Whereas, Final Seniority List of Gazetted Officers of Fisheries Department was issued vide Government Order No. 116-ASH of2016 dated 11.11.2016;

Whereas, some changes have occurred in the seniority due to promotion/retirement of some officers and it has become expedientto issue a fresh/upto date seniority list of officers of Fisheries Department;

Now, therefore, a tentative seniority list of Gazetted Officers working in the Fisheries Department viz. Director Fisheries, JointDirectors & equivalent, Deputy Directors & equivalent, Assistant Directors & equivalent, Fisheries Development Officers & equivalent,Personal Officer/Headquarter Officer alongwith the Officers of Engineering Wing of Fisheries Department viz. Senior AquacultureEngineer and Assistant Aquaculture Engineer as it stood on 01.01.2018, as per Annexure "A" to this Notification is hereby issued for infor-mation of all the concerned which is available on departmental website www.jkash.nic.in.

Date of Birth/qualification/category indicated against the Officers in the Tentative Seniority List shall not be taken authentic, whichshall and shall have reference to the date of birth recorded in the Service Book/DoB/Qualification/category certificates, as required underrules.

Any officer(s) not satisfied with the position assigned to him/her in the tentative seniority list may file objection(s), if any, before theCommissioner/Secretary to the Government, Animal/Sheep Husbandry Department within a period of 15 days from the date of issue ofthis notification.

1. Whereas, 207 applications were received pursuant to clubbed notifications dated:17-04-2017 & 14-11-2017 seeking eligibility under SRO-349 of 1998 read withSRO-376 of 2004 for consideration of appointment for the quota of calendar years2014, 2015 & 2016.

2. Whereas, physical test / viva of the applicants was conducted at Jammu on 23, 24,25, 27 & 28th November 2017 & 4th December 2017 at Jammu and Srinagarrespectively.

3. Whereas, the applications were examined by the Scrutiny Committee of SportsCouncil in terms of provisions defined in aforesaid SRO's at Srinagar & Jammu on21-08-2017 & 18-12-2017.

4. Whereas, the screening committee of the Sports Council was of considered view tofix order of priority for placement / ranking of sports competitions and award pointsto the level of sports achievements earned at National & International level within 5years consideration zone for placing the achievements of eligible candidates indescending order of merit.

5. Whereas, Scrutiny Committee of Sports Council devised provisional mechanism /procedure for adoption to place various competitions defined in the rules in order ofpriority both at National and International level so as to award points to the sportsachievements of the candidates and also prepare merit list of eligible candidates forthe quota of calendar years 2014, 2015 & 2016.

6. Whereas, the provisional mechanism / procedure for preparation of merit list of eli-gible candidates was notified vide endorsement No: SC/1532/18080-87 dated: 19-12-2017 in print media and notification to this effect appeared in leading papersincluding Daily Excelsior dated: 22-12-2017.

7. Whereas, objections / Grievances or suggestions if any with regard to above mech-anism / procedure drafted for preparation of merit list were invited from public atlarge including applicants upto 29-12-2017.

8. Whereas, the objections / Grievances and suggestions were received from variousquarters within the stipulated period. The provisional mechanism / procedure wasalso by and large appreciated by sports fraternity in writing.

9. Whereas, objections / grievances and suggestions were examined by the scrutinycommittee of the council in its meeting held on 12-01-2018. Most of the objections/ grievances were found devoid of merit and certain grievances / suggestions werefound genuine and taken for consideration.

10. Whereas scrutiny committee was of considered view to give more weightage toInternational events in the order of priority than to National level events and final-ized the provisional mechanism / procedure for award of points in the order of pri-ority to prepare merit list for the quota of calendar year 2014, 2015 & 2016.

In view of the above, the final mechanism / procedure for award of points to thesports achievements of the eligible applicants in the order of priority for preparation ofmerit list is accordingly notified as per annexure-A annexed with this notification for theinformation of the public at large.
