Prosecutors said Clare began that relationship in April 2006, several months before the vic- tim's 13th birthday and continued through January 2010, sometime after the victim's 16th birthday. The pastor was mak- ing a court appearance in that case Thursday when he was taken into custody on the new charges, the prosecutor's office said. Clare was arraigned on one count of second- degree rape, one count of sexual misconduct, three counts of sexual abuse, one count of third-degree criminal sexual act and endangering the welfare of a child. Clare was also arraigned on these new charges before State Supreme Court Justice Megan Tallmer. The judge set bail on the new case at $350,000 cash or $200,000 bond and also raised the bail on the first case to $350,000 cash or $200,000 bond. Clare is now being held in lieu of $700,000 cash bail or $250,000 bond. Justice Tallmer also prohibited the defendant from being around chil- dren under 16 years old and ordered the surrender of his passport. Clare's attorney, Paul Brenner, said his client was "totally innocent" and called the case a "witch- hunt" by the prosecution. "We'll work around the clock to make sure my client will be vindicated," he said. Rangel To Pay Fine For Using ApartmentAs Campaign OfficeCongressman Charles

Rangel has report-edly agreed to pay a$23,000 fine stemmingfrom his use of a rent-stabilized apartment as acampaign office.

According to theNew York Times, the fineis part of a settlement between Rangel'scamp and the Federal ElectionCommission, which ruled that Rangel'suse of the apartment amounted to an ille-gal campaign contribution.

Rangel was censured by his col-leagues in the House of Representativesin 2010 for 11 ethics violations, includingusing the apartment.

Craigslist Rental Scamshit New Yorkers

After a rise in complaints related toCraigslist rental scams, Attorney

General Eric T. Schneiderman recentlyissued a consumer alert urging New Yorkersto protect themselves from fraud.

The Attorney General's regional officesstatewide have received a spike in reportsfrom New Yorkers who were victims oralmost fell victim to scams that lure con-sumers into paying security deposits forproperties advertised on Craigslist, only todiscover the listings are fake. Victims havelost anywhere from between $200 to $6,000.

"While these offers look appealing,prospective renters must have a critical eyewhen applying for rental properties on siteslike Craigslist," said Attorney GeneralSchneiderman.

The scam works in a variety of ways:Scammers will use realtors’ multiple

listing services to find properties that arelegitimately for rent or sale. They take theinformation, change the contact informationand offer a much lower price than the origi-nal listing. Oftentimes, scammers will offer a tele-phone number without a functioning voicemail setup, causing the potential renter tocontact them via e-mail.

Scammers' emails are typically poorlywritten and may indicate the "owner" is on ahumanitarian mission in another country. E-mails typically ask for a deposit to be wiredin exchange for a key to the house.

The Westchester Department of SocialServices took emergency steps Thursday

in an effort to keep the county’s non mandat-ed child care subsidy programs solvent untilthe end of the year.

Analysis by the department shows theprograms, which serve families whoseincomes are low but above the federal pover-ty level, will run out of money as early as July31 if nothing is done to shore up theirfinances.

The emergency steps include cappingthe number of child care slots availablethrough the non mandated Title XX programat its current number – 206 – and contactingthe state Office of Children and FamilyServices to raise the amount of family contri-butions, where applicable, to 35 percent from20 percent of the portion of income thatexceeds the federal poverty level. This is the

same contribution level set by neighboringNew York City and many other countiesaround the state.

“Action is needed now or the programswill run out of money,” said DSSCommissioner Kevin McGuire. “The processto change the family contribution level willtake about 60 to 90 days; the sooner we getthe higher contribution levels, the betterchance we have to maintain the program forthe full year because when the money runsout the program has to stop.”

Brooklyn:Afederal court has permanentlybarred Annie P. Williams, the for-mer proprietor of PPH Tax &

Realty Inc. in Brooklyn, N.Y ., from prepar-ing federal tax returns for others and fromhaving any ownership or financial interestin any tax preparation business, the JusticeDepartment announced on Tuesday (March20).

The civil injunction order, to whichWilliams consented without admitting theallegations against her, was entered byJudge Dora L. Irizarry of the United StatesDistrict Court for the Eastern District ofNew York.

