WC15 03/05/21 OPENING ADDRESS BY WARD COMMITTEE CHAIRPERSON Good Evening and Welcome to this Ward Committee meeting. This is an additional meeting to make up for the meetings we could not have last year due to Covid. Two of our councilors have passed on in the past month Ald Monty Oliver (DA) and Cllr from the ANC.

Can I ask for a moments silence? Ald Dirk Smit, the Speaker of the City of Cape Town Council has retired as from the 01 May 2021. He has been the Speaker for the past 15 years and we wish him well in retirement. We are grateful for his role as Leader and having been in public service for the past 45 years. The devastating fire that engulfed Table Mountain and destroyed

heritage sites. UCT Library with many irreplaceable books and documents, Rhodes Memorial Restaurant, Mostert’ s Mill and a number of homes. The saddest is all the wild animals that were lost in these flames. Thank you to all the residents that so generously made donations to our Fire Fighting teams, Law enforcement and Emergency Services and to all those that worked so hard to get the fire under control and extinguished. The Council has approved R15 million for food relief to all 116 wards. So each ward will receive R129300-00. The two organizations that will distribute these funds in Ward 15 are: in the form of food hampers- Helderberg Uitruik (NG Kerk Firmont) and Soup Kitchen - Lourencia Park Nutrition Centre. The rules of who may distribute the food relief is very stringent and no organization in our ward met the registration standards. Jabulani was appointed to manage the funds and appoint sub-organisations in our ward. I will be monitoring the roll out of these funds but not be involved in who gets the food relief. We have two matters open for Public participation namely;

Spatial development plan until the 6 June 2021.

2021/22 Draft Budget until the 3 May 2021.

I am disappointed at how few residents attended the two public meetings in the Town Hall and just hope that some have perused the documents on the website or at the Somerset West Library and that comments/suggestions have been logged with the City. The Storm Water department have done a sterling job of opening and cleaning the Melck sloot from Victoria road to the Strand Golf course. The canal has been cleared of the bull rushers and the canal opened. The Geelsloot will be done by hand as the canal is lined and would be damaged if a mechanical tool was to be used. I am working with the Storm Water department to secure budget to rehabilitate the Upper Geelsloot along the Aberdeen Park and above Southey Vines. The CCTV cameras have been installed at Main Road/Kerkia, Upper Orange Street, Helderberg College Road just off Main Road and De Beers Road /Forsyth Road. The cameras are to be monitored by HCW. The camera in Firgrove on 3rd /School Street is now up and working. It took a very long time to get Eskom to supply the electrical point. The Ward 15 R100k Grant in Aid has been approved and will be distributed by June 2021 as follows:

I submitted two motions to the sub-council namely:

Additional street lights in Smuts Avenue Briza requested by

residents;

A Quarterly report to the Sub Council from Roads and Storm

water to report on planning and progress cleaning of roads,

storm water and sidewalks.

I was given a report on Electrical backlogs and current situation. Since October the back logs have been resolved and we are now back to normal repair and maintenance in the Eastern region. Major problems in the other three sub areas are vandalism, theft, illegal connections and safety issues. Additional spending due to the problems mention amount to:

East R405 thousand

North R4,7 Million

South R5,1 Million

Central R2.8 Million

In terms of Solid Waste, our region has had full service for both waste and recycling collections. Some area had a shortage of vehicles due to delays in repairs as staff were not at work during Covid lockdowns and restrictions on the number of people allowed to work as well as a new ruling from The Auditor General on how to procure repairs on a strip and quote basis. To round off Area East has not been affected as extensively as other regions in the Metro.

Motion received from Cllr G Peck that the Subcouncil approach the Recreation & Parks Department to investigate the establishing of a laterite path for runners, walkers and for the soccer field in the areas between Paardevlei, Helderzicht, Victoria Park and Lourencia Park

They are busy working on the laterite path and it looks like a mess because of all the heaps of soil and he was assured by Jo-Ann Bleker that the project will be completed by the end of this financial year which is end June 2021.

