Dear Parents/Guardians and Students of SME,

Welcome to Stratton Meadows! We are so excited to start another school year with you and

your student. Here at Stratton Meadows we work hard at providing your student with appropriate

small group learning time with instruction tailored to meet students’ unique needs.

The 2019-2020 Parent and Student Handbook is designed to guide you and your child

through this school year. Please read all sections of this booklet thoroughly and we encourage you

to discuss them with your child. The Handbook includes basic information along with specific

district/school policies and procedures which will contribute to the development of our community

and the success of Stratton Meadows.

If you have a question that is not answered within these pages, please feel free to contact us,

another member of our office staff, or your child’s teacher.

At SME, we recognize that educating children requires a team effort. We want you to be a

part of our team to ensure the success of your student.

School Communications There is a change to the beginning time on Mondays for the 2019-2020 school year. Mondays are

used for Professional Learning Communities (PLCs) for teachers, so students will come to school

later than usual. Breakfast will still be served.

Drop off/Pick up- regular

Students will be released when the bell rings on Monday – Friday at 3:35 p.m. Students in

Kindergarten need the adult picking them up to come to the outside Kindergarten doors in the Kindergarten playground to sign their students out. Students in first and second grade will not be released until the teacher releases them. The teacher will want to make visible eye contact with the person picking up the student and then the child will give the teacher a high five and go to their adult. Third through fifth grade will be excused from their classrooms and walk around the gym to the front of the school. They will be accompanied by a teacher who will give a high five to the student when s/he is picked up. 2-5th grade teachers will send bus kids to bus location at 3:35 which is located on the south side of the building next to the kindergarten playground. K-1 hallway: A staff member will pick up bus riders and escort them out. Never leave any student alone outside at dismissal.

Inclement weather drop off/ pick up *** A blue flag will be flown on the front flagpole to indicate inclement weather procedures***

If it is too cold (below 17 F with or without wind chill) to be outside, we will let children in to wait inside beginning at 8:00 am when duty begins. We will begin our breakfast at this time (10 minutes early). All non-classroom staff must support breakfast lines/ hallway duty. In the event that there is inclement weather (lightening, thunderstorm, hail, etc.) during dismissal time, the administration may deem it appropriate to hold all students inside the building for safety reasons. If it is bad weather prior to pick up, the blue flag will be flying prior to pick up. See below for procedures for inclement weather pick up. Children routinely picked up by parents or someone who has been authorized will be held at their designated area until parent/designee picks them up. Please make sure that your students know how they are going home on such days. Students will be released by the following procedure:

o Students in Kindergarten, First, and Second Grade: STAY IN THE CLASSROOMS o Students in Third Grade: Library o Students in Fourth and Fifth Grade: Cafeteria

For the safety of our students, families will have to park and come in and sign students out from their homeroom teacher.

Children who routinely walk home will have students and/or teacher call parents every time, just to be sure it’s ok to release the student to walk home. If a parent wishes, they may request that their children remain in the designated area to be picked up instead.

Closings and Cancellations (Board Policy EBCE) The Superintendent is empowered to close the schools or to dismiss them early in event of hazardous weather or other emergencies which threaten the safety, health or welfare of students or staff members. It is understood that the Superintendent will take such action only after consultation with appropriate authorities. The Board shall ratify the closing at its next regular meeting.

Student safety is always the District's first priority in determining whether to close or delay schools. If a school closure or delayed start is called, announcements will be made on local radio and TV stations between 5:30 and 6:00 a.m.

In the event school is closed for the day

Parents are expected to be responsible for custody of their children. Listen to the news broadcasts on stormy mornings.

In the event a delayed/safety start occurs Parents are expected to be responsible for custody of their children until school begins. If a delayed start is called, the following will occur:

No breakfast program.

Buses would run two hours later and be on their regular schedule at the end of the day.

Classes would begin two hours later and end at the usual time at the end of the day.

