There are two ways to enter the Government Center. Enter via the large staircase on the Davidson St. side or through the plaza entrance facing E. Fourth St. (This is a handicapped accessible entrance.) Once inside the building, security staff will assist you to Room 267. 6. 2040 MTP & 2016-2025 TIP Amendments Robert Cook ACTION REQUESTED: Approve amendments to the 2040 Metropolitan Transportation Plan (MTP) and the 2016-2025 Transportation Improvement Program (TIP) and make a finding of air quality conformity. TCC RECOMMENDATION: At its February 2016 meeting, the Technical Coordinating Committee unanimously recommended that the MPO approve the amendments and make the conformity finding. BACKGROUND: • Amendments are needed to add the Potts-Beatty Sloan Connector and the NC 115/Main

Street Two-Way Pair projects to the TIP, and to reflect the schedule accelerations of the I-485 and Weddington Road interchange conversion and the US 74 and Rocky River Road intersection upgrade.

• A public comment period was conducted on the proposed amendments and the draft air quality conformity determination report beginning on December 11, 2015 and ending on January 15, 2016.

• A public meeting was held on January 14, 2016. • See the attached memorandum for more details.

7. Miscellaneous 2016-2025 TIP Amendments Robert Cook ACTION REQUESTED: Approve amendments to the 2016-2025 Transportation Improvement Program (TIP). TCC RECOMMENDATION: At its February 2016 meeting, the Technical Coordinating Committee unanimously recommended that the MPO approve the amendments. BACKGROUND: See the attached memorandum for details.

8. Transportation Alternatives Program (TAP) Recommended Projects Curtis Bridges ACTION REQUESTED: FYI

BACKGROUND: • The Bicycle & Pedestrian Work Group (BPWG) used the MPO-approved TAP methodology

to score and rank projects submitted to the MPO for TAP funding. • Sixteen projects were submitted for consideration and four were ultimately recommended by

the BPWG for this cycle of TAP funding. • This project list must be approved by the MPO so that the TAP funds can ultimately be

programmed into the Transportation Improvement Program. • The MPO will be asked to take action to endorse the recommended projects list at the March

2016 meeting. ATTACHMENT: Project list.

9. Bonus Allocation Reprogramming Recommendation Bill Coxe ACTION REQUESTED: FYI

BACKGROUND: • The US 21 widening project (U-5767) in Cornelius was initially approved for Bonus

Allocation (BA) funding in the amount of $23 million. • NCDOT has approved additional state revenue to accelerate and fund U-5767; therefore the

CRTPO’s Projects Oversight Committee has developed a recommendation to reallocate the $23 million in BA funds that were initially programmed to this project.

10. Prioritization 4.0 Kelsie Anderson

ACTION REQUESTED: FYI BACKGROUND: • The TCC’s P4.0 subcommittee met on December 21 to review CRTPO’s local input point

methodology from P3.0 and discuss a public involvement strategy for P4.0. • The subcommittee recommended that significant changes to the methodology were not

necessary prior to P4.0. • CRTPO will need to adopt a P4.0 Local Input Points methodology and submit to the SPOT

office prior to April 1, 2016. • Action on the methodology will be requested at the March 2016 MPO meeting. ATTACHMENT: P4.0 Timeline

MPO interim Chairman Jim Taylor called the January 2016 CRTPO meeting to order at 6:01 PM. 2. Election of Officers

Interim Chairman Taylor opened the floor to nominations for 2016 MPO chair. Mayor Edwards nominated interim Chairman Taylor for chairman. Vi Lyles seconded the nomination. No other nominations were put forth. Upon being put to a vote, interim Chairman Taylor was unanimously elected chairman for 2016.

Chairman Taylor then asked for nominations for vice-chair. Ms. Lyles nominated interim Vice-Chairman Michael Johnson for the position of vice-chair. Mayor Edwards seconded the motion. No other nominations were put forth. Upon being put to a vote, interim Vice-Chairman Johnson was unanimously elected vice-chairman for 2016.

3. Adoption of the Agenda

Summary: Chairman Taylor asked if there were items to be added to the agenda or changed. No additions or changes were suggested. Motion: Ms. Lyles made a motion to adopt the agenda as presented. Surluta Anthony seconded the motion. Upon being put to a vote, the motion to adopt the agenda was approved unanimously.

