Automobile Transport Education

Transport is among main branches of Latvian economy. Very favourable location at Baltic See, ice-free ports and borders with Estonia, Lithuania, Russia and Belorussia create excellent opportunities for internal and international cargo and passenger transport development. Effective, accessible and competitive transport system is of vital importance for maintaining economic well-being of state. It creates infrastructure to improve competitiveness of Latvian businesses, facilitates economic development, employment rate and increase of life level of community. The development of Latvian transport is based on sustainable development principles. To constantly fulfil the needs of continuously increasing mobility demand, the Latvian transport system needs dynamic growth and complete integration into European transport system. Currently transport contributes for 17% of Latvian gross domestic product. Automobile transport by providing transport service within short time has very significant role.

Automobile transport has the highest share of transportation market: up to 39 % of cargo and

64 % of passengers are carried by automobiles.

Latvia has a developed transport infrastructure and main requirements for high qualification specialists education in automobile transport are set in the chapter “Higher Education and Research” of “Latvian Transport Development National Program” approved by the cabinet of Ministers.

Riga Technical University have educated transport engineers since 1977 and currently it is the only university in Latvia providing higher education in this speciality.

1. Faculty of Transport and Mechanical Engineering

1.1. Short history of Faculty

1864 Department of Mechanics opened in Riga Politechnic

1874 First graduates of Department of Mechanics

1896 Riga Politechnic restructured in Riga Politechnical Institute (RPI). Department of Mechanics at that time had 275 students.

1919 Faculty of Mechanics based on RPI Department of Mechanics is opened in Latvian University. By then there have been 1108 graduates in mechanics. The total number of graduates between 1919 and 1939 is 445.

1944 Faculty of Mechanics restarts education in Latvian University, later renamed in Latvian State University.

1958 Riga Politechnical Institute is re-established and two faculties are formed from LU Department of Mechanics – Mechanical Engineering and Electrical Engineering Faculties.

1977 First students are enrolled in Automobile Transport speciality, having 46 graduates in 1982 from this enrolment. Similar number of students were enrolled yearly.

1984 Department of Automobile Transport is established in RPI Faculty of Mechanical Engineering having location on Ausekla Street 5 and 7.

2000 By Ruling number 447 of Riga Technical University Senate on February 28, 2000 faculty of Mechanical Engineering is renamed into faculty of Transport and Mechanical Engineering having 8 independent institutes, one professors group and Younger students department dealing with freshmen and sophomore students.

1.2. Structure of Faculty of Transport and Mechanical Engineering

Faculty of Transport and Mechanical Engineering is independent unit of Riga Technical University, providing all level higher education in 6 study programs. Corresponding to statutes (Satversme) of Riga Technical University in 1994 the council of faculty called “Dome” was established. It is the highest-level collegial legislative and managing institution awarding academic degrees, electing professors and heads of institutions. It consists of 46 members, 20% of them are faculty students.

In between Dome assemblies, Council of Directors headed by faculty dean does managing of the faculty.

Faculty units provide education in corresponding subject areas and deliver study courses corresponding to syllabuses.

1.3. Faculty of Transport and Mechanical Engineering in Riga Technical University

With 1108 students on April 1, 2006, Transport and Mechanical Engineering Faculty is the third largest in RTU. This is 16.3 % from the total RTU student amount. There are 140 students in study program Automobile Transport corresponding to 12.6 % of the total number of students in Faculty of Transport and Mechanical Engineering. 32 professors, 28 associated professors, 59 docents, 28 lecturers and 8 assistants not only participate in teaching for 6 study programs offered at faculty abut also deliver study courses for students from other faculties.

There are seven faculty professors and heads of institutions that are members of RTU Senate that is collegial managing and legislative institution for university.

2. Goals and tasks for Automobile Transport study program

The goals of the study program "Automobile Transport" are to ensure the development of the transport industry infrastructure and to supply it with the necessary number of qualified specialists, as well as to perform necessary scientific research.

