But there will not be sufficient funds to con- tinue the rapid growth in respect of allo- cations for provisioning and services, Senior Lecturer Equivalent (SLE) and salaries, says Prof. Niel Viljoen, Chief Director: Operations. The 2006 budget will be submitted to the Council for final approval. There were several new realities influencing the 2006 budget, including: • Student numbers have stabilised • The inflation rate is the lowest ever • The effects of government’s new fun- ding framework that imposes a limit on the number of students it will subsidise • The expected drop in the number of school leavers generally as well as those that will qualify for university admission. “As a result of this a further increase in student numbers on the Main Campus in Bloemfontein will probably not be pos- sible. Increasing student numbers at the Qwaqwa Campus of the UFS, is of course, still very important,” he added. More optimal utilisation of the new funding framework, for example through higher through-put rates, is very important for strategic reasons, but will unfortunately not result in substantial financial relief. “The challenge is therefore to focus on increasing the so-called third stream income, as well as the recruitment of non-traditional and non-subsidised students.” The main recommendations which were approved by the EM are: • Because of the leveling off in income and the fact that salary increases also still need to be financed from this, it was recommended that no additional funds should be allocated for SLE increases. • As far as the distribution of SLE’s among faculties is concerned. The matter will be investigated further by the Budget Division. Several other universities were consulted on this matter, but due to the uncertainty regarding the effect of the new funding framework, it would appear as if most of the universities will maintain the status quo. • Regarding the support services, prac- tically all available SLE’s have been allo- cated already. If new services have to be provided, a shift will have to be made with regard to allocations rather than new allocations made. This is because the leveling off in student numbers is also likely to lessen the pressure on these services. A few requests with exceptional merit were indeed granted. In line with the lower income growth and growth in student numbers a three percent increase for goods and services has been approved. Die Welstandsforum van die UVhet sy eerste vergadering op 13September 2005 gehou. Die doel

van die welstandsprogram is om per-soneellede beter toe te rus in terme vanhul gesondheid. “Welstand sal personeelse moraal verbeter, produktiwiteit enkreatiwiteit verbeter en afwesigheid vandie werk verminder,” sê me. RianaJohnson van die Welstandskomitee.

’n Aantal welstandsessies was aan-gebied deur die jaar, insluitende ’n aan-bieding oor Balans in werk en lewenstyldeur me. Maretha Delport asook ’nwerkswinkel oor voeding deur me.Elmine du Toit, Departement MenslikeVoeding. Kansa het ook ’n aanbiedinggehad oor Hoekom moet ek gaan vir ’npapsmeer of prostaatondersoek waarnapersoneel die geleentheid gehad het omdié toetse teen verminderde tariewe telaat doen.

Onlangs het die welstandskomitee ’nbaie suksesvolle pretstap georganiseer.Oud en jonk het deelgeneem en daar isselfs gerugte dat personeel weer volgen-de jaar so ’n stap wil aanpak.

Intellectual property will now be protected

The Senate of the UFS approvedthe Intellectual Property Policyaimed at creating an enabling

environment and encouraging staff andstudents to do research. The policyprotects the new innovations generatedby research in the academic world, andof all personnel at the UFS.

“This policy attempts to create awin-win situation to benefit the univer-sity as well as the creator or inventor ofthe idea,” says Prof. Van Aardt Smit ofthe Department of BusinessManagement.

He said: “The purpose of the policyis to enable the UFS to protect, patent,exploit and commercialise intellectualproperty to the advantage of the univer-sity, the inventor, the local communityand the country as a whole. To ensurethis, sufficient mechanisms have to beput in place. Employees have contractsthat stipulate that whatever they deve-lop belongs to the university. Students

in postgraduate studies also have thesame obligation.

“In the past, master's and doctoralstudents conceded copyright when thefinal dissertation/ thesis was submittedbut, according to the new policy, intel-lectual property rights will be concededto the university on registration.”

