DiscardedcigarettesandgumareamajorproblemintheBoroughgenerallyandparticularlynearstationsorotherbusylocationswheresmokingisnotpermitted.Itisunattractive,messyanddetractsfromtheoverallappearanceofthestreet.

Inthesecircumstancesashandgumbinscombinedwithlitterbinscanbeeffective.Inlocationswherewehaveidentifiedaproblemofdiscardedgumorcigaretteswewillconsidertheiruse.Wewillcontinuetolobbyforataxorpenaltiesonnon-biodegradablegum.

RECyCliNGMuchoftheRoyalBorough’srecyclablewasteiscollecteddirectlyfrompremises;thereforewastebinsonthestreetsarelessnecessarythaninmanyotherboroughs.Sitesareonlyimplementedafterextensivepublicconsultationandrecyclingbinsarechosencarefullyaseventhebestdesignsaredifficulttoreconcilewiththestreetscape.

ThebenefitsofremovingguardrailareillustratedbytheKensingtonHighStreetscheme,whereover700metresofguardrailwasremoved.Monitoringoftheschemehasshownthatasurprisingnumberofpedestrianschoosetousetheformalpedestriancrossingsandthatthesafetyrecordisasgoodasothercrossingswithguardrails.Dispensingwiththeguardrailhascreatedasenseofopennessforpedestrianswhoarenolongertrappedin‘cages’andwheelchairusersareimpressedwiththeimprovedvisibilityastrafficisnolongerpartiallyscreenedfromthembytherailings.

PEdESTRiAN GuARdRAilTheCouncil’spolicyisthatwewillnotintroducenewguardrailexceptwhereitcanbefullyjustified.

Wecontinuetoreviewtheneedforexistingguardrailatpedestriancrossingsand,whereitdoesnotcontributetoimprovedroadsafety,ourpolicyistoremoveit.Beforemakinganydecisionsontheremovalofanylengthofguardrailwecarryoutafullassessment,lookingattheeffectsonpedestriansandcyclists.Weareconsciousofboththepositiveeffectsinreducingconflictsbetweenpedestriansandtrafficandthenegativeeffectsofvisibilityofpedestrians,thepossibilityofcyclistsbeingsqueezedbetweentheguardrailandlargevehicles,particularlyatjunctionsandtheeffectonvehiclespeeds.

Atpedestrianentrancestoschools,particularlywherethefootwayisnarrow,werecognisethatchildrenmayrunstraightoutintotheroad.Underthesecircumstancesashortsectionofguardrailissometimesappropriate.

Excessivelengthsofguardrailcanbecounterproductive,encouragingpedestrianstowalkonthewrongsideortojumporclimbovertoavoidlengthydetours.Ourapproachatalllocationswhereguardrailisusedisthereforetoensurethatwerestrictthistotheminimumlengthrequiredtomeetsafetyrequirements.

OverrecentyearstheuseofCCTVcamerashasbeenincreasingtocombatcrimeinhighstreetsandresidentialareas.Whereverpossibletheyshouldbemountedonbuildingsorexistingstreetfurnituretominimisetheirvisualimpactandthenumberofnewpostsnecessary.

TherecommendeddesignforgeneraluseistheSheffieldtype.Thepreferredcolourformostlocationsisblackbutwetakecaretochoosecolourstosuitthelocationandtoco-ordinatewithotherstreetfurniture,asinKensingtonHighStreetandFulhamRoadwherewehaveusedastainlesssteelversion.

WehavepioneeredcycleparkingalongthecentralislandofroadssuchasKensingtonHighStreet.Thisallowsalargenumberofstandstobeprovidedinareasofhighdemandwithoutclutteringthestreetsorobstructingpedestrians.

Wherewehavebeenunabletoaccommodatecycleparkingonthefootway,wehaveinstalledcyclestandsinthecarriageway,ratherthanconstructfootwaybuild-outstoaccommodatethem.Howeveronoccasionsthesehavesustaineddamage.Totacklethiswearecontinuingtodevelopthedesigntoimprovevisibilityofthestands.

Atlocationswherethereisademandforcycleparking,butinsufficientspaceforastandardcyclestandweusesmallhoopsattachedtoexistingsignposts.Cyclesattachedtothesearemoresecureandlesslikelytofalloverandobstructthefootwaythaniftheywerechaineddirectlytoalampcolumnorpost.

Abandonedcycles,privatepadlocksandchainsleftattachedtocyclestands,posts,treesoranyotheritemofstreetfurniturewillberemoved.

mARkET STAllSTheRoyalBoroughhasalonghistoryofstreettradingwithtraditionsgoingbackmanygenerationsinsomefamilies.Alltogether,thereareapproximately300streettradingpitchesthroughouttheBorough.Themajorityoftheseareinthetwostreetmarkets,atPortobelloRoadandGolborneRoad,althoughtherearealsoasignificantnumberofisolatedsitesaroundtheBorough,primarilyflowersellersandnewspapersellers.Marketstallsaddlifeandcolourtothestreetscenebutmustbeproperlymaintainedandcontrolled.

TheRoyalBoroughhassomeoftheearliestplantingsofstreettreesandmanymaturetreesinparksandprivategardens,allofwhichinteractwithawiderangeofstylesandperiodsofbuildingfromgrandItalianateterraces,thoroughtothoseofthepicturesqueArtsandCraftsstyle.Today,theRoyalBoroughhasapproximately8,000streettreescomprising162speciesandvarieties.

TheCounciliskeentoplantnewtreesandhasbeensuccessfulinthisregardinrecenttimesdespitetheincreasingdifficultyoffindingnewandsuitablesiteswithoutundergroundservicesorvaults.Carefulconsiderationisgiventoallnewsitestoensurethattreeswillcomplementthebuiltenvironmentandthattherightspeciesisselected.Streettreesshouldberegardedasinescapablyarchitecturalfeatures.Itisthereforeimportantthatallnewtreesshouldcomplementtheexistingarchitectureinbothcolourandscalewithoutobscuringimportantbuildingsormonuments.

TheCouncilseekstobeagoodandresponsiblemanagerofitstreesandupholditsdutiesofcareandmaintenance.ItwasoneofthefirstCouncilsinLondontoemployArboriculturalOfficers,responsibleforthecareofstreettrees,andhasdevelopedatreepolicywithastrategicaimofensuringtreesareplanted,preservedandmanagedinaccordancewithsoundarboriculturepracticewhilstregardingtheircontributiontocreatingasenseofplace.