To serve these purposes, wide range specialists in engineering have to be prepared. For this, the following is necessary:

- meeting the wish of the inhabitants of Latvia to gain education in engineering on a level compatible with study programs abroad, giving foreign students a chance to study in the TMF program on a satisfactory level compatible with other Automotive Engineering programs

- to provide many-sided education, using the tools of teaching, consulting and research (for instance, the annual student scientific conference consists of 15 to 20 reports;

- to use modern study quality control methods, paying attention to innovation in education (instruction, studying, knowledge, experience, science, technology, production);

- to give students the chance to study using the funds provided by the state as well as their own funds in cases of greater competition for admission (for instance, when studying for the master's degree);

- to satisfy the most important stakeholders (the society, students, faculty, clients, etc) paying much attention to the increase of quality of studies and the attraction of capable students from high schools and companies;

- to pay great attention to the explanation of study programs, making clear the characteristics and requirements of each program (a program provides the possibility of studying in several areas picked by the student as favourite);

- to apply the experience and findings of European universities, using ideas of successful courses and their contents.

This will:

- let prepared specialists implement the integration of Latvian transport in Europe faster and with higher quality;

- let students study abroad for a semester or a term with high study efficiency;

- let the study diploma be recognized abroad.

3. Information about program accreditation applicant

The professional study program “Automobile transport” was established by Riga Technical University Senate order No 405, December 13, 2004, see appendix 1, taking into account perspective directions of specialist professional bachelor and master education in Faculty of Transport and Mechanical Engineering.

On March 8, 2006 Automobile Transport study program management team was nominated (see appendix 2) including the following members: professor G. Liberts as chairman, professor A.Urbahs, associated professor M.Kleinhofs, associated professor P.Balckars, president of transportation company “Alfards Ltd” U.Irbenieks. Strategic program creation questions are discussed in TME faculty and Automobile Transport institute (ATI) meetings.

Professional study program Automobile Transport is based on TMEF Automobile Transport institute, which is applicant for study program accreditation.

3.1. A short description of Automobile Transport institute (ATI)

General information. ATI was created by Riga Technical University Senate ruling No 450 on May 05, 2000 when the institute's charter was formed. Incorporated in the institute are:

- the Professor Group of Automobile Transport,

- the Centre of Road Transport Ecology.

Institute personnel: The staff of ATI consists of an academic personnel of 9 people and additional assistant personnel of 2 people. The professor group of Road Transport is headed by professor Gundars Liberts, who is the director of ATI, and the Centre of Road Transport Ecology is headed by lecturer Juris Kreicbergs.

Educational and methodological work: ATI together with other RTU institutes provides education in professional study program “Automobile Transport” offering 9 study courses for undergraduate program and 12 study courses for professional masters program. ATI also provides specialization in road transport for academic master studies in study program “Transport” and doctoral studies in study program “Automobile transport and Road Haulage”

Links with other organizations: For transport specialist education ATI maintains constant links with the following organizations:

Universities abroad: Vilnius Technical University, Tallinn Technical university, Chalmers University of Technology, De Montfort University, University of North London, University of Glagorman (United Kingdom), etc

The abovementioned organizations and universities are cooperated with in many areas, including coordinated scientific research, various projects, and gaining of modern equipment for the study process in the Transport study program.

4. Professional study program “Automobile Transport” description and analysis

Professional study program “Automobile Transport” includes Professional Bachelor studies (4.5 years) and professional master studies (1.5 years).

For admission, the applicants are required to have general 12-year school education or professional technical education. After 4.5 years of studies and defending of bachelor thesis with project part according to RTU Senate order on December 13, 2004, number 491 acquire professional bachelor degree in Automobile Transport and professional qualification of engineer in automobile transport.

To start professional master program one of three possible degrees or qualifications are required with corresponding study length alternatives:

1. Professional bachelor degree from second level professional studies and/or fifth level professional qualification in Automobile transport or in Transport.

2. Academic bachelor degree in Automobile transport or in Transport

3. Bachelor professional degree in engineering or economics from second level professional studies and/or fifth level professional qualification in engineering or economics.

