WELCOME
Welcome to the substitute teaching staff of Albany County School District One. The principals,
central administration, classroom teachers, and secretarial staff are willing and eager to assist
you in making your assignments in our schools successful. You have been selected for the
substitute staff, because you are a fully qualified substitute teacher with either a Wyoming
teaching certificate or substitute permit. As a substitute teacher, you are a vital part of the
educational system in Albany County.
This manual is designed to convey the District’s expectations to you, answer questions you
may have, and assist you with problems that may present themselves in the course of the
school year. Other specific materials may be available at individual schools when you report
for work.
The Administrative Assistant responsible for coordinating substitutes is available via the Substitute Helpline, (307) 721-6400, throughout the year to provide assistance.
We appreciate your interest and enthusiasm in substituting in Albany County School
District One and extend our thanks and best wishes as you join our staff.
ALBANY COUNTY SCHOOL DISTRICT ONE
Our district encompasses all 4200 square miles of Albany County and includes schools in
Laramie, Rock River, Harmony, and Centennial, and a few other remote locations. There
are roughly 4000 students in Albany County School District One. The sizes of the schools
range from 20 or so students (Harmony and Centennial) to about 1,000 at Laramie High
School.
SUBSTITUTE ASSIGNMENTS
Albany County School District One uses an online system to request substitutes for certified teachers. Substitutes are assigned a user name and password to access the online system to view and accept available assignments at www.acsd1.org/acsd/substitute-absence-management.
Substitutes for paraprofessionals will be contacted by the Administrative Assistant responsible for coordinating substitutes.
If unable to fulfill an accepted assignment, please contact the Substitute Helpline (307) 721-6400.
If an available job has not been filled by another substitute, the system will automatically start calling available substitutes at 5:30 am, to fill the job.

DUTIES AND RESPONSIBILITIES OF SUBSTITUTE TEACHERS
1. The substitute teacher is directly responsible to the principal or his/her designee while in a
school.
2. The substitute teacher must check in with the principal’s administrative assistantupon arrival in the building and sign the daily substitute report form.
3. Arrival and dismissal times will be the same for the substitute teachers as for the regular
teachers. Teachers are required to be on-duty thirty minutes before classes begin and remain
thirty minutes after students are dismissed unless other arrangements are made. Use the 30

minutes before school starts to read completely through the day's plans and prepare needed
materials.
4. The substitute teacher is not to leave school during the school day without permission from
the principal, except at lunch.
5. Substitute teachers are expected to dress in a manner befitting the teaching profession.
6. Substitutes are not to use teachers’ computers to access e-mail accounts or the internet.
Teachers’ computers should only be used by substitutes if they are directed to do so by the
teacher.
7. The substitute teacher should make comments on the appropriate form concerning the work
covered and any problems encountered during the day.
8. Substitute teachers should not collect money. On the rare occasion they may be asked to do
so, all money collected must be deposited with the principal or their administrative assistant.
9. The substitute teacher will assume the routine duties (bus duty, playground duty, etc.) of the
teacher s/he is replacing.
10. The substitute teacher should check with the principal’s administrative assistant before
leaving at the end of the day.
11. The substitute teacher is expected to leave the regular teacher’s desk and room looking at
least as nicely as it did at the beginning of the day with supplies, books, and equipment left
where they were found. The 30 minutes after school should be used to return the classroom
to order.
12. The substitute teacher should not change the seating arrangement of students or class
routines except on a temporary basis related to matters of discipline.
13. The substitute teacher will follow the regular teacher’s plans and will not work ahead withnew lessons in the text or workbook. The substitute is expected to teach the lessons exactly
as the teacher instructed. Please follow the lesson plans and complete lessons as directed by
the teacher before supplementing with additional activities. Substitute teachers are
expected to be prepared and to maintain continuity in planned curriculum. All lessons are
to be designed around District standards and benchmarks.
14. While students are working individually or in groups, circulate and provide assistance as
needed. Please do not sit at the desk and read a book or grade papers! Grade papers and
prepare for upcoming lessons during specials, planning time, or after school. If the teacher
has not left anything for you to do during specials or planning time, please check with
partner teachers or the office to see if you can assist in some manner.