Motion received from Cllr G Peck that the Subcouncil approach the Public Participation Department to investigate for the erection of signboards in the Somerset West are to inform the community of public meetings

The signboards are still ongoing and waiting on the PPU Department to provide funding before the project can be implemented.

Item 24SUB 20/05/19 Motion received from Cllr G Peck that the Subcouncil approach the Transport Department investigate the possibility of completing the curbstones between Old Stellenbosch Road and Scholtz Road and to close off the dirt road leading to Hospice and move the stop street higher up towards Old Stellenbosch Road

Waiting on the RFQ and have been told that the project will be implemented in the first week of May 2021 when the contractor would go on site and the Roads Department has promised him that the project will be completed before end June 2021.

R400 000 is needed to have the soccer turf repaired and the Department does not have funding available and very upset

about and not sure what he is going to do about it. But what they are doing presently is that Victoria Park people have taken back the turf and chasing off people that does not belong there from Strand and Gordon’s Bay, the youngsters in their early twenties who have messed it up.

The Naming Committee responded and said that City of Cape

Town is not mandated to name the N2/T2 bridge as it an asset of

the Western Cape Government and the Subcouncil Manager has

written to Province to find out if they could name it the Edward

Poole Bridge and await the outcome.

Subcouncil 24 approach MURP for funding to fence area

(appoximately 80 metres of palisade fence) below Curlew

Way, Somerset Ridge as the area is open and being used as

short cut in crossing the railway line which is a danger to

those crossing the line

Have asked MURP for funding to erect about 80 meters in length

of fencing along the railway line below Curlew Way, Somerset

Ridge and still waiting on the response from them.

Anthony van Minnen asked whether the Chairperson know what

the specification is of the fencing because in the past they used

1.2mm and vagrants could easily break it off and said that you

need at least 2mm of fencing.

Chairperson responded that he is not sure what the specifications

is on the existing fencing but what the NHW did they put on rolls

of razor wire which prevented people from getting inside. He will

check because the City would probably use the thinner one

because it is cheaper.

FOR INFORMATION: ALL MEMBERS WC15 06/05/21 PROGRESSIVE CAPITAL EXPENDITURE: MARCH 2021

The Chairperson stated that the projects of concern is Parks Department because a number of the parks are way behind with the work that they need to be doing.

Mr Smit indicated that there are only three projects that are on target and the rest is below target as there is only two months’ left to the financial year end.

The Chairperson responded and said that they are reasonably up to date and went through the progress of each and every project.

Park Construction: which is happening at Lourensia Park and the Department promised that it will be completed before the end of the financial year.

Louis Botha Park: they actually spent more money on the project with a savings of R130 which they unable to use.

Salvo Park: project completed.

CCTV Camera: one camera that needs to be installed at De Beers Avenue, they struggled to find a position and have managed to get one of the residents who has given permission to install on their property.

Mark Plein Park & Pointsettia Park are problematic with the expenditure

Riesling Park: It is on RFQ for the amount of R40 000.

Upgrade of Parks: The R100 000 some of the money has been spent

Grant-In-Aid – has been approved so expenditure will be 100%

NHW – have asked the department where the other R1800 and when will they get the rest of the kits.

Park Maintenance: project completed.

Rent-a-cop: got a new rent-a-cop and the person is earning a lot less than the previous one.

Renostervoel Park & Dianthus Park: project in progress and will be completed soon.

Canal Cleaning: project in progress. RESOLVED

It is recommended that the attached progressive capital expenditure report as at the end of March 2021 submitted to the Ward Committee for information and noting.

WC15 07/05/21 PROGRESS REPORT: C3 NOTIFICATIONS

This report contains all the service request complaints for Ward 15. He said there is a long list of complaints for sewer, water and electricity which all the work has been done and the Department has never closed them off on the system and then it appears as if the complaint is still outstanding.

SUBCOUNCIL 24: MARCH 2021

The Chairperson stated that he received a land use application

form which is erf 1623 which is a piece of ground owned by the City which was sold to a developer which will be building eight flats at the bottom end of Firmount Road very close to the Main Road. It was an old reservoir site which is not being used anymore and it is to withdraw their application to the rezoning of it, and it is stopped and not sure what will happen now.

