6 Activists Arrested
5 activists from the Progressive Karenni People’s Force have had warrants issued for their arrest after
protesting the planned building of a General Aung San Statue in Loikaw Karenni State. Such protests
caused the police to file charges against them under Article 10 of the Citizens Privacy and Security
Law. One of the activists, Khu Kyu Peh Kay, was arrested and will appeared before the court on June
17. The other five wanted members, Pyar Lay, Myo Hlaing Win, Khun Thomas, Dee De and Khu
Reedu were arrested at an event celebrating Karenni National Day on June 21. They are scheduled
to next appear before the court on July 3rd. The six activists asked to be granted bail, but the request
was denied by the judge.
25 Civilians Arrested in Mrauk-U
Clashes between the Burma Army and Arakan Army (AA) on June 13th, in Arakan State’s Mrauk-U
Township Kyauk Say Prin village, resulted in the arrest of 25 villagers who have now been transferred
to Kyauk Taw Township Police Station. A military spokesperson said they have been arrested for
suspected association with the AA, and that the court will determine if they are associated with the
AA.
Six Khami Ethnics Arrested in Buthidaung Township
On June 16, Six Khami Ethnics, who took refuge at the Done Thein Shelter in Buthidaung Township,
Arakan State, were arrested by the 55th Brigade of the Burma Army while they were returning to the
shelter after they had taken food from their homes in A Lel Chaung Village. Brigadier General Zaw
Min Tun,from the military’s Information Team, said six Khami Ethnics have been arrested because
they were suspected of sending rations to the Arakan Army(AA).
Twenty Villagers Arrested in Mrauk-U Township
On June 20, five carpenters from Wihtali Village, Mrauk-U Township in Arakan State, who are
repairing the Withali Pagoda, and approximately 14 villagers from Pauk Taw Pyin Village, who are
building the road, were arrested by the Burma Army.
MDCF Member Holds a Solo Protest

On June 22, Movement for Democracy Current Forces (MDCF) member Tin Maung Kyiarrested was
arrested under Section 19 of PAPPL while demonstrating a solo protest in front of the Maha Bandula
Park in Rangoon calling for the UN and the ICC to “come quick and take action against Myanmar’s
military officials” He was released on bail at the Kyauktada Township police station on June 22.
Three Arrested for Suspicion of Involvement in Boat Attack
Three people have been arrested in Sittwe, Arakan State on suspicion of helping the Arakan Army
attack a NAVY Tugboat on June 22. They are Maung Soe Naing Lin, Maung Tun Tun and Maung
Kyun Lu. So far ten people have been arrested, and three people were released on bail on June 23.
8 Arrested By Burma Army
Eight people were arrested on June 20 at Waythali Village, Mrauk-U Township, Arakan State, for
suspected ties to the Arakan Army; and subsequently sent to Kyauktaw Myoma police station for
interrogation.
CHARGES
24 Villagers Arrested and Charged at Mrauk-U District Court
On May 31, 23 out of 24 Villagers, who were arrested at Letkar Village, Mrauk-U Township in
Arakan State, appeared before the Mrauk-U District Court and were charged under Section
50(a)and(i) and Section 2(1)(a) of the 1949 Arms (Temporary Amendment) Act at the district court.
Maung Saw Mya Oo, one of the 24 villagers was charged at the Mrauk-U Township children's court
because they are underage, said Advocate Aung Sitt Min of the Thazin Legal Support Team. Tun
Aung Kyaw a.k.a Phoe Thar, one of the 24 arrested, needs to receive urgent medical treatment
because of an injury on his left leg.
Court Drops Extra Charge Against Monk Accused of Defaming Military
Monk U Thawbita, is facing charges under section 66(d) of the Telecommunications Law and most
recently Article 505(a) or 505(b) of the Penal Code for criticizing the military. Yet, the court in
Manadalay’s Amarapura Township dropped the most recent charge due to the military officials
complaint being “inadequate”.
Attempting Sue under Union Seal Law Against Former Child Soldier
Although former Child Soldier Aung Ko Htwe was acquitted of violating the Union Seal Law by a
court in Yangon’s Botahtaung Township in October 2018, he was summoned to the High Court of
Rangoon Division as the plaintiff was not satisfied with the decision and submitted an appeal, said
Aung Ko Htwe’s lawyers Robert San Aung. When Aung Ko Htwe was prosecuted under Section
505(b) of the Penal Code at the Dagon Seikkan Township Court on January 1, 2018, he was accused
of standing on a copy of the Constitution during a protest, so Dagon Seikkan Township Police
Commander Maung Maung filed a lawsuit against him. On March 2019, Ohn Than, legal Officer of
Rangoon Division, submitted an appeal of the verdict to the High Court of Rangoon Division