If a two-hour delayed start is called and parents feel weather conditions are a threat to their child's wellbeing, they may notify the school and those absences or late arrivals will be excused. Per district policy, the absence is only excused if the district calls the delay. If parents choose to keep their children home and there is no delay, it is not an excused absence.

Planners

All students in First through Fifth grades will be given a planner at the start of school. Students will use the planner to write down homework and there is an area for students to keep track of their behavior color for each day. It is an expectation that parents look at agendas every night and initial in the parent comment box. If a student loses their planner, we will replace it for $2.00. The student planner is designed to give students a tool to help them keep track of assignments, prepare for tests, and organize materials for classes. Proper use of the student planner will help students organize their responsibilities, which increases effectiveness. Parents can support this by checking the planner nightly for homework and asking the students to show you their work.

Parking

The parking lot has three major sections. There is the parking space to the left if you are looking at

the school for anyone who is staying at the school for a long period of time. Then we have two spots

where you can park and wait for your student. Those are the two outer lanes closest to the field and

the parking spaces and are marked by cones. In between those two lanes, we have a middle lane

that is used just as a drop and go lane. PLEASE Do Not leave your vehicle if you are in this middle

lane. Outside lanes (against the parking spaces and against the field) are for those who wish to park

and get out of their vehicles. The middle lane is a CONSTANT FLOW LANE, and people in this lane

must remain inside of their vehicles. (See below)

Please keep in mind that it is illegal to use any tobacco products on a school campus including the parking lot. Also, we teach bell to bell, and loud music can be a distraction. Please keep the volume of your vehicle sound system to a minimum. If music contains profane or vulgar language, please refrain from playing it in the presence of students. It is illegal to park in a handicapped parking space without appropriate documentation displayed and to part in the bus/fire lane. If you choose to do so, you may be ticketed by the police.

Attendance, illness, and truancy School attendance is mandated and regulated by Colorado State Law. No single factor may interfere with a student’s progress more quickly than frequent absences. Students are expected to attend school regularly with no unexcused absences or tardiness to classes. Parents are expected to inform the school within 24 hours when a student is absent and the reason for the absence. This can be done with a phone call or a note. The office number is 579-2190. Excused absences include illness or injury; physical, mental or emotional disability; student is in the custody of the court or law enforcement authorities; or any other absence approved by the principal of the school of attendance. The district policy will be followed with unresolved and/or continued attendance concerns. Parents must ensure the school has current and accurate emergency contact information on file. Anytime a change is made, please contact the school office. Students will be released to person(s) listed on the list only, unless other arrangements have been made. School office staff will ask for an ID for person(s) picking up student(s), so please bring your ID with you and understand that we do this for the safety of our students. Our district attendance actions are outlined

below:

Step 1 – When a student misses three (3) days, the homeroom teacher calls home.

Step 2 – When a student misses five (5) days, the counselor calls home and a conference is requested to assist with the child’s attendance. An attendance contract is established.

Step 3 – Any further absences after five (5) days will be documented. At the seventh (7) absence, a district letter is sent to the parents/guardians. The counselor will call home.

Step 4 – At the tenth (10) absence, Stratton Meadows Elementary will file a Petition of Non-Compliance with the El Paso County Court system requesting a court order to mandate compulsory and consistent participation. This is district policy.

Tardiness Instruction begins promptly at 8:35 a.m. Students who arrive after 8:35 a.m. will be marked tardy. Parents must accompany any student who arrives after 8:35 a.m. to the office before proceeding to the classroom. Instruction finishes each day at 3:35. If you pick your child up before that time, you must sign them out in the front office, and that time will be documented as an afternoon tardy.

Parent/Guardian concerns If at any time during the school year, a parent/guardian has a concern about the safety or school success of their child, or questions about school policies or procedures, please use the following steps:

For a safety concern: Notify the office as soon as you hear about the issue. We work hard to ensure the safety of our students and will investigate the problem fully. We will involve law enforcement if the issue warrants.