RESOLVED

That the monthly report on the Land Use Applications received for Ward Committee for March 2021 period be noted.

FOR INFORMATION: ALL MEMBERS WC15 09/05/21 COMMUNITY SERVICES AND HEALTH DIRECTORATE: CITY

HEALTH DEPARTMENT: PRESENTING UPDATE ON COVID-19 VACCINE ROLLOUT IN THE CITY

This report contains the vaccine rollout and the dates are February and March and we are now in May and these dates are outdated and hopefully an updated report will be sent to the Subcouncil.

Mr Smit wanted to know if we are not behind with rollout schedule for vaccination.

The Chairperson responded that they are way behind scheduled

as not all the health care workers have been vaccinated. RESOLVED

WC15 10/05/21 SERVICE DELIVERY INTERVENTION PLAN – PROGRESS REPORT

The Chairperson stated the reason for this report is that he

complained bitterly that the City is lacking in service delivery and not enough people were working at the office and needed to get people back to work and it was decided by MAYCO to get a lot of ambassadors out there into the streets to go and find out where all the potholes are, street lights that are not burning, water etc. and Ward 15 will only be done towards the end of May 2021 who is in the back end of the queue to be done last.

Cllr Doman stated that we don’t need reporting, that fixing and

action should take place and wanted to know if they notified the Ward Cllr when are they coming.

The Chairperson responded that they did give him dates but that

he cannot remember it off hand and knows who is in charge and made a note for himself to follow-up closer to the time.

WC15 11/05/21 PORTFOLIO REPORT BACKS

Community Based Organisations.

Hennie Patience of Helderzicht/Paardevlei Ratepayers & Tenants Association reported on the following:

Sewer blockage at Murray and Flamink Streets. Blockage has

been spotted by the camera. Report will be sent to another

Department and then requesting them to unblock the system in

this team’s presence which came with the cameras.

Stormwater pipe behind some properties in Monte Vista Crescent.

We noticed that some work has been done, but it does not solve

the problem. Inclement weather is predicted for the weekend and

we can be assured that this will again cause overflowing in the

neighbouring properties.

Speed limit signage request has been sent to you by the

secretary.

Raised intersection request at Monte Vista and Unity streets will

be discussed at our Committee which will also be held tonight.

Requested the Parks Dept. to spray the reeds on the banks of the

river. We will also be joining “Friends of the Parks” to assist the

Department with its work.

Human Settlements: Gap Housing; which is an extract from the

Council meeting “New legal and lawful solutions are required to

tackle the challenge of accommodation for those earning less than

R22 000 pm. You would recall the plea of our communities to

release the land, that was transacted to the Paulse Family

Claimants, for Gap Housing.

On page 20 in the Agenda, the 2nd bullet you said that some of the

City owned land is to be used for claims as he doesn’t understand

the comment.

The Chairperson responded as follows:

The stormwater and sewers that he has taken both the matter up with Mr Malan and Mr Matthyse and said that they are doing some work on it and to see what happens when it rains and to make further follow-up with these two officials.

The reeds have been taken out and Melcksloot has been cleaned. Mr Patience in turn responded that it has started growing again and they went to Parks Department to ask them to spray the reeds.

If the City sells land to a private developer it will be on public tender and most likely what will happen is that they will not be able to build GAP housing on it and will have to choose pieces of ground that are available for GAP housing and there are a number of places where GAP housing is being developed into fairly large quantities and the FLISP grant are for people that earn between R3500 and R22 000 can apply to Province for this subsidy. He made an example if a person is earning around R4000 then they

get a subsidy of R110 000 and if they earn around R20 000 they get a R10 000 subsidy. This makes it a very difficult project for developers to be able to accommodate people at the right price of the sale of the property against the grant that has been given to them via the FLISP subsidy. There are a number of pieces of ground that the City is putting up in the wards for sale. The Paulse/Carter property a meeting was held on 4 May 2021 and waiting on the City of Cape Town to release the ground to Province so that they can do the transaction to the Claims Department to hand over to the Paulse/Carter family. Sarah Owen of Salvo Park/Firgrove Ratepayers Association reported on the following.