Youth Street Performers Charged
Two youth face charges for violating Section 19 of Burma’s Peaceful Assembly and Peaceful
Procession Law after holding a protest to highlight the struggles of war-displaced civilians. A police
officer deemed the protest an illegal assembly, stating the youth did not have the appropriate permits.
They appeared at court on June 19th and June 26th.
Artillery Battalion Charged 42 Farmers in Kayah State
Major Aung Naing Htwe of the No. 360 Artillery Battalion, charged six farmers under Section 427
of the Penal Code and another 36 farmers under Section 447 of the Penal Code. These farmers, whom
all came from East Dawso Village in Demoso Township, Kayah State were charged for cultivating
their confiscated land. The six farmers were originally arrested on May 8, by Demoso Township
Myoma Police Station which later granted them bail.
Reporter Faces Five Charges
Nanda, a reporter from Channel Mandalay, has been held in prison for 30 days after broadcasting a
civilian protest against the development of a coal power plant. A police official stated that Nanda was
arrested for attacking police, not for broadcasting the protest. Nanda has since been charged under
sections 114, 147, 332, 333 and 353 of the Penal Code.
First Court Hearing of Min Thar Taung Village Administrator and Villager
On June 14, Maung Thein Kyaw, a village administrator for the northern Rakhine village of Min Thar
Taung, Kyauktaw Township, and Kyan Thein Aung, Min Thar Taung Villager, appeared before the
Kyauktaw Township Court for the first time. On May 29, they were arrested for having connections
to the Arakan Army.
Six Aung Tha Pyay Villagers Charged at Patheingyi Township Court
On June 14, six villagers from Aung Tha Pyay village, Pyin Oo Lwin township, Mandalay Division,
who were arrested by police for protesting against a cement factory in Aung Tha Pyay village, were
charged under Sections 436 and 440 of the Penal Code by the Patheingyi Township Court. The next
court hearing was scheduled for June 21.
Woman Facing Defamation Charges Surrenders
Nay Zar Tun, who has reportedly been hiding from authorities for 18 months, turned herself into
court on June 19th. She is facing defamation charges after staging a protest calling for the release of
her jailed brother Aung Ko Htway. He is a former child soldier, sentenced to 2 years in prison under
Section 505(b) of the Penal Code for discussing his abduction and experience as a youth in the
military in an interview with RFA.
Political and social activist Nay Myo Zin Charged at Wakema Township Court