After 1.5-year studies for the first alternative or 1.75-year studies for the third alternative, student obtains professional master degree in Automobile transport or after 2.5 years studies for the second alternative acquires engineering qualification in Automobile Transport and professional master degree in Automobile transport.

4.1. Bachelor professional studies: contents and analysis

Bachelor professional study program Automobile Transport was approved on December 13, 2004 by Riga Technical University Senate order No 491, see appendix 1. The code for study program is 425201. Length of studies is 4.5 years, 180 credit points.

Goal. The goal of the undergraduate professional study program “Automobile transport” is to provide basic professional education in core engineering study courses and automobile transport engineering area, to prepare graduates for professional work or further Master's study programs.

Tasks and planned results. The undergraduate study program by means of lectures, practical studies, literature studies and development of bachelor thesis with project part have to provide a fundamental knowledge in engineering sciences, general social sciences and humanities, theoretical, technical and economical knowledge in automobile transport.

As a result of undergraduate studies, the student should have attained the following knowledge to be employed in engineering position in automobile transport or to continue studies in Master's studies:

- knowledge of the construction of mechanisms, their structural analysis and synthesis, typical mechanisms and machine elements, and their computer-calculation methods;

- ability to use theoretical knowledge to state and solve specific problems in automobile transport;

- ability to use knowledge to design new machines, mechanisms and devices, taking into account static and dynamic loads and the influence of the environment;

- basic research skills, including those of experimental research, literary analysis in the respective areas;

- ability to use computers and relevant software;

- basic knowledge of transport process quality control, automotive mechanics, maintenance and repairs, freight and passenger transportation and traffic safety.

Basic professional education also provides the student with basic knowledge that forms a level of culture allowing the commencement of social activity and with knowledge, experience and ability to communicate with intellectuals both in Latvia and abroad.

The contents of the program. The undergraduate studies program teaches the fundamental sciences – mathematics, physics, general chemistry, mechanics, material sciences and also applied and theoretical subjects, such as computer science, descriptive geometry, electricity and electronics, theoretical mechanics, strength of materials, materials, thermodynamics and heat transfer, general meteorology, fluid mechanics, mechanism analysis and synthesis. The undergraduate program also teaches speciality-specific courses such as road traffic safety, automobile theory, automotive electrical and electronic systems, vehicle construction, repairs and maintenance, road transportation, automotive materials, vehicle mechanics and automotive engines. Additionally, humanities and social sciences - languages, sociology, basic law, civil defence, communications and economical subjects – marketing in transport, logistics and small business management are taught.

Criteria for evaluation of education, forms and order of testing. The criteria for evaluation of study success are based on the achievement level in all areas of studies: fundamental sciences, theoretical and applied professional study courses as well as general educational courses..

Practical testing includes laboratory investigations, practical works, and study assignments.

Theoretical testing includes tests and exams.

The process of education includes development of practical works and projects, their defence, writing of tests and exams, the development and defence of an undergraduate Thesis.

Student scientific research is reported at annual conferences of RTU in different sections.

Exams are done in written form and the results of which are shown in the supplement of diploma.

The Automobile Transport study program is taught at following departments:

4.2. Master professional studies: contents and analysis

Professional master study program Automobile Transport was approved on December 13, 2004 by Riga Technical University Senate order No 491, see appendix 1.

Goal. The goal of the professional master study program “Automobile transport” is to prepare specialists with higher professional education who will be able to apply their knowledge to freight and passenger transportation management, car and truck maintenance, repairs and sales, road traffic safety, road accident analysis and other similar engineering areas as well as who will be capable to work in education and research, will be knowledgeable and skilful transport system technical and technological manager and would be prepared for continuing education in doctoral program.

Tasks and planned results. The master study program by means of lectures, practical studies, literature studies and development of master thesis with project part have to skills and knowledge in one of two study areas:

- A2 vehicle maintenance and repairs

- A3 road haulage

Graduates receive professional education and knowledge that forms higher level of culture allowing the commencement of social activity and knowledge, skills and ability to communicate with intellectuals both in Latvia and abroad and by fulfilling requirements may extend their studies in doctoral program.