According to the government com-plaint in the case, Williams fostered anenvironment at PPH in which her part-timetax preparers, who had little or no tax expe-rience, were encouraged to prepare fraudu-lent tax returns.

The improper conduct alleged in thecomplaint included preparing federal taxreturns that claimed false expense and char-

itable contribution deductions, bogusdependents and unallowable child and childcare tax credits.

The complaint also alleged that, duringthe time that Williams owned PPH, heremployees sold other persons’ names andSocial Security numbers to customers sothat the customers could falsely report thatthose other persons were their child careproviders for purposes of falsely claimingthe child care tax credit.

Employees also allegedly sold fakecharitable contribution letters to customersto present to the Internal Revenue Service(IRS) during audits to substantiate falsedeductions.

The IRS has listed tax return preparerfraud as one of the “Dirty Dozen” tax scamsfor 2012. The Justice Department’s TaxDivision has obtained injunctions againsthundreds of unscrupulous tax return prepar-ers and tax-fraud promoters in the pastdecade. Information about these cases isavailable on the Justice Department web-site.

Feds Bar Brooklyn Tax PreparerWho Cuts Off A FuneralProcession?

Who cuts off a funeral procession?Some people have no respect for the

living nor the dead. A funeral processionis the last respect people pay to a deceasedperson before they are laid to rest.

In states like Virginia and Florida, pro-cessions have police escorts. In California,for example, funeral processions have theright of way. All vehicles traveling in afuneral convoy must be accompanied by amotorcycle escort.

Apparently, the minivan driver didn'tread the memo from Senator Ruth Hassell-Thompson (D, West) of Mount Vernon,New York.

On February 29, 2012, SenatorThompson and her colleagues unanimous-ly passed legislation (Senate Bill 3022) toprohibit the disruption of a funeral proces-sion by making it illegal for a driver of amotor vehicle to unreasonably interferewith the orderly movement of a funeralprocession.

Under the new law, it would be illegalfor a driver of a motor vehicle to enter thespace of two vehicles traveling single-filein a funeral procession in a way thatunreasonably interferes with the proces-sion.

Unfortunately, that wasn't the case atmy grandmother's funeral which led to aprocession of paramedics. Post (March 11, 2012)

On March 10th, as the funeral proces-sion proceeded toward an intersection, aminivan collided into the limousine I wasin and sent us crashing into the Mega Mini

Taken to nearby hospitals after sus-taining multiple injuries from the car acci-dent, I was unable to attend the burial cer-emony held later that day for my beloved94-year-old grandmother. Not only did thenegligent woman driving the minivan cutthrough the funeral procession, but to addinsult to injury, she was reportedly talkingon her cell phone when the accidentoccurred.

She won't be happy when the DMVimposes a two-point penalty on her licensefor using her cell phone while driving.

On February 16th, the Department ofMotor Vehicles began imposing a two-point penalty on a person's license to any-one found guilty of using their mobiledevice while driving, including a $100fine. The DMV estimates that one in fivecrashes in New York is caused by a dis-tracted driver.

What was the woman's rush? Did shenot see the funeral procession of mourn-ers? Why was she on her cell phone whiledriving? Did she not know that it is a civilinfraction to cut through a funeral proces-sion?

The Westchester County DistrictAttorney's Office on Monday (March 26)

announced that Derrick “Suits” Robinson, 29,of White Plains, New York, and Emmanuel“Kojo” Bentil, 47, of White Plains, New Yorkwere arraigned on a felony complaint in aconcert scheme related to Taylor Swift.

The felony complaint charged them withone count of Grand Larceny and two countsof Criminal Possession of a ForgedInstrument.

The defendants, between November 30,2009 and January 22, 2010, while acting inconcert stole approximately $225,000 fromKachik Mouradian, CEO of Omega AlphaEnterprises of Los Angeles, California, aninvestor, by falsely representing toMouradian that they were affiliated withagents for the Country/Pop singer TaylorSwift.

The defendants convinced Mouradian toinitially invest $375,000 in a fictitious con-cert featuring Taylor Swift which was sched-uled to take place in March of 2010 inPhoenix, Arizona.

In order to convince Kachik Mouradianto invest in the concert, Bentil, a New Yorkattorney, presented Mouradian with two ficti-tious documents which were ostensiblysigned by Michael Schweiger, CEO of

Central Entertainment Group (CEG Talent) ofNew York City.