Political and social activist Nay Myo Zin was charged under Sections 505(a)and (b) and Section 500
of the Penal Code by Major Zaw Min of South Western Command for allegedly defaming the military
at a talk held in Wakema Township in Irrawaddy Division to support the amendment of the 2008
Constitution. On June 20, Nay Myo Zin detained in Insein Prison appeared before the first court
hearing at Wakema Township Court and did not apply for bail and submit to testify the case in
Rangoon.
Nay Myo Zin was charged under Section 505(a) & (b) of the Penal Code for allegedly defaming the
military at a talk held in Ahpyauk Town in Irrawaddy Division in April 1 to support the amendment
of the 2008 Constitution. Lieutenant Colonel Toe Linn from Yangon Regional Military Command is
a plaintiff and charged Nay Myo Zin at the Taik Kyi Township Court in April 3.
Farmer Charged under Law Protecting the Privacy and Security of Citizens
Local farmer Sein Sein Soe a.k.a Zee Kwat from Palaung Village, Maletto Village Tract in Maubin
Township made a complaint regarding the difficulties that farmers face when State Counselor Aung
San Suu Kyi visited Maubin Town in Irrawaddy Division on April 2. The owner of Orchard Company
Doctor Myint Sein sued her under Section 10 of Law Protecting the Privacy and Security of Citizens
for defamation. On June 18, Ma Let To Territorial Police investigated her.
3 Reporters Sued By Military
After a farmers’ protest in Kayah State, three reporters and nine protesters are facing a lawsuit from
Captain Aung Myo Tun of No. 360 Artillery Battalion of the Burma Army, under Article 12 of the
Law Protecting the Privacy and Security of Citizens. According to the Burma Army and Captain
Aung Myo Tun, the reporters aided protesters by documenting real-time reports of protesters
removing fences and trees on the battalion’s compound. The Myanmar Press Council is suggesting
the reporters only be sued under Media Laws, not Privacy Laws. The reporters facing lawsuits report
for Democratic Voice of Burma (DVB), Eleven Media Group and Kantarawady Times.
Five Charged Under Counter-Terrorism Law
Five villagers have been charged under section 50(i) of the Counter-Terrorism Law for alleged
bombings in Arakan State. The arrested are from Aukthakan village in Arakan State, and were
arrested on March 29. Families stated that the five men were arrested without sufficient evidence.
DISAPPEARANCES
No Information Received Regarding the Disappearance of Villager
On June 14, Kyaw Aye, living in Thandaung Village Paletwa Township in Chin State, disappeared
while returning to his village from Mrauk-U Myoma Market in Arakan State. There has been no
information received in relation to his disappearance.

On May 28, Kaung Htet, who buys second hand phones near Tein Nyo Village, Mrauk-U Township
in Arakan State, lost contact with his family, and on May 29, Thein Than Soe, Kyaw Swar Thein and
Thein Htike Soe also lost contact with their families. Though their family reported to the authorities
for their disappearances, there has been no information received as to their whereabouts.
TRIAL
23 Villagers Begin Trials in Arakan State
23 villagers, who were taken by the Burma Army from Arakan State’s Letka Village in Mrauk-U
Township, faced trial on June 20th. They are being charged for violating Burma’s counter-terrorism
laws, as the Burma Army believes they are supporters of the Arakan Army.
SENTENCED
Thayarwaddy Township NLD Information Officer Sentenced to Two Years Imprisonment
On January 17, Win Zaw Tun a.k.a Jar Lay, Thayarwaddy Township NLD Information Officer, was
sentenced to six months imprisonment under Section 66(d) of the Telecommunication Law by the
Tharrawaddy District Court for sharing a post on Facebook which defamed Maung Maung Lwin,
former Minister of Municipal and Social Welfare in Bago Division. Maung Maung Lwin filed a
lawsuit against him as Win Zaw Tun a.k.a Jar Lay shared the post when he was Minister of Municipal
and Social Welfare in Bago Division; while Tharawady Township Court sentenced him to one day
imprisonment and to pay 300,000 Kyat fine. However, plaintiff Maung Maung Lwin was not satisfied
with the decision and submitted an appeal to the district court. Therefore, the district court had
sentenced him to six months imprisonment. Although Win Zaw Tun a.k.a Jar Lay was sentenced, he
has not been arrested yet.
Land Rights Protesters Sentenced to Pay Fine
On June 19, Hpa-an Township Court in Karen State sentenced Saw Maung Gyi, Chairman of Social
Development Committee in Karen State’s 88 Generation student organisation, to pay a 30,000 Kyat
fine under Section 19 of PAPPL and 10,000 Kyat under Section 20 of PAPPL and two members of
the Social Development Committee in Karen State’s 88 Generation student organisation and a farmer
to pay 30,000 Kyat under Section 20 of PAPPL. They were sentenced for staging a protest for land
rights.
Two Land Rights Activists Sentenced to One Month Imprisonment
On June 20, joint township judge of the Mahar Aung Myay Township Court in Mandalay Division
sentenced land rights activists, Toe Gyi and Myo Win to one month imprisonment each under Section
20 of PAPPL. Although Toe Gyi had received permission to stage a protest on November 16, 2018
calling for the release of six farmers arrested in Mahar Aung Myay Township, Toe Gyi and Myo
Win were charged under Section 20 of the PAPPL as Myo Win was not on the list of speakers at the
protest.
Two Land Rights Activists Sentenced to Four Months Imprisonment