The contents of the program. The professional master studies program requires to pass several mandatory study courses regardless the chosen study area: Research methods in automobile transport, Business management in automobile transport and Transportation systems and some mandatory courses depending on study area: for A2 vehicle maintenance and repairs or A3 road haulage. There is also choice of pedagogy and psychology courses and languages.

4.4. Comparison with study programs from universities of other countries

Professional master program has been compared to programs of Chalmers university in Sweden, Vilnius Gediminas University (VGTU) in Lithuania, several Great Britain universities: Bath, Birmingham, Sussex, Hertfordshire, London, Newcastle, Southampton.

Study length in different universities for professional master programs is from one year to two. Master thesis volume is similar for all universities. Practical placement is not anticipated for all universities but for some UK universities even up to one year practical placements are foreseen. Language studies in master programs are usually required for foreign students only, but RTU program characteristic is that extensive work with foreign language literature is essential. There are no pedagogy or psychology courses in other university programs, but this is requirement for RTU professional master programs.

Apart from the mentioned variations, RTU program is similar to professional masters study programs from other universities.

For comparison the following study programs from VGTU, University of Birmingham, Chalmers University of Technology, Budapest University of Technology and Economics were considered..

4.5. Practical placement for study programs

According to RTU professional masters study program in Automobile transport there are 6 CP of practical placement for alternatives 1 and 3 or 26 CP for alternative 2.

Practical placement organizational principles are set by RTU vice rector in studies order number 61 from May 24, 2002:

- Practical placement is managed by practical placement manager from RTU department

- Three partner agreement is made between university, student and practical placement organization where each partners responsibilities and duties are described

- Practical placement is performed according to plan which is developed by study program commission

- Students receive individual tasks for practical placement

Practical placement is made with existing ATI partner organizations: Volvo Truck Latvia, Scania Latvia, Musa Motors, Alkomtrans, CSDD, Auto Riga and others. There is agreement with “Auteko TUV Latvia Ltd” which has branches in all regions of Latvia. Each year some 10…12 students go to their practical placement there to check and research technical condition of cars and trucks.

The main difference in master’s studies from bachelor’s studies is that each master student is linked to a research supervisor who assists in research projects and preparation of publications. Usually all master students participate in annual student research conferences.

As weakness in master studies can be indicated that full time students are getting tired during the long study process since most of them also are employed by companies and preparing and submitting master thesis with project part is really challenging.

5. Professional study program management

5.1. Collaboration of university departments in implementation of study program

Students learn in lectures, seminars and through doing practical and laboratory works. All the

departments prepare methodical materials for studies; the faculty works at writing and publishing lecture notes and textbooks.

The progress of development of scientific work is discussed in scientific seminars, also in the annual Riga Technical University student scientific research conference results of which are published. The work of the students in the program is held in high regard. Every year several students receive scholarships from the Latvian Education Fund; scientific works have won competitions and prizes. The main publications are sent to international conferences in the West and in the East, if they are cheaply enough accessible. A part of scientific research is published in Riga Technical University publications, including in the publications of the conferences and symposiums organized by the Riga Technical University.

6. The principles of study success evaluation

The performance of students is mainly evaluated by the results of finals. Tests are evaluated on a pass/fail basis, while on exams, the result is graded from 1 to 10, where 10 is the best grade and 1 is the worst (Riga Technical University Senate ruling No 402 of 24.04.1995).

If the amount of credits (CP) in a subject is below 2, then usually a test only is necessitated, otherwise, an exam is a usual practice. The exams are prepared by faculty teaching the relevant subject, basing all questions on the curriculum. The number of questions for an exam usually does not exceed 75.

The exam questions are formed so that, by being fully prepared to answer them, the student also is successful on a level that satisfies all the purposes of the study program. Exams are written, not oral, according to Riga Technical University Senate rulings of 26.01.98 and 30.03.98, instructions “Regarding examination system in Riga Technical University”.

The defence of study work, undergraduate and master’s thesis, doctor’s dissertation is performed orally.

