“We are proud to support this effort to encourage Canadians to take responsibility and assist police in keeping our roads safe,” Mr. Sachter said. “By equipping the public with the knowledge to spot impaired drivers and report them, Campaign 911 is helping to reduce impaired driving and prevent needless tragedies.”

Campaign 911 has gained momentum since its inaugural launch in 2007, thanks in large part to the cooperation of

the Canadian Association of Chiefs of Police, the Canadian Police Association and the Canadian Association of Police Boards, as well as police and community leaders across the country.

Mrs. Miller expressed MADD Canada’s gratitude to the police associations and the police forces across the country at the offi cial launch, saying “This program would not exist if it weren’t for the involvement of police at the local levels.”

The dangers and tragic consequences of impaired driving are not limited to roads and highways. Alcohol is a factor in over 40% of recreational boating fatalities. That is why MADD Canada is taking its Campaign 911 message to Canadian waterways.

MADD Canada is pleased to recognize its continuing and growing partnership with the Canadian Safe Boating Council (CSBC). Together, MADD Canada and CSBC are exploring opportunities to work more closely together to identify and develop ways to promote safe boating and encourage members of the marine community to call 911 if they see a boater they suspect is impaired.

Many people still do not realize that operating a boat while impaired is just as dangerous, and just as illegal, as operating

a car while impaired. Boating while impaired is an offence under the Criminal Code of Canada and operators with a BAC of 0.08% or more face fi nes and imprisonment. Additionally, many of the provincial and territorial administrative sanctions which apply to impaired drivers with a BAC of 0.05% or higher also apply to people operating boats.

MADD Canada was pleased to join the CSBC and other boating safety specialists for the kick-off of North American Safe Boating Awareness Week in Toronto in May. The event featured an interactive demonstration where the public and the media tested their fi shing casting ability while wearing Fatal Vision goggles that simulate impairment. MADD Canada had the opportunity to meet with many members of the public to raise awareness of the organization and distribute our Campaign 911 materials.

Finding Hope for the Future For most of us, spring and summer are a time for renewal, revitalization and hope. It’s a wonderful time of year fi lled with promise. That promise was fulfi lled at the 2009 National Victims’ Weekend held in Toronto in April.

The theme of “Healing Body, Mind and Spirit” could not have been more appropriate as 200

victims and volunteers came together for an emotionally-charged and incredibly rewarding experience. MADD Canada and its Chapters sponsored victims or victim families from British Columbia to Newfoundland to attend the weekend, with the hope that they would fi nd useful tools to cope with their losses or injuries as they continued on their personal paths to a better tomorrow.

If volunteers or donors have ever had occasion to wonder if their commitment to our cause is making a difference, the Victims’ Weekend answered that question with a resounding “yes”. All they would have to do is look into the faces of the two young people who were there to pay tribute to their parents or hear the pleas of a man who doesn’t recognize the person he has become because of his brain injury. I was very pleased to see a returning victim who, last year, was questioning how to get through each moment of the day and this year, while still in mourning, is better able to cope. Once again, we displayed thousands of candle cards sent in by donors to show their support for victims and their families. We are very grateful to everyone who donated to this effort and sent their cards. Your support is invaluable to the work we do and the cards offered great comfort to the delegates at our Victims’ Weekend.

It’s been a busy and satisfying spring on several other fronts too. Campaign 911 is making great progress across Canada, following a very successful launch in Toronto. Working with the Toronto Police Service, we hosted a sobriety checkpoint where we passed out Campaign 911 information and visors to motorists. We were pleased to welcome special guests Toronto Police Chief William Blair, MPP Linda Jeffrey and Michael Sachter, Vice President of Marketing for CellWand Communications which is the creator of #TAXI, our Campaign 911 Title Sponsor.

It was heartwarming to hear Police Chief Blair as he thanked MADD Canada for our ongoing support in the shared effort to stop impaired driving. Thank you to Chief Blair and all police offi cers who work so diligently every day to make the streets and highways safer for us all.