On June 24, the court in Patheingyi Township in Mandalay Division sentenced two land rights
activists, Toe Gyi and Myo Win, to four months imprisonment under Section 18 of PAPPL. They
were charged under Section 18 of PAPPL for being involved in setting up a boycott camp to demand
the return of confiscated land in Patheingyi Township. As they were not granted bail and had already
spent a longer period of time in detention than the lenth of their sentence, Aye Thein was released
from prison the same day. Myo Win has not been released yet because Mahar Aung Myay Township
Court in Mandalay Division sentenced him to an additional one month imprisonment under Section
20 of PAPPL for another land rights case on June 20.
MDCF Leader Sentenced to Two Years Imprisonment
On June 27, Movement for Democracy Current Forces (MDCF) leader Htin Kyaw was sentenced to
two years imprisonment with hard labor under Section 505(a) of the Penal Code by the Yankin
Township Court in Rangoon Division. On August 30, 2018, deputy township administrator of Yankin
Township Aung Kyaw Tun was a plaintiff and charged Htin Kyaw for criticising the judiciary, the
Ministry of Home Affairs, and the current Government, during his protest in front of the Yankin
Township Court in July 2018.
RELEASES
Withali Villagers Arrested Released
Aung Kyaw Naing and Soe Soe Aung from Withali Village in Mrauk-U Township, Arakan State,
who were arrested by the military, were released on June 5. They were detained at the Hta Ma Rit
Police Station. They were released after the Military came and investigated their families who
reported that Soe Soe Aung has a disability and Aung Kyaw Naing has a mental illness.
Two People Released After Being Found Not Guilty
Htay Aung and Maung Kyaw Win - from Arakan State’s Buthidaung township, Tharak Prin village
- were released on June 12 from prison after 5 months due to them being found not guilty of all
charges. The original charge was under Section 17(2) of the Unlawful Association Act, but they were
later charged under Section 17(1) of the Unlawful Association Act.
CONDITIONS OF IMPRISONMENT
Man Died in Prison After Suspected Torture
Tun Myint Win, from Aung Thabay village, was sent to Obo prison on June 3 for protesting against
the construction of a coal-power plant, he died in custody the next day on June 4. Prison authorities
claim he died from alcohol withdrawal and a high fever. Yet, his family denies Tun Myint Win was
an alcoholic and have stated that when examining his body they saw an injury on his head. A forensic
team confirmed an injury behind his left ear, a swollen head, that there was blood coming from his
ears. Due to this, the family believes he was tortured to death. A case to investigate his cause of death
was opened at Aung Myay Tharzan Township Police Station.
Pass Rate of Matriculation Exam in Prisons Increase

Accoridng to the Correctional Department, a total of 171 inmates across the country took the 2018-
19 matriculation exam at nine prison examination departments and 94 inmates out of 171 passed,
making the pass percentage 54.97%. In the previous academic year, 47 inmates had passed and the
pass percentage was 45.19%.
Three Prisons at Triple Capacity
The Myanmar National Human Rights Commission has stated that three prisons in Northeastern
Burma - Myitkyina, Lashio and Nyaungshwe - are operating at triple their capacity. These prisons
are meant to hold 1000 inmates each, but all currently have over 3000. The Commission states this
violates human rights, and has submitted their findings to the President’s Office and the Ministry of
Home Affairs.
Upgrades to Insein Prison A new family visiting centre in Insein Prison was opened on June 23 under the Prison Department’s
Ministry of Home Affairs, and with the help of the International Committee of the Red Cross (ICRC).
The prison is typically filled with thousands of visitors on the two allowed visitation days a month.
The new visitation rooms provide better ventilation, lighting, a playground for children, private
booths, new washrooms and a coffee shop.
LEGISLATION AND POLICY DEVELOPMENT
Third Year Law Students Learn International Human Rights Law
To promote human rights education, third year students majoring in law have to learn International
Human Rights Law at Arts and Science Universities in Burma starting from 2019, according to Dagon
University Law Department. This law must be learnt by third year students of day education of Law
and third year students of distance education of Law.