On December 7, 2009, Bentil presentedMouradian with an “Artist Offer Letter” bear-ing the forged signature of MichaelSchweiger, which stated that MichaelSchweiger was an authorized representativeof Taylor Swift and had entered into an agree-ment to have Taylor Swift perform in a con-cert in March of 2010.

On January 11, 2010, Bentil created a“Performance Agreement” ostensibly signedby Michael Schweiger which specified thatan agreement had been reached for TaylorSwift to perform in a concert in Phoenix,Arizona on March 9, 2010 in exchange for thesum of $500,000 and other considerations.

In presenting the aforementioned “ArtistOffer Letter” and “Performance Agreement”to Kachik Mouradian for his signature, notonly did the defendants falsely represent thatCEG Talent was authorized to act on behalf ofTaylor Swift, but also that the signature onsaid “Artist Offer Letter” and “PerformanceAgreement” purporting to be that of MichaelSchweiger, was in fact a forgery.

Bentil subsequently returned $150,000of the initial investment when confronted byMouradian regarding the deception by thedefendants.

from AntiguaThree Jamaicans have been deported

from Antigua and Barbuda after over-staying their time in the country.

Alicia Almarie Smith, herboyfriend Anthony Junior Anderson andMichael Augustus Clarke were orderedremoved by magistrates.

They all pleaded guilty to remain-ing in the country after the expirationof their permits.

Miss Smith, who is 35, wasdetained by members of the RoyalPolice Force and handed over to theImmigration Department.

Her passport was checked and it wasdiscovered that she arrived in the coun-try on September 22, 2009 and giventime to stay until September 29.

Her 28-year-old boyfriend alsonever received any further extension.

Records showed that he was takeninto police custody on June 24, 2010,but he absconded and left his passport atthe station. Mr. Clarke went to Antiguavia boat at English Harbour on January26, of this year.

When checks were made at theImmigration Department there was nodocumentation of him being grantedpermission to land. The Jamaican mantold the court that his boat was stolen.

The Government's plan to raise one bil-lion US dollars through the issue of a

Diaspora bond in August is reportedlygenerating significant interest fromJamaicans overseas.

The plan is to use the bond to attract ashare of the estimated 5 billion US dollarssaved annually by Jamaicans and personsof Jamaican descent living overseas.

The investment concept involvesmarketing and selling the bonds to themore than two million Jamaicans in theDiaspora as an alternative to sourcing ofhard currency by way of global bondsissued by the Government. The bondissue, which is supported by the WorldBank, is set to coincide with Jamaica 50celebrations.

Caribbean shippingcharges 30% higher than world average

The cost of shipping and port charges inthe Caribbean is some 30 percent

higher than the world average. That’saccording to statistics from the Canada-based Centre for International GovernanceInnovation (CIGI).

CIGI reportedly says the Caribbeanmaritime infrastructure “needs to undergo amajor physical, legislative and labourpractices overhaul” in order to be sustain-able and efficient.

In the paper entitled The CaribbeanMaritime Transportation Sector:Achieving Sustainability throughEfficiency, Fritz Pinnock and IbrahimAjagunna say, “It is not surprising thathandling charges are two or three timeshigher than in similar ports in otherregions of the world, and the overall costof transportation and infrastructure in theCaribbean basin is some 30 percent high-er than the world average.”

Pinnock, the executive director at theCaribbean Maritime Institute, reportedlyused primary and secondary research toanalyze labour challenges and efforts ofregional cooperation among other port-related indicators of efficiency.

Health authorities in Barbados arereporting a slight increase in

dengue fever since the start of the year.They're now appealing to Barbadiansto ensure they destroy possible breed-ing places for the Aedes Aegypti mos-quito.

Figures released by the Ministry ofHealth indicate that there were 53 con-firmed dengue cases at the beginningof the year, compared with 45 cases forthe first 10 weeks of the correspondingperiod in 2011.

The health officials say the numberof people hospitalized with the condi-tion, which is spread by the AedesAegypti mosquito, is also up this yearcompared with the previous year.

Of the 53 cases, 10 people are hos-pitalized, including one with denguehaemorrhagic fever.