15. The substitute teacher should grade papers of work done under his/her direction unless
notified otherwise. Grades are to be recorded in the grade book by the regular teacher.
16. The substitute teacher will familiarize him/herself with the emergency evacuation
procedures for the room in which s/he is substituting. If one isn’t posted, the substituteshould ask a fellow teacher or check with the office.
17. In classes where there are student teachers, substitutes are required to remain in the
classroom with them unless directed to do differently by the teacher.
18. The principal (or his/her designee) is the only person who may release a student from
school. Substitutes should check with the office if there is doubt about release requests or
other decisions.
19. Please do not bring any peanut products into schools in Albany County.
20. Substitutes for staffings or half-days should not leave the room/school until the teacher
returns or until being given permission by the principal or their adminstrative assistant toleave. Substitutes must stay for at least a half-day.
21. Substitutes are to refrain from using their cell phones for conversing or for texting while
they are on-duty.
22. At LHS: Lock the classroom when you’re not in the room. Stay with your class; if class is
in the computer lab or library, you are to be there, also. The TV should not be on during
SEB. Don’t order donuts, pizza, or other food for the class (or allow students to leave the
class to go get food).
23. Please do not allow any student to use the teacher’s computer.
SUBSTITUTE TEACHER SALARY
For the 2017-2018 school year, substitute teachers who have worked less than two continuous semesters will be paid $107 per day; substitutes who have worked for two continuous semesters or more will be paid $112 per day (unless they have elected retirement contributions and were “grandfathered”). Substitutes who worked when retirement was paid for subs and who elected to
continue having retirement paid will receive $97 per day. Substitutes who work a half-day will
be paid half their daily rate. A normal day for substitutes includes teaching hours, planning time
(you may be asked to cover a different class during this time), travel time, and time spent
performing other duties assigned by the principal. No more than $107 (or $112) will be paid for any one day. Substitutes who work as paraprofessionals (teacher assistants) will be paid $15.21 per hour.

A full-day is defined as the following:
ELEMENTARY: A morning assignment which commences at the beginning of the school day
and extends through the lunch period, or an afternoon assignment which commences prior to the
lunch period and extends until the end of the school day.
LARAMIE MIDDLE SCHOOL: Five or more periods on Mondays, Thursdays, and Fridays;
three or more periods Tuesdays and Wednesdays. If a conference period is scheduled for the
first period, this will be counted as a teaching period if the substitute is asked to be there. If a
conference period is scheduled during the middle of an assignment, it will also be counted as a
teaching period.
LARAMIE HIGH SCHOOL: Four or more periods Mondays, Thursdays, and Fridays; three
or more periods Tuesdays and Wednesdays. (See LARAMIE MIDDLE SCHOOL for
conference period rules.)
ROCK RIVER (secondary): Five or more periods. (See LARAMIE MIDDLE SCHOOL for conference period rules.)
NOTE: If a substitute is paid for a full-day, the substitute must be at the school the full day. If
not needed to teach a full day, the substitute should report to the office for other work.
For any assignment less than the above, the substitute will be paid at the half-day rate and must
remain at the school for the half-day.
A substitute who is mistakenly called and reports for duty will receive a minimum of one-half
day’s pay even if s/he is not needed. In this case, the principal will provide work for the
substitute. The substitute is required to remain at a school in order to receive the half-day
compensation.
A “Substitute Report Form” must be filled out by the substitute for each day’s work performed
and signed by the principal or their administrative assistant.
The pay period for substitutes is the first workday of the month to the last workday of that
month. Pay checks are mailed so that the substitutes will receive them the 20th of each month
(or the last workday prior to the 20th if the 20th falls on a weekend or a holiday).
LONG-TERM ASSIGNMENTS
State law prohibits a substitute teacher with a substitute permit from working for more than 45
consecutive days for one teacher. Substitute teachers holding teaching certificates may work
more than 45 consecutive days in their certificated area. If a substitute works for more than 45
consecutive days for a teacher, the District will pay the substitute from the teachers’ salary
schedule for all of the days worked in that assignment.

When a long-term assignment occurs, the principal or supervisor will review the substitute list
and select the person s/he feels will best fit the assignment.
SUBSTITUTE TRAVEL
Substitutes at Rock River may ride the District’s bus with other Rock River teachers. This
bus leaves from the north parking lot of Laramie High School around 6:30 a.m. and arrives
back in Laramie around 4:30 p.m. Rock River substitutes are expected to ride the bus. Substitutes at rural schools can often make arrangements to travel with the other teacher(s) at
the particular rural school. The administrative assistant can provide assistance with this. If a
substitute must drive his/her own car, mileage will be paid at the established rate. A substitute
claiming mileage must sign a “Travel Expense Statement” at Rock River or at the office of the
principal of the rural school at which s/he worked.
If a substitute must drive his/her personal vehicle to a rural school, the following are the
maximum one-way amounts paid by the District (at 50 cents per mile):
Laramie to Centennial $15.00 Laramie to Harmony $10.00
Harmony to Centennial $14.00 Laramie to Rock River $20.00
Laramie to Valley View $14.00
Please see elsewhere in this handbook for the “Mileage Reimbursement” form. When
completing it, substitutes should include their address on the form. This facilitates the payment
process.
PROFESSIONAL ETHICS
A friendly, cheerful, and cooperative attitude toward both school personnel and pupils will help
to start the day right and help to keep it running smoothly. The attitude of the substitute will
have a great deal to do with the acceptance of the substitute by faculty and students.
Plan to spend the entire time at the school working with and for the students. Substitutes should
keep all children in their areas supervised at all times. Substitutes are legally responsible for
pupils, equipment, and materials assigned to their care. When in doubt about student illness
and/or injury, substitutes should seek help.
Because substitutes observe many students, classrooms, and schools during the course of the
year, they are privy to a great deal of information. Information about students and/or staff should
not be shared outside the schools. Items of a confidential nature must have confidentiality
maintained by substitute teachers.
Substitute teachers should never make disparaging remarks about the regular classroom teacher,
the routine established by the teacher, or the subject matter covered. If substitutes have