Myanmar National Human Rights Commission Releases Findings About Deaths in Arakan
State The Myanmar National Human Rights Commission released their findings of an investigation into
the deaths of six civilians who were held in military custody on May 2. There were 275 people taken
into military custody for suspicion of having ties to the Arakan Army, resulting in the six deaths. For
more information on the case please refer to the May Chronology.
The MNHRC has concluded their investigation and has cleared the Burma Army of any human rights
violations. They state that the deaths occurred in chaotic conditions, and the Burma Army’s accounts
of the situation mirror that of the MNHRC. The investigation included interviewing 38 people,
including family members of the deceased, those injured by the incident, and Burma Army soldiers.
Recommendations were made to the government on how to stop similar events from occurring. The
MNHRC has declined to state what the recommendations are.
Two Villagers in Ponnagyun Township Taken by Military Released
On June 1, San Thein Hla, 56 years old, and Aung San Hlaing, 46 years old, who are hundred
household administrators from Sinthi Village in Ponnagyun Township, Arakan State, were taken as
guides by the military and were released on the same day, said the Upper House MP Khin Maung
Latt from Ponnagyun Township. He added that, after the military column had arrived at Sinthi Village
and investigated the villagers, they had taken San Thein Hla and Aung San Hlaing as guides.
Brigadier General Zaw Min Tun from the military’s True News Information Team said they did not
take the villagers as guides and had taken them to investigate.
Arakan Army Arrest Two Civilians.
On June 3, the Myanmar Police Force had announced that the Arakan Army arrested Monk Nanda
Marla and Mae Ma Chay, who are from Yey Soe Chaung Village under suspicion of them being
informants to the military. While Monk Nanda Marla was at Sittwe City to receive medical treatment
on April 23, he received a phone call saying AA arrested Mae Ma Chay and would release her if he
came back. While he was returning to the village, he was arrested at the Kyauktan Village by the
Kyauktan Village Administrator Maung Thaung Chay and ten AA members. Moreover, AA took 2.8
Million Kyat and a phone owned by Monk Nanda Marla.
Six Dead and Eight Injured at Monastery in Northern Arakan State
On June 3, a monastery in Arakan State’s Minbya township sheltering more than a hundred villagers
was hit by artillery fire, injuring eight and killing six people. Although the area has seen conflict
between the Burma Army and Arakan Army no fighting occurred at the time of the attack - meaning
the origins of the artillery fire is uncertain. The AA says the shelling came from the Burma Army,
who knew civilians were at the monastery. While the Burma Army blamed the AA, stating the AA
often mounts attacks from villages which endangers civilians.The attack killed six people who have
yet to be identified.

CHRO Demands Arakan Army Release 52 Chin Civilians According to the Chin Human Rights Organization (CHRO), the Arakan Army abducted civilians
from Chin State’s Paletwa Township King-Talin village and took them to a military camp on the
Bangladeshi border. That was four months ago, and the 52 civilians - including 17 children - are still
being held by the AA. The CHRO has demanded the AA for their immediate release.
Village Administrators Resign For Fear of Safety
On June 4, in Arakan State’s Kyauktaw Township, 45 village administrators resigned due to fear of
their personal safety. Due to these areas being zones of conflict between the Burma Army and Arakan
Army (AA), they say administrators must meet with both sides - but in doing so risk being arrested
by the Burma Army. The village administrators point to the alleged unlawful arrest of administrators
in the nearby villages of Min Thar Taung and Shwe Pyi as cause for concern. In their collaborative
resignation letter they demanded for the release of the arrested administrators, for administrators to
be interrogated at their local GAD, and for the military to inform the township of suspicions so they
can open a local investigation.
One Dead, Three Injured in Arakan State
Artillery shells landed in Arakan State’s Ponnagyun Township Ganan Me village, on June 5, killing
one and injuring three others. The deceased is 45 year old Inga Aung, and the injured are his wife, 48
years old, and daughter, 27 years old, along with a 25 year old man. The artillery fire came during a
clash between the Burma Army and Arakan Army. All of the injured are being treated at a hospital.
Solo Protester Calls for Peace in Arakan State
Ko Min Theun Zan, representative of Buthidaung Township for Arakan Youth Conference’s Policy
Making Team, staged a solo protest calling for issues in Arakan State to be solved. He proposed that
both sides must take a non-armed or non-militant approach to solving conflict, and instead create
open-minded dialogues. He has also demanded for the government to take responsibility of IDPs, and
allow for conditions for them to return home. According to him, if these demands are not met more
organized protests will occur.
Burma Army Soldiers Surround Monastery in Arakan State
A monastery in Arakan State sheltering hundreds of IDPs was surrounded by Burma Army soldiers
on June 11 who demanded entry. They were hoping to find members of ethnic armed groups, who
they say were hiding amongst the crowd. The monastery would only allow those wearing civilian
clothing inside, as they did not want to frighten the civilians who have just fled armed conflict.
Eventually five military personnel, two policemen and two immigration staff were granted entry. The
check lasted for around an hour and resulted in no arrests or detentions.
Village Administrator Injured by Landmine
A landmine injured Ye Tun, village administrator of Phat Wong Chaung village, in Arakan State’s
Kyauktaw Township on June 11. He is now receiving treatment at Kyauktaw hospital.

