9/10/2020 Mr Lawrence Seyers Lead Transport Planner Infrastructure Team Nillumbik Shire Council Dear Lawrence Re -Yan Yean Road Upgrade Stage 2 I am responding formally on behalf of CFA to the request for input into the proposed options for upgrade of Yan Yean Road. Firstly, CFA welcome such improvement to this major traffic corridor. It is a critical link for both the community and emergency services .

It is also located within a high bushfire risk locality – Plenty Gorge area.

This increases the importance for the easy, smooth flow of traffic leaving the area, while allowing efficient non restricted access into the location by emergency vehicles.

Yarrambat Park is a major staging area for CFA. Attached the latest version (October 2020) of the Incident Staging Area Activation Plan for the park which provides details on how CFA will activate the location in the event a staging area is required. Of particular note is the Traffic Management Plan that outlines the requirements for access and egress via the northern access to the park (Page 14). Subsequently CFA make the following recommendations –

• Intersections should allow for non- restricted traffic flow based on a smooth cycle of transition. Therefore, the installation of sequenced Traffic Lights is our preferred option

• Traffic Lights should then allow for the direct turn left / right into Yan Yean Road without any deviation

• Road Reserves should be constructed/ graded to permit annual slashing program to reduce fire risk vegetation

• Tree Planting along the roadside must not compromise this annual fire prevention works, and where revegetation is undertaken it must be of suitable low bushfire risk species

About this Staging Area Plan

This Staging Area Plan provides basic information on the location, size, use, traffic access, safety,

security, evacuation plan and utilities of the Yarrambat Park staging area.

It is very important to work closely with the local community in the planning, setup, operation and

demobilisation phases of a staging area with the aim to minimise the disruption to users of the park were possible.

This plan focuses on the planning phase and aims to gather all available information for each site to assist in the other phases, especially demobilisation and handover.

Yarrambat Park offers many benefits as a Staging area

It’s large and offers great capacity 300 plus Appliances in 3 separate areas

Several separate areas allowing for flexibility depending on the need

Ability to have a Helicopter Air Base

Ability to provide some COVID separation between crews from different locations as it could

accommodate 3 separate staging areas

The decision to setup a staging area is clearly with the Operations Officer (IMT).

The Operations Officer in consultation with the Planning and Logistics Officers will use this Staging Area Plan to assist in decision making an appropriate staging location for a given incident having

regard to:

Personnel safety, comfort and rest

Proximity to the fire/incident

Availability of buildings and facilities

Space

Utility services

Ablutions facilities

Parking and traffic flow

Accessibility

Storage and security of supplies and equipment

Communications

Any water catchment, environmental or other significant local values

It is important that once the decision is made to establish a staging area, a standard occupancy

agreement and site condition report be developed with the land manager outlining permissions,

boundaries, estimated duration, infrastructure use, rates of payment, utility costs and an agreement to repair and make good any damage following use and demobilisation prior to handover.

Staging Area Site Planning

Location

Yan Yean Road, Yarrambat.

The staging area offers a number of options to scale up or down capacity. It is located the Northern end of Yarrambat located centrally in the Eastern area of District 14 with quick access to Major Roads and

Area 2 100m x 160m – Slight slope, suitable for trucks in summer

Area 4 70m x 30m – Tanker refilling area with Ground Ball Hydrant (pressure approx. 500Kpa)

Underground services

Yarrambat Park has very minimal underground services. The major open spaces are clear of all

underground services.

Buildings and facilities

Toilet Block at North East end of park near Car Park. Several Sheds at Pony Club, Aero Club has Club House and large sheltered area.

Traffic access

Yarrambat Park has one divided road entry / Exit point at the North East end of park entering Yan Yean Road. There will need to be some traffic management at this point to assist vehicles leaving Staging

Area, as traffic on Yan Yean Road can get busy.

Parking and traffic flow

Traffic management

Vehicular and pedestrian traffic is to be separated by bunting /line marking or similar. Flow will be one

way on site and operational vehicles will be parked in a formation so as to allow pedestrian access and service vehicles to tend. Speed limit will be walking pace (aprox 5km/hr). Reversing of any vehicle

should be avoided and in all Cases a guide must be used. Vehicles being loaded/unloaded by a fork lift must do so in a designated and marked loading area. Spotters must be used for all fork lift operations

Dangerous goods and hazardous substances

Dangerous goods and hazardous substances that are located at the base camp must be kept to a

minimum and stored/handled in accordance with dangerous goods/hazardous substance legislation and

CFA guidance. Safety Data sheets are to be made available, appropriate spill mitigation must be provided

Storage and security of supplies and equipment

There is limited storage facilities available at the site. The Carpark at the North East end is asphalted and

provides a safe and stable hardstand for delivery trucks and fork lifts to operate to receive equipment and

supplies.

The Aero Club House could be used as an Admin Office or a Portable building. Shipping Containers/PODs could be delivered to the Carpark area to provide secure storage of supplies.

Safety and security

The site has a 2m high chain link fence and gates on perimeter however pedestrian access is possible from Nth and West sides of Showgrounds, security guards are to be employed as required. Staging site is

to be closed to unauthorised people. There are flood lights over the oval.

Wellbeing

The CFA Wellbeing support line offers is a professional counselling service that offers

employees confidential, short-term and solution-focused support. This is achieved by

providing access to qualified professionals, including psychologists, social workers and

management coaches 24/7, caller details are kept confidential.

Segregate patient from others, seek medical assistance and monitoring by medical service

Staging Area Emergency Management and Evacuation Planning are critical to the functioning of the

Staging Area. Risk assessment has been undertaken to respond to and manage specific incidents

including evacuation, fire, hazardous materials, serious injury or illness, hostile persons including threats, harassment and stalking, extreme weather conditions, sudden death of persons including finding the

victim and response, theft, assault including sexual assault and incidents related to mobile plant and equipment. All occupants must be aware of the emergency management and evacuation plans and understand their responsibilities in an emergency.

Communication by public address system to alert occupants of immediate danger and direction of

occupants to designated assembly areas.

Air Base – The Areo Club at the South West Corner of the Park offers a great location to site an Air Base, it’s isolated from the public with restricted vehicle traffic and has a facilities to cater to the daytime needs of pilots, crews and support staff, toilets, Meeting Room, Basic Kitchen, outside shelter, room for Support vehicles

and Fuel Trucks
