Separate sealed bids will be received for the North Havre County Water District Water System Improve-ments Project. Bids will be received at the office of Bear Paw Development Corporation, P.O. Box 170, 48 Second Street, Havre, MT 59501 until 3:00 p.m. on December 17, 2013 and then publicly opened and read aloud thereaf-ter at said location. The project generally consists of two bid schedules and three alternates, as follows:

Bid Schedule 1 – Water System Improvements - Construction of water sys-tem components consisting of the following approxi-mate quantities: 17,000 feet of 3-inch PVC pipeline; 3,850 feet of 6-inch PVC pipeline; pipeline appurte-nances including fittings, gate valves, non-cased bores, flush hydrant, air release valve manholes, flush/blow-off assemblies, pressure reducing valve vault, signs, gravel, and seeding; residential meters equipped with AMR and a satellite based data system; building demolition; building construction and related renovations; high service pump motor replacement and VFD installation; pro-cess piping and metering improvements; truck fill system replacement; and a 100,000-gallon storage tank, valve vault, yard pip-ing and related site work.

Bid Schedule 2 – Hilldale Colony Pipeline Extension - Construction of water sys-tem components consisting of the following approxi-mate quantities: 46,000 feet of 4-inch PVC pipeline; 80 feet of 2-inch PVC pipeline; 350 feet of HDPE pipeline; 750 feet of directionally bored 4-inch pipeline; pipe-line appurtenances includ-ing fittings, gate valves, non-cased bores, flush hydrant, air release valve manholes, flush/blow-off assemblies, meter/pres-sure reducing valve vault, signs, gravel, and seed-ing; and the installation of metering and flow control equipment and related pro-cess piping to provide water service to Hilldale Colony.

Alternate 1 – High Service Pump Replacement – Re-moval and replacement of the high service pumps in the existing pump building.

Alternate 2 – Process P i p i n g R e p l a c e m e n t – Removal and replace-ment of identified pro-cess piping located in the existing pump building.

Alternate 3 – Primary Building Roofing & Siding Improvements – Removal of asphalt roof system and replacement with a pre-finished standing seam metal roof system and in-stallation of new siding consistent with new pump bui ld ing construct ion.

Bidder and any of the Bid-der’s subcontractors doing work on this project will be required to obtain reg-istration with the Montana Department of Labor and Industry (DLI) prior to bid-ding on this project. Each Bid must be ac-companied by a Certified Check, Cashier’s Check, or Bid Bond payable to North Havre County Water Dis-trict, in an amount not less than ten percent (10%) of the total amount of the bid. Only bids that are accom-panied by such a Bond will be considered. Successful Bidder shall furnish an ap-proved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred per-cent (100%) of the contract amount. Insurance as re-quired shall be provided by the successful Bidders and a certificate(s) of that insur-ance shall be provided.

All bids must be submitted on the Bid Form furnished by the Engineer. No bid may be withdrawn after the scheduled time for the public opening of the bids.

The Owner reserves the right to reject any or all bids, and further reserves the right to award the Con-tract reflecting the lowest responsive and responsible bid in the best interests of the Owner. The Owner re-serves the right to hold the three (3) low bids for a pe-riod of sixty (60) days after the date of the bid opening.