concerns, they should convey those concerns through the regular chain of command (i.e.,
Teacher, Principal, Human Resources Director, Superintendent.)
Substitute teachers are expected to observe the same ethical codes as regular teachers. For
further information, please refer to the By-Laws and Policies of the Board of Education (the
policies are on the District’s website at www.acsd1.org). The policy book is also found in the
office of any school or in the central administration office.
DISCIPLINE
If a discipline problem arises and the substitute finds that s/he is unable to solve it, s/he should
refer it to the principal. SUBSTITUTES MUST NOT USE PHYSICAL DISCIPLINE OR
PHYSICAL FORCE OF ANY SORT. Use of physical punishment or force will be grounds for
immediate removal from the substitute list. Punishment that may be degrading to the student
should be avoided. Disciplinary measures should be undertaken as privately as possible with the
student(s) involved.
Substitutes should follow the three F’s (Friendly, Firm, and Fair), and discipline problems will
be minimized. When students are kept busy with worthwhile educational experiences, discipline
problems usually will not develop. If the substitute knows the material being covered and
presents it in an interesting manner, students will be attentive. Expectations for behavior should
be clear and reasonable and follow-through consistent.
Generally, there are exceptions to every rule and occasionally problems do arise. Again, when in
doubt, or if a situation arises that the substitute cannot handle, s/he should notify the office
immediately. A request for assistance is not considered a sign of weakness, and when problems
arise or if there is a potentially serious problem, the substitute should seek help.
The following are some classroom management tips provided by some of our teachers and
seasoned substitutes:
Set the tone for the day--take a few minutes to connect with students and review procedures.
Begin instructional activities as soon as possible after reviewing procedures. Students will
know that you are serious about getting the instructional tasks completed.
Emphasize respect and responsibility.
Use positive language to encourage appropriate behavior such as:
- I like the way. . .
- Thank you for. . .
- I appreciate. . .
- Great job, (student's name)
- Mrs./Mr. will be so proud of your behavior.
Avoid negative or disrespectful language such as

- Sit down and shut up; (Alternate: Please quietly take your seat.)
- Would you like to...? (Alternate: Don't give them choices that they don't have.)
SAFETY AND EMERGENCY SITUATIONS
In emergency situations, you will be notified via the intercom specifically what you are to do
with your students (evacuate the school, lock the students in the room, evacuate and move
students off school grounds, etc.).
Evacuation and Lockdown Procedures:
Each school will establish procedures to implement evacuations and lockdowns which are unique
to each site. However, there are some basic procedures which should be followed in each
situation. The following enumerates those procedures.
Evacuation
Maps detailing evacuation routes are posted in all rooms.
Evacuation procedures will normally be initiated by the use of the fire alarm.
Teachers are to take their notebooks which contain one of the copies of each student’s healthinformation, their grade books, and attendance rosters with them when they evacuate the
school.
Teachers should be the last to leave the room, ensuring that:
- all students have vacated the room, - all windows are shut,
- all appliances are off, and
- the door is shut and locked.
Upon arrival at the designated evacuation spot, teachers must take roll and ensure that all of
their students are present.
No one is to re-enter the school until the pre-arranged signal is given.
Lockdown
Lock the door(s) to the room.
Turn out the lights (unless the room is an inner room without outside lighting).
Close and lock the windows.
Close the window shades so that no one can see inside.
Take roll.
The office will call to determine who is absent.
Move students away from the door and windows.
Have students sit in a place where there is not a line of fire from the corridor or outside. If no
such place exists, have students use their desks as barriers to potential bullets.
Keep students in the room until notified by the office.
In the event students are outside (such as a PE class):