For academic concerns: Please contact the child’s teacher directly for questions about grades or assignments. Teachers are asked to return phone calls or emails within 24 hours of receiving them. If you still have concerns, contact the administration and a parent/teacher/administrator conference will be set.

For school policies or procedures: Contact the front office and if your question cannot be answered; the administration will contact you.

Visitor policy For safety reasons, all school visitors must check in the office upon arrival. A visitor's badge will be issued upon check in. If a parent wishes to visit classes that are in session, we ask that he/she contact the teacher(s) or grade level team 24 hours in advance of the visit. This helps us to prepare a place in the classroom for the parent to sit and observe instruction. Students from other schools, as well as young children, shall remain at their school or home. We do not make provisions for student visitors to attend classes.

Conferences

Parent-Teacher Conferences are scheduled for Thursday, October 17th and March 5th. Students will attend school on these days for half a day; conferences will start in the afternoon. Teachers will contact parents to set up times. As a parent, you have a right to schedule a conference at any time. Please contact your student’s teacher to set that up.

Monthly newsletters SME has gone “Green” when it comes to copying the newsletter. You can see the latest version online on our school website. If for some reason, you cannot access the online newsletter, and would like a hard copy each month, complete the form at the end of the Appendix.

School Services School breakfast and lunch Breakfast will be served in the classroom from 8:10 a.m. – 8:40 a.m. Students who arrive late will be able to take part in breakfast up until 8:40 a.m. Lunch room expectations are outlined in our PAWS Matrix.

Parents/Guardians are welcomed to eat lunch with their student at the family table one time per

week. Please check in at the front desk and get a visitor badge prior to going into the lunchroom.

Counseling and student services Stratton Meadows has a full time counselor, a full time social worker, and a part time psychologist who work together with other staff to ensure our students’ emotional concerns are cared for and social interactions are appropriate. Students who are struggling with school for whatever reason can visit with our counselor for support. Students should get a pass from their teacher to visit the counselor. Administrators are also available if the counselor is not.

Lost and Found

Each year many items end up lost or misplaced. If your student is missing anything, have them

check the lost and found located just outside of the front office. Check the office if your student

misplaced their glasses.

Parent Involvement Parents play a major role in the success of our school. There are a number of ways you can volunteer that don’t involve being in the school on a daily basis.

Parent Teacher Organization (PTO)

Parent Teacher Organization (PTO) is made up of parents, teachers, staff and building

administrators. The members of this committee look at ways to support the students and staff of

SME. The types of activities this group is responsible for are fundraising, volunteering at

literacy/math nights, raising awareness about parent concerns, as well as finding ways to help

teachers and students out.

This group meets once a month. The date and time is determined based on the availability of the

members. The group also has positions that are voted on at the beginning of each school year.

Those positions include president, vice president, secretary, treasurer and VIP coordinator.

Information about this committee will be announced at the beginning of the school year.

Volunteering at Stratton Meadows

Very Involved Parent (V.I.P.) is a way to volunteer during the school day or on field trips. All Harrison

School District Two volunteers are required to register with the district before they begin working in

our schools. Everyone must complete the registration process, which involves completing the online

application.

Each application is screened and a criminal background and fingerprint check is performed. Applicants will be notified with instructions by email (or telephone if an email address is not provided) when they are cleared to proceed with the fingerprint check process.

Student Support We all know that every student learns differently. In order to address student needs we have a number of procedures we follow. Steps are taken to ensure all students receive the best education.

If you have concerns about your child’s academic achievement, behavior or health, talk with the classroom teacher first. Accommodations may need to be made such as changing location of the student’s desk or adjusting homework assignments.

Multi-Tiered Student Support (MTSS)

MTSS is an approach that promotes an integrated system connecting general education, English language acquisition, gifted programs, and special education in providing high quality instruction and intervention to match students’ academic, social-emotional and behavioral needs. MTSS is a three-tiered process designed to intervene with students who encounter difficulty either

academically or behaviorally. Teachers, staff and the administration team monitor students all year long. When students reach the second tier, SME staff will seek input from parents.

