their placement in schools across Queensland. TBAQ provide Universities and Schools with the tools to teach. The program keeping all students (up to 36 in a class) on task at all times during the program. The Roll ‘n Strike program of Tenpin is used in Universities as an effective teaching tool in the Bachelor of Education HPE pedagogy unit at Southern Cross University in past years. (teacher professional development on our website password access TBAQ0114). Acknowledgment of our partnership with State Government is within our video instruction support and all of our communications of sport services. TBAQ have updated our teacher resources, aligning with current Australian curricula requirements with a new look manual utilising curriculum specialists. Successful partnerships: TBAQ partner with Qld Sport CONNECT network. Aids such as the Auslan video to better orientate persons with a hearing impairment to the sport and recreation of tenpin. TBAQ aim to provide more services and support for people with a disability as Tenpin Bowling is the number one activity choice providing the physical and

emotional success of participation. Tenpin is a unique sport that offers many ways to play the game. Bowlers keep active

and healthy through participating in what can be a fun or competitive activity, delivering individual, doubles or team outcomes. Tenpin Bowling venues are fully equipped with bowling aids (rails, bumpers and balls with handles) to include absolutely everyone. This Strategic Plan including special initiatives introduced from time to time is aimed at reaching more people in the community. TBAQ Board of Management have an integral role in prioritising services and managing our strategic plan increasing our capacity to deliver greater participation and sport services on behalf of the Tenpin Bowling Association of Queensland Inc (TBAQ) and our stakeholders into the future. The operational plan will be used by the Board and CEO, to define roles, performance and key indicators of each of our strategies tied to projected costing and budgets. Measurements of progress will be collated in 3 year increments and used to examine effectiveness of governance, increased capacity to deliver, and define the sport services of greatest value to grass roots participants and volunteers delivering. This Strategic plan is a living document and when necessary, will be modified to reflect the ongoing

development of technology, best practice delivery models and current needs of the Sport of tenpin and the Community and aligned with State Government strategic outcomes of a more Active Queenslanders. Association/Club/ and Committee base: TBAQ has a base of 25 sport registered Bowling Centres state-wide in 2019. Some centre’s represented by both a junior and adult associations/clubs. Our aim is to have all our associations incorporated. We have 5 Volunteer committees who deliver our State and Zone Championships and state representative teams for all categories of bowler, and 2 event specific committees who manage state driven events for juniors and seniors over 35 years of age. TBAQ provide governance resources and guides at no cost to Associations in 2019 through an external organization Community Sport utilizing “Club Spot”. Ensuring up to date governance guides, templates and assistance is provided, and have entered into an agreement to continue this support in 2020 and beyond. Venue access: Bowling Centre’s have closed recently, Kedron, Cannon Hill, Redcliffe Bowl, Strathpine through real estate values climbing or simply tempting commercial landlords of these businesses to cash in. Our sport need to establish a venue where we are able to expand participation and increase membership of the sport all year including school holiday seasons (the lanes are at their busiest and therefore too expensive for sport services hire) has resulted in our need to plan in the future for a Centre of excellence for Tenpin (‘Home of Tenpin’ facility). TBAQ would have a venue to drive all our programs and services without the limitations of hiring only at times convenient to commercial business. 24 lanes in an indoor complex could engage international camps and host our sports Nationals throughout the year. Nationals each year in July, attracting thousands to the Queensland venue and also offering our sport travelers all that Queensland is famous for. We are keen to investigate all and any avenues of access to facilities, existing or planned into the future. Sponsorship successes and Benefits: TBAQ have successfully attracted sponsors providing incentives to Queensland juniors and youths embarking on international pathways in our sport. During 2016-17 we partnered with SCOOT airlines offering 14 return fares to Asia to talent ID Queensland athletes and officials to gain international experience in Malaysia in the Milo Junior (21 years and under) International tournament. Entry to this opportunity is via Qld Junior and youth development camps, Qld based junior and youth tournaments and State Based Training Squad inclusion. TBAQ had 12 Qld based junior development events linked to this opportunity in 2019 with support for this pathway planned into 2020. No other state level association provides international experience to juniors and youths within their state strategic plan, in addition to supporting National pathways of the National training Squad. One of our athletes Blayne Fletcher winning the International All Stars Milo tournament in Malaysia in 2016 and most of our Qld juniors making finals in 2017-18-19 amongst 700 international bowlers. We are currently consulting with external agencies to assist with attaining further sponsorship in 2019 and beyond. The State Based Training Squad is the pathway to National teams for Qld Tenpin Bowling Talent ID processes, The State Training Squad is accessible to all categories of bowler including, Junior, Youth, Adult, Senior and Bowlers with a disability. The State based training Squad program for athletes is also a training ground for our coaches. Local coaches passing this knowledge through TBAQ coach education workshops accessed at regional and rural areas. Education and Training Calendar: Coaches: TBAQ drive Coach Workshops supporting local coaches to deliver up to date material to athletes. Our coach network supporting the Qld Talent ID program will be submitting their calendar of activity for 2020. Coach Developers have been identified (4 to date situated in Rockhampton, Mackay, Brisbane and Cairns) with further networks to be built over the next 5 years to expand our numbers of coaches. Our NSO drives the accreditation process and our role in officials and coach education is to drive coach workshops in Qld keeping the teaching material current and feeding into our popular Qld Talent ID program. This pathway process allows Queensland juniors to fast track to national levels through State and international experience opportunities boosting results at national levels with more of our junior and youth athletes gaining places in Australian teams through National tournament rankings and selection to compete overseas. TBAQ introduce World Champion American Professional bowlers to join our high performance program including this activity in our Junior and Youth development Program and State Training Squad promotions in addition to our regular clinics and camps available in North Queensland and South Queensland. This has proved to be extremely successful. We will be targeting women and girls with invitations to be mentored by these champions in the future. We have been fortunate in 2017 and2018 to have American Kelly Kulick USA team number 1 Professional Bowler and Coach to drive our Junior state camps in Qld and we have enjoyed increased numbers in our junior development because of this partnership. High Performance: 2018- 2019 National Rankings: Queensland athletes making up 25% of National rankings Juniors : 5 Qlders in top 10 Qld Youth 5 Qld Youths in top 10 National rankings with Chloe Jones from Townsville as number 1 in the ladies division. . Adults : 3 Qlders in top 10 5 Seniors in top 10 National rankings Our State bowlers boasting Gold medals at Australian Nationals Masters events in both the boys and girls open grade and restricted event category with Qld athletes making Australian teams each year competing internationally.

