The Tsunamis were the 2007DIVISION CHAMPIONS and we arelooking forward to another greatseason in 2008. Swim meets will beheld on Tuesday evenings with the firstmeet on June 17th and the last meet onJuly 22th. We fought hard during ourJune 17th meet against Manchester andlost by only 12 points! Great job by allour coaches, volunteers and swimmers.

Community NewsCommunity LandscapingDue to the drought issues and high temperatures theBoard is going to wait on plantings in the community untilthis fall to ensure that the plantings have a chance for sur-vival. The goal is to keep ourWakefield community look-ing as nice as possible.Many people think that the droughtis over, but remember that it was this time last year whenthe rains stopped. Let's wait until we have some comfortthat our investments in plantings will not go to waste.

RaleighWater Customers Irrigation ScheduleRaleigh water customers now may irrigate twice eachweek.The City Council recently approved the addition ofweekend watering. Raleigh's Stage 1 water conservationmeasures provide for irrigation for odd property address-es on Tuesdays and Saturdays and even property address-es onWednesdays and Sundays. Irrigation on these days byautomatic irrigation systems is permitted only from mid-night to 10 a.m.Those who use Raleigh-supplied water ingarden-hose-attached lawn irrigation sprinklers may irri-gate from 6 to 10am and between 6 and 10pm onassigned days.The council action also allows for hand-heldwatering at any time.

SpeedingWe were asked to include something about speeding onSycamore Grove inside of Berkshire. Unfortunately,

speeding is not limited to one street or section ofWakefield.The best way to address this issue is to com-plain to the City Police and request additional patrols inour area. Try to get the license plate of the vehicle(s) inquestion.

Garbage Cart and Recycling Bin RemovalGuidelinesProper preparation of the materials and placement of thecontainers is essential to efficient service and keeping neigh-borhoods attractive and litter free. Please observe the fol-lowing:

• Containers must be placed at the curb, not in the street, noearlier than noon on the day before the designated collec-tion day and must be removed from the curb and placed inan inconspicuous location, not easily seen as viewed fromthe street facing the front door of a house, no later than 7p.m. on the day after the designated collection day.

• Containers must be placed at least five (5) feet away fromany obstruction (including mailboxes, transformers, parkedcars, and light poles) and must not be placed near low hang-ing branches or power lines.

As stated in the City code section 7-2005.d.3, “Any personwho places refuse or refuse containers upon a public streetor in the public right-of-way before the time designated in thisCode or leaves refuse or refuse containers in a public streetor in the public right-of-way beyond the time allowed in thisCode shall be in violation of the provisions of this Code andshall be subject to a fifty dollar ($50) civil penalty. “Pooper Scooper" Law - Do you drink what yourdog poops? (From a City of Raleigh pamphlet)The person responsible for any dog must remove fecesdeposited by the dog from any private property unless theowner of the property has given permission allowing suchuse of the property. Removal of animal feces is not just acourtesy, it is an environmental necessity.

When animal feces are not removed as required by law, rainwater carries it into the storm drains.The City's stormwa-ter system is separate and does not treat water.This gravi-ty-directed system merely carries stormwater completewith litter, including animal feces, on its natural path to thecreeks and streams that feed into the Neuse River -- asource of drinking water for millions of North Carolinians.The animal feces that you see going into that stormwaterdrain will wind up in our creeks, streams and the Neuse

TPC Wakefield Plantation

Congratulations to Scott Gutschewski for winning The2008 Rex Hospital Open- Nationwide Tour Event at TPCWakefield Plantation. Gutschewski endured four straightdays of 100-degree weather to win by two shots with ascore of 14 under par.The two shot victory earned him$90,000. The hot weather did not stop more than 600people from attending the first annual Rex HospitalOpen-TPC Band Party on the TPC front lawn featuringJackie Gore and the Legends of Beach.

Congratulations are in order for Wakefield ResidentsMartin Molloy and Tom Law for winning the annual Men’sMember-Member Golf Tournament. The design consultant has prepared preliminary DesignDevelopment drawings for the Phase 1 improvements:MainEntry Drive and Parking,Welcome center to provide on siteinformation and space to support on site adventure pro-gram staff, (in the future this facility will convert to the caretaker facility), Ropes course, climbing wall, and the southmulti purpose open space with picnic shelters and a play-ground.There will also be an entry drive and parking for theForest Ridge South area.