7. Organization of laboratory works and thesis

Laboratory works are organized according to study program. They are conducted in specialized laboratories of Automobile Transport Institute, some specific works, in road transportation companies of relevant area. The Automobile Transport has the following specialized laboratories: laboratory of engines, laboratory of vehicle construction, laboratory of electrical and electronic systems, laboratory of fuels and oils, laboratory of repair technology, laboratory of technical maintenance technology.

Laboratory work consists of three phases: preparation for the laboratory work; conduction of the laboratory work in the laboratory; analysis of the results, writing and defence of the laboratory report. No more than three students work at the same-titled laboratory work at the same time.

Special directions for laboratory work have been written in relevant areas (transport vehicle construction, transport vehicle maintenance technology, transport vehicle repair technology, etc).

The rapid progress of automobile manufacturing and the insufficient funding of universities create hardship in organizing certain practical works, because not all necessary equipment is available. Therefore, cooperation with companies working in relevant areas is sought so that their resources may be used in the learning process. Although this also gives students a better view of the way a company works, it is not always possible for the students to get real hands-on experience in such cases.

The writing of the bachelor Thesis with project part is the final part of undergraduate professional studies. The Thesis is developed in accordance with the Riga Technical University Senate ruling 'Regarding the Bachelor's Thesis' of 25.03.1996. The Bachelor's degree is awarded on basis of the success of the defence of this Thesis at Automobile Transport institute.

The Bachelor's Thesis is an analytical work of research, the conclusions made in which are based on research of literature regarding a problem formulated within the boundaries of the undergraduate study program. The topic of the Thesis is chosen by students and confirmed by the supervisor. Topics and supervisors are approved by the Council of Automobile Transport institute.

Guidelines for development of the Bachelor's Thesis ar available on internet.

The fully finished and bound Bachelor's Thesis is signed by the student and supervisor and is given for review to Automobile Transport institute head, which chooses a reviewer for the work. The Bachelor's Thesis must be defended before a commission, the constitution of which

is determined by the Dean of the faculty.

The writing of a Master's Thesis is the final part of Master's studies. The Master's degree is awarded on basis of the success of the defence of the Thesis.

The Master's students in Road Transport write the Thesis on a topic either offered by the Automobile Transport institute or chosen by the students themselves in a relevant area; the topic must be confirmed by the project supervisor and the head of the Institute. The Master's Thesis topics and supervisors are approved by the TMF Dean by written order. Master's Thesis supervisor may be either a member of the Automobile Transport institute faculty or a relevantly qualified employee in a production and transport. Upon beginning the development of the Master's Thesis, the Task of the Thesis is declared. The development of the Master's Thesis consists of the following phases: planning, collection of materials, analysis; practical work; reviewing of the Master's Thesis; defence of the Master's Thesis.

The reviewer of the Master's Thesis is chosen by the relevant institute head and confirmed by the TMF Dean with a written order. The Master's Thesis is defended before the Master's qualification committee, the constitution of which is approved by the TMF Dean.

There have on occasion been problems formulating a topic for the Master's Thesis because of the lack of transport companies in LR ready to participate in long-term research and analysis activities.

8. Study program provision

8.1. Methodological (didactical) provision

Methodical materials include textbooks, lecture conspectuses, technical literature, scientific magazines, laboratory reports and descriptions, problem sets, equipment catalogues, norms and standards, typical project descriptions, etc.

The faculty of the Transport study program have written and published the much in the way of the abovementioned in their own respective areas. This is visible in the CVs of the faculty, added in appendix 5.

Students have access to scientific literature in the Riga Technical University scientific-technical library, which has a wide range of books, magazines and other literature and sufficient reading space. Additionally, students and faculty are provided with access to the Internet and library of Automobile Transport institute.

The supply of methodical material for the study program of Automobile Transport for students can be considered sufficient both in range and in accessibility.

These positive items should be noted:

the terminology committee is working well and creating Latvian terms for technical terminology;

virtually all course faculty have prepared conspectuses of their lectures;

students have access to the Latvian Academy of Science library as well as the Riga Technical University libraries;

Consultants from the Automobile Transport program assist the choosing of periodicals and books to be ordered for the Riga Technical University libraries.