Culturally and Linguistically Diverse Education (CLDE) CLDE identifies students through a Home Language Identification Form. If the form indicates a language other than English is a significant influence in the home, students are assessed using the CoW-APT Test. This test determines the level of support services recommended. SME has two full time CLDE teachers to support students’ English language development.

Special Education (Sped)

Students who may be struggling academically, emotionally or behaviorally will be identified and tracked through the MTSS process. If there is very little or no growth, the building team, along with parent/guardians will look into special education. Special Education is a service provided to those students who qualify for an Individualized Education Program (IEP). If the school is looking at Sped services, the parent/guardians are full and contributing members of this team. If you have any questions or concerns related to this area, please contact the school’s Special Education teacher or

talk to the administration team.

Gifted and Talented (GT)

SME teachers differentiate for all students; this includes students identified as gifted and talented. Assignments may be modified to ensure students reach their highest potential. Contact the classroom teacher or school counselor if you have any questions referring to Gifted and Talented.

School Rules and Procedures Dogs on campus For the safety of all our students, Stratton Meadows School Policy is that dogs are not allowed on property.

In the morning, if you have your dog, please stop at the perimeter of the property and have your student walk up to the door without you. When picking your student up, if you need to bring your dog, please arrange with the office that your student will “walk” home. You and your dog can meet the student off property.

We love dogs but we don’t want students, families, or the dogs to have an incident where someone is hurt.

Bicycles, skateboards, and scooters Students may ride bicycles to school. They should be ridden in accordance with state laws and not ridden on the grass, concrete courtyard, or in the middle of the street. They are to be ridden on roadways and designated pathways, and carried or walked when on school property. Students are responsible for providing a chain and lock for their items. The school has provided an area to store items, but accepts no responsibility for damage or theft. All bikes must be stored in the bike rack in the front playground.

Skateboards, scooters, skates, and shoes with wheels are not to be ridden on school property. Students who violate these expectations will have their items confiscated. Confiscated items will be returned to parents. Students who repeatedly violate expectations may have their items confiscated by administration for the remainder of the school year. The school accepts no responsibility for lost, stolen, or damaged items, as well as injuries that result from students who choose to violate the school rules.

NOTE: Administration reserves the right to amend procedures and expectations relating to the use and storage of bikes, skateboards, and scooters on school property, as well as, the use of in-line skates and/or shoes with built-in wheels or any other related item associated with “wheels in motion.”

Electronics and toys Electronic equipment such as cell phones, IPod, MP3 players, radios, pagers, DS players, video games, etc. and toy items do not belong in the classroom. If a student chooses to bring such items to school, they are the student’s responsibility if lost or stolen. Exceptions to this rule would be for the purpose of a special activity or part of a lesson directed by a school staff member. Otherwise, items not directly related to the curricula will be confiscated, and school consequences will apply. If an item is used to disrupt the safe learning environment, disciplinary action will be taken.

Food in classrooms Food and drinks are not allowed in classrooms unless there is a special event planned by the teacher. The only beverage allowed in class is unflavored, uncolored water during hot weather or by special permission from the teacher and/or administration.

Birthday/Celebration Treats

Harrison School District 2 policy states that only store bought treats are permitted to be distributed to students as celebratory treats. Due to severe food allergies within our building, teachers must be able to read a list of all ingredients and see whether or not food products were manufactured in a plant that may have exposure to nuts, soy, etc. Since home kitchens cannot completely guarantee the complete absence of any potential allergens, any treats brought to school must be store bought and come in the original container/wrapping to ensure safety compliance. No homemade treats may be served to students.

