ThisisthethirdannualreportfromtheWashingtonStateDepartmentofEcology(Ecology)onimplementationofStormwaterActionMonitoring(SAM),acollaborativeprogramfundedbymorethan90WesternWashingtoncitiesandcounties,theportsofSeattleandTacoma,andtheWashingtonStateDepartmentofTransportation(WSDOT).EcologymanagesSAM’srevenues,expenditures,agreements,andcommunicationof indings.

About SAM
StormwaterActionMonitoring(SAM)isthenewnameoftheregionalstormwatermonitoringprogram(RSMP)formunicipalstormwaterpermits.
ThegoalofSAMistoimprovestormwatermanagement,reducepollution,improvewaterquality,andreduce looding.Wedothisbymeasuringstormwaterimpactsontheenvironmentandevaluatingtheeffectivenessofstormwatermanagementtechniques.
Alljurisdictionslargeandsmallcanbene itfromSAMprojectsthataredesignedtoproduceregionallytransferable indings.AllpermitteescanimplementSAM indingstoprotectlocallakes,rivers,streams,andPugetSound.

Program Management
Oversight In2017,Ecologypublishedfourquarterlyreportsandthe2016AnnualReportonimplementationofSAM.
ThePRO‐Capproved8contractscopesofworkandseveralamendments,bringingthetotalnumberofagreementsto37forSAMprojectsfromprogramlaunchin2014throughtheendof2017.Thisnumberwillincreasein2018astheSWG‐approvedsecondroundeffectivenessstudiesandsourceidenti icationprojectsarebroughtundercontract.TheSWGcontinuestoapproveprojectsforSAMtofundandin2018willstarttoidentifystudytopicsandquestionsforathirdroundofeffectivenessstudiesandnewsourceidentificationprojects.Receivingwaterstudydesignandapproachwillalsoberefinedduringthistime.
Staff EcologyiscommittedtothesuccessofSAMandcontinuestostafftheSWG.
In2017,theSWGagreedtofundanotherFTEatEcologytoassisttheSAMCoordinatorinmanagingtheSAMprogramandoverseeingcontractedstudies.EcologyhiredtheSAMScientistmid‐year.TheSAMCoordinatorandSAMScientistworkwithprojectleadstodevelopdetailedscopesofworkforcontracting.Theyreviewdeliverables,approveprojectinvoices,managecash lowforthethreeSAMaccountsandmaintaintransparencytopermitteesandSWGstakeholders.
Stormwater Work Group TheStormwaterWorkGroup(SWG)ofthePugetSoundEcosystemMonitoringProgram(PSEMP)isacoalitionofrepresentativesoflocal,state,andfederalgovernments,environmentalandbusinessorganizations,publicports,tribes,andagriculture.
TheSWGformedin2008todevelopastrategic,coordinatedandintegratedapproachtounderstandingthestormwaterprobleminwesternWashington.
TheSWGwelcomesparticipationontheworkgroup’ssubcommitteesandcaucuses.
What is the connection between SAM and the SWG? TheSWGsetsprioritiesandmakesrecommenda‐tionstosupportSAMimplementationandotherstormwaterrelatedmonitoring.AllSAMprojectsareselectedandapprovedbytheSWG.
PermitteesandstateandfederalagenciesprovidefundingandleadershiponSAMprojects.EcologyservesastheadministrativeentitythatmanagesSAMfundsandexecutesSAMcontracts.ThePooledResourcesOversightCommittee(PRO‐C),asub‐groupoftheSWG,overseesEcology’sadministrationofSAMandapprovesallSAMspending.ThePRO‐Creviewsandapprovesprojects’scopesofworkandbudgets.

Budget Ecologyinvoicedparticipants,managedpermittees’annualfundingcontributionstowardSAM,andmanagedpaymentreceiptsinPARIS.
Atotalof$1,811,975wasspentin2017onprojectsandSAMmanagement.ThePRO‐CsentabudgetsummarytoSWGreportingthatSAMwasontracktospend97%ofthetotalSAMprojectbudgetsfor2013‐2018,whichareapproximately:$3.5millionforstatusandtrendsmonitoringinPugetSound;$6.5millionforeffectivenessstudies;and$600,000forsourceidentification.
Administrationcostsareestimatedtobe$250,000annually.EcologyiscommittedtothesuccessofSAMandhascontributedover$750,000since2010tolaunchandmanagetheprogram.