Another memorable day was spent in beautiful Niagara Falls at St. Michael Secondary School. We were there to highlight our High School Multi-Media Assembly Program in preparation for prom season. It was also an opportunity to welcome the great folks from LCBO and recognize the very generous donation they made to MADD Canada earlier this year. The school was very happy to be selected to receive a DOA screening and the students watched the show in awe, some of them leaving the room in tears. As we have seen everywhere, DOA is having the desired effect, making these young people, our promise of the future, take notice. It made them all much more aware and it was touching to see tears in the eyes of the Vice Principal as he thanked MADD Canada and LCBO for their commitment to youth.

It’s also been a busy and productive time for our elected offi cials and law makers. Ontario and Prince Edward Island introduced longer roadside suspensions and other penalties for drivers found with BACs of 0.05%, and New Brunswick passed a series of amendments including a 0.00% BAC requirement for all drivers under 21. MADD Canada welcomed these changes and is very pleased to see governments moving forward with life-saving policy changes which MADD Canada has long endorsed in our Rating the Provinces Report Card and Youth and Impaired Driving Report.

Sometimes people ask why? Why do you and so many volunteers work so hard, sometimes on a daily basis, to keep your message in the public eye. What’s in it for you? It’s very simple in that our mission is to stop impaired driving and to support victims of this violent crime. That’s it. We want to help ensure more Canadians actually get to live the lives they were meant to live by making our roads safe from impaired driving.

That’s our hope for the future.

Joined by a tragic common bond, Canadians of all ages and from all walks of life came together to share, refl ect and pay tribute to those who have been killed or injured as a result of impaired driving during MADD Canada’s 16th Annual National Victims’ Weekend and Candlelight Vigil of Hope and Remembrance.

The theme for this year’s Victims’ Weekend was “Healing Body, Mind and Spirit”. Through sessions and workshops, and simply by being in the company of others with similar experiences, victims gained comfort and strength to help cope with the losses they have suffered as a result of impaired driving.

The highlight of the weekend, as always, was the Candlelight Vigil of Hope and Remembrance, a moving ceremony which offers guests the opportunity to pay tribute to the loved ones they’ve lost as a result of impaired driving or acknowledge injuries caused by impaired driving.

“People who have attended our Victims’ Weekend and Candlelight Vigil talk of the support and comfort they gain by being with other people who truly understand their grief and loss,” said Margaret Miller, MADD Canada’s Volunteer National President. “It is so very important that all victims of impaired driving know they are not alone and that there is a network of caring professionals and peers who can help them learn to cope with their loss or their injury.”

A Victim’s Perspective…..Thank you so much for sponsoring me to attend the Healing Body, Mind & Spirit weekend. I cannot begin to tell you how much that time meant to me. To be in the company of so many people who have the tragic commonality of losing a loved one through the senseless violence of impaired driving was a powerful and very moving experience. If everyone could see the many wonderful faces of those loved ones shown during the Candlelight Vigil – people whose lives have been cut so short by impaired driving, I think it would be a powerful message to everyone to never even think of driving impaired.

I think that for me it was a chance to really open myself up, and grieve for my amazing beloved soul-mate of 35 years. I felt that I didn’t have to be putting on any kind of “brave face” to the world, and I could let the daily cares of family, fi nances, lawyers, work, etc. go. I think I cried and sobbed during the entire day and night on Saturday, and it felt good. That may not be the message you want in terms of healing, but you have to really grieve before even thinking about healing, I think. Not that I haven’t spent every minute of

every day thinking of my dear husband, and not a day has gone by without tears, but I haven’t ever felt able to let it all go – and in front of people I didn’t know – the weekend was like an instant community of compassionate and caring and sharing people and we all spoke the same language.

The National Candlelight Vigil was a truly moving experience. Again, I don’t know quite the words, but what a both horrifying and humbling experience to see far too many bright and happy faces that no longer live on this earth. The presence of the honour guard and how they formally escorted guests to the ceremony, as well as the magnifi cent music, contributed to an incredibly moving ceremony. I get chills thinking of it, and have tried to describe it to our children – who I hope one day will join me for the Vigil.