AA Arrested Official from Forestry Department
On June 1, the Arakan Army arrested Sein Tun who lives in Thayet Thapin Village in Kyauktaw
Township in Arakan State and who is working for the head of forestry from th the Forestry
Department, according to the statement of Myanmar Police Force released on June 11. When five
people including Sein Tun returned to Kyauktaw Town after work on June 1, approximately 12 AA
members had questioned them, Sein Tun was taken into custody and the other 4 were released.
Arakan Army Continues to Hold 8 Workers Citing Regional Instability
The Arakan Army has been holding 8 construction workers from Chin State’s Paletwa Township
under accusations of being former Burma Army Military Intelligence. They have promised to release
them once the region gains stability, saying it unsafe to release the workers in such a period of
regional instability.
Seven Villagers Taken by Burma Army
Seven Villagers were taken by the Burma Army when travelling from Son Aoe village, Arakan State,
to Zayditaung Ror Houng IDP camp on June 13. Armed conflict in the area led to them running into

Burma Army Opens Fire Which Injures Civilians
The Burma Army opened fire on a village road in Arakan State’s Mrauk-U Township, Ywar Haung
Taw Village, injuring at least three men and a child. They have been identified as U Tun San Hla, U
Hla Tun Tha, Maung Kyaw Lin Naing, and U Tun Kyaw. It is speculated the troops are from Light
Infantry Division 22.
Warning Letter Sent to Miner
The Zomi Revolutionary Army (ZRA) has accused U Than Swang of illegal mining in Kalay
Township, Tedim’s Mwetawng area, Sagaing Division. On June 13 the ZRA sent a letter to him
saying they will take ‘revolutionary procedures’ if he is caught mining there again.
Editor Requests Dismissal of Lawsuit
The editor of Myanmar Now, Swe Win, has been on trial for almost 2 years for a lawsuit under Article
66(d) of the Telecommunications Law. His lawyer has sent a request to have his charges dismissed,
mostly due to the plaintiff’s witnesses - one being nationalist monk U Wirathu who is on the run from
the government - failing to appear before the court more than 20 times. Due to this, the trail has been
prolonged.

Ward Administrator Killed
Ward Administrator, Than Maung Chae, from Arakan State’s Ahle-baing ward, Myebon Township,
was shot dead on June 18th. According to his son, Than Maung Chae had received a death threat 2
months before his murder. It is also suspected that the Ward Administrator was an informer for the
government. A military spokesperson has blamed the Arakan Army (AA), but the AA denies such
allegations.
KNU Arrested Five Administrators in Hpa-an Township
Saw Maung Nu from Karen National Union/Karen National Liberation Army(KNU/KNLA)
confirmed that they arrested an administrator and five Ten/Hundred Household Administrators from
villages in Mi Zine Village Tract, Hpa-an Township in Karen State on June 18. He added that they
had informed these villages to send the youth to medical training for a long time but no one replied
to them. Therefore, they arrested them under orders from their KNU officers.
Villager Injured for Stepping Mine in Hpa-An District
On June 18, Saw Zyan Min, 17 years old, stepped on a mine and was injured while he was digging
bamboo shoots at the outside of Toke Gyi Village in Mi Zine Village Tract, Hpa-an District in Karen
State. He was admitted at the Hpa-an Hospital as he injured on the right side of his leg.
Man Injured By Landmine in Ponnagyun
According to Rakhine Ethnic Congress two men from Htone Bu village were severely wounded by a
landmine while walking to their garden on June 22. One of the injured, Tun Maung, has been sent to
Sittwe hospital as both his legs may need amputation.
Civilian in Buthidaung Township Shot to Death by Deserter
In the morning of June 23, 35 years old Thar Zan Aung, who lives in Gote Pe Village, Buthidaung
Township, Arakan State, opened a grocery store then was shot to death by a deserter from No. 22
Brigade. While he was selling groceries, the deserter had taken the food and shot him. He then ran
away by boat.
Villager in Mrauk-U Township Shot
On June 24, Kyaw Win Tun, Pauk Pin Kwin Villager in Mrauk-U Township, Arakan State, was shot
by the military while he was going to a stream to take a shower after farming. He was injured and
then admitted to the Tein Nyo Hospital.
Defamation Cases under Telecommunications Law Reaches 200
According to a report published by Athan, over 200 defamation cases have been made from late 2013
to June 20, 2019. Most lawsuits derived from ‘online defamation’, and the majority of cases were
started by government officials, military officers and lawmakers. Those who had the most cases

