• Owned or operated by a State, city, town, county, college or university…
• Designed or used for collecting or conveying storm water;
• Which is not a combined sewer; and
• Which is not part of a Publicly Owned Treatment Works (POTW)
Municipal separate storm sewer means a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, or storm drains)

Municipal Separate Storm Sewer System
Single buildings with stormwater runoff or a storm sewer that connects to a permitted Phase I or Phase II Municipal Separate Stormwater Sewer System (MS4) is not included in the Phase II Process at this time.

It Depends
MS4 that connects to another permitted Phase I or Phase II MS4 may be subject to Phase II, depending on the activities, potential exposure, the degree of regulation at the site, the system of conveyance and/or the stormwater runoff impact.