The legal position regarding owner-ship of intellectual property created byan employee within the scope of hisemployment is defined in his conditionsof service. In terms of the standard ser-vice contract, a staff member assignsand concedes to the UFS, withoutcounter value, all immaterial propertyrights that he, acting within the scope ofhis employment as an employee of theUFS, becomes entitled to in future. Thepolicy does however, provide for a fairand realistic split of the benefits derivedfrom the commercialisation of theintellectual property.

“Intellectual property that resultsfrom private work, approved by thedean, does not belong to the university,but to the creator. Private work may nottake up more than one day per weekduring an employee's normal workinghours,” says Prof. Smit.

He says, the concept intellectualproperty includes inventions, discove-ries, registered and unregistered tra-demarks and names, registered de-signs and models, circuit layouts, tradesecrets, confidential information, plantbreeder's rights, and all rights resultingfrom intellectual activities in the field ofindustry, science, literature and arts.

Dr Adi Paterson of the Departmentof Science and Technology said: “Thepolicy is in line with government'sintention to force universities to protectthe intellectual property created by bothstudents and employees at all SouthAfrican universities.”

The UFS are preparing graduatestudents for their future in acade-mic careers. This is done in the

Grow our own Timber Programme. Themain goal is to provide opportunities foryoung black graduate students to acquiretheir Ph.D. degress and to introducethem to issues surrounding universityteaching and faculty worklife in researchand non-research settings.

Recently students from this program-me presented their research topics to apanel of judges. Respectively Ms LuciaMotseki in the Department Human Nutri-tion, Mr Ancel George in the DepartmentPsychology and Ms RebotsamangShago in the Department Chemistry wasappointed as overall third prize, secondprize and first prize winners.

Ms Annette Prins of the Centre forHigher Education Studies and Develop-ment said: “We are proud of the fellowsand are keenly awaiting the completionof their studies and their possibleappointment as UFS academics.”

South Africa’s housing strategymust devote attention to peoplewith special needs, including

people with disabilities, people livingwith HIV/AIDS and those in poverty.

This was the view expressed byDr Mark Napier of the Council for Sci-entific and Industrial Research duringhis presentation to the Housing Re-search Day organised by the Centrefor Development Support at the UFS.Dr Napier was involved in shaping theBreaking New Ground housing stra-tegy of Minister Lindiwe Sisulu.

According to him, housing deliveryfaces challenges which need to beaddressed. That includes the withdra-wal of larger construction firms; theslow process of developing an emer-ging contractor sector, access to brid-ging and other finance, and the ac-quisition of well located (especiallyinner city) land.

Dr Napier said: “The Breaking newGround strategy tries to go beyond theprovision of basic shelter to the esta-blishment of sustainable settlementsand to be responsive to housingdemand rather than being supply led.

He said a survey of people whohad benefited from government’shousing programme had shown mix-ed results. Although the location ofthe houses was poor and there wereincreased costs, most beneficiariessaid they were better off than before.They said that they had very littlepersonal choice between houses,sites or settlements. Beneficiaries al-so felt that municipalities and deve-lopers fail to repair defective houses.Many beneficiaries also reported thatthey felt unsafe in their settlements,as well as in their own houses.

Prof. Lucius Botes, the Director ofthe Centre for Development Support,said: “The Research Day highlightedthe Centre’s ability to interact with pro-blems faced by communities, the gov-ernment, the private sector and civilsociety. Through our research we canensure that the UFS is engaged withour people’s problems and challengesand as a place of scholarship, isenabled to assist in finding solutions.”

Housing strategymust make roomfor special needs

The Unit for Local Government andManagement in the Departmentof Public Management at the UFS

presented a programme specificallyaimed at assisting municipal managersand officials. The Executive MunicipalManagement Development Programmeis a unique inter-disciplinary trainingand development programme.

Prof. Koos Bekker, Project Managerof the programme said: “The pro-gramme was started by the nationalgovernment in support of strugglingmunicipalities to smarten up theirservice delivery.