However, there are several issues to be dealt with yet:

sometimes, lecture conspectuses are not available because of problems with

photocopying or printing;

part of methodical material for project planning and laboratory work is outdated and should be updated as soon as possible;

the Riga Technical University library does not contain sufficient information on ISO and the dominant Western standards in technology (these have to be sought out in the State National Library or the Latvian National Meteorology Centre library).

8.2. Material, technical and financial base

The material base for the study process in ATI consists of the following laboratories:

1. Internal combustion engines laboratory (with engine testing benches);

2. Automobile transmission laboratory;

3. Automobile engine construction laboratory;

4. Vehicle electrical and electronic systems laboratory;

5. Automobile technical maintenance and diagnostics laboratory;

6. Automobile repair technology laboratory;

7. Oils and fuel laboratory.

The funding of studies in the program Automobile Transport is done by the state. According to Riga Technical University Senate ruling of 25.04.2000 No 449, tuition and scholarship consists of:

Automobile Transport students of all levels may receive Riga Technical University Senate scholarships for excellent achievements in studies and active social work. Students are recommended for this scholarship by the student body council of Riga Technical University. Every semester, 4-5 students studying in the program receive such scholarships.

Students in a financially hard situation may receive a one-time addition to the scholarship of up to LVL 20,-, confirmed by the Dean of the faculty.

According to the legislation of the Republic of Latvia, students may receive a study loan from a bank. There are only a few students taking advantage of this opportunity in the study program "Automobile Transport".

9. The participation of students in study program realization

The management of the study program, its democratic principles of realization are ensured by the Constitution of Riga Technical University and the rulings of its Senate.

The Riga Technical University Constitution was passed by the Saeima of the Republic of Latvia on February 5 1998, and it was confirmed by the President of Latvia on February 18 1998. Paragraph 5 of the Constitution indicates that the government of Riga Technical University is the Senate, 25% of the membership of which consists of members elected by

students.

Students in Senate have postponing veto rights in questions which touch upon the interests of the students. Therefore, all questions which may touch the students' interests, including study program questions, are decided democratically and taking the students' opinions in account.

All the study programs developed so far have been developed and discussed together with the students. TMF Dome has students constitute 25% of its membership. This ensures student interest representation in program creation, discussion, realization and management. When the Dome is not in session, the TMF Council of Directors manages TMF, and there are always at least two members of the student body council in it. During studies, students may make objections and suggestions to improve the study process and organize it operatively (changes of time, place and faculty for classes, etc).

10. Advertisement and information publications regarding study opportunities

Every year, Riga Technical University organizes open-door or information days for high school and high special school students and graduates and other interested students. The events take place on Saturdays, giving students from all over Latvia a chance to participate. On information days, visitors are introduced to the study process organization in Riga Technical University, with members of the administration and the faculty, with the technical/material base for studies: classrooms, laboratories, library, etc.

The faculty also teach in other places of transport education - the State Technical Gymnasium, study centre RIMAN, etc, in the meanwhile informing the students there of study possibilities in Riga Technical University.

Members of the Automobile Transport Institute organize professional education of transport company employees for certificate of professional competence, freight forwarding, technical issues, in the meanwhile informing these students of study possibilities in Riga Technical University.

The Automobile Transport institute has organized various automobile races and agility races - local and international economic driving competitions, driving skills competitions for students and potential students.

Information material is regarding studies in the Riga Technical University is sent to high schools in the Republic in the first half of the year.

Study opportunities in the Riga Technical University are popularized every year in the international exhibitions, such as "Auto 1997", "Auto 1998", "Viss tavam auto 1998", "Auto 1999", "Viss tavam auto 1999", "AutoTehnika 2000", “Autoexotica 2003”, “Motor Sports 2005”, “Auto 2005” etc by having special stand. As experience shows, the number of people showing interest in study opportunities during these exhibitions is no less than that on information days, and often the prospective students are with more specific and deeper interest.

