4th of July Fireworks LocationThe fireworks will be set off at Centennial Park, on the southedge of town. The ball fields will be open for anyone whowants to observe the fireworks, but parking is very limited. Toavoid extreme traffic congestion, it is suggested that all whoare able, walk to the park. Available parking within the parkwill be restricted to those with a handicap parking permit.

MinutesCity Of Milo Council MeetingMilo City Hall, 100 Main Street, Milo, IowaMonday, May 1, 2017 At 7:00 Pm

Milo City Council was called to order by MayorHall at 7:00 p.m. Council answering roll call: Kinser,Doss, Graham, and Sinclair. Uttley arrived at 7:07p.m. Motion by Kinser to approve the agenda.Second by Doss. Ayes-all. Motion carried. Motion by Kinser to approve the consent agenda includingall April 17, 2017 council meeting minutes; accounts payable from April 18 – May 1, 2017, in theamount of $75,867.68; 4th of July Board MeetingMinutes; and a parcel split for the 17500 block ofHwy G58, Milo, Iowa. Second by Sinclair. Ayes-all.Motion carried.

Mayor Hall opened the public hearing regardingthe FY2017 Budget Amendment and asked for publiccomments. There were no comments. Mayor Hallclosed the public hearing. Motion by Doss toapprove Resolution 2017-03: Milo City BudgetAmendment and Certification FY2017. Second byGraham. Ayes-all. Motion carried.

Mayor Hall stated there is no new information forthe wastewater treatment facility or for the MainStreet flower planters. Council discussed speed issueswith Councilman Graham motioning to purchase 4reduced speed ahead signs and 4 solar flashingbarricade lights to attach to the signs. Second byKinser. Ayes-all. Motion carried. Doug Hembry saidhe is still waiting on bids regarding the 110 EastOlive sewer line. Hembry then shared that GeneStone will be out for 4-8 weeks for knee surgery andthe he may need to hire a temporary person,possibly a high school student. No action taken andHembry will keep council/mayor informed.Councilman Uttley asked about the lagoonmaintenance diver and Hembry said the price forthis service has greatly increased and he would checkfor better pricing. Mayor Hall asked that City Clerkto ask other communities who they use for thisservice. Uttley asked that the potholes at 4th andBelmont be filled because they are becoming deep.

Council reviewed the process for employeeevaluations and decided that the appraisal forms foremployees will be completed by Council and Mayorand reviewed at the June 5, 2017 City CouncilMeetings at 6:30 p.m. Council next discussed puttingconcrete underneath the new bleachers for the upperfield at Centennial Park noting that the LittleWarhawks Little League has made improvements tothe dugouts, scoreboard and fencing. Mayor Hallinformed Council that the City of Milo received the

Warren County Philanthropic Grant for $5,000towards park improvements. Motion by Uttley toapprove Pride Concrete at $4,200 to place concreteunder both sets of bleachers to the fence andconnect to the existing concrete. Second by Graham.Ayes-all. Motion carried. City Clerk shared that theCity of Milo has successfully written and beenapproved for the following grants: ICAP 2016 Grant$1,000; Master Gardener’s Mini Grant $300.00;MidAmerican Energy Grant $250; Warren CountyPhilanthropic Grant $5,000. The following grantshave not been awarded yet: ICAP 2017 $1,000; Build with Bags Grant $2,000. The remainder of the project will be paid for with Local Option SalesTax Funds.

No public comments. Uttley asked Hembry aboutthe lower level parking at Centennial Park withHembry stating that the rain has slowed the processand the concrete projects. Council briefly discussedthe ramp at the Milo Legion with Uttley informingcouncil that the Lion’s Club will donate up to$1,000.00. Mayor Hall shared that she had written agrant and would keep all informed of the outcome.

Motion by Doss to adjourn at 7:25 p.m. Second byKinser. Ayes-all. Motion carried.

Curfew ReminderCity of Milo Ordinance 46.01 CURFEW.

“The Council has determined that a curfew forminors is necessary to promote the public health,safety, morals, and general welfare of the City andspecifically to reinforce the primary authority andresponsibility of adults responsible for minors; toprotect the public from the illegal acts of minorscommitted after the curfew hour; and to protectminors from improper influences and criminalactivity that prevail in public places after the curfewhour…… 2. Curfew Established. No minor shall bein a public place between the following hours:Sunday – Thursday 11:00 p.m. – 5:00 a.m. and Friday – Saturday 12:00 midnight – 5:00 a.m. ……”The complete ordinance is available for review at City Hall.

Mayor’s UpdateThe City has been planning for some significant

improvements around town. We have been awardeda $5,000 grant from Warren County PhilanthropicPartnership to pave the sidewalk from the shelter tothe Memorial Garden at Centennial Park. This willbe handicap accessible and eventually connect to thebike trail/walking path. Other improvements to lookforward to are new basketball hoops and a newbasketball court in City Park, additional bleachers atCentennial Park ball field and new planters on MainStreet. All improvements are being funded by grants,donations and Local Option Sales Tax funds.

In May, Master Gardeners Sue and RoyceThompson led a group of SE Warren high schoolstudents and third graders in planting flowers in theMemorial Garden at Centennial Park. They alsoadded new mulch around the trees. Keep in mindthe shelter can be reserved at no charge for events. Itis a beautiful setting to celebrate a special occasion.Contact Misti at City Hall for availability.

