Our MissionMālama Hulē‘ia advocates, educates, and leads community efforts to remove red mangrove along the Hule‘ia river, re-establishes native wetland ecosystems and creates an environmental stewardship program honoring Hawaiian values.

Guiding PrinciplesOur Guiding principles apply to all of our work, and help us to meet our overall Goals and Strategies as we move forward.

• Remove invasive red mangrove, restore native wetlands.• Ensure stewardship of each restoration site. • Engage the community.• Use Hawaiian Values and Practices.• Educate.

Goal 1 - Remove 32 acres of mangrove within the Hulē‘ia River Watershed.

• Strategy 1 – Remove 26 acres of mangrove at Alakoko, 6 acres on other property with willing land owners in the watershed.• Strategy 2 – Use a combination of mechanized

and hand cutting techniques to remove the mangrove. • Strategy 3 – Use best management practices

to limit disturbances. For example, mangrove will be removed by hand in archaeologically sensitive areas to avoid impacts.• Strategy 4 – Develop a strong volunteer

program.• Strategy 5 – Conduct monitoring throughout

work for archaeological and endangered species, per permit and grant requirements.

Goals and Strategies for 2019-2024

Goal 2 - Establish native plant communities• Strategy 1 – Establish a plant nursery at Alakoko.• Strategy 2 – Work with community partners to grow and plant native vegetation.• Strategy 3 – Integrate Pu‘ali wetland restoration plants as seed stock and plugs where

appropriate for Alakoko, and use Alakoko nursery to enhance Pu‘ali Wetland site where appropriate.

Goal 3 Coordinate stewardship efforts• Strategy 1 - Recruit and maintain skilled labor and volunteers for mangrove removal at

Alakoko. • Strategy 2 - Continue maintenance, restoration, and education at Pu‘ali wetland.• Strategy 3 - Develop a long term stewardship plan that integrates Pu‘ali and Alakoko.• Strategy 4 - Use and expand our interpretation of the Kipuka concept to help protect the

native plants and allow animals to thrive. • Strategy 5 - Develop an outreach and education strategy that includes land and business

owners, recreational users, visitors, and schools.• Strategy 6 - Establish curricula and resources to advance Mālama Hulē‘ia’s vision.• Strategy 7 - Grow opportunities to perpetuate traditional Hawaiian practices by

activating purpose and function of the area such as makaloa weaving, limu growing, pua pond establishment, etc.

Goal 4 Preserve the integrity of the Loko I‘a• Strategy 1 - Assess the condition of the kuapā (wall) as clearing begins and

throughout the project.• Strategy 2 - Work with the MH Operations Committee, archaeological experts, and

regulatory agencies to develop and approve an adaptive management plan based on conditions of the kuapā. • Strategy 3 –Identify and secure funding to implement the adaptive management plan. • Strategy 4 - Implement the plan to preserve the integrity of the loko i‘a.

Goal 5 Establish landowner agreements for mangrove removal, native planting, and stewardship

• Strategy 1- - Work with USFWS to develop a plan to remove mangrove within the Hule‘ia National Wildlife Refuge.• Strategy 2 – Develop relationships and agreements with landowners in the watershed to

remove mangrove.• Strategy 3 – Build understanding of the benefits of removing mangrove and restoring native

ecosystems along the river • Strategy 4 – Work with land owners to develop a native planting plan. • Strategy 5 – Address land owner concerns by providing tangible solutions.
