Securing a bright future for our forest industry I am proud of our work at the Forest Products Commission and this plan outlines our ambitions for the next five years.

This five-year plan is designed to be dynamic, flexible and responsive

to emerging needs, while providing a solid framework to coordinate our

activities. Our plan also recognises the importance of industry, government

and the community working together to maximise opportunities to ensure

our forests remain a valuable resource for all Western Australians.

It’s an exciting time to be in the forest industryOur products are renewable, recyclable and store carbon. With the right policy settings, the industry has enormous potential for growth, as well as providing innovative solutions for communities and government.

Steel transformed the 19th century, concrete the 20th and engineered wood

products wi l l bui ld a more sustainable 21st century.

Western Austral ia has a record of success in growing, processing and

manufacturing its forest products into high value goods. It can continue to

expand its economic support for regional communities by ensuring that we

innovate along the supply chain.

Our strategic plan has been developed to al ign our business, government and

industry needs. To succeed we wil l focus al l our resources on these clear and

achievable priorit ies over the next f ive years.

Where we’ve come from Western Australian forests have been managed for sustained timber production for nearly 100 years with the creation of State forests and the regulation of the timber industry.

Establ ished in 2000, we are the agency responsible for sustainable management

and development of WA’s forest products industry.

Our functions were separated from the Department of Conservation and Land

Management to achieve greater transparency in the management of land and the

regulation of t imber production.

The principles of ecological ly sustainable forest management were then embedded

into our operations and are now a foundation to the culture of the agency.

We are governed by the Forest Products Act 2000 and sections of the Forest

Management Regulations 1993 .

Our achievementsWe have been listening to our stakeholders' feedback and discussing key industry strategies. These foundations will help us build a bright future in the forestry sector.

Since the inception of the Forest Products Commission we have:

▪ restructured the native forest industry to ensure protection of all old growth forests while maintaining a thriving

timber industry

▪ developed business systems that are certified to internationally recognised standards, our current certification

includes: AS4708:2013 - Australian Forestry Standard (AFS), Program for the Endorsement of Forestry Certification

(PEFC) and ISO14001:2004 – Environmental Management System (EMS)

▪ worked collaboratively with other agencies to deliver a State Agreement that resulted in a Laminated Veneer

Lumber facility opening in Neerabup to produce high-quality engineered timbers for the construction industry

▪ led extensive field research and extension programs to develop the native sandalwood industry

▪ successfully established plantations of Western Australian sandalwood in the Wheatbelt and South West regions

▪ implemented foundation policy documents, including the Regional Forest Agreement and Forest Management Plan

▪ developed firefighting capacity to contribute to the Department of Parks and Wildlife’s efforts

▪ successfully improved the genetics of commercial pines in Western Australia, including developing dieback resistant

radiata pine stock in long-term breeding programs

▪ established Operation Woylie, the only successful desert regeneration program to re-establish Western Australian

sandalwood

▪ delivered the Softwood Industry Strategy, investing $21 million in expanding pine plantations, to help diversify WA's

economy and ensure sufficient resource, scale and confidence into the future

▪ delivered the Native Sandalwood Industry Strategy, that provides market stability, opportunities for new entrants in the

industry, employment and investment opportunities in regional WA, and greater Aboriginal involvement in the industry.

Our industriesThe forest products industry is important to regional Western Australia. It is worth $1 billion each year and employs approximately 5,000 people in timber-related industries.

We assist to drive economic value into WA regions with more than 70 per cent of our staff being regionally based and, the planned purchase of more than $1 bi l l ion in

goods and services for harvesting and forest management, wages and salaries from WA business and community over the period of the Forest Management Plan 2014-23 .

These industries are supported by ongoing corporate init iatives to ensure we can respond to chal lenges and opportunit ies in the sector. This includes strengthening

pol icy and strategy capacity, and increasing col laboration with stakeholders to develop future strategies.

PlantationsTo enable an internationally competitive softwood

manufacturing sector based in the South West

Forestry Region. This wil l require an ongoing

sustainable plantation estate. The Softwood

Industry Strategy for Western Australia released in

2016 identif ies six steps to achieve this objective.

Native forestsTo bui ld on our social l icence to operate in

South West forests, and enable innovation in

the industry to expand its product range and

maximise the value of the resource.

SandalwoodTo faci l itate a sustainable and ethical sandalwood

industry that creates jobs and opportunity in

regional Western Austral ia. We wil l manage brand

confidence and recognit ion to al low a smooth

transit ion to a mixed wild and plantation based

industry.

Provide healthy forests for future generationsWe ensure that we uphold all principles of ecologically sustainable forest management; conserving biodiversity, ecological integrity and manage forests for the community to enjoy.

By 2021 we wil l ensure that al l best practice environmental certif ication is maintained and enhanced. We wil l improve our environmental

and Forest Management Plan reporting to meet community expectations. We wil l work col laboratively with other government agencies

and the community to ensure we have comprehensive f ire mit igation operations, and a management strategy in place.

Facilitate a vibrant forest industry to deliver social and economic benefits, particularly in regional Western AustraliaWe contribute to vibrant and economically diverse regions; the forest industry has plans for the future of a sustainable industry at national, state and regional levels.

By 2021 we wil l del iver on the plan for the long term future of the forest industry in WA. The community wi l l recognise the value of

forestry. The Softwood Industry Strategy for WA wil l be del ivered. The restructured sandalwood industry wi l l be incorporating plantation

wood, and we wil l have new local industries to use the avai lable native forest resource.