City Park Basketball CourtWe are a small community that is big on outdoor

recreation! Stop by City Park and check out the newconcrete basketball court and hoop system that isbeing installed. The replacement and update of theCity Park basketball court was made possible byLocal Option Sales Tax funds and a $3,500anonymous donation from a local family with deephometown roots. Thank you for caring about Miloand helping us to provide quality outdoor recreationto our youth and grown-ups too!

Volunteers are still needed!The Milo Fourth of July is in need of volunteers

to support one of the longest running celebrationsin the State of Iowa. There are various ways tosupport the event. Volunteers are appreciated theweek before, during and after the event. 2017 CITY ELECTION INFORMATIONDo you have some great ideas for

Street Closings – ParadeRoute

Remember that there will be streetclosings on the parade route. Pleasesee the parade route in thisnewsletter, which includes anadditional block compared to yearspast. Please find a place to park other than on theparade route. There is NO PARKING on the paraderoute. We normally have a big crowd for the paradeand sometimes it is hard to find a place to sit. It isespecially important that there is NO PARKINGaround the Milo City Park, since there are eventsplanned on the streets themselves. Handicap parkingcan be found north of the city park.3

Milo Fourth of July ParadeRegistration begins at 10:00 AM, and the parade

begins at 11:00 AM.Get your floats ready! Top themed float earns

$300; second earns $100 and third place is $50. Theparade theme is Here’s to Our Heroes of Red, Whiteand Blue, Honoring the firefighters, first respondersand police officers that serve our communities daily.Please watch for signs for parade traffic and line upspots. 1st street from Belmont to Co-op will be oneway prior to parade. There is no cost to register;however, there is a free will donation to offset thecost of new magnetic numbers and additionalparade supplies.

New this year - The Milo Fourth of July paraderoute has been extended three blocks to ease thecongestion of traffic.

Nominate a Local HeroHere’s to our Heroes of the Red, White and Blue

In keeping with ourtheme, we would like torecognize local heroes ofthe red, white and blue.

Nominate a Local Hero to be recognized at theMilo Fourth of July. At 2:30 PM on the 4th of Julylocal heroes will be announced from the stage.

All nominees will be placed in a drawing for abasket of patriotic goodies. Nominations can bemade at City Hall prior to the 4th and on the day of the 4th at the Info Booth.

All heroes will be announced from the stage, but the hero must be present in the park to win the basket.

Parade will be July 4th before thebig parade. Registration begins at9:30 am in front of the MiloMethodist Church at the cornerof Spruce and 3rd Street.

The Kiddie Parade will start at 10 am. Prizes awarded for:Theme - Honoring Our Heroes of the Red, White andBlue, Bikes, Patriotic and Novelty.

Tractor ShowTractors Show will be held at

the Milo 4th of July. Entry to thisevent is free.

The Tractor Show will beimmediately following the paradeon the west side of the park. Free entry fee. Prizes willbe announced at 3:30 PM on the 4th.

Announcing Milo’s Mega BucksDo you want a 1 in 200 chance to

win up to $5,000? Tickets for Milo’sMega Bucks are $100, and only 200tickets will be sold.

Fourteen individual cash prizes will beavailable. The amount depends on thenumber of tickets sold. Drawing will be on the 4th ofJuly and proceeds benefit the Milo Fourth of Julyfestivities. Prizes must be claimed by August 1st. Neednot be present to win.

All taxes are payable to the Iowa Department ofRevenue. A gambling receipt form will be issued perIowa Income Tax Law.

Milo Library NewsWow! June was a whirlwind at the Milo Public

Library. We packed 4 Summer Reading Program daysinto 3 weeks. Best of all we had a wonderful time.Kids should still be working on their reading logs.For every book that you read you will receive a prize.Stop in and get a book log and get started today.

Parade Participant InformationThe Milo 4th of July Committee

would like to remind paradeparticipants to throw candy clearfrom the road so little kids do notrun out into the parade route. Youare allowed to spray water, butplease use caution when doing soto avoid babies, the elderly and expensivephotography equipment.

There is no charge to be in the parade; there willbe free will donation buckets. To help with trafficthis year, we are asking for all parade participants totake Belmont Street and turn south on 1st Street(which will be one way) to Co-Op, and then you willbe directed where to park by parade volunteers inbright vests. Milo City Council has approved adjusting summercouncil meetings to once per month. Regular councilmeetings for May through September will be held onthe first Monday of the month at 7:00 p.m. at CityHall. It was incorrectly submitted as 8:00 p.m.

Football CampSEW Youth Football Camp for gradelevels 3-8 (this fall) will be July 31-August 3rd from 8:00-10:00 am. It willtake place at the Lacona football field,except the last day will be at the highschool. Bus shuttle is available. Campers in grades 3-8 will be given a t-shirt and will be able to competefor multiple individual awards.

High school camp will be the same dates, 6:00 -8:00 p.m. at the high school in Liberty Center.

Lacona Summer Reading ProgramThe Lacona Public Library

If you do not have an ad on the newsletteradvertising page, fees are $50.00 for full page, $25.00for a half page, and $12.50 for a quarter page perissue. All ads must be paid in full to Milo City Hallprior to printing. New businesses are encouraged tosubmit a one-time article highlighting their business.