The highly anticipated sentencing forreputed drug lord Christopher "Dudus"

Coke did not take place Friday afternoonas was widely expected in a ManhattanFederal Court in the United States.

The sentencing hearing was againput off, as there was disagreement overwhat allegations will be used in determin-ing how long Coke spends behind bars.

Coke pleaded guilty last August toracketeering and conspiracy chargesstemming from his involvement in traf-ficking large quantities of ganja andcocaine as well as approving the stabbingof a ganja dealer in New York.

He faces a maximum 23 years inprison. In Friday’s hearing which lastedunder an hour, Federal Judge Robert P.Patterson determined that the prosecu-tion's allegations of murder and torture inits sentencing memorandum were not sup-ported by evidence.

He therefore ruled that federal prose-cutors must prove that Coke's life of vio-

lence extended farbeyond his admit-ted crimes.

Coke's defenselawyers have alsodenounced letterswhich were report-edly sent to thecourt by severalJamaicans whoalleged gang rape,domestic slaveryand torture ofwomen.

An evidentiary hearing is scheduledfor 8:30 Jamaican time on the morning ofMay 22 in New York to decide whataspects of the evidence will be used indetermining the sentence imposed onCoke.

May 22 is two days before the secondanniversary of the Tivoli incursion by thesecurity forces to execute a warrant forCoke's arrest.

Feds Crackdownon ImmigrationServices Fraud

In June 2011, the UnitedStates Governmentannounced a nationwidecrackdown on frauds relat-ed to immigration servic-es. Immigration servicesfraud schemes, sometimescalled “Notario” scams,prey upon vulnerable indi-viduals who are in thiscountry legally and tryingto abide by the rules.

Scammers oftenpromise expert legal help(even though they’re notexperts or lawyers) or saythat they will speed up theimmigration process (eventhough they can’t) orclaim to be part of the gov-ernment (even thoughthey’re not).

They take up frontfees and often leave peopleworse off. The ConsumerProtection Branch of theDepartment of Justice iscontinuing to root out andprosecute these immigra-tion service scams.

Just last month, feder-al prosecutors announcedthe indictment of threepeople on fraud chargesrelated to a Missouri com-pany known asImmigration Forms andPublications.

According to theindictment, the companycharged consumers hun-dreds of dollars up front forhelp in filling out and fil-ing government immigra-tion forms.

In sales calls, compa-ny sales staff falsely iden-tified employees as “immi-gration agents,” fraudu-lently claimed that thecompany handled “over-load” calls for the govern-ment, and wrongly saidthat the money customerspaid the company wouldcover government pro-cessing fees for the forms.

The term Stokesrefers to a FederalCourt decision

that forced theImmigration Service inNew York to provideapplicants a fair reviewin marriage cases.

A Stokes Interviewin a green card applica-tion based on marriagerefers to an interviewwhen the husband andwife are questioned sepa-rately, and their answersare compared by anImmigration Officer(IO).

A Stokes Interview(also known as "mar-riage fraud interview") isusually a second inter-view. The goal is todetermine whether themarriage was enteredinto in good faith andwhether the marriage isbona fide or real.

When an individualapplies for his or herspouse for United StatesPermanent Residence,there is a requirement todemonstrate to a United States Citizenship andImmigration Service(USCIS) official that themarriage was entered ingood faith, and not forthe purpose of evadingimmigration law.

As a result, couplesare asked to provide suf-ficient documents and gothrough an interview ata USCIS office wherethey will answer ques-tions about their mar-riage and life together.This first interview usu-ally lasts about 1-2hours, and the questionsare generally not intru-sive.

However, if theImmigration Officerconducting the firstinterview is not entirelysatisfied and still hasquestions about the mar-riage, she will schedulea second interviewknown as the "StokesInterview."

During a StokesInterview, the husbandand wife are separatedfrom each other andmust answer a series ofquestions that are per-sonal and sometimesvery invasive.

A Stokes Interviewcan last several hours,depending on theImmigration Officer andthe complexity of thesituation. It is importantto stay calm and toanswer all the questionstruthfully.

If you do notremember the answer toa question, it is best tosay so. Since a StokesInterview happens onlyafter the IO already hassome doubt about thegenuineness of the mar-riage, one can expect along and exhaustinginterview.

