Purpose The purpose of the Student Leadership Council is to represent and promote the common interests and general welfare of the student body.

Membership

The Council consists of up to 25 members.

Council participation is open to students who: o Enroll in at least six credit hours. o Maintain good academic standing. o Pay activity fees. o Are able to represent the college without restrictions.

Desired personal qualifications include the ability to: o Communicate effectively with others, individually and to groups. o Display maturity, reliability, leadership, and time-management skills. o Participate actively in activities and events on campus and in the community. o Be a team player. o Accept diverse lifestyles and attitudes.

Council membership begins the meeting immediately following selection and continues until the member resigns or fails to meet eligibility requirements.

Becoming a Member

Complete the Student Leadership Council application, available at www. hawkeyecollege.edu/students/clubs-orgs/student-leadership-council or in the Student Leadership Council Handbook, Appendix A.

Submit the Student Leadership Council application by: o Email: [email protected] or

[email protected]. o In person: Student Life office in the Brock Student Center.

Student Leadership Council candidates will be notified of membership by the advisor via phone or email within 48 hours of application approval.

Becoming an Executive Board Member

Executive Board participation is open to students who: o Meet all general membership criteria. o Participated in Student Leadership Council at least one semester. o Complete the Executive Board Application by the first Monday of April. o Receive approval of application by the current Executive Board and Student

Leadership Council advisor. o Are able to represent the college without restrictions.

Complete the Student Leadership Council Executive Board application, available at www. hawkeyecollege.edu/students/clubs-orgs/student-leadership-council or in the Student Leadership Council Handbook, Appendix B

Submit the Student Leadership Council Executive Board application in person to Student Life office in the Brock Student Center.

Receive approval of Candidacy application by the current Executive Board and Student Leadership Council advisor.

Dress Code

Prior to completing ten volunteer hours, a temporary nametag, Hawkeye T-shirt (provided), and khaki pants are required at meetings and events.

After completing ten volunteer hours, an official nametag (provided), polo (provided), and khaki pants are required at meetings and events.

Clothing must be clean and not wrinkled.

Tattoos exhibiting patently offensive images or language must be covered while representing the College.

Membership Resignations

Membership resignations must be submitted in writing to the Council Advisor.

Council Meetings

Council members must attend scheduled Council meetings each semester to remain eligible with only 2 excused absences allowed.

Council meetings will be held every other Monday at 12:00 p.m. in the Student Learning Room of the Brock Student Center, unless noted otherwise by the Council Advisor.

Additional meetings may be called as needed.

Committees

Committees are formed as needed for projects, activities, and other duties of the Council.

Members are selected from volunteers or assigned by President from current Council.

Committees report activities and progress at Council meetings.

A guide to event planning is located in Appendix G.

Attendance of committee meetings reflects policy for regular council meetings.

Committee members who miss two consecutive committee meetings will be excused from the committee by the Council Advisor.

Annual Events and Activities

Council members are required to participate in events and activities throughout the year. o These include annual events and those added as necessary.

Members attending an event or activity must log their participation in the Sign-in Binder. o The Binder will be maintained by the Council Advisor. o If participation is not logged, members will not receive credit for their time.

Participation

Council Meetings o Council members must attend scheduled Council meetings each semester to

remain eligible with only 2 excused absences allowed. o Members with more than two absences in a semester will be removed from the

Council. o Questions about absences and eligibility will be considered by the Council Advisor.

Executive Board o Weekly Executive Board meetings will be set by the second week of each

semester. o Executive Board members must attend weekly Executive Board meetings and

Council meetings held every other week. o Members with more than two absences in a semester will be removed from the

Council. o Questions about absences and eligibility will be considered by the Council Advisor.

Committee Meetings o If committee member misses two consecutive committee meetings, the member

will be excused from the committee.

Volunteer Hours o Council members must volunteer 20 hours per year. o Volunteer hours will be tracked by the Council Advisor through the Sign-in Binder.

Members are responsible for signing themselves in and out of activities and events.

Hours must be logged at the time of the event or credit will not be given. Members must meet dress code rules, be punctual, and actively participate

to receive credit. o After 20 hours have been accumulated, members will be paid for subsequent

participation at the hourly rate established by the College. o Eligible events include those listed on the Activities Calendar and others

announced by the Executive Board or Council Advisor.

Process to Notify Advisor of Absences

There are several ways to contact the Council Advisor: o Call the Brock Student Center at 319-296-4027. o Email [email protected]. o In person at the Brock Student Center, Office 115A.

Agenda Items

Agenda items may be submitted by Council members, the general student body, faculty, and staff.

Items must be submitted in writing to the Council President by noon on Thursdays prior to council meeting to be added to the agenda:

o By email at [email protected]. o In person at the Student Activities desk in the Brock Student Center.

The President will submit the agenda to the Council Advisor by 8:00am on Fridays prior to council meetings.

The agenda will be published in My Hawkeye 24 hours prior to council meetings.

Council Meetings

All council meetings will adhere to Robert’s Rules. o Refer to http://www.robertsrules.org for up-to-date information.

Council meetings are open to the general student body, faculty, and staff.

The general student body, faculty, and staff may offer comments to open agenda items with a limit of one comment per person with a two-minute discussion time. If time allows, more questions may be asked.

