This situation report is prepared to highlight the affected areas of State of Azad Jammu & Kashmir (AJ&K) due to

the recent earthquake Muslim Aid (MA) Pakistan is on the ground to carry out the assessment and relief activities

in close collaboration with the sector partners and government line-departments i.e. State Disaster Management

Authority (SDMA) – AJ&K. The information presented in this document is collected to the date of release and

might change in the coming days. The first situation report is published on Relief Web click here for review.

Summary Highlights

Below is the key development of the situation during the reporting period by Muslim Aid’s Emergency

Response Team.

– Since September 24th earthquake district Mirpur is receiving aftershocks on a daily basis which is increasing the suffering of the affected families. On September 25th second strong jolt was felt in New Mirpur City area with maximum reported urban affectees who were suffering from the traumatic condition. A total of 14 aftershocks have occurred.

– Prime Ministers of Azad Jammu and Kashmir Raja Muhammad Farooq Haider Khan paid a visit to DHQ hospital and condoled with admitted patients.

– ERT collected first-hand information from different affected families of Mirpur including Urban

Mirpur, KalKotah, Mughalpura West Chechian and Chabirriyan villages which is severely

damaged due to subsequent earthquakes/aftershocks.

– ERT carried out a rapid need assessment of the villages namely Kalkotha, Mughalpura West

Chechian and Chabirriyan which are in 10 KM radius of the main city of Mirpur and it was decided

that 180 families of the village required food supply and tents for shelter.

– A total of 250 cooked food packs were distributed and 180 tents were distributed among the

affected families.

– ERT extended support to the government by deploying a dedicated ambulance at their disposal to cate for referral cases.

– ERT had a meeting with key stakeholders including Commissioner, District Health Officer, District

Education Officer, other partners organisations and line departments.

– Muslim Aid and Muslim hands agreed to work in consultation and coordination.

– GEO News team was contacted to cover the situation and relief activities of MA Pakistan.

– District Health Officer issued a letter of request to Muslim Aid for the reconstruction of BHU

Pulmunda village and supplies of medicines.

– All partners agreed to fill their respective intervention on 4W matrix, and they are bound to submit

to this particular data collection and monitoring at the Muslim Hands office.

– It was also agreed to conduct a detail technical damages assessment in consultation with the

government to respond to this emergency in a systematic way.

– MA country office has contacted suppliers to ensure the availability of relief items as per needs identified.

– A call for psychiatrists and volunteers was advertised on social media and official website.

Kashmir Earthquake Alert Level Orange-II

– Partners organisations, donors and civil society organisation including media and academia

approached MA for collaboration and partnership.

– MA ERT participated in a meeting coordinated by National Humanitarian Network chaired by Brig.

Mukhtar to discuss the response plan considering initial damage assessment conducted by the

government line departments.

– MA ERT has initiated rehabilitation works and engineering team is working on different models of

shelters in consultation with NDMA and other line-departments.

The Situation An earthquake of magnitude 5.8 with 10 km depth jolted different parts of Pakistan on Tuesday, 24th

September 2019 at 4:01 pm followed by another strong jolt of magnitude 4.7 epicentres 6.1 miles at

11:10 am on 25th of September.

Since then 14+ aftershocks have

been experienced in the district.

Hitting the same fault line being

shaken on Tuesday. Minor shocks

were felt in Lahore and Sialkot as

well, letting many residents leave

their offices and homes. People fled

army medical camps set up in

Mirpur’s Samwal Sharif in fear and

rushed out of their homes and offices.

Aftershocks kept jolting the land of

Mirpur and adjoining areas, AJK.

However, the intensity was not

recorded for these aftershocks.

According to recent news of The

Nation, at least 86 people were

injured when aftershocks of

moderate-intensity rocked Mirpur and

Jhelum on Thursday with the death toll rising to 39. No recent news of causalities was received on

Friday, today. Meanwhile relief and rescue works are in full swing in the quake-hit zone of Mirpur and

adjoining areas.

Earthquake-hit Areas Earthquakes in AJ&K has been a recurring phenomenon since the last couple of years. As per the initial

reports received following areas of the state are being affected:

– Mirpur New City – Sahang Hill – Kikri Mohara Sahang – Roshan Mohara Sahang – Sahang Nanka – Sahang Loharan – Sahag Kalyal – Mohra Kalyal – Mora Zail – Raja Nakka – Ranhpur – Chabarian – Dabindpur – Sima Afzal – Khaliqabad – Kachi Abadi F1 & F2 – Naka Kalkotah – Kharak

In three villages namely: Sangah, Sangah Hill and Sangah Nakka 75% house were found damaged whereas in Kalas and Abdupur 25% houses were collapsed.

Division of Affected Areas The office of Deputy Commissioner has divided the earthquake effected areas into the

following zones:

Zone-I Circle Mirpur

Zone-II Circle Mangla

Zone-III Circle Afzalpur

Zone-IV Circle Sahang including Dehri Rustam o Khaliqa bad

Zone-V Circle Jatlaan

Gaps and Needs In a review of the discussions with the relevant staff at DHQ hospital following needs are assessed:

– Hospital necessitates psycho-social support as patients are in the state of shock. Immediate need for psychiatrists is demanded.