Website: The expansion of our sport services and the sheer size of our popular in school program necessitated us to again continually rebuild the functions of our website. Functions such as ongoing library of reports on events held locally and state -wide, location finders for local bowling venues, community services are enhanced through automated school booking of free resources provided to schools via our website and education and training videos available on line for teachers. With recent updated changes in our school manual to meet curricula requirements for teacher professional development our video support on our website will also require changes. We are currently (2020) working in partnership with the QUT to develop an APP to support teachers in school with ready access to these videos and sport information. This in turn provides TBAQ cost savings by assisting us to conquer great distances and travel expenses to provide specific training in the large State we live in. We are still searching for effective communication and database management tools but will constantly evolve our IT to meet our needs. Database and communications: TBAQ are in the process of streamlining our reporting processes and rebuilding volunteer numbers across Queensland. The transient nature of the population in some regions of Queensland poses a constant challenge for us as a state sporting organization. Our sport boasts 25 venues in all regions of Qld with our school program covering more of the State, We have been successful delivering consistent services where we are short of volunteers by providing part time development officers to deliver those services. Communication/reporting systems currently in use are provided by Sport Community (Club Spot) resources: activity reports and updated templates to use. Other communication support systems include face book, website, email, bulletins, media release, committee driven grass roots and database contact, centre based promotions and community organizations partnerships provide updates of activities available to our members.

TBAQ through responsible governance, financial management and sport service delivery have built a stable and well run State Level Sporting Organisation. TBAQ is positioned to expand the scope of our sport service delivery across Queensland in partnership with the Queensland Government. This organisational growth not only increases opportunities for people to participate in an active and healthy lifestyle but also relative employment growth for Queensland.

Major Objectives

Short and long term objectives and key performance areas

• Delivery of mutual goals of the Active Queenslanders strategy for our sport and the Queensland Government. Providing the emotional success of participating in sport and recreation for the entire family. Expand resources to supply regular free services to Primary schools and the community. Expand popular community programs.