In 2002, a stand for TMF was displayed in the international exhibition "Transport and logistics 2002" (’Ķīpsala’).

In 2000, TMF participated in the creation of the Riga Technical University admission committee video, creating a video overview of study opportunities in the area of transport.

In 2005, a special advertisement video ’’Riga Technical University TMF graduates in exhibition Auto-2005’’ was created.

Within last three years Automobile Transport institute has prepared materials for channel 7 of

Latvian television in program “Auto Moto No 2” having it on broadcast on Tuesdays from march to June.

Information about study opportunities in the Riga Technical University is also accessible on the Internet at http://www.rtu.lv.

11. Assessment of study program and development plan

In the current stage of development of Latvian state the study program Automobile Transport is of high importance since in Automobile transport engineering specialists are very needed. Study program Automobile Transport provides with specialists in mentioned area.

Now the greatest demand is for equipment maintenance specialists, because foreign machinery and technology is dominant almost in all areas (products produced abroad are generally of a very much higher quality and productivity). However, because of joining EU and NATO and development of Latvia as transit country in future participation of Latvian specialists in international projects may increase.

Development plan includes increase of student numbers, admitting of foreign students both from East and west, increase of professional competence of academic staff and training of new staff, renewal of infrastructure, procurement of modern computing equipment, publishing of methodological material, widening of research activities. Main stages for development plan are given in table 2. Data given in the table are based on experience in student education. This long term development plan is also determined by chapter 5.9 “Education and research” of “Latvian transport national development plan”.

The main perspective problem to overcome is renewal of academic staff because existing staff is very elderly. Because of non-competitive salaries for academic staff during the last 10 years the staff has not had any essential changes since new specialists are not willing to choose academic profession. There is also lack of resources for educational infrastructure renewal. The main educational tool is computer with internet access, which only partly can compensate shortage of books. Nevertheless, there are four doctoral students in Automobile transport professor group. Almost all doctorates participate in educational process, which gives hopes that in future they can choose academic career.

12. Conclusion

The professional study program "Transport" prepares specialists of a combination of scientific areas, as is common practice in world professional education development. The program is based on the historical development of professor group scientific interests and specialist demand. Bachelors and Masters professional study programs are updated every year both because of Riga Technical University Senate rulings and because of adjustments to world transport and information area development.

There are equivalent programs in European Union universities, the program matches the varied constitution of the labour market in Latvia.

The main problems to be faced are:

- insufficient funding, which influences the material base used in the study process;

- hardship with attracting new qualified staff;

- The strengths of the program Automobile Transport:

- the faculty has experience of many years and high qualification in teaching transport courses;

- Automobile Transport" students are very much in demand in Latvia's labour market (both 4.5 year undergraduates and master studies graduates) – regular deficiency is 25…35 students;

- several unique (in Latvia) transport system laboratory devices and software are being used in the education process;

- computer laboratories are to a great extent up to modern standards;

- the faculty does scientific research and works on international projects.

The weaknesses of the program:

- few Doctor's degree holders below 50 years of age participate in the teaching of the program;

- students are not fully provided with sufficient up-to-date literature, especially in Latvian (although the main vital subjects are covered);

- the laboratory equipment has, for the most part, been in use for five to fifteen years;

- there is not enough cooperation with other Latvian universities in education of bachelors and masters students;

- a notable number of students take part-time jobs because of their financial situation, which adversely affects their study success.

Changes to be made:

- cooperation to be organized with companies that would help raise faculty qualification and modernize laboratories;

- motivate faculty staff in writing of lecture notes and textbooks to be used in the study process;

- stimulate participation of faculty staff and students in international co-projects with similar universities abroad to increase funding and student/faculty qualification.

Importance of running the Automobile Transport bachelor and masters study programs in RTU is determined by the rapid development of transport systems in Latvia and worldwide and also by the presence of unique equipment base in Riga Technical University. The academic study program "Transport" self-evaluation was prepared by the program management committee, which consists of ATI, AI, DzTI, and TTI representatives.

The self-evaluation report was discussed and passed in the program management committee meeting March 24, 2006.
