1. GACSADELIVERYMODEL
Asthesoleglobalmulti-stakeholderapoliticalplatformforclimate-smartagriculture(CSA),withan
integratedknowledge-intensiveapproach,theGlobalAllianceforClimate-SmartAgriculture(GACSA)seeks
tocatalyzeandrallyactiontoacceleratethescalingupofCSAthroughitsmembers’owninitiatives,
engagementsandprograms.MembersworkcollaborativelythroughthreeActionGroups(knowledge,
investment,enablingenvironment)andaRegionalEngagementtaskteam,focusingonbringingconcrete
solutionstofruition,acceleratingcoordinatedeffortswithinandacrossregionsonscalingupCSAinitiatives,
andfacilitatingmatchmakingandprojectdevelopmenttowardstangibleeffectsontheground.
TheAllianceisnotanimplementingbodyoranegotiationforum,butratheracatalyzingplatformwithalightbutagileorganizationalstructurewherevalue-additionliesinthreecoreaction-orientedfunctions:
• Convening – bringing people and institutions together to generate or scale up action at global,regionalandnationallevels;
• Connecting–breakingdownsilos,buildingsynergies,bridging theknowledge-uptakegap, fosteringintegratedapproaches,brokeringpartnershipstoensurethatactionsaretaken;
• Communicating–fosteringco-learning,co-creationofknowledgeandknowledge-sharingtofacilitatethedevelopmentofsoundbankableprojects.
2. GACSAVALUE-ADDITION
GACSAisintegraltofulfillingtheUNglobalambitionsandagendaonSUSTAINABLEDEVELOPMENTandCLIMATEACTIONinlinewithglobaldevelopmentambitionsasagreedinthe2030AgendaandSustainableDevelopmentGoals(SDGs)andtheParisAgreement.Itisuniquelypositionedtocatalyzeactionfocusedonimplementationbyprovidingaclearinghousemechanismforlessonslearnedandamatchmakingfacilitythatwill:brokerandhelpcreatetransformationalpartnershipstoencourageactionsthatreflectanintegratedapproachtoCSA;sharehowleadersarepursuinginnovativestrategiesandovercomingbarriers;publicizethesesuccessstoriesattheglobal,regionalandnationallevels;andpromotebreakthroughanalysesthatdemonstratethebenefitsoftheseapproaches.
• Clearinghouse:GACSAwillinspirethedevelopmentanddisseminationofinnovative,evidence-basedoptionsforCSAindifferentsettings,bytransparent,voluntarysharingofinformationandexperience,technologies,knowledgeandpractices.Itwilltakeintoaccountthesynergiesandtrade-offsrelatingtodifferentoptionswithregardstoagriculture,climatechangeandfoodsecurity.Itwilladvocatefortheuseofrobustmethodsformeasuringtheimpactofitsparticipants’collectiveactions.Theseoutcomesmightbeexpressedintermsofexpectedachievementsglobally,orwithinspecificcountries(implementationofNationallyDeterminedContributions(NDCs)orregions,wherepossiblespecifyingquantitativeprogresstowardsinternationallyagreedgoals,suchastheSDGs.

• Matchmaking:GACSAwillproposeandsupportspecificambitiousandinnovativeinitiatives,partnershipsandactivities,andidentifywindowsofopportunitytoimproveanddevelopkeyaspectsofeachinitiative(e.g.upcominggovernmentpolicydecisions,upcomingdevelopmentbankfinancingprograms;etc.).ItwillworktodevelopenablingenvironmentsthatencouragepeopletoadoptCSAthroughaccessing(a)appropriatenationalorinternationalexpertise,(b)lessonsfrompilotstudies,and(c)resourcesneededtoestablishthenecessaryoperatingprinciples,extensionservicesandfarmersupportschemes.Itwillengageacademicandresearchinstitutions,businesses,foundations,civilsociety,developmentagenciesandintergovernmentalorganizationsinsupportofthisagenda,inwaysthatbringbenefitstothepeoplewhoselivelihoodsaremostthreatenedbytheimpactofclimatechangeontheagriculturalsectors(crops,livestock,forestry,fisheriesandaquaculture).

The following revitalized light organizational structure (Strategic Committee, Co-chairs, Bureau andFacilitation Unit) is proposed to more effectively support GACSA delivery model: actions carried outcollectivelybymembersthroughthethreeActionGroups(Knowledge,Investment,EnablingEnvironment),each coordinated by two co-conveners and composed of an unlimited number of committed memberscollaboratingonavoluntarybasis,andthroughtheRegionalEngagementTaskTeam,aswellastheAnnual

6. GACSAEXPECTEDRESULTS
By2022,asaresultoftheimplementationofGACSA’sStrategicPlan2018-22:
1) GACSAwillbewidelyrecognizedbyallkeystakeholdergroupsasavaluableplatformandknowledgeand networking marketplace to support their work on productive, resilient, and low carbonagriculture;
2) GACSA’s membership will have expanded significantly, attracting more farmer’s organizations,developing country governments, donors, and civil society organizations as actively engagedmembers;
3) GACSA will be recognized by a growing network of regional CSA alliances and partners as a keystrategic partner in their efforts to scale CSA practices, attract donor financing, and improve CSAprogramqualityandcoordination;
4) Existing regional CSA alliances, platforms and processeswill bemore robust and have strong localownershipandleadershipbykeystakeholders;
5) CSAplatformsandprocesseswillemergeorganicallyinregionswheresuchmechanismseitherdonotcurrentlyexistorareweak;