• Increase participation in the sport of Tenpin in the community at schools, and community centres, in Tenpin Bowling venues, and increase recreational bowling in all environments, on behalf of TBAQ and TBA.

• Strong support of athlete, coach and officials pathways.

• Deliver education and ongoing training for sport service providers, coaches and officials, teachers at Universities and at local schools, Association volunteers and TBAQ staff. Provide workshops to ensure quality assurance and updated resources are provided to all.

• Attract new participants through Provision of a safe learn to bowl experience for social bowlers, frequent bowlers and Tenpin Bowling Australia members, via come and try experiences, community service promotions, and Roll ‘n Strike state wide in centre introductory programs of 5-10 weeks. in partnership with all stakeholders.

• Assist Tenpin Bowling Australia provide accreditation courses and Instructors to deliver these outcomes.

• Increase staffing levels to better provide a stable service delivery to assist sport service providers and volunteers in the sport in all regions of Queensland.

• Provide sound governance at local and State level to sustain the organisation and provide risk management strategies through guidelines supplied to all associations, committees and bowling centre’s in Qld.

• Improve communication at grass roots community levels, associations and direct to members through an improved website and reporting and monitoring systems at schools, universities, bowling centre’s, local association and sub -committee levels.

• Investigate, research and make applications towards an Indoor sport centre of excellence ‘Home of Tenpin’, accommodating a sport owned 24 lane tenpin bowling facility in partnership with council, state government and others to increase our capacity at community, supporting pathways of athletes and coaches aspiring to elite levels and at High performance levels. Increasing the sport choice of sport recreation activities in Queensland. Research alternative ways to long term access in sport venues available during holidays and throughout the week, and week-ends to guarantee a calendar in advance of in centre sport service delivery which is governed by the sport. Leasing or funding agreements arrangement within specific centre’s as an option into the future to accommodate long term planning (3 years or more).

Assumptions:

TBAQ’s planning relies on our organisations financial viability. Dependence on Government funding,, sufficient staffing levels, collaboration and partnerships with other organisations and volunteers.

• Department of Sport and Recreation State Government funding. Delivery of mutual goals of Active Queenslanders strategy. Maintenance of sport funding, allowing TBAQ to further expand resources to supply regular free services to Primary schools, Universities and the community. Expand popular community programs. • Business partnerships, local bowling centres, and TBAQ entering into agreements to support a reduced price hiring of lanes used for TBAQ sport services when activities are conducted at bowling venues. Partnerships active through Roll ‘n Strike service delivery, increased involvement with School competitions and programs across the state.

• Increasing the capacity of our website to provide further video training modules to reduce education and training delivery costs incorporating a teacher accreditation process. Video compiled to provide Bowling ‘in the Game’ tips to visiting schools accessing Tenpin facilities across Qld.

• Establish increased and consistent engagement with local associations, volunteers and members with an outcome of promotion and delivery of TBA and TBAQ sport benefits and services, user pays and sponsored offers to members.

Critical success factors and issues facing the organisation

Organisations are faced with a number of issues that are likely to have a direct impact on the implementation of the plan. These issues have been addressed in this Strategic business plan.

• Governance – Role of the Board of Management, Directors, Committees and Associations. Relationship between Executive and Management/Staff, reporting lines between Executive/Management/Committees/Associations.

• Venue operator’s relationship with the State and local Associations and schedule of lane usage available to sport. Continual support of sponsored Tenpin Modified kits (Roll ‘n Strike kits) to schools by centres.

• Servicing of local Associations (clubs), shrinking number of volunteers and transient nature of volunteers.

• Recruiting and training new generation of volunteers to address natural attrition of association members, Coaches, Officials providing sport services to the community

• Communication and reporting to TBAQ of delivered services to the community from each Association within reporting timelines and schedules.

• Implementation of education and training programs to the community and bowling venues.

• Design of a unified approach to strategic planning and coordination with all Industry (venue operators) and sport stakeholders, Corporate (Zone branded) and independently owned commercial centres.

Organisation history

The Tenpin Bowling Association of Queensland was registered in the year 1969 and became incorporated on the 16th November 1992.

TBAQ with the assistance of the Queensland Government has become the leading State Sporting Organisation for Tenpin Bowling in Australia with many firsts for our sport to our credit.