Grading Grades, attendance and citizenship are computed and reported to parents once every quarter. Progress reports are issued to all students in each subject area at the middle of each quarter’s grading period. These reports are designed to help parents monitor their child’s progress. They serve as teacher communication concerning academic and citizenship grades. Parents need to watch for progress reports that are sent home with their child. Stratton Meadows utilizes a standards-based grading system to inform parents how their child is performing relative to the expectations outlined in the Colorado Academic Standards (CAS). On students' report cards, a 4 means the student is exceeding expectations; a 3 means the student is meeting expectations; a 2 means the student is approaching expectations; and a 1 means the student is in need of remedial support for that particular standard.

Make-up work It is the responsibility of the student/family to request make-up assignments from the teachers. Failure to complete work missed in the designated time might result in a lower grade for the grading period. Students need to follow the guidelines established by the teacher concerning due dates for missed assignments as a result of excused absences. In cases of extended absences of more than

three days, parents may call the office (579-2190) to make arrangements to pick up assignments. For absences in duration of three days or less, students shall get missed assignments from teachers when they return to school.

Medication If a student has prescription medicine that must be taken during school hours, the medicine should be left in the main office in the original bottle with the prescription information and the doctor’s name on it. A doctor’s orders form must be signed by a doctor to give the school staff permission to

administer the medicine. School staff is not allowed to give any other medicines to students,

including pain relievers, cold medicines, cough drops, lip balm, etc.

Field Trips SME students will have an opportunity to attend school wide field trips. These field trips are an enrichment to each grade level’s curriculum objectives and standards. These dates are determined by the school. Teachers may take into account the following criteria when determining who attends the field trips: attendance, tardiness, homework completion and behavior.

Students who do not attend the field trip, will stay behind and receive small group instruction with teachers. It is important for students to attend school even if they cannot attend the field trip or if the parents/guardians, choose not to send them.

Parents/guardians who would like to attend the field trip must meet the following criteria:

1. Be a VIP and have all the necessary paperwork completed and accepted by the district. 2. Contact the teacher and VIP coordinator prior to the field trip day 3. Have volunteered in the school for two or more hours prior to the field trip

In order for students to attend field trips there will be a permission slip sent home. Behavior expectations and any limitations due to behavior will be on the permission slip and unique to each situation. Students will be expected to wear the SME uniform or the field trip shirt as designated by the teacher.

Parents who are HSD2 VIP may ask teachers if they would like to attend. Parent attendance will depend on space availability, and if there is a cost, parents will be expected to pay for their own admission. Siblings who do not attend SME may not come on field trips.

Behavior SME developed behavior standards to help students, parents/guardians and school personnel understand the guidelines for maintaining a safe learning and working environment.

PAWS Positive Behavior Interventions and Support:

Stratton Meadows is proud to continue with our PBIS program. The primary purpose of the Colorado School-wide Positive Behavior Interventions and Support initiative is to “establish and maintain safe and effective school environments that maximize the academic achievement and behavioral competence of all learners in Colorado.”

Expectations are taught and practiced for all settings, and students are rewarded for positive behavior. The rubrics are posted throughout the school. You can also see a copy of the matrix in the appendix.

Students earn PAWS tickets throughout the day for demonstrating those positive behaviors. Students who earn a certain number of PAWS tickets can earn prizes. Another way we celebrate

student’s positive behaviors is by being recognized by his/her teacher at a PBIS assembly. We will have PBIS school-wide celebrations throughout the year.

Love and Logic In addition to PBIS, we will use Love and Logic. It is a system to help students make good choices and solve problems. When students don’t make good choices, teachers will work with them and solve the problem within the context of the situation.

Capturing Kids’ Hearts This year we will also be instituting Capturing Kids’ Hearts. Staff will be trained on how to create high-achieving centers of learning by strengthening students’ connectedness to others through enhancing healthy bonds with their teachers and establishing collaborative agreements of acceptable behavior.