opened against them were journalists, activists and human rights defenders. Despite changes to the
Telecommunications Law in 2017 the law continues to be heavily used - especially Article 66(d).
Two Detainees Injured During Military Interrogation
Two men - Nyi Htwe, 19, and Saw Maung Than, 21 - were detained by the military on June 22 from
Tin Htein Kan village in Arakan State’s Mrauk-U Township. They were taken under the suspicion of
using a remote controlled landmine for the Arakan Army. The family approached the military, asking
to speak with their children - they were routinely denied. The two men were remanded by the court
on June 25th, after they began receiving medical treatment at a hospital for injuries received during
their interrogation. According to the two men, they were beaten by the butt of a rifle by Burma Army
soldiers.
Villager Dead After Suspected Torture During Military Custody
23 year old Maung Nay Myo Tun of Pauk Taw Pyin village in Arakan State was taken into custody
by the Burma Army after returning from work on June 21. He was sent to the hospital by the Army
on June 25 with severe injuries on his body and a broken neck - he died en route. The military says
the man’s health was deteriorating while in custody, and the injuries were from him falling from a
vehicle. The family believes he was tortured during his detainment.
Migrant Worker Beaten By Police
Sai Htun who works in China but lives in Shan State’s Hsenwi Township, was picking up a friend
from the border when the police were annoyed with him for not queueing correctly. They attempted
to take his motorbike and handcuff him, Sai Htun resisted. Afterwards, they took him to the police
station where he was beaten. Following the attack, Sai Htun has suffered from problems with his
hearing and vision.
Villager from Kyauktaw Township shot
On June 26, U Win Maung, was tending to his herd of buffaloes near Thayagone village in Arakan
State’s Kyauktaw Township when he was shot by the Burma Army. He was not severely wounded,
but he is currently receiving medical treatment.
Four Villagers Shot to Death in Minbya Township
On June 26, a Burma Army military column shot at Pyin Yaung Village in Minbya Township, Arakan
State. After the shooting, four villagers died and three were injured. When the military column came
into the village, the villagers ran away due to fear of arrest. Therefore, the military column shot them.
Woman Injured after Stepping Mine in Monyin District
On June 28, San Kyi from Maing Naung Village, Inndaw Gyi Region in Monyin District, Kachin
State was seriously injured after her friend stepped on a mine while looking for food. San Kyi was

the only one injured and she was admitted at the Myitkyina Hospital due to serious injuries, said
Maing Naung Villager Sai Tun.
Seven Kyauktaw Village Administrators Resigned Over Arrests
On June 28, seven village administrators in Kyauktaw Township, Arakan State resigned from their
positions. Fourteen village administrators submitted their resignation letter to the township
administrator. However, the township administrator said he would not accept their resignations as the
14 village administrators resigned on one piece of paper. He told them to each resign individually by
signing their own individual letter. Therefore, seven of them re-submitted their resignation letter.