The teacher should be informed whether or not to bring the students in (if so, they will be told
where the safe areas are) or whether they should vacate the premises.
If they vacate the premises, the teacher(s) must call the office upon arrival at the
predetermined destination.
If a person is in a non-instructional room (storeroom, office, etc.), the person should lock the
door and remain quiet.
During the lockdown, personnel will be identified who will control the entrances of the school.
These people should be custodians or other non-teachers since the teachers will need to be with
their students in class.
During a lockdown, students should be moved into classrooms immediately, even if the students
don’t necessarily “belong” to the teacher whose classroom is nearest when the lockdown begins.
HELPFUL HINTS
It is important that the learning process be continued while the substitute teacher is with the
students. The substitute should be prepared, resourceful, and flexible in order to make the job
enjoyable and satisfying.
It is hoped the following “helpful hints” will aid the substitute teacher in enjoying success.
1. The substitute should arrive in time so that s/he can review the lessons to be taught, become
acquainted with the materials, etc.
2. The substitute should dress professionally. A substitute who looks like a professional will
experience fewer discipline problems than the substitute who dresses casually.
3. Substitutes should not try to become “buddies” to the students. This only creates problems.
4. Sometimes an appropriate use of humor will help diffuse a negative situation.
6. Be prepared with some age and content appropriate academic work should everyone finish
with the assigned work for the day/period prior to the day/period being over.
7. If problems arise, substitutes should check with a teacher nearby or with the principal.
8. Substitutes should familiarize themselves with the discipline procedures of each school.
When on playground duty, the substitute should walk around and supervise the entire area.

SUBSTITUTE PARAPROFESSIONALS
Substitutes who work as paraprofessionals are paid $15.21 per hour. A full-day for a substitute paraprofessional is seven hours (excluding lunch). No more than seven hours will be paid per
day unless the principal or their administrative assistant attaches a note to the time sheet
explaining why. A substitute paraprofessional must complete a time sheet each day s/he works as
a paraprofessional. Time sheets are available in each school office. At the end of the month, the
time sheets may be submitted to any school office or to the central office and then forwarded to
Leanne Westbrook.
Four special education classes at Spring Creek and Indian Paintbrush have students who have
extreme disabilities. As a result, some one-on-one paraprofessionals are required to engage in
toileting, feeding, and other personal needs care for the students. If you feel comfortable doing
this, please let Leanne Westbrook know, and she will place you on the substitute list for those
classes. The District pays full substitute teacher pay for the substitute paraprofessionals in those
rooms.
HARASSMENT/DISCRIMINATION/BULLYING
Harassment and discrimination are not tolerated by employees, students, parents, or other visitors
in our schools. Please ensure that you are not engaged in any behavior which might lead others
to believe that you are harassing or being discriminatory against students. If you see these
behaviors occurring in others, please attempt to stop the behavior, and then please report the
behavior to the principal’s office.
Albany County School District One also does not tolerate intimidation or bullying. If you
observe intimidation or bullying or if it is reported to you, please take steps to stop the behavior
immediately, and then please report the behavior to the principal’s office.
“Harassment, intimidation, or bullying” is defined as any intentional gesture, or any intentional
electronic communication, or any intentional written, verbal or physical act initiated, occurring
or received at school that a reasonable person under the circumstances should know will have the
effect of:
Harming a student physically or emotionally, damaging a student’s property, or
placing a student in reasonable fear of personal harm or property damage;
Insulting or demeaning a student or group of students causing substantial
disruption in, or substantial interference with, the orderly operation of the schools;
or
Creating an intimidating, threatening, or abusive educational environment for a
student or group of students through sufficiently severe, persistent or pervasive
behavior.” (W.S. 21-4-312)

Harassment, intimidation or bullying can take many forms including: slurs, rumors, jokes,
innuendos, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks, threats,
or other written, oral or physical actions. “Intentional acts” refers to the individual’s choice to
engage in the act rather than the ultimate impact of the action(s). “School” includes a classroom
or other location on school premises, a school bus or other school-related vehicle, a school bus
stop, an activity or event sponsored by a school, whether or not it is held on school premises, and
any other program or function where the school is responsible for the child (21-4-311
(a)(i)(C)(ii). In the event of any ambiguity, this policy should be interpreted in conformity with
the Wyoming Safe School Climate Act W.S. 21-4-311 through 21-4-315.
USE OF TOBACCO PRODUCTS
ACSD1 Policy 4049 prohibits the use/and or possession of tobacco in any form, tobacco products and/or electronic cigarettes or similar devices, by students, employees, patrons, and other non-students at any Albany County School District Number One event, in buildings, in vehicles, or on property owned or operated by Albany County School District Number One at any time.
SUPERVISION
The supervisor for substitutes is the Human Resources Director. The Human Resources Director receives an evaluation from each teacher for whom substitutes work, and receives feedback from
principals regarding each substitute’s performance. If significant problems are noted by
teachers about substitutes, the Human Resources Director will contact the substitutes to visit
with them about these problems.
While in a school, the substitute is under the direct supervision of the principal of the school.
Any job-related concerns or questions substitutes have should be directed to either the
principal of the school where the substitute is working or to the Human Resources Director.