Clubs and Organizations

Approval of New and Existing Clubs and Organizations: o Club and organization requirements are discussed in detail in the Clubs and

Organizations Handbook. o The Council will approve new clubs and organizations by a simple majority vote,

based on the criteria established by the Clubs and Organizations Handbook. o Ongoing clubs and organizations will retain active status by submitting

documentation to the Council Vice President as required by the Clubs and Organizations Handbook.

o The Vice President will monitor club and organization activities as required by the Clubs and Organizations Handbook.

Funding: o Funding requests for clubs and organizations must meet the Clubs and

Organizations Handbook guidelines. Funding Request forms are available in Appendix H.

o Funding requests from clubs and organizations will be approved by a consensus of the Executive Board and the Council Advisor.

Council Finances

The Council funds are held in the Student Government account with Hawkeye’s Business office.

Funds are rolled over from year to year.

The Council Advisor will fulfill purchase requests to support Council activities.

The Council Secretary will report current finances as needed at Council meetings using the Council Finance form found in Appendix I.

Recruitment and Promotion on Campus

Information Tables o Council members must contact the Student Life office to reserve a table in the

Brock Student Center a minimum of 48 hours prior to the desired date. o The Council can have no more than four people at the respective table and cannot

congregate near the entryways. o Giveaways promoting the Council may be given to students. o The only type of food acceptable is individually wrapped candy.

Printed Material o Examples include sandwich boards, bulletin boards, table tents, ComLink, and

brochures. o All printed material must be approved by the Council Advisor before printing and

posting.

Social Media o Social media accounts representing the Council must be approved by the Council

Advisor. o The Council has a Facebook group that can be used to post updates and

reminders. o Posts to Hawkeye’s official social media accounts can be submitted to the Council

Advisor; if approved, they will be posted within 48 hours.

Member Conduct

General Guidelines o Student Leadership Council members are in positions highly visible to students,

administration, and faculty; therefore, it is very important Council members present themselves accordingly and are always on their best behavior.

o Inappropriate behavior, in person or through social media, will not be tolerated. o Inappropriate behavior includes, but is not limited to, swearing, crude/rude

remarks made about another person, disparaging remarks about the College or its faculty and staff, fighting, or inappropriate photos.

o The Council Advisor has the authority to deem behavior inappropriate and initiate disciplinary procedures.

o Council members who violate Hawkeye Community College Student Handbook policies will be subject to disciplinary procedures.

Disciplinary Procedures o Each offense will result in disciplinary action.

First offense: Verbal warning by the Council Advisor, documented in writing.

Second offense: Written warning by the Council Advisor. Third offense: Probation and suspension from Council activities or events

for the remainder of the semester. o Reinstatement

Council members who are placed on probation must complete 20 hours of additional volunteer work, approved by the Council Advisor, to be reinstated.

During the probationary period, one offense will result in permanent dismissal from the Council.

Reinstated Council members will be ineligible for the Executive Board.

Student Leadership Council Advisor

The Council Advisor’s role is to support the Council by: o Providing advice, guidance, information, and encouragement. o Attending all meetings of the Council and the Executive Board. o Maintaining an open-door policy for members’ ideas, concerns, and questions.

The Council Advisor reserves the right to overrule any decision made by the Student Leadership Council or immediately dismiss a student from the Council who conflicts with the mission of Hawkeye Community College and its students.

Criminal Record The term "convicted" includes a guilty plea, a plea of nolo contendere or no contest, a deferred judgment or adjudication, and an adjudication of guilt or delinquency as a minor. Convictions will not necessarily bar you from being on the Student Leadership Council. We will consider the number, nature, seriousness, and date of the convictions in making our decision. An interview may or may not be required, but you will be notified by email when the application is approved. Due to the nature of the Student Leadership Council and your representation of the College inappropriate behavior of any kind will not be tolerated. We reserve the right to dismiss any student as a council member for actions that may reflect poorly on the college or the group. Hawkeye Community College Student Clubs/Organizations

Funding Request Form

Clubs/Organizations may apply for funding allocation up to $400 during the fall and spring semesters. Any

recognized club/organization may apply for funding. Allocations will only be awarded to active clubs and will

consider: history of the club/organization, past funding allocations, potential attendance, and relevance of the

event to the organization’s purpose and the educational mission of the college. New clubs/organizations can

request funding once they have completed all necessary steps to become an active club/organization.

Student clubs/organizations must complete a Funding Request Form. If you have any questions, please contact the

Student Life office at (319) 296-4027 or email [email protected].

Active Clubs/Organizations must:

Hold regular meetings, at least one per month.

Maintain up-to-date constitution with a copy on file in the Student Life office.

Have a Hawkeye faculty or staff advisor who attends meetings and other functions.

Handle all financial matters competently and make financial records available to the Student Life

and Business office.

Have a club/organization member present at the clubs/organizations committee meeting to be held

on the first Monday of every month at 12pm in the Brock Student Center.

Must submit an annual report of activity and spending to the Student Leadership Council or

Associate Director of Student Life by the completion of each academic school year.

Execute one community service activity per semester. This can be on or off campus.

Collaborate with other clubs on at least one event each semester (This can also be the community service

activity).