I offer my tremendous appreciation for giving me this huge gift of these immensely powerful and moving few days. I cannot thank you enough.

MADD Canada is pleased to note the progress being made in some provinces to strengthen impaired driving laws and legislation. Ontario, Prince Edward Island and New Brunswick have passed and/or enacted amendments to their respective road safety and motor vehicle laws in recent weeks which will signifi cantly boost the effort to stop impaired driving. The improvements refl ect the recommendations made by MADD Canada in the Rating the Provinces Report Card and Youth and Impaired Driving Report.________________________________________________

In New Brunswick, a previously-passed amendment for 0.00% BAC for young drivers was enacted on June 1. The change means all drivers in New Brunswick under the age of 21 must maintain a 0.00% BAC when driving. The restriction applies to both drivers in the province’s Graduated Drivers’ Licence program and drivers who have completed the program. The province also introduced several other changes to strengthen its program, including night-time driving and passenger restrictions.

A 0.00% BAC for all drivers under 21 is a cornerstone policy of MADD Canada’s Rating the Provinces Report Card. Statistics show that young drivers are signifi cantly over-represented in alcohol crashes, have high levels of alcohol consumption and binge drinking and have high rates of driving after drinking or taking drugs or being a passenger of a driver who has been drinking or taking drugs.

MADD Canada encourages the remaining provinces and territories to enact a 0.00% BAC requirement for drivers under 21. If adopted by all provinces and territories, this one legislative change will dramatically reduce the alcohol-related crash deaths and injuries among youth.

Manitoba led the way with its 0.00% BAC restriction for new drivers. Nova Scotia and Ontario have also introduced a 0.00% BAC but the legislation has not been proclaimed or enacted yet.

“A zero BAC accomplishes two things,” MADD Canada Volunteer National President Margaret Miller said in relation to New Brunswick’s new law. “It helps to reduce the incidence of impaired driving by young drivers and it helps to foster good driving habits and practices among beginning drivers because it separates driving from drinking.” ________________________________________________

Prince Edward Island recently passed new administrative sanctions which increase the penalty for drivers operating a vehicle with a BAC of 0.05% or higher. Under the proposed changes, drivers with BACs of 0.05% or more will have

their licences suspended for one week, up from the current 24 hours. Additionally, drivers with repeat impaired driving convictions will be required to participate in an alcohol addiction program and have an alcohol ignition interlock system installed in their vehicles.

“Longer suspensions and other measures being put forth by the government of Prince Edward Island will take impaired drivers off our roads and serve as a reminder to everyone that it is never okay to drive while impaired,” Mrs. Miller said of the amended laws.________________________________________________

In Ontario, previously passed administrative sanctions for drivers with BACs at or above 0.05% came into effect on May 1. The changes increase the duration of roadside licence suspensions for drivers found with a BAC of 0.05% or higher from 12 hours to 3 days, for an initial infraction. Repeat infractions result in 7-day or 30-day licence suspensions as well as mandatory participation in alcohol education programs and use of an alcohol ignition interlock system.

MADD Canada notes that these measures are neither new nor radical. The province of Ontario has had a 0.05% administrative licence suspension law in place since the 1980s. These changes simply strengthen that law. Even then, the suspensions in Ontario are shorter than in some other provinces which hand out 7-day suspensions for a fi rst infraction. ________________________________________________

MADD Canada applauds these provinces for the efforts to improve road safety and stop impaired driving. With thousands of Canadians still being killed and injured in impaired driving crashes each year, MADD Canada urges all provincial and territorial governments to take strong action to stop this senseless and completely preventable crime. MADD Canada’s 2009 Rating the Provinces Report Card to review provincial and territorial legislation aimed at stopping impaired driving will be published later this year.________________________________________________

Several Chapters and Community Leaders around the country are hosting MADD Canada’s annual Strides for Change walk-a-thon to raise funds and awareness for the fi ght to stop impaired driving.