Upon approval from the Corps and DENR the consultantwill prepare final design development drawings to be pre-sented to the Master Plan committee. The consultant willthen continue to finalize construction documents with com-pletion of the drawings anticipated in the fall, bidding late2008, award of contract in early 2009 and completion ofPhase 1 in early 2010. We are looking forward to a nice newamenity for our community.

Annual Wakefield Plantation CommunityAssociation MeetingThe annual association meeting was held April 9 at theWakefield High School auditorium.We had THREE CouncilMembers in attendance, which was very impressive.Councilman Rodger Koopman gave an update on watershedrezoning and and briefly touched on the Department ofTransportation 98 Bypass project.

Mary Ann Baldwin gave an update on the Falls of NeuseBridge project.The good news is that the new bridge will bebuilt first so there will be no tremendous inconvenience tothe residents ofWakefield and surrounding area.The projectshould begin in Spring 2009 and is anticipated to take twoyears with a projected completion date of 2011.

Councilman Stephenson announced that the City of Raleighwas going to begin lowering the restrictions due to the recentsubstantial rainfall that was able to assist in removing the cityfrom its current drought conditions. Please note the currentrestrictions given in thisWakefieldWhistle issue.

Elections were also held at the annula meeting for a few of theboard positions.The outcome of the Board positions follows:

Middleton Street Parking issueMany high school students have been parking on MiddletonStreets especially along Schoolhouse Rd.creating a rather uglyparking lot situation for those neighbors.

The association has tried all angles on having the studentspark their vehicles elsewhere within the association’s limits asthe streets are public and the drivers are non-residents. Wehave had several discussions with the principal and are nowworking with Counselor Koopman on trying to find a morepermanent fix to the problem. The Board is scheduling ameeting with the residents of Middleton in the near future todiscuss different scenarios of resolution. The residents havecompleted a petition to city council, and it has been deter-mined that “No Parking” signs will be put onto Schoolhouseto prohibit the parking of the high school students.With thesurge in enrollment of students, there is still a concern thatthe high school students will take over other streets inMiddleton if Schoolhouse is no longer an option and the actu-al school parking lot is full.We will keep residents of this areaupdated in this important matter.

98 By-pass ConnectionThe Wakefield Community Association Board is helping tobring the parties, DOT, the builder, Cedar Grove residents,state legislator, etc., together to try and work out some thingsregarding the 98 By-Pass connecting up to WakefieldPlantation Drive.The HOA is very limited in what we can dobut all efforts are being made to make this upcoming projectmanageable for our community.

Never leave them in a car during the hot summermonths- the interior of a car can reach up to 120 degreeseven with the windows cracked! Make sure they always haveaccess to cool water and shade. Meet Greg Barley

Meet our new Wakefield HOA president Greg Barley.Greg has served on the HOA board as a director for thepast two years and was re-elected to the board for anoth-er term at our annual meeting this past April. Greg hasbeen involved in our community since moving toWakefield seven years ago.

“I was a part of the neighborhood group ConcernedCitizens of Wakefield even before we had a board,” saidBarley.“We looked at issues from the park to the Falls ofNeuse bridge.”

The Barley family chose to live in Wakefield because thebuilder in St. James had a floor plan that suited the needsof a family with four children.“And the fact thatWakefieldwas a premier community where there would be goodproperty appreciation,” he added.

He decided to join theWakefield HOA board since he hashad experience in serving on a homeowners board. “InFredericksburg, I served on the HOA Board for a devel-opment that included about 2,000 homes,” said Barley. “ Iserved in various capacities, including President. I wantedto share my knowledge and experience withWakefield.”

His goals on the board include seeingWakefield propertyvalues be maintained while keeping homeowner dues incheck.

As our CommunityAssociation President,Greg sees a fewbigger issues facing the neighborhood in the near future.“The watershed issue is coming back but it will not be asrestrictive as before,” he said. “The original proposedrestrictions were beyond what the state requires.”

Another upcoming issue is the 98 bypass project. “Themajor elements of this project design are in place andunfortunately, Wakefield Plantation Drive will eventuallyconnect to 98 bypass,” he said.“But as soon as it opens,wewill get a traffic study to assess the need for traffic calm-ing measures.”