Starting with a small $30,000 funding level from the State Government back in 1992 TBAQ have built a strong sport organisation that delivers many community recreational and sport services to a wide range of the community directly and also indirectly through other community organisations.

TBAQ was the first Tenpin Bowling Organisation to successfully operate a Schools program originally called Port-A-Bowl and now called Roll ‘n Strike ‘in school’ which provides free sport services to schools and community groups and also offers sport pathways link in local Bowling Centres, Roll ‘n Strike ‘in Centre’ to promote frequent recreational and sport activity to Queenslanders.

The Roll ‘n Strike equipment currently delivers Tenpin Bowling to over 66,000 (2019) school children year. TBAQ provide Free Teacher in-service training (Professional Development) at Universities across Qld, and also assists teachers with introductory lessons with pupils in schools providing a compliant syllabus friendly manual and video support. TBAQ also make the modified equipment available to community organisations, PCYC, Lifestream, Sporting Wheelies, hospital neuro clinics and provide a popular alternative activity for persons with a disability. Tenpins accessibility and adaptability for all persons with a disability both in the community and in our air conditioned centre’s is easily seen.

TBAQ have designed many of Tenpins ‘first’ sport service programs and branded these as ‘TBAQ Sport Services’ to market and promote to the Community and Industry stakeholders.

TBAQ provided the first athlete script of training for our sport which has been adopted as an athlete training measurement and is currently used as a talent ID tool by coaches in Qld.

TBAQ was instrumental in marketing and promoting the sports first recruiting program called Funtips, and the State -wide Roll ‘n Strike League to recruit more frequent bowlers to our sport and provide a sport membership incentive at the end of a 5 week program to new bowlers trying our sport for the first time.

This document was formed in consultation with a cross section of stakeholders of the Tenpin Bowling Association of Queensland.

OUR VISION

The Tenpin Bowling Association of Queensland is the lead State Organisation for the development of sport services in Queensland and our vision is to continue to pilot new and creative projects for the advancement of our sport and to grow participation for all members of the community.

We administrate, develop, and promote the sport and recreation of tenpin bowling by providing a fun, safe, enjoyable activity that encourages all participants to reach their full potential no matter what their aspirations may be.

We will do this by providing strong governance and delivering an activity -based sport and recreation choice promoting a healthy lifestyle in partnership with the State Government, our local Associations and Industry stakeholders.

Our success will be measured by increased participation, both in the community and in frequent bowler numbers and our relationship with stakeholders at all levels.

Continue Sport CONNECT initiatives, apply for assistance to increase TBAQs capacity to engage a larger community in the sport and recreation of tenpin and attract a greater network of active partnerships. – Target March and November to recruit groups.

Investigate opportunities to partner with State Government funding to produce a video available on- line with ‘tips’ to assist people access the sport. Provide to persons who are vision impaired, hearing impaired, bowlers in wheelchairs, bowlers with arthritis or no gripping strength and high support community members. Following the success of previous projects with hearing impaired, and teacher training in schools.

1.3.3

Create an education and training calendar and schedule of activity that is used for other communities, CALD, Youth at risk, and Indigenous, encouraging and putting in place each sector to supply its own trainers and support systems (funding and HR support critical for this KPI).

Provide new volunteers, Association reps, event volunteers and other episodic volunteers with roles and activity descriptions including reporting (as required) and up line contacts and be aware of the Governance guides provided by Qld Department of Sport and Recreation and through Club Spot to each Association, Committee and Bowling venue in Qld.

3. Governance 3.1 Improved Governance

3.1.1

Conduct Board performance review of Board members roles and performance each 12 months.

Conduct a sport service audit to local associations, and committees to identify service and event delivery across the State linked to the strategic plan – streamline reporting process for volunteers. (State statistic collection)

Collect reports from all Qld affiliated associations each 12 months or more frequently as required to track progress against strategic direction planned for the organisation.

Conduct an IT review to continually improve the functioning of the TBAQ website to better communicate to members and stakeholders. Ensure that the website is able to provide secure video access to enable TBAQ to deliver teacher in-service training and accreditation education to all regions saving TBAQ travel and service delivery expenses.