The annual 5 km walk is being held in various locations from May through October. Participants will enjoy a leisurely walk through local parks or trails as well as a number of other activities and attractions before and after the walk. Individuals who live in a community without an event can become virtual walkers and make a charitable donation in support of Strides for Change.

All funds raised are used to support MADD Canada’s mission: to stop impaired driving and to support victims of this violent crime.

Strides for Change walk-a-thons are being held throughout the summer. MADD Victoria and Area Chapter held its event on June 6th and MADD Metro Vancouver will host its event on August 22. ____________________________________________________________

MADD Victoria & Area Chapter is very pleased to share an important billboard to ensure the message that not everyone in impaired driving crashes dies is widely spread throughout Canada. In the photo is Richelle Edwards, who was seriously injured in 2003. Through many good thoughts and prayers, and with the support of her loving family, and hard work by Richelle, she is a survivor.

MADD Metro Vancouver Chapter is excited to bring the High School Multi-Media Assembly Show “Wasted” to more schools in its community, thanks to BC Transmission Corporation, West Vancouver Foundation, Coquitlam Foundation and the Mission Community Foundation. In other activities, MADD Metro Vancouver Chapter was excited to host its fi rst Safety Fair in partnership with IKEA on June 13th. This free community event offered a variety of safety-oriented information booths including a MADD information display, MADD Mocktails booth, Community Policing, Crime Stoppers, and Fire Department to name a few.

The MADD Edmonton & Area Chapter was pleased to hold its Strides for Change/Walk the Track at the Edmonton International Raceway on June 27th in Wetaskawin, Alberta. Walkers completed

laps during the intermission of regular races. Volunteers were on hand before the event at an information booth and walkers were more than happy to accept extra pledges. ____________________________________________________________

MADD Saskatoon & Area Chapter held its very fi rst Grad MADDness Fashion Show in April. The Prom dresses were donated then sold to students at bargain prices. There was an excellent turnout for this fi rst-time event. A total of $420 was raised through dress sales, a silent auction and our Going MADD in Style raffl e tickets.

MADD Winnipeg Chapter has created two memorial bus benches which will be located in high traffi c locations. These bus benches serve not only as a tribute to those who have been killed or injured as a result of an impaired driving crash, but also as a reminder to all motorists to drive safe and sober. The Chapter is also looking forward to their annual highway cleanup which results in hundreds of empty bottles being picked up from a major section of roadway. Each year, these dedicated volunteers use the bottles they’ve collected as a reminder to the public just how often impaired drivers are on our roads.

MADD Timiskaming & Area Chapter hosted its event May 23rd.. MADD Kawartha Lakes hosted its event on June 6. MADD Barrie/Simcoe Chapter and MADD St. Thomas hosted its event on June 7th. MADD London hosted their events on June 13th. MADD Durham Region is hosting its event in September. ____________________________________________________________

MADD Durham Region Chapter participated in Racing Against Drugs, May 4th at Iroquois Park Arena in Whitby. MADD Kawartha Lakes Chapter erected fi ve Campaign 911 signs in May 2009 (4 partnering with OPP & 1 with Kawartha Lakes Police Service). The Chapter also received $500 from the Road Safety Challenge Fund (sponsored by the Ministry of Transportation) and a $5,000 grant from the Toskan – Casale Foundation. Currently, the Chapter is busy planning for Racing Against Drugs in October 2009. ____________________________________________________________

MADD London Chapter sponsored more than 10 High School Multi-Media Assembly Shows in April and May. In addition, it hosted the Nick Pisciotto Memorial Drive For Life Golf Tournament on May 31st. ____________________________________________________________

MADD Canada’s National Board of Directors recently approved the re-establishment of a MADD Renfrew County Community Leader position. Kathryn Windsor, local Allstate Insurance

of Canada Representative, is the new Community Leader in Renfrew. Kathryn became a volunteer in the fall of 2007 and helped plan the community’s fi rst Strides for Change event in April 2008. Currently, Kathryn and her team of volunteers are busy planning a Renfrew Gone MADD Day for September 18th. The event will include Choose Your RIDE.____________________________________________________________