4. Citizen Comment Period Chairman Taylor stated that the bylaws limit the citizen comment period to 20 minutes. Based on a bylaws provision allowing the chair discretion to extend the time period, Chairman Taylor extended the comment period to one hour. Nineteen people addressed the board, all on the subject of the I-77 express lanes project. The following people expressed support for the I-77 express lanes project: John Parkinson, Natalie English, Bruce Bradford, Robert Lancaster, Angela Roberson, Mike Stevens. The following people expressed opposition to the I-77 express lanes project: Diane Gilory, Jim Puckett, Kurt Naas, Bill Russell, Mike Russell, John McAlpine, John Hettwer, Michelle Ferlauto, Tom Davis, Judy Cole, Rob Watson, Rep. John Bradford, Rick Monroe.

5. Ethics Awareness & Conflict of Interest Reminder Mr. Cook read the ethics awareness and conflict of interest reminder to the MPO. No board members identified conflicts.

6. Approval of Minutes Summary:

Chairman Taylor requested action on the November 2015 meeting minutes.

Motion: Mr. Cook identified a minor change to the November minutes to correct a typographical error. Woody Washam made a motion to approve the November 2015 meeting minutes, including the item mentioned by Mr. Cook. Ms. Anthony seconded the motion. Upon being put to a vote, the November 2015 meeting minutes were unanimously approved.

7. Charlotte Metropolitan Regional Strategy

Summary: CRTPO Technical Coordinating Committee (TCC) Chairman Danny Pleasant conducted a presentation that covered the following topics: Governor McCrory’s request of the CRTPO to reaffirm or reverse its current strategy, an overview and rationale for implementing managed lanes, the use of managed lanes in high-priority corridors and the consequences of not implementing managed lanes. Following his presentation, MPO board members asked Mr. Pleasant a series of questions about the content of the presentation. Several of the questions related to matters better addressed by NCDOT officials, and in those cases, NC Transportation Secretary Nicholas Tennyson provided responses. Vice-Chairman Johnson made the following motion: I make a motion that the CRTPO reaffirm the current strategy for the Charlotte metropolitan region to include managed lanes. Ms. Lyles seconded the motion. The discussion that followed included comments from Brian Jenest, Rob Kidwell, Mr. Washam, Ms. Lyles, Ned Curran and Chairman Taylor. Chairman Taylor then called for a vote on the motion. 50 votes were cast in favor of the motion and 14 were cast in opposition. The motion carried. The following jurisdictions cast votes in favor of the motion: Charlotte, Indian Trail, Matthews, Mineral Springs, Mint Hill, Monroe, Mooresville, Stallings, Statesville, Troutman, Waxhaw, Weddington, NC Board of Transportation-Division 10, NC Board of Transportation-Division 12. The following jurisdictions cast votes in opposition to the motion: Cornelius, Davidson, Huntersville, Iredell County, Mecklenburg County, Pineville, Union County.

8. Draft FY 2017 Unified Planning Work Program Presenter: Robert Cook Summary: Mr. Cook provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to present a draft of the FY 17 UPWP to the board and to obtain its informal approval that the program, as presented, represented its desires for the coming fiscal year. Mr. Cook explained the amount of funding available, noting that final FY 17 figures were not yet available, thus staff was using FY 16 funding levels at this point for planning purposes. Projects and draft funding levels for each UPWP task code were reviewed. Lastly, locally-sponsored planning projects were discussed. Mr. Cook stated that if the final FY 17 funding levels were inadequate to fund the $403,000 requested for local projects, then the CRTPO would have to consider reducing its participation in some, or all, of the projects, or possibly not fund some of the projects. Questions were asked following the presentation. The board provided an informal approval of the draft FY 17 in its current development stage. Mr. Cook stated that final adoption of the FY 17 UPWP would be requested at the March 2016 meeting.

Summary: Mr. Cook stated that upcoming agendas would include the following topics. Prioritization 4.0, Transportation Alternatives Program (TAP), a request for amendments to the 2045 Metropolitan Transportation Plan and the 2016-2025 Transportation Improvement Program and the associated air quality conformity determination. He also stated that staff would like to schedule a joint MPO/TCC workshop to discuss Prioritization 4.0 in detail, and would work with the chairman to see if doing so would be feasible.