3.5.2

Develop Local Associations reporting process to gauge effective practices - Produce an Association review of services document and assess needs of each zone of Qld for new clubs or restructure requirements. Link SRQ free governance workshop training (BACW) to association communications to improve local governance practices and provide Club Spot resources to committees and associations.

3.5.3

Volunteer Recognition, nominate volunteers,

individuals, teams for awards at the annual TBAQ

awards ceremony and forum.

Create base line data on recruiting performance of each region – assist associations requiring help..

Meet with all stakeholders each September to collate the calendar for the following year with the intention to avoid date clashes of important state ranked tournament and national ranking events on the yearly calendar.

Maintain a bowler and coach education calendar of sports services provided by TBAQ and local associations. Advertise local coaches services within.

4. Marketing 4.1 Sponsorship 4.1.1

Develop a 3 year (2020-2022) marketing and sponsorship plan. Engage a consultant to assist develop and deliver.

4.1.2

Acknowledge and maintain existing sponsorships with Local and State Governments, State Training Squad sponsors, Interschool Competition sponsors, Roll ‘n Strike Industry support to better service the community.

4.1.3

Audit current modified equipment requirements for wear and tear. Engage sponsors to support replacement items as required in schools, community centre’s.

5. Partnerships 5.1 Networks of sharing resources

5.1.1

Continue to work in partnership with the State Government to deliver sport and recreation activities to the community to increase participation in the active, healthy lifestyle outcomes to benefit all Queenslanders within the Active Queenslanders strategies.

5.1.2

Partner with agencies for persons with a disability such as Sporting Wheelies, Endeavour, Lifestream, Reclink, Councils, and others to share resources and introduce Tenpin to a wider section of the Community as a lifetime sport. Investigate partnering with each of these agencies supported by funding to further share our resources and sport services with the community.

Investigate and develop partnerships with other sports to share resources and develop mutual outcomes for each of us – example share a development officer to provide expanded services for women and girls or sport services for people with a disability.

1. Infra Structure planning

6.1 Effective use of financial resources

6.1.1

Keep track of logistics of distribution of TBAQ resources, human and material, to deliver sport services across the State and expand our marketing to interstate markets. Ensure the weighting of financial support in each key area is specific and planned.

6.1.2

Ensure National, State and Local associations resources are utilised without duplication that is unnecessary.

6.1.3

Continue to investigate opportunities to own a purpose built indoor facility as a Tenpin Centre of Excellence if possible sharing the facility with other Indoor sports or commercial businesses.

The Tenpin venue to be governed by the sport and therefore reducing our dependence on commercial operators. The facility will be used to host National and International events and training Camps for, Junior, Youth, Adult, Persons with a Disability – with operating costs shared by all stakeholders. The centre will also provide much needed community sport and recreation services to our preferred location.

Monitor and review of the plan

The strategic business plan will be monitored and reviewed on a monthly, quarterly, and yearly basis by the Board.

Directors of the Board will be responsible for their designated portfolio and must prepare a short, written report on the activities of their standing committees

or ad hoc committees at meetings of the Board as required.

The Chair in accordance with the Constitution should have overall responsibility to members for the implementation and review of the Strategic business plan

and other functions of the Association.

The yearly review will take place prior to the end a calendar year or as determined by the Board in accordance with the Constitution and the Act.

o employed, working full time, more than 35 hours a week;

o have high incomes ($1,600 plus per week / $83,200 plus per year);

o have volunteered in the past 12 months;

o be located in Brisbane – West; and

o not identify as having a disability.

Medium frequency participants are more likely to:

o be male;

o be aged 25-39 years;

o be located in Brisbane, particularly Brisbane Inner City;

o be employed, working full time, more than 35 hours a week;

o have high household incomes ($1,600 plus per week / $83,200 plus per year);

o not identify as having a disability; and

o not have volunteered in the past 12 months.

Low frequency participants are more likely to:

o be aged 24-34 years; and

o speak a language at home other than English.

Non-participants are significantly more likely to:

o be female;

o be aged 60 years plus;

o identify themselves as having a disability, particularly a physical disability;

o have lower levels of income;

o be retired or on a pension;

o be at home full-time doing domestic duties;

o be unemployed; and

o be located in Central or South East – or more specifically, Logan, Beaudesert, Moreton Bay –

North and Wide Bay.