The interview willbe taped and the state-ments obtained will becompared against eachother. If the answersmatch very well it is agood indication that themarital relationship isbona fide. If not, the

couple will be called intogether after their indi-vidual interviews andgiven a chance toexplain the discrepan-cies.

Beyond the inter-view, the examiner alsoconsiders other evidence.Examples are joint taxreturns, insurance poli-cies, rent receipts andjoint bank accounts.After obtaining the evi-dence and coupled withthe interview, theImmigration Officerwill make a determina-tion as to the bona fidesof the marriage andwhether a green card willbe issued.

Many factors affect our capac-ity to parent and ultimately-

our parenting techniques: unfore-seen illness, stress at the job, earli-er experiences of neglect or trau-ma, and failed relationships.

For instance, it is not uncom-mon for parents, particularlymothers, who are going through aseparation or divorce to experiencefeelings of guilt over the brokenrelationship. They may feel thatbecause of the failed relationship,their children are somehow at adisadvantage.

As a result, the parent maybecome more indulgent or protec-tive towards the child. They nowcannot tolerate seeing their child inpain or distress, always ready foran opportunity to “save” the childfrom any sadness, hurt or pain.

This quickly unfolds into apattern of behaviors in which theparent lessens boundaries, expec-tations and limits over timebecause of experiences of guilt.

A life without pain is detri-mental for a child; its absenceresults in the failure to developways to develop self-soothingstrategies in the absence of the par-ent.

During the toddler years, chil-dren begin to learn how to regulatetheir feelings and self-soothe. Self-regulation refers to a range of char-acteristics and abilities. A childwith self-regulatory skills is ableto focus his attention, control hisemotions and manage his thinking,behavior and feelings. Self-regula-tion is also related to the develop-ment of frustration tolerance,which refers to the child’s abilityto manage and control negativeimpulses.

Over time, the indulged tod-dler evolves into a child whothrows tantrums when he does not

get his way. His behavior at homemay include chore refusal, hostili-ty towards others, and outbursts.His working model of the world isthat his needs must be immediate-ly gratified and when they are not,he explodes because of an inabilityto cope with the pain and frustra-tion of his needs being unmet.

Children who grow up in lov-ing, stable environments with pre-dictable routines and structure arebetter at developing self-regulato-ry skills than children who growup in disadvantaged environmentswhere they lack stability and rou-tines and where their families areexposed to high levels of stress.

Children who have difficultywith self-regulation also tend tohave trouble with learning andacademics and are at risk for prob-lems with aggression, antisocialbehavior and depression.

To strengthen your child’sself-regulation skills, there are anumber of things you can do. First,model appropriate coping whenyou are frustrated or angry. Yourchild will learn what to do bywatching how you handle stress.

Next, help your child labelfeelings accurately by openly talk-ing about feelings, both positiveand negative. Even if things arenot ideal, create a routine for yourchild and structure the environ-ment the best way you can byexplaining your expectations forbehavior and positive and negativeconsequences to keeping or break-ing rules.

Help your child practiceappropriate ways to get reliefwhen angry or frustrated, such ascounting to 10 or taking a break.Most importantly, remember toremain calm at all times: it can bedifficult dealing with a child withlimited self-regulation skills.

A large and enthusiastic crowd,including the alumni community, was on hand to cheer on the Jamaica College Robotics team, theGold Griffins, the only Caribbean high school team participating in the NY/NJ tournament. In onlytheir third year of competition, the Gold Griffins battled 71 US high schools to emerge bronzemedalists. With a team of 13 students ranging from first through sixth form and three faculty advi-sors, the JC Robotics Club labored for months in designing, constructing and testing their robot tomeet the demanding standards of the game developed by US FIRST. Team members had tobecome proficient in software programming, electrical, electronic & mechanical design and con-struction. The team received technical assistance from students at the University of Technology -Faculty of Engineering & Computing under an agreement arranged by the Digital Yard InnovationProject. The robotics initiative was conceived in 2009 by the JC Old Boys Association of New YorkInc. with the objective of exciting students at JC and in Jamaica about science, technology, engi-neering and mathematics (STEM). Eating right doesn’t have to becomplicated. Before you eat,

think about what goes on your plateor in your bowl. Choose foods thatprovide the nutrients you need with-out too many calories. Build yourhealthy plate with foods like vegeta-bles, fruits, whole grains, low-fatdairy and lean protein foods. Trythese eating right tips.