– Portable X-ray and ultrasound equipment are in high demand to cater to the flux of patients. – Provision of medical supplies related to first aid treatment. – Urgent need for cooked meal/NFI and drinking water is required. – Distribution of tents is required.

Further requirements are being an assessment to meet the needs of earthquake affectees.

Immediate Response by MA Pakistan

– Muslim Aid and Muslim hands agreed to work in consultation and coordination.

– ERT carried out a rapid need assessment of the village name Kala Kotha which is 10 KM away

from the main city of Mirpur and it was decided that 65 families of the village required food supply

and tents for shelter.

– A total of 250 cooked food packs were distributed and 180 tents were distributed among the affected families in Kalkotha, Mughalpura West Chechian and Chabirriyan and urban Mirpur New City.

– Jerry cans, tents and more food items will be distributed for affected families tomorrow i.e. 27th September 2019.

– ERT extended support to the government by deploying a dedicated ambulance at their disposal to cate for referral cases.



– A call for psychiatrists and volunteers was advertised on social media and official website.

– Partners organisations, donors and civil society organisation including media and academia

approached MA for collaboration and partnership.

– ERT Kits with basic essential goods will be provided by tomorrow September 27th to fulfil the

needs of at least 10 ERT members.

– A fundraising campaign is launched in the USA and UK.

– MA ERT has initiated rehabilitation works and engineering team is working on different models of

shelters in consultation with NDMA and other line-departments

Muslim Aid Is Extending Relief and Restoration Support Basic Health Unit (BHU) Reconstruction DHO of Mirpur division requested MA’s country programme to build

a BHU of Pul-manda village. The catchment area of this village is

around 30 villages. Before the earthquake government had operated

their services of OPD by renting the shops whereas IPD option was

not available. Due to earthquake, those rented shops were even

collapsed and residents of the surrounding villages do not have any

other option of health services up till now. Therefore, considering the

future emergency situation and present time need, it is on high

priority to building basic health unit to ensure health facilities for

children, woman, and aged people so they could take immediate services at their doorstep. This

investment can become a bridging step for more programming in Azad Jammu Kashmir and about 20-

30 villages will be benefitted by this health facility.

Distribution of Tents A total of 180 tents have successfully distributed among the affected

families located in three different villages of district Mirpur. After the

rapid-self assessment, proper registration was ensured to reach out

to the neediest in the first phase. They were also briefed about the

usage of tents, future relief work and that ERT will assess the

effectiveness of tents in the future. Prayers were made in reference

to the Muslim Aid Services for extended support in coming days.

Progression towards the Volunteers-Call Lahore University of Management Sciences (LUMS) Adventure Society saw our sitrep on releifweb.int

and contacted MA Pakistan. They are planning a fundraising campaign for a week and will send their

volunteers for the response, this coming Thursday. LUMS targeting to raise 3000 GBP from the

students. They will also be asked to provide us with an outline of their planning. MA will offer help and

guidance. They were also encouraged to share and visit our social media updates on Twitter, Facebook,

Instagram, and official website.

Food Packs Distribution With the house damaged the affected families can’t cook food and

there is a risk of health issues. In order to provide immediate relief,

MA Pakistan has distributed a total of 250 food packs as per the

commitment to the affected community near our camp in Kalkhotha

village.

Key Informants’ Interviews and Meetings

Meeting with District Health Officer (DHO), Mirpur

On September 26th ERT met with District Health Officer Raja Fida

Hussain Shah and carried out a discussion on relief and

rehabilitation requirements which includes Mother and Neonatal

Child Health Care rehabilitation and reconstruction of damaged

health facilities, provision of medicine and medical equipment,

provision of staff gap as well especially psycho-social support for

DHQ hospital Mirpur.

DHO briefed about the current situation of the district asked the

partners to extend support for the following:

1. Human resource is sufficient including paramedics and support staff. However, DHQ and BHU

necessitate the psycho-social support as people are going through traumatic condition

especially those who are experiencing aftershocks.

2. Immediate need for a female psychiatrist at DHQ hospital.

3. Provision of portable X-ray and ultrasound equipment at DHQ Hospital

4. Provision of medical supplies including lifesaving drugs.

5. Rehabilitation of completely and partially damaged Basic Health Units (BHU).

In the follow-up meeting on September 27th, DHO called upon all I/NGOs working in the district to

discuss customise approach to delegate roles and responsibilities. DHO shared the list of medicines

and hospital equipment with the partners and given details of 14 health facilities which are either

completely and partially damaged. A letter was given to us requesting reconstruction of BHU Pul-

munda village.



Visit to Divisional Headquarters Hospital, Mirpur

On 26th of September 12:04 pm, another strong jolt was received in the district Mirpur. On the Richter

Scale the magnitude recorded was 4.7 with epicentre at Mirpur New City. Right away. The local

administration quickly declared the emergency at the DHQ and BHUs. ERT immediately visited the

DHQ hospital to self-assess the situation of the incoming patients. More than 70 patients with minor

injuries were admitted while major number reported was of patients with traumatic condition.