Conformity Determination ACTION REQUESTED: Amend the 2016-2025 TIP and the 2045 Metropolitan Transportation Plan, and make a finding of air quality conformity. TCC RECOMMENDATION: At its February 2016 meeting, the Technical Coordinating Committee unanimously recommended that the MPO take the requested actions. BACKGROUND: • The amendments listed below generally fall into three categories:

o Clean up items from the 2016-2025 TIP development process: U-5712 and U-5714; o Technical analysis to evaluate the air quality impacts of three alternatives in order to

make a decision about a preferred alternative: I-5507; and o Schedule accelerations that will result in projects moving into the first four years of the

TIP: U-5907, U-5908, U-5703 and R-211EC. • At its November 2015 meeting, the MPO approved allowing the TCC to begin the public

involvement period following a review of the project list. • A 30-day comment period was held December 11, 2015-January 15, 2016, and a public meeting

was held on January 14, 2016. • One comment was received during the comment period. The commenter was Cynthia Van Der

Wiehle of the EPA’s North Carolina field office/NCDOT Inter-Agency Merger Team. However, Ms. Van Der Wiehle’s comments did not address the actual amendments, but instead were an assessment of the 2045 MTP as originally published.

Resolution Finding the Charlotte Regional Transportation Planning Organization 2016-2025 Transportation Improvement Program and

Amended 2040 Metropolitan Transportation Plan in Compliance with the Provisions of the Clean Air Act Amendments of 1990 and the FAST Act

A motion was made by_________________ and seconded by _________________ for adoption of the following resolution, and upon being put to a vote was duly adopted. WHEREAS, the Charlotte Regional Transportation Planning Organization (CRTPO) is the duly recognized decision making body of the 3-C transportation planning process for the Charlotte Urban Area; and WHEREAS, the CRTPO Amended 2040 Metropolitan Transportation Plan meets the planning requirements of 23 CFR Part 450.322; and WHEREAS, the 2016-2025 Transportation Improvement Program is a direct subset of the Amended 2040 Metropolitan Transportation plan; and WHEREAS, the United States Environmental Protection Agency (USEPA) designated the CRTPO as a marginal nonattainment area for the 2008 ozone standard on July 20, 2012, and due to improved air quality in the region was re-designated as a maintenance area on August 27, 2015; and WHEREAS, the transportation conformity analysis of the CRTPO 2016-2025 Transportation Improvement Program is based on the most recent estimates of population, employment, travel, and congestion; and WHEREAS, the 2016-2025 Transportation Improvement Program is financially constrained; and WHEREAS, there are no transportation control measures in the North Carolina State Implementation Plan (SIP) that pertain to the CRTPO; and WHEREAS, the most recent vehicle emissions model was used to prepare the quantitative emissions analysis; and WHEREAS, those projects and programs included in the CRTPO 2016-2025 Transportation Improvement Program contribute to annual emissions reductions as shown by the quantitative emissions analysis; and

AMENDMENTS TO THE 2040 METROPOLITAN TRANSPORTATION PLAN

WHEREAS, the MAP-21 and the FAST Act legislation requires all Metropolitan Planning Organizations to develop and maintain a Metropolitan Transportation Plan; and WHEREAS, the Charlotte Regional Transportation Planning Organization (CRTPO), and the North Carolina Department of Transportation are actively involved in transportation planning for the urban area; and WHEREAS, the CRTPO has an existing 2040 Metropolitan Transportation Plan (MTP) adopted in April 2014; and WHEREAS, the CRTPO 2040 (MTP) is in compliance with MAP-21and the FAST Act; and WHEREAS, the CRTPO is the duly recognized transportation decision making body for the 3-C transportation planning process in the Charlotte Urban Area as required by 23 CFR Part 134; and WHEREAS, the CRTPO has prepared amendments to the 2040 MTP; and WHEREAS, the amendments are a result of project schedule changes proposed in the 2016-2025 Transportation Improvement Program; and WHEREAS, it is recognized that the proper movement of traffic within and through the CRTPO is a highly desirable element of the 2040 MTP for the orderly growth and development of the Urban Area; and WHEREAS, the 2040 MTP has at least a 20 year horizon year and is fiscally restrained as required by 23 CFR Part 450.322; and WHEREAS, the public has had the opportunity to review and comment on the 2040 MTP amendments in accordance with the adopted Public Involvement Plan. FY 2016-2025 TRANSPORTATION IMPROVEMENT PROGRAM