Wanted to know if the cleaning of the sidewalks and stormwater drains will take place before it will start raining heavily.

She would like the Chairperson to direct them who the responsible official is or if he would arrange a meeting to discuss the closure of the ditch in Grove Road.

Whether the fencing of Firgrove Park will be done.

Had a meeting with Baldwin and Go Storage people regarding the roads and the construction of the building will start in September 2021.

She also requested the Chairperson to attend a meeting with their organisation on 26 May 2021 and will send him an electronic invite in due course.

The Chairperson responded as follows:

Some of the drains were cleaned by their NHW and thanked them for the work that was done and asked Mr September of Solid Waste to collect the blue bags. He said that he walked around with the NHW and took photos of the drain that were dirty. He said he does not want any blocked drains and submitted a motion to the Subcouncil regarding the matter.

The closing of the ditch: He take the matter up with the official, Leon de Goede as Mr De Villers has retired or Mr von Moltke for guidance.

The fence at Firgrove Park was taken away and they will use it at the little bridge to prevent the people from crossing the road and hopefully they will make application for MURP funding in the next financial year for fencing around the park.

The development of Baldwin and Go-Storage is ongoing and they have to spend money in tranches and the Macassar highway will

be widened.

Designated Vulnerable Groups Anthony van Minnen of Animal Welfare Society reported on the following:

From 19 April 2021 – 2 May 2021 they had 41 unwanted and strays and 26 cats arrived at the facility.

Adopted 17 dogs and 6 cats and returned to owner 8 dogs and 1 cat;

The kennel population at the moment is 104 adult dogs, 13 puppies, 45 adult cats and 14 kittens.

In hospital these were animals that were ill, 39 dogs and no cats;

Had to euthanize animals in their kennels i.e. dogs that were too old or unwanted which were16 dogs and 9 cats;

Externally these were animals that were brought in very poor conditions and there is nothing that can be done for them which were 33 dogs.

Arts & Culture Mr Hendrik Smit of Afrikanerbond Paardevlei reported on the following:

He wanted to know what is the policy regarding speeding cameras on the road.

He wanted to know if the Chairperson go a response from Solid Waste regarding illegal dumping, the 2m x 5m x 20m.

He wanted Cllr Doman to provide information on corruption in the Metro as he is being asked these questions from the community and unable to answer them especially in the DA.

the potholes on the manner it was repaired and thanked the Chairperson on behalf of the residents.

There is a 40 km/hr speed limit signboard in Bakkerskloof behind the tree and requested it to be removed as there is no way that it could be 40 km/hr because the required speed should be 60 km/hr.

Cllr Doman responded that there is no corruption but that there was a guy who worked with food parcels and money and he is also not a member of Council, he was an ordinary member who held no executive position. He was disciplined and this has got nothing to do with the Municipality. He will send the statement made by the Mayor regarding allegations of corruption to Mr Smit.

The Chairperson responded as follows:

He will forward the Traffic Calming Policy to all the Ward Committees. He said that they monitored 302 cars doing more than 60 km/hr in one hour on Abelia Road and could not fine one of them as there was no signboard warning motorists that there is a speed camera on the road.

On the illegal dumping he has not received anything and it is a case where he has to fight with Solid Waste Department to see where they can find funding to build that wall but that he is working on it.

He thanked Mr Smit for acknowledgement and the gratitude from the residents on the repairs to then potholes.

Speed limit: A number of streets in the Ward i.e. Old Stellenbosch Road, Silverboom, Bakkerskloof, Beach Road in the Strand have 40km/hr speed limit. When he requested to have more of these speed limit signboards be put up in some of the other streets, the Traffic Department said that it is illegal and those 40km/hr speed limit should not be there and were taken away as the required speed limit is 60km/hr in residential areas which is a national rule. He said that he will make a plan to remove the 40km/hr signboard in Bakkerskloof Road as nobody is adhering to it.

He said the Main Road is a regular occurrence and spoken to Principle Inspector De Kock and also had a lot of problems in Victoria Road, Victoria Link Road, De Beers, R44 and a number of other roads where complaints have received about speeding. They are putting up cameras where there are signs up in order to fine people.