“Our aim with the programme is toteach students mentor and trainingskills and to assist them to apply it aspart of an integral strategic budgetingand performance managementapproach. Mentorship is an unexploitedleadership style that can turn thecurrent situation of municipalitiesaround to a successful sphere ofgovernance. A network of well trained

mentors and facilitators can thereforebe created. They can provide supportand in-service training at municipalitiesand act as partners of the UFS intraining programmes.”

The programme consists of 15 shortlearning modules which are accreditedwithin the framework of the SouthAfrican Qualifications Authority (SAQA).It is a tough course. Students’ know-ledge is tested frequently and the mini-mum passing rate is 70%. Studentswho do not maintain this may not com-plete the course. “We set the standardso high to attract people with potentialwho are committed to development,”said Prof Bekker.

The Executive Municipal Manage-ment Development Programme is ajoint project of the Department of LocalGovernment and Housing, the SouthAfrican Society of Local Government(Free State) and the UFS Public SectorManagement Programme. The projectis funded by the Flemish government.

Graciela Gil Romera from theAutonomous University ofMadrid in Spain visited the

Department of Plant Sciences at theUFS as part of her Ph.D. study inpalynology (the microscopic study ofpollen grains). She is focussing herproject on long-term vegetation andclimate change in the Namib Desertover the last 10 000 years and furtherback in time.

She obtained unique informationabout past climates from the pollencomposition of fossil dungaccumulations produced by hyraxes(dassies), which escape decompositionfor thousands of years under specialdesert conditions. In SeptemberGraciela accompanied Prof. Louis Scottof the Department of Plant Sciencesand Mr Eugene Marais of the NationalMuseum of Namibia in Windhoek on anexpedition transecting most of theNamib Desert to collect samples forradiocarbon dating and pollen analysis.The research is part of an internationalproject in which Prof. George Brookfrom Athens, Georgia, USA, is aparticipant.

The UFS’s Programme of AfricaStudies launched a unique col-lection of essays on Indigenous

Knowledge Systems (IKS). The essayswere published as a special edition ofIndilinga, the African Journal for Indi-genous Knowledge Systems and are anoutcome of the colloquium on IKS thatwas presented last year by the UFSDirector of Africa Studies in cooperationwith the National Research Council.

“Die aand is op ’n hoogtepuntafgesluit toe prof. Neuser ’n sken-king aan prof. Hermie van Zyl, De-kaan van die Fakulteit Teologie,oorhandig het. Die skenking gaanaangewend word vir navorsing ra-kende Calvyn se werke, veral metdie oog op die vertaling van Calvynse kommentare in Afrikaans enSuid-Sotho. Dit is die eerste sken-king van hierdie aard wat die fakul-teit ontvang het. Verder sal dit dieeerste keer wees dat Calvyn sekommentare in Afrikaans en Suid-Sotho vertaal word.

Mnr. Johan Pottas, Hoofbeampte:Stelselontwikkeling/Program-meerder het ’n geslagsregister

van die Van den/der Bergs, van die Kaaptot in Witkraal, geskryf. Hy het drie jaargelede met die navorsing van sy vriendCassie van der Berg se geslagsregisterbegin.

“Die opstel van ’n geslagsregister is’n stokperdjie wat baie tyd in beslagneem en geld vra,” sê mnr. Pottas.

Die geslagsregister het hom 30maande besig gehou, 24 maande vir na-vorsing en ses maande vir die skryfwerk.Hy het baie gebruik gemaak van reedsgepubliseerde navorsing, maar moesook by tye self gaan delf het vir inligting.“Dit was ’n hoogtepunt en verligting toedie boek eers gepubliseer is,” sê hy.

Mnr. Van Der Berg was self baie be-ïndruk toe die boek eers gepubliseer is.Hy vertel: “Die rykheid van my familie selewens, hulle interessanthede en presta-sies, hulle beproewinge en teleurstellingsen bowenal hulle doodgewone alledaag-se lewe, het in my denke ’n prentjie ge-teken van ’n geheelbeeld wat vir my kos-baar en mooi was. My mense het voet-spore gelaat op die paaie van tyd. Som-mige voetspore het verdof en jy weetdaar is baie stories wat nie vertel is nie,baie vrae wat nie beantwoord is nie. MBA-studente besoek DaimlerChrysler

Mr Clemence Namponya, Direc-tor: Library and Information Ser-vices, started working at the

UFS Sasol Library in September 2002.He knows this field and boasts with pre-vious experience at libraries such as theUniversities of Durban Westville, PortElizabeth and Fort Hare.