A motion was made by _____________ and seconded by MPO Member _____________ for the adoption of the following resolution, and upon being put to a vote was duly adopted. WHEREAS, the MAP-21 and the FAST Act legislation requires all Metropolitan Planning Or-ganizations to develop and maintain a Metropolitan Transportation Improvement Program; and WHEREAS, the Charlotte Regional Transportation Planning Organization (CRTPO) 2016-2025 Transportation Improvement Program is a direct subset of the 2040 Metropolitan Transportation Plan and is financially constrained (23 CFR Part 450.324); and WHEREAS, the CRTPO 2016-2025 Transportation Improvement Program is in compliance with MAP-21 and the FAST Act; and WHEREAS, the CRTPO 2016-2025 Transportation Improvement Program has been found to be in conformance with the State Implementation Plan for air quality; and WHEREAS, the CRTPO 2016-2025 Transportation Improvement Program was reviewed by the general public in accordance with the CRTPO Public Involvement Plan; and WHEREAS, the CRTPO has thoroughly reviewed the projects and wishes to amend the 2016-2025 Transportation Improvement Program to include them. NOW THEREFORE, be it resolved that the Charlotte Regional Transportation Planning Organ-ization approves the amendments to the FY 2016-2025 Transportation Improvement Program.

BACKGROUND-FEBRUARY AMENDMENTS: • There were four TIP amendments identified during the Project Oversight Committee’s review of

bicycle and pedestrian STP-DA projects. • There were six TIP amendments for highway projects. Of the six amendments, two are

proposed to add Bonus Allocation projects to the TIP, and the remaining four TIP amendments because of additional state revenue resulting in schedule accelerations. The highway projects do not require any air quality conformity determination analysis at this time.

Project Oversight Committee Recommendation BACKGROUND

• The US 21 widening project (U-5767) in Cornelius was initially approved for BA funding in the amount of $23 million.

• NCDOT has approved additional state revenue to accelerate and fund U-5767, therefore the Projects Oversight Committee (POC) has developed a recommendation to reallocate the $23 million in BA funds that were initially programmed to this project.

FINDINGS The POC agreed to the following findings regarding the reallocation of the BA funds:

1. Reallocation of BA funds should help close the gap in over-programming of BA funds. The Bonus Allocation project list was approved with the recognition that the estimated cost of the 22 projects exceeded the available BA funds by $22 million. Stipulations within the STI legislation prevent additional BA funding from being spent within the Division Needs tier.

2. Reallocation of BA funds should be distributed to existing, approved BA projects. The five-year timeframe to obligate BA funds to projects began on July 1, 2015; therefore, the POC agreed that opening a call for new projects is not recommended.

3. Tier 2 projects were identified during the Bonus Allocation programming process as projects that should be considered next in the event that a Tier 1 project could not be delivered within the five-year timeframe. The projects within Tier 2 either exceeded the $23 million of BA funding available or could not be delivered within the specified timeframe, thus the subcommittee sought to develop another recommendation.

4. Cost estimates on projects within the Regional Impact tier may be low; therefore, “contingency funds” should be set aside within that tier.

RECOMMENDATIONS The POC agreed to the following recommendations:

1. The POC agreed that reallocated BA funds should be programmed to address the $10.9 million over-programming amount in the Statewide Mobility Tier and the $4.9 million over-programming amount in the Regional Impact Tier.

2. The POC agreed that $4.5 million of the reallocated BA funds should be appropriated to the US 21 and Gilead Road intersection improvement project in Huntersville (U-5114). U-5114 is an existing BA project currently in design. This BA fund allocation would replace $3.6 million of STP-DA funds which would then be available to be reprogrammed to other project(s) within CRTPO’s planning area.

3. The POC agreed that the remainder of the reallocated BA funds, $2.7 million, should

be held in reserve as a contingency fund for approved Regional Impact tier projects.
