New Education Impact Fee
At the December 17, 2019 regular Board of
County Commissioners meeting, the BOCC
adopted Ordinance No. 2019-6, increasing edu-
cation impact fees. This increase will go into ef-
fect beginning June 1, 2020 and will apply to
building permit applications received on or after
this date (unless exempted through the process
below). Any application received prior to June 1,
2020 and kept in an active status will not be sub-
ject to the increased rate.
The new rates are: Single Family Detached -
$3,176.00; Single Family Attached (i.e townhouse,
condominium etc.) - $2,914.00; Multifamily -
$3,197.00; Mobile Home, Parcel - $3,176.00; Mo-
bile Home, Park - $1,761.00.
Exemption Process
Construction contracts executed prior to June
1, 2020 may be exempt from the new rate. To ap-
ply for the exemption, the licensed contractor
and property owner must submit an affidavit
along with specified supporting documentation.
The process for submittal of the affidavit is as fol-
lows:
Affidavit can be found online at https://
www.hernandocountygis-fl.us/BldgDept/ or can
be requested via email
One affidavit is to be completed by the owner
and a separate affidavit is to be completed by
the contractor.
A copy of the signed contract must be submit-
ted with the affidavits.
Completed affidavits can be submitted be-
tween June 1 and July 1, 2020.
Affidavits and contract can either be dropped
off/mailed to the Building Division office, located
at 789 Providence Boulevard, Brooksville, FL
34601, or emailed to [email protected].
Contractor will be notified of approval, denial
Summer Camp and Youth Leagues
In accordance with Governor De-
Santis’ Executive Order 20-131, the Hernando
County Parks and Recreation Department will
host a modified summer camp program and will
resume youth leagues in our community.
2020 Summer Camp Program
Parks and Recreation staff are diligently work-
ing to develop a modified schedule for the 2020
summer camp program to begin on June 8, 2020.
In the interest of keeping our residents and staff
safe during this time and to help prevent the
spread of disease, summer camp programs will
be held only at The Lake House, located at 1202
Kenlake Avenue in Spring Hill, and Delta Woods
Park, located at 3400 Deltona Boulevard in Spring

more information on modified programming and
safety measures that will be implemented as it
becomes available over the next week.
Registration for 2020 summer camp will begin
on May 25, 2020. Complete online registration will
be available at www.HernandoCounty.us/
Parks_Rec. Registration forms may also be faxed,
mailed or dropped-off to the Recreation Office,
located at 16161 Flight Path Drive in Brooksville.
Please note, summer camp is subject to can-
cellation based on renewed restrictions from the
state or in the event of a positive COVID-19 test
within the camp. Refunds will be available for
any Hernando County Parks and Recreation-
initiated cancellations.
Youth Leagues
Hernando County youth leagues may resume
league activities, effective immediately. Leagues
are encouraged to read and follow
the Hernando County Parks and Recreation Rec-
ommendations for League Activities Post COVID-
19.

Contractors must include the approval letter re-
ceived with the permit application when submitted

building permit application must be submitted to
the Building Division by the close of business on De-

Planning and Zoning
Hernando County Planning and Zoning Commis-
sion will resume public hearings beginning June 8,
2020. Hernando County continues to monitor COVID
-19 and is taking precautionary measures as recom-
mended by the Florida Department of Health
(FDOH) and the Centers for Disease Control and
Prevention (CDC) to manage public hearings and
encourage social distancing. As part of our commit-
ment to the health of our customers and the public,
we will utilize the following measures during public
hearings:
Scheduling public hearing items by agenda time,
encouraging applicants and the public to follow
the published schedule and minimize crowd size
at any one time
Providing limited seating in the Board Room where
public hearings are held
Providing an overflow room where applicants and
the public can safely await the scheduling of
their item of interest
Citizen Comments may be submitted during the

Vacation Rentals
Hernando County has received approval from
the Florida Department of Business and Professional
Regulation (DBPR) for short-term rentals to resume
accepting reservations and check-ins for vacation
rentals, effective immediately.
In accordance with the Governor’s Executive Or-
der 20-123, Hernando County Government submit-
ted a written request and safety plan to the DBPR
for approval to operate vacation rentals within the
County’s jurisdiction on May 19, 2020. Hernando County’s Short-Term Vacation Rental Safety Plan was
approved as of Saturday, May 23, 2020.

County’s Short-Term Vacation Rental Safety

FREE Virtual Classes
The Hernando County Florida-Friendly Landscap-
ing™ (FFL) program offers classes and workshops year
-round to help residents learn how to save time, mon-
ey and water when maintaining their lawns and gar-
dens. In an effort to keep our staff and residents safe
during this time, all in-person classes have been can-
celled and free virtual classes via Facebook Live and
Zoom are now being offered for residents to enjoy in
the comfort of their homes.
The schedule of classes along with a short descrip-
tion of each is listed below. Residents can participate

orded. Tree-mendous Storm Prep
Residents are invited to virtually attend “Tree-
mendous Storm Prep” on Thursday, June 4th at 10 am.
This class will be presented by FFL Program Coordina-
tor Lilly Browning. Participants will learn which types of
trees perform well in storm situations and which types
fail. Potential problem situations and how to mitigate
them before the storm will also be discussed. Rain Gardens
Residents are invited to virtually attend “Rain Gar-
dens” on Wednesday, June 10th at 10 am. This
class will be presented by FFL Program Coordinator
Lilly Browning. Rain gardens are a practical way to
prevent stormwater runoff, help reduce pollution en-
tering our waterways and attract pollinators to our
yard. Participants will learn tips and techniques to
contain the rain in beauty and style. Florida-Friendly Yard
Residents are invited to virtually attend “Ten Practi-
cal Steps to a Florida-Friendly Yard” on Wednesday,
June 17th at 10 am. This class will be presented by FFL
Program Coordinator Lilly Browning. Florida-Friendly
Landscaping is low maintenance and simple but
sometimes it may seem overwhelming to get started
on something new. In this class, participants will dis-
cuss how making small changes can have big impact
in our yards and for the environment. Hummingbird/Butterfly Garden Virtual Field Trip
Residents are invited to attend the “Hummingbird
and Butterfly Garden Virtual Field Trip” on Wednes-
day, June 24th at 9 am. Join Native Plant Expert Rita
Grant virtually at her home as she shows participants
actual plants that attract hummingbirds and butter-
flies and how to incorporate them into your land-
