PRESENTATION OUTLINE
NSE Annual Conference: SUNSHINE 2015
MY THREE KEY MESSAGES1. Nigeria cannot have Sustainable Economic Development without Efficient Infrastructural Development, which is the solution to the pervasive poverty and insecurity ravaging our population by total dependence on other nations technology development and production capacity.
2. The total neglect of applied research, near zero investment or allocation to science, Technology and innovation is our greatest security challenge today not militancy or economic woes.
3. Any Success achieve in infrastructural development using foreign Technology, Foreign Men, Material and Machine is temporary – meaning that Nigeria will continue to remain a captive or battle ground of foreign goods and services.

INTRODUCTIONNigeria, just like any other nation hopes and aspires
to be strong economically. Certainly, attainment of sustainable economic prosperity constitutes a huge challenge to both the developed and developing countries. Therefore, diverse strategies are adopted by different countries to achieve economic as well as social prosperity.
Maintaining and improving our Quality of Life today offers many new challenges and opportunities. Engineering infrastructure suggests such singular opportunity for achieving sustainable economic prosperity, through delivery systems.
Delivery Systems are the tools, machinery, equipment and human capacity, which are keys to infrastructure development.

CHALLENGES FACING ENGINEERING INFRASTRUCTURE IN NIGERIA
Lack of political will to develop a grand vision for infrastructural development for the nation. Lack of maintenance culture. Lack of participation by all stake holders in EI policy making process.
Underfunding of Basic and Applied Research and Development.
The non-recognition and hence none utilization of the few relevant manpower within the country. Poor linkages between Rand D institutions, universities and the industries. Difficulties in commercializing Rand D results, as well as absent of funds.
Absence of a technology culture in the society
Very difficult and inconsistent economic environment for engineering practice and absence of incentives.Poor power and other utility supplies.

ELECTRICAL POWER SUPPLY
The independent power producers are now building power stations; some have been commissioned while the others are in various stages of completion. But then what percentage of Technical, Managerial and Material component is truly local to guarantee local ownership and sustainability?
PETROLEUM SECTOR
Our government started reform of the down-stream sector; allowing the participation of the private sector in the down-stream sub-sector of the economy. What are the true local components of local contents if the current drive emerge successful?
WATER SUPPLY
Nigeria has invested huge resources with varying result in potable water provision and for irrigation. What percentage of these from bore hole drilling rigs, the pumps, construction of dams and related facilities is local to guarantee sustainability?

TRANSPORTATION INFRASTRUCTURE
The recent overhauls of Airports, Rail-lines, Inland Water ways, Roads and related services. What percentage of these local contents to guarantee local ownership and sustainability?
AGRICULTURE
Despite specialized monotechnics and Faculties of Agriculture in several universities and even specialized universities with world trained professors, all aspect of our Agricultural practices remain manual. Any mechanised implement is of foreign origin – Hence Imported
INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)
Nigeria has been rightly described in various fora as 'one of the fastest growing GSM markets in the world'. Indeed these developments have been truly explosive: today Nigeria has has over One Hundred and Forty Eight million (148,000,000) mobile lines and over One Hundred and Eighty Thousand(180,000) fixed lines

CHALLENGES CONTD…
There is remarkable improvement in the provision of some physical infrastructure and strategic plans to provide others by Federal and some State Government which is great but:
- is not indigenous - is not sustainable - is not in consonance with
development of soft
Component of infrastructure
The soft component of Engineering Infrastructure which is Human Capital Development, is the most precious and the only guarantee for sustainability and economic emancipation

EDUCATION
As a measure of Nigeria Status, lets locate world ranking of our first generation of universities (ABU, UNN, UI)
THE 2014 University web Ranking which was worldwide universities' ranking released on July 29th, 2014 shows that Nigerian universities have
dropped out of reckoning.
KEY FEATURESNo Nigerian university featured on the world best 1,800
universities list. University of Ilorin ranked- 1st Best University in Nigeria- 20th Best University in Africa- 1,842nd Best in the World
NSE Annual Conference: SUNSHINE 2015
Following University of Ilorin in the First place is;
University of Lagos (21st in Africa)
Obafemi Awolowo University (26th in Africa)
University of Ibadan (38th in Africa)
Landmark University (59th in Africa)
Covenant University (63rd in Africa)
Federal University of Technology, Minna (71st in Africa)
University of Benin (82nd in Africa)
University of Agriculture, Abeokuta (87th in Africa)
University of Nigeria (89th in Africa)NSE Annual Conference: SUNSHINE 2015
THE 2015 World University ranking shows that Nigerian universities have dropped
down further.
No Nigerian university featured on the world best 2,000 universities list.
Obafemi Awolowo University now ranked
- 2004th Best in the World

OTHER ASPECT OF THE SOFT COMPONENT OF INFRASTRUCTURE
What are the performance of infrastructure development planning, policies, programme and strategic implementation?
- In a word – INCONSISTENCIES
What are the economic and social indices, the security situations that promote infrastructural innovations, inventions and sustainability?
- I will not delve into statistics that you know better than me. But your
conclusions are as good as mine.

OPPORTUNITIES IN SUSTAINABLE INFRASTRUCTURE DEVELOPMENT
CAPSTONE This is an American concept but very much practiced these days across
the globe. Real World, open-ended, interdisciplinary challenges proposed by
industrial projects. We must introduce this approach in the training of our Engineers and
Technologists in Nigeria
FABLABS
Reverse Engineering Programme
Chinese proverb says: “I hear I forget, I see I understand, I do I remember!”
An important tool in the delivery of Engineering is Fabrication Laboratory Initiated in 2001 at MIT, USA As at September 2015, there are 565 FABLABS world wide (Wikipedia,
2015) There are none in Nigeria, though Kenya, Namibia, South Africa etc have
it.NSE Annual Conference: SUNSHINE 2015

CONCLUSION
The future of Nigeria and Nigerians cannot be left at the mercy of fluctuating chances – through dreaming but purposeful STI policy and diligent implementation
Engineering Infrastructure Development is a scientific endeavour – where quality of input and viable process guarantee desired output and outcome.
Strong political will, patriotism and stable policy irrespective of change of dispensation are essential for prosperity.
Engineering, Science and Technology that develop home grown Infrastructure is key to realization of developmental aspirations of Nigeria.