This expert in the library and infor-mation field was born in Malawi. Heattended school in Britain, after which heobtained his initial qualification at theUniversity of Wales. He then completedhis master’s degree at the Loughbo-rough University of Technology. In 1993he came to South Africa where hestarted his career as a librarian at theFort Hare University.

Since he started working at the UFS,he faced various challenges. He had toensure that services continued aseffectively as before and that theyresponded to the needs of academicsand students.

The fact that the university continuesto provide funding for resources in thelibrary is very important to MrNamponya. “It is also significant that ma-nagement supports the library. We hadProf. Frederick Fourie, Rector and Vice-Chancellor of the UFS visiting the library.For him to set aside a day to visit andaddress staff meant a lot to us. Anylibrary can be proud of that because itdoes not happen very often,” he said.His main responsibility is to manage the

library. This includes financial andhuman resources and strategic manage-ment. He is also responsible for the twosatellite libraries on the Qwaqwa andVista Campuses.

When out of the office and relaxingat home, Mr Namponya likes to watchsport, both soccer and rugby. “Some-times I watch at home and sometimes Igo to the stadium to watch,” he said.

As if it is not enough to be surround-ed by books the whole day, MrNamponya also loves to read. He hasdone some writing on professional is-sues which was published in accreditedpublications. His article was on agri-cultural issues, providing information tofarmers.

Mr Namponya has three girls, re-spectively 12, 17 and 22 years old.“When I am not watching sport, I like tolisten to their stories,” he said.

His goal in life is to see studentsgraduate. Mr Namponya said: “I supportsuccess. To know I have contributed tosomeone’s success gives me a lot ofpleasure.”

“The university is the best place onecan work for. There are many oppor-tunities to develop oneself to be the bestone can be. I do not think I shall behappy working anywhere else. It is goodto work in an environment thatencourages personal growth.”

Van sit en TVkyk en rekenaarspeletjies speel. “Ek stickjou vir ’n lê-leer in die bib se rekenaar-lab!” En sommige damesstudente semagies is so pap dat hulle dit voor met ’nnaeltjiering bymekaar moet hou! “Gedurende die afgelopeaantal jare het die UVongeveer R4 miljoen be-

skikbaar gestel vir die opgraderingvan lesinglokale en die voorsieningvan oudiovisuele apparate aan de-partemente,” sê mnr. Peet Venter,Hoof van die Afdeling Onderrigme-diadienste.

Behoeftes het die beskikbarefondse oorskry, maar Onderrigmediahet fondse so breed as moontlik pro-beer aanwend en lokale is opgegra-deer.

Onderrigmediadienste streef na foutvrye lesings

Dr. Angelique van Niekerk van dieDepartement Afrikaans en Ne-derlands, Duits en Frans het ’n

kursus in kopieskryf aangebied. Diekursus het so uitgebrei dat vennoot-skappe en interdissiplinêre samewer-king met ander partye soos die grafieseontwerpskool DCM, die bemarkings-agentskap Twotone, radiostasies soosRSG en SAFM en die DepartementMusiektegnologie gesluit is.

Dr. Van Niekerk sê: “Die kursus inkopieskrywing word hoofsaaklik aange-bied vir studente in geïntegreerde be-markingskommunikasie. Die studentevan die ontwerpskool DCM, die De-partement Musiektegnologie en die stu-dente in kopieskrywing (TPP 224) werkdan saam aan voorleggings.” Die aka-demiese departemente wat hierby be-trokke is, is die Departement Afrikaansen Nederlands, Duits en Frans, dieDepartement Kommunikasie enInligtingstudie en die DepartementMusiek.