Meeting with Focal Person of Hospital Equipment committee

Muslim Aid ERT has attended a coordination meeting with Ms Amna

Sohail who is focal person of hospital equipment committee. The

request for hospital equipment – X-ray machine and ultrasound

along with medicines were received.

Interaction with Prime Minister Azad Jammu & Kashmir

AJ&K Prime Minister Raja Farooq Haider paid his immediate visit

to the DHQ hospital and extended his sympathies over the loss of people’s lives and severe

devastation in the affected areas. He has requested to all to come forward and play their part in

supporting the affected families.

Meeting with District Education Officer (DEO), Mirpur

On 26th of September, ERT visits District Education Officer and met

with Raja Basharat Hussain to acquire information related to

government educational institutes. A total of 41 boys’ schools’ is

partially and completed damaged. The possibility of joint

intervention was also discussed. He shared the initial assessment

and informed that detailed assessment with will be shared in a

week’s time as government is still analysing on-ground situation.

Strategic Coordination Meeting between Muslim Aid and Muslim Hands Senior Management

On 26th of September, Country Director (CD) Muslim Aid joined the

ERT at Mirpur to provide strategic guidance and direction in

extending relief activities to the affected families. A coordination

meeting was held between Muslim Aid and Muslim Hands CDs – it

was agreed that both organisations will support each in quick

execution and to reduce the redundant efforts. Muslim Hands

shared that three villages are severely damaged, and no relief has

been provided to the affected families there. CD Muslim Aid

confirmed that Muslim Aid’s ERT will begin cooked food distribution

and distribute tents.

Rapid Self-assessment at three Villages, Mirpur

After the coordination meeting with Muslim Hands, CD and ERT

carried out a self-assessment to above-mentioned villages/location

and found that houses are fully damaged and no partner

organisation including government visited these since the

earthquake hit district Mirpur. It was assessed that the affected

families of these villages need food and tents on immediate basis.

Coordination Meeting with Commissioner of District Mirpur

ERT met with Commissioner and all line departments were there. The government welcomed

humanisation organisations response and made a coordination cell at commissioner officer all will

submit daily plan and progress, so government remain aware of the response.

Coordination Meeting with Partners at Muslim Hands, Mirpur Office

On the 26th of September, ERT attended a coordination meeting with partner organisations. The

established INGO coordination committee carried out a detailed discussion on consolidated plan

establishment and its execution under the close coordination of line department. Collectively

established monitoring data gathering room where all I/NOGs will report on daily basis what they have

done so far.

Meeting with the focal person of GEO News, Mirpur

A meeting was held with the GEO News team to seek out media

coverage of the suffering of the affected families, their houses, and

possible relief activities carried out by Muslim Aid.

Following media visits were facilitated on September 26th and 27th:

1. Sang village near Jatlan to cover the damages

2. Food and tent distribution at Kalkotha

3. Tent distribution at Chabirriya, Pul-manda

4. Kashmir Institute of Nursing Institute

Coordination meeting with on the Ground Partner Organisations

All on the ground organisations held a meeting at the Muslim Hands district office. They considered a

cluster approach to minimise the duplication factor of service as well as efficiency and effectiveness of

the required humanitarian response. Moreover, it was also agreed that all originations will have a

collective meeting on September the 26th with immediate line departments which includes

1) Health 2) Education 3) SDMA

It was also agreed that other organisations may also include on an immediate basis so the

coordination and response may be consolidated accordingly.

Coordination meeting with Additional Secretary Interior (ADS)/Deputy Commissioner (DC) Mirpur

On the 27th of September at 8:30 PM an urgent meeting was called

upon by the ADS Interior Dr Masood. A number of organisations

attended the meeting including Muslim Aid, Muslim Hands, Penny

Appeal and other representatives of NGOs. It was announced that

almost 1,000 tents were distributed to date and equal number of

tents are required on immediate basis as the weather conditions

aren’t favourable.



Following decisions were made:

1. Submission of relief items distribution plan to the local administration in order to reduce the

redundancy of the efforts made by I/NGOs

2. Food distribution should be carried out by the partners for the next week

3. Establishment of Registration/Data Collection Cell at the Commissioner office

4. All partners will be required to submit their activity plan and execution report

During the discussions, the segregation of the activities was also discussed. Following execution

approaches were discussed: 1) Geographic division 2) Cluster approach

All partners agreed to go for a cluster approach as different organisations have a range of expertise to

offer at a single location.

ADS Interior welcomed all humanitarian organisations to work in the areas and ensured sufficient

support will be extended to them to better serve the affected families – which included NOCs and

other approvals.

Coordination meeting with on National Disaster Management Authority (NDMA)

NDMA has provide guidance to CSOs/INGOs to focus for rehabilitation, retrofitting and reconstruction

of communal as well as public infrastructure. There was a joint consensus in all partners to extend

their support for prefabrication structures so affectees can live in changing weather conditions.