MADD St. Thomas Chapter sponsored four multi-media shows and held its volunteer appreciation night in April. MADD Windsor & Essex Community Leader Chaouki Hamka was awarded the Youth Changing Lives Award in April in Windsor. Pictured below is Chaouki with his award. Volunteers from MADD Beauce Chapter brought their awareness message to a local concert attended by thousands of Beauce residents. Sporting their MADD Canada vests and distributing red ribbons and awareness material, the volunteers reminded the party goers that impaired driving causes numerous deaths and injuries in their beautiful region that are 100% preventable. Red ribbons were also tied to cars whose owners were taken home by a local drivers’ service. ____________________________________________________________

MADD West Island Chapter renewed its yearly tradition and held a walk and candlelight vigil to honour two local victims. Volunteers and members of the public retraced the steps taken by the victims on the night of the deadly crash, to the sound of a young violin player. Graham Doughty, father of one of the victims, read an anonymous letter left by a concerned citizen after last year’s vigil. This stranger’s kind words of encouragement were truly heartwarming to all the attendees, especially to the MADD Canada volunteers who feel that their dedication to our mission is now noticed and appreciated in their community.

Pierre Angers, our French Death Notifi cation Trainer, was part of a fi rst in Quebec - the training of a group of emergency doctors from Urgences Santé. Pierre provided the training which sparked an interesting discussion amongst the attending doctors about their role with victims’ families and the diffi culty of having to deliver terrible news on a daily basis and, more often than not, with very little time to do so. The training is also currently provided to all future police offi cers studying at Ellis

College and plans are underway to make sure that all police training students in Quebec get the DNT as part of their basic training.

Chapters in the Atlantic Provinces have been in full swing with spring and summer MADD Canada programs and campaigns. Chapters are participating in the Strides for Change walk-a-thon. MADD Kent County held its event on May 23rd. MADD Labrador West held its event on May 24th. MADD Cape Breton, MADD Labrador and MADD Saint John held their events on June 6th. MADD Avalon held its event on June 13th. MADD Annapolis Valley and MADD Yarmouth County will host their events on August 22nd. MADD Cobequid will host its event on September 20th.____________________________________________________________

The MADD Cobequid Chapter in Truro, Nova Scotia recently had a record number of golfers tee off for the 4th annual Cst. Bruce Miller Memorial Golf Tournament and BBQ hosted by the Links at Penn Hill.____________________________________________________________

MADD Saint John Chapter, MADD Greater Fredericton Area Chapter, MADD Bay St. George Chapter and MADD Yarmouth County Chapter are among those Chapters who have recently held a Memorial Service of Hope and Remembrance to honour victims of impaired driving in their local community.____________________________________________________________

As the end of the school year approaches, complete with grads and proms, several MADD Canada Chapters participated with their local high school administration, TADD Students, and emergency responders in a simulated “mock crash” performed for the student body. Among those Chapters involved are MADD Lunenburg Queens Chapter, MADD Bay of Fundy NS Chapter and MADD Guysborough County Chapter.____________________________________________________________

The highlight of the spring/summer season has been the 6th annual MADD Atlantic Regional Conference hosted this year by the MADD East Prince County Chapter. In late May, on the heels of the announcement of new provincial impaired driving legislation for Prince Edward Island, more than 70 MADD Canada delegates gathered at Stanley Bridge Resort on beautiful Prince Edward Island for a weekend of learning and sharing. With the theme Setting Sail – Making Waves, MADD Canada volunteers across Atlantic Canada

took part in presentations on Chapter, Community Leader and community relations building as well as a moving Vigil ceremony. They left the conference once again having been renewed and re-energized in their commitment in the fi ght against impaired driving. Thank you MADD East Prince County Chapter for hosting this outstanding event! ____________________________________________________________