Farmers in Bago Division Protest in Nay Pyi Taw
On June 7, over sixty farmers from Hlawga Village Tract in Bago Division, whose land was
confiscated by business owners, staged a protest in Nay Pyi Taw. Saw Kyaw Swar Min, a protest
leader, said their village and roads were included in the area of the confiscation.
Farmers in Nyaung Lay Pin Township Demonstrated Land Confiscation
On June 3, farmers in Nyaung Lay Pin Township, Bago Division staged a demonstration after not
being satisfied with the decision of the township administrator in relation to land that was confiscated
by the primary school in Nyaung Lay Pin Township. Over 50 farmers staged a protest in front of the
Nyaung Lay Pin Township General Administration Office and Land and Records Office.
Locals in Demoso Township Demand Remove Fence by Military
On June 1st, locals in Demoso Township Kayah State demanded the Kayah State Minister to remove
an old military fence which is unused and was confiscated by Light Battalion (LB) 102. Villagers
reported to the authorities that they did not accept the land confiscation by LB 102 and opposed
fencing.
Farmers in Loikaw Cultivated on Confiscated Land
On June 16, farmers in Loikaw in Kayah State had cultivated on their confiscated land due to
worrying that a late cultivation would affect their livelihood; despite the military having banned them
not to cultivate on these lands. While they were cultivating, 50 police came to stop them. LB 250 and
LB 260 Artillery Battalion based in Loikaw placed signs on the land warning them not to trespass,
but farmers cultivated the land anyway because the land was owned by their ancestors.
376 Battalion Planted Mines on Land in Kyauktaw Township
The 376 Battalion near Daung Taw Yoe Village in Kyauktaw Township, Arakan State planted a mine
on farmers’ land and issued a letter prohibiting farmers from accessing the land. The landmine means
the farmers are unable to cultivate their land.
Farmers in Hukawng Valley Region Demand to Solve Land Disputes
Locals in Hukawng Valley in Kachin State demanded the government to solve land disputes between
locals and Yuzana Company because conflicts have occurred repeatedly. Conflicts have occurred

between 30 locals and 15 from Yuzana Company on June 7 as Yuzana Company came and used
excavators and tractors on approximately 100 acres of land - which has been cultivated by farmers.
Yuzana Company has confiscated over 600,00 acres of land, and now owns it. As they have
implemented the project on 200,000 acres of land, locals are asking for the government to solve these
issues fairly.
Farmers Demanding to Return Confiscated Land in Namhkan Township
Farmers of a plot of land in Namhkan Township, Muse District, Northern Shan State are demanding
the return of their land, which is now being developed into wards and accommodation for
governmental staff. These wards were owned by farmers and were confiscated under former
governments and were for governmental departments, other plots of land were vacant and virgin land
and others were sold to companies, said Namhkan Township Farmer Association.
Farmers in Dawmukalar Village Removed Pillars on Confiscated Land
On June 21, farmers in Dawmukalar Village in Loikaw Township, Kayah State removed pillars which
were set up by #356 Artillery Battalion and #250 LIB on their confiscated land. Even though farmers
frequently submitted letters to relevant government authorities regarding the land, there has been no
response. The confiscated lands were owned by farmers from 11 villages and consists of
approximately 1,000 acres of land, said farmers.
Villagers in Maungdaw Township Asked for Compensation
Locals in Baw Di Kone Village in Maungdaw Township, Arakan State asked for compensation as
their land and forest plantations were confiscated when Maungdaw Township Development
Committee. The land was used to build a water storage dam at the Baw Di Kone Village for
insufficient water supplies in Maungdaw Town. Over 17 acres of the land owned by 13 farmers and
over 15 acres of forest plantations owned by the village community were confiscated when the water
storage dam was built.
Demoso Farmers Plow Fields in Defiance of Army
Farmers from Karen State’s Demoso Township began cultivating 100 acres of their land as a protest
against the Burma Army’s confiscation of it 10 years ago. Around 40 farmers came, despite the fact
that farmers cultivating the same land earlier this month are now facing charges under section 427
and 447 of Burma’s Penal Code.
INSTITUTIONAL REFORM
Home Affairs Ministry plans to implement the parole system
The Deputy Minister of Home Affairs announced that Burma will be implementing a parole system
due to prisons running over capacity. The President’s Office is also allowing the Ministry of Home
Affairs to create a Scrutinizing Committee for the reduction of inmates if needed.