Weens die belangstelling in diekursus en die talle nuwe vennoot-skappe in die vooruitsig word diekursus in (reklame-)kopieskrywing ookuitgebrei na 'n derdejaarskursus in2007, nl. BKT 214 en BKT 314.

Roelf Pringel, Daniel Mokete enJacob Kgasana van die tegniese afde-ling by Onderrigmedia, was vir die in-stallasies van al die toerusting in dienuut opgegradeerde lokale verantwoor-delik. Hulle doen alles moontlik omdiefstal van apparaat tot die minimumte beperk.

Mnr. Venter sê: “Alles word gedoenom te verseker dat lesings foutvryaangebied word. Mnr. Roelf Pringle het'n program geskryf wat op al dierekenaars geïnstalleer is. Dit bevat die

besonderhede om foute te rappor-teer asook 'n tegniese handleiding virgebruik van apparaat. Die inligtingverskyn met die aanskakeling vanrekenaars in lokale.”

van Suid-Afrika (Levsa) in Polokwane,het studente en personeel van dieDepartement Landbou-ekonomie aandie UV 13 van die 30 referate gelewer(uitsluitend genooide referate). Vier-en-twintig studente en 12 personeel-lede het die konferensie van diédepartement bygewoon.

Mnr. Pieter Taljaard het die prysgewen vir die beste artikel in Agrekon,die geakkrediteerde joernaal vanLevsa oor die laaste 12 maande. Mnr.Andries Jordaan het die tweede prysgewen in die kategorie vir die besteM.Sc.-verhandeling, mnr. Dikus vanWyk het die tweede prys gewen in diekategorie vir die beste opstel deur ’nLandbou-ekonomie-student en mnr.Henry Jordaan het erkenning ontvangas die beste voorgraadse student inLandbou-ekonomie aan die UV. Ere-lidmaatskap is ook aan prof. KlopperOosthuizen toegeken.

Landbou-ekonomie lewermeeste referate by konferensie

Prof. Andries Raath van die De-partement Staatsreg en Regs-filosofie in die Fakulteit Regs-

geleerdheid aan die UV het ’n merk-waardige akademiese prestasie behaaltoe sy akademiese besonderhede in dieWho's who in the world, twenty-secondedition, 2005, gepubliseer is. Dieinternasionale verwysingsbron ooruitstaande intellektuele prestasies ver-skyn reeds sedert 1898 en verleenerkenning en maak toekennings aanindividue wat prestasies in hul veldevan belangstelling behaal en daardeurbetekenisvol bydra tot die verbeteringvan die kontemporêre gemeenskap.

Oor die eer wat hom te beurt gevalhet, sê prof. Raath: “Ek is dankbaar datdie UV en die Fakulteit Regsgeleerdheidakademies internasionaal figureer.”

Hy is ook deur die InternationalBiographical Centre in Cambridge,Engeland, vir sy bydraes op die terreinevan die regte, filosofie en geskiedenisvereer. Daar is slegs 2 000 mensewêreldwyd wat toekennings, insluitend'n medalje vir buitengewone prestasie,ontvang. Die diploma en medalje wataan prof. Raath toegeken is, vermelddat hy een van die uitstaandeintellektuele in 2005 is.

Die toekennings aan prof. Raath isgemaak op grond van akademiese by-draes wat in internasionale publikasiesverskyn het oor die ontwikkeling vandie vroeg-moderne konsepsie van de-mokrasie, die regstaat en regsontwik-keling wat 'n belangrike impak in dievroeg-Reformatoriese en vroeg-mo-derne tydvak sedert 1500 gehad het.

Fifteen of these papers weredelivered outside the borders of SouthAfrica. Prof. Philip Nel, Head of thisdepartment said: “This is an exceptionalachievement for this department”. DrJaqueline du Toit, Dr Luna Beard andMs Stephanie Cawood mostly focused

on Biblical literature for children. DrAnnelie Lotriet talked about the inter-pretation of deception at the Federationof Translators' World Conference in Fin-land and Prof. Nel presented a paperon a cognitive linguistic analysis of theShepherd metaphor at the Society ofBiblical Literature in Singapore.