Breast cancer is the most com-mon cancer among women,

and is second only to lung canceras the leading cause of death forwomen.

Research has identified anumber of factors that may play arole in its development, but muchabout the causes of breast cancerremains unknown.

Environmental links havebeen identified, but they tend to bedifficult to prove. A number ofstudies have linked chemicalexposure to breast cancer, but thebulk of the research has focusedon the chemicals women putdirectly on their bodies, such asthose found in cosmetics, deodor-ants and shampoos, rather than onchemicals women may be regular-ly exposed to in their homes.

One study released last year,however, revealed that regular use

of common household cleaningproducts and air fresheners maydouble a woman’s risk for breastcancer.

These findings came just afew months after the release of aground breaking governmentreport stating that unregulatedchemicals in the environment posea serious threat to health and mayincrease the incidence of somecancers.

Researchers surveyed over1,500 women — 787 of whom hadbreast cancer, and 721 of whomdid not — to try to identify linksbetween exposure to commonchemicals and development ofbreast cancer.

According to their findings,which were published inEnvironmental Health, breast can-cer risk among women whoreported the most use of house-

hold cleaners and air freshenerswas double that of those womenwho reported the least use of suchproducts.

Where is Hell?TheScriptures indicates itis somewhere beneath,

down, away from God. “The wayof life is above to the wise,that he may depart from hellbeneath” (Prov.15:24).

“And thou…shall bebrought down to hell”(Math.11:23). “There is a greatgulf fixed: so that they whichwould pass from hence to youcannot; neither can they passto us, that would come fromthence” (Luke 16 :26 ).

Who Will Go?.“The wickedshall be turned into Hell, and allnations that forget God” (Psalms9:17). “The Lord Jesus shall berevealed from Heaven with hismighty angels, in flaming firetaking vengeance on them thatknownot God, and that obey notthe gospel of our Lord JesusChrist: Who shall be punishedwith everlasting destruction” (2Thes.1:7-8).

“And whosoever was notfound written in the book of lifewas cast into the lake of fire”(Rev. 20:15) along with thatgroup recorded in (Revelation21:8).

What Will The Lost Do InHell?. . .They will weep andgnash their teeth (Math. 22:13), they will look upon theconsolation and happiness ofthe redeemed in Heaven, know-ing that they will never be

relieved from these unbearabletorments. This is the biblicalaccount about the rich man andthe beggar Lazarus, recorded in(Luke 16:23-24).

God spared not the angelsthat sinned, but cast them downto hell…and if you are currentlyan unbeliever, or dishonest, or aslave of lust of the flesh, andshould die this way: you too willbe cast into hell. “How can youescape the damnation of hell”(Matt.23:33). “And you willcry…and said JESUS, havemercy on me, but it will be toolate.

And the smoke of their tor-ment ascendeth up forever andever: and they have no rest dayor night” (Rev.14:10-11).Soon our time on earth will be

over. The important question is,will our work have been done?When we have the opportunityto witness for Christ to somesin-sick soul and we fail, thenthat opportunity is past.

If that poor soul goes to hellnaturally without Christ wherewill that leave us? How will weanswer for our neglect?

The Lord said through theprophet Ezekiel, “When I sayunto the wicked, Thou shalt sure-ly die; and thou givest him notwarning, nor speakest to warnthe wicked from his evil way, tosave his life; the same wickedman shall die in his iniquity; buthis BLOODwill I require at thinehand.” (Ezekiel 3: 18).

All believers reading thisverse and the next four verses inthe same chapter, should reallytremble to realize our “so great”responsibility.

If you are a Christian whohas forgotten your covenantpromises, you must regain thatknowledge of the terrible fate ofthe lost to really be a true wit-ness.

Our hearts must be filledwith the Love of God and ourlives must be filled with theHoly Spirit for us to stop playchurch: and rise to the challengeof our day with confidence andChristian principles.

Christians, Jesus is com-ing…Will our work be finished,or will we miss the gift of eternalsalvation?Whatever, we must dofor the Lord---we must do it now:“For he that shall come, andwilltarry” (Heb.10:37).