From Wakefield Plantation, a driver will be able to turn

right onto the bypass but no left turn allowed. Coming offthe bypass, a driver will be able to enter ontoWakefieldPlantation Drive from either direction.

By day, Greg Barley is a nuclear chemist and works as asupervisor for the corporate laboratory at ProgressEnergy. Prior to moving to Raleigh, the Barley family livedin Fredericksburg,Virginia, for three years. “I was born inYork, Pennsylvania, and my wife was from Lancaster,Pennsylvania,” he said.“We lived in Pennsylvania for aboutseven years before moving to Maryland,where we lived forseven years when we moved to Fredericksburg,Virginia.”

The entire family likes many things about the Raleigh area.“We like the variety of available activities in the area, fromhockey to basketball to baseball,” he said.

His wife, Burneta, is a registered nurse. “We like the largemedical facilities in the area since my wife is a nurse.” Hesaid.“Our oldest daughter, Jessica, is married and lives withher husband and our two grandchildren (one boy, one girl)in Knightdale. Our oldest son, Matthew, bought a town-home in Kingston last fall.” Their youngest daughter, Laura,and their youngest son, Jonathan, attend college and live athome.

Greg Barley is also very involved with the new ForestRidge park project.He was appointed to the Raleigh Parks,Recreation, and Greenway Advisory Board four years agoand is now on his third 2-year term. “My passion was tosee Forest Ridge Park become a reality.This park will bringrecreation facilities within a short distance of the commu-nity,” he said. “I was co-chairperson on the Master PlanCommittee for Forest Ridge Park. This committee devel-oped the master plan that was submitted to the RaleighCity Council for approval.”

If the park plan goes according to schedule, they will startturning dirt in the next year.

If he could change something about the community, Gregwould like more residents to understand how the HOAoperates, what the dues support and why obtainingapproval for outdoor improvements is necessary. “If youare making changes to your home, contact the communi-ty manager at PPM to see if you need approval- manythings need approval like building a fence, adding a pool orcutting trees down,” he said.“You are not allowed to cut atree of a certain size without approval.” These rules are inplace mainly to protect the value of all our homes inWakefield.

At the May luncheon we welcomed the 2008–09Board. Many are returning in their past positions andpromise a very fun and exciting year ahead.

We will kick off the New Year with a Fashion ShowSeptember 10. The format has changed and this willnot be a fundraiser event.We will continue to supportInteract through other fundraising events throughoutthe year. The membership fee continues to be $35 peryear with collections starting in August. You mustrenew by December to remain a member and

continue to getWWC information.

Year in ReviewIt has been a wonderful year of fun activities for the Moms ofWakefield! We thought we would take the opportunity tolook back on some of the great times we've had. From theHalloween party to visiting Santa to hunting for Easter eggs,we've enjoyed every season together.We have one event leftbefore our summer hiatus - theYear End Party!Watch youre-mail for more information in the coming weeks.

Thank you all for your involvement and participation. Wehave done more than just have a good time;we've also helpedthe children in our sponsored cottage at the Masonic Homefor Children.The holiday gifts and Easter baskets were a hugesuccess and really brought smiles to the children's faces, asdid the trip toThe Bear Mill.We've also helped the local foodbank with our donation of canned goods.

On the theme of involvement, check out the article below onthe MOW board positions and think about where you'd liketo volunteer. It's a great way to meet other moms and kidsand stay connected to your community.

Are you looking to meet other moms inWakefield? If so, theMoms of Wakefield board needs YOU! As you know, the

MOW group takes the summer off from activities, but we'llpick back up in the fall. Now is the time to think about whatboard positions you might be interested in for the next sea-son. Here is a list of board positions and descriptions.Wecurrently need a Vice-Chairman, Adult Events Chair,Philanthropy Chair, and Hospitality Chair. In addition,we haveone individual who is interested in coordinating playdates forbabies.We need someone to share the role and organizeplaydates for older children. We encourage you to thinkabout where you might fit in - and even if you have a friendwho would like to share the responsibilities of a board posi-tion.You'll be surprised how easy, fun and rewarding it is!