Bully Free Schools Policy JICDE Bullying is when someone repeatedly uses strength, influence, or size to intimidate another on purpose says or does mean or hurtful things to another person who has a hard time defending himself or herself. In accordance with Colorado Statute 22‐33‐109.1, Harrison School District 2 is

committed to protecting students and staff from discrimination, bullying and harassing behaviors. Bullying, hazing, intimidation, and harassment (hereafter collectively noted as “bullying”) of any kind will not be tolerated in Harrison District 2 schools, regardless of how they are communicated. Programs throughout the District are designed to help educate students, staff, and parents/guardians on: identifying bullying behaviors in schools; providing strategies for addressing bullying behaviors; and implementing administrative procedures for the reporting and disciplining

associated with such behaviors. Any student, who commits an act of harassment or bullying, is subject to disciplinary action. Student should report bullying behaviors immediately to a school staff member, the school principal or principal’s designee, or call Safe2Tell at 1‐877‐542‐SAFE.

Students shall accept responsibility for their own behavior.

Students shall respect the rights and property of others.

Students shall refrain from harming themselves or others.

Students shall develop and use problem‐solving skills to resolve conflicts.

Students shall follow established district, school and classroom rules.

Students shall refrain from acting in such a manner as to expose others to risk or danger of harm or injury.

Students shall maintain academic integrity. Students shall not use threats or intimidation against others.

Students shall refrain from interfering with learning and teaching.

Students shall not engage in unlawful activities.

Students shall maintain appropriate dress and hygiene.

Students shall refrain from carrying, bringing, using, or possessing any weapon or use anything else as a weapon, in or on district property.

Behaviors warranting possible disciplinary action: Aggressive behaviors, including but not limited to hitting, pushing, shoving

Cheating and/or plagiarism

Destruction of school property

Disobedience to teacher or other staff member

Disrespectful behavior toward teacher or other staff member

Disruption of class

Fighting

Leaving class or school grounds without permission

Misuse of electronic communication devices (iPad, tablet, laptop, etc.)

Obscene language or gestures

Continual refusal to follow directions of teacher or other staff members

Sexual harassment

Theft or attempted theft

Threatening bodily harm, language, gestures or property damage

Uniform Dress Policy for 2019-2020 SME students are expected to wear the appropriate uniforms outlined below. We feel uniforms help create an environment where students can focus on learning and not on how they look. If students are out of compliance, they will call home immediately. Parents/Guardians will be asked to bring in the proper uniform clothing.

TOPS (Black, Red or Navy Blue)- No white Tops • Polo style shirt with two, three or four-button and a collar (short or long sleeve is acceptable) • Panther Cub shirts sold at Stratton Meadows for Spirit Day Fridays • Under layer options are open but the shirt on top must be uniform. • Shirts are required to be tucked in at all times

NO Hoodies

BOTTOMS (Tan/Khaki, Navy Blue or Black) Dress bottoms, capris, jumpers, slacks, shorts and skirts Jumpers, shorts and skirts must be fingertip length or longer NO cargo pants are allowed NO side pockets are allowed NO denim or athletic/knit material is allowed NO Leggings/Stretch Pants without a skirt NO oversized bottoms are allowed

SHOES • Closed-toed shoes, choice of style • Heels should be no higher than 1 inch and heels cannot be worn on Gym days • No open-toed shoes including "flip flops", sandals or "wheelies-type.” HATS AND ACCESSORIES • No hats, bandanas, or other headgear are allowed

Safety/Emergency There are four main emergency procedures that students and staff practice on a monthly basis. Below is a description.

1. Lockout – All exterior doors are locked and monitored. Outside students and staff are brought into the building and business as usual inside.

2. Lockdown – Requires all staff and students to go to safe places in the building from outside the building and for all students and staff to stay out of sight.

3. Evacuation – Requires all staff and students to leave the building. 4. Shelter in Place – students and staff take shelter in hallways and away from windows.

If there is ever a time where the school is not safe to come back into, students and staff would walk over to the Meadows Park Community Center at 1943 El Paso Colorado Springs, CO 80905. After directed by the District Crisis Team Members, parents would then be asked to pick up students at this location.