SAMhelditsfirstfindingssymposium.AllSAMstudieswereshowcasedforthe108peopleinattendance.Eachofthe14studyleadshighlightedgoals,projectstatus,andpreliminarymonitoringresults.Futuresymposiawillhighlightcompletedstudies.
SAMstaffconductedoutreachatconferencesandmeetingsin2017includingtheWashingtonStateHydrogeologySymposium,theAWCConference,andBakertoBay.SAMprojectswerealsofeaturedinseveralpresentationsatMuniConandStormCon.
AWCdevelopedacommunicationstrategyforSAM’stargetaudiences:stormwatermanagers,publicworksdirectors,agencymanagers,andcity/countyelectedof icials.Inearly2017,AWCconductedasurveyevaluatingtheseaudiences’knowledgeofSAM.

Contracts and Agreements Ecologyaddedorextended iveagreementsandclosed iveagreementsin2017.Ecologyalsounencumberedmorethan$57,000inunspentfundsfromcompletedandclosedagreementswithourEnvironmentalAssessmentProgramforworkrelatedtoSAMreceivingwaterstatusassessments.

Shoreline bacteria TheBeachEnvironmentalAssessmentCommunicationandHealth(BEACH)managercompiledexistingfecalindicatorbacteriadatafromthePugetSoundshoreline.TheSAMshorelinebacteria inalreportcameoutinearly2017.Datafrom27entitieswithdifferentsamplinggoalsshoweddiverseresults,whichwereexpected.Ambientmonitoringprogramstendtohavelowerbacterialevels.Programsthatfocusonmonitoringstormeventsorsourceidenti icationtendtohavehigherbacterialevels.RecommendationstoSWGforconsiderationofafutureSAMbacteriasamplingeffortaretoconsiderleveragingtheBEACHprogramsmosturbansitesandfocusingfutureSAMbacteriamonitoringoneffectivenessstudies.
Receiving Waters in Puget Sound SAMismonitoringandassessingtheimpactsofstormwaterrunoffinurbanandurbanizingareasinthePugetSoundnearshoreandsmallstreamenvironments.In2017,twooffourinitialreceivingwaterprojectswerecompleted,andoneprojectbeganasecondroundofmonitoring.FinalreportsforPugetSoundnearshoresedimentandPugetlowlandsmallstreamsSAMmonitoringprojectsareanticipatedinearly2018.
In2018,theSAMstatusandtrendsstudyleadswillconvenetodiscussthecompletesetof indingsandscienti icrecommendationsforreceivingwaterstatusandtrendsmonitoring.ThescientistswillmakerecommendationstotheSWGforamodi ieddesignapproachandprioritiesforfuturemonitoringthatwillbemostmeaningfulforstormwatermanagement.
Puget lowland streams Throughout2017,scientistsfromKingCounty,USGS,Ecology,andPugetSoundPartnershipcontinuedtodiscussandanalyzethislargedatasetfrom2015.
Early indingsaboutstreamconditionsaroundPugetSoundwerepresentedtothePSEMPFreshwaterWorkGroupandtheSWGforfeedbackontheanalysisapproach.The inalreportandrecommendationsforSAMstreammonitoringareanticipatedinearly2018.

Mussel contaminant monitoring WashingtonDepartmentofFish&Wildlife(WDFW)publishedtheSAMnearshoremusselmonitoringinalreportonthe irstround2015‐2016sampling,updatedtheQualityAssuranceProjectPlan,anddeployedmusselsforasecondroundofmonitoringin2017‐2018.WDFWstaffpresented indingsatSWGandPSEMPToxicsWorkgroupmeetings.
SAMstaffwroteanearshoremusselstechnicalmemowithadditionalspatialanalyses.
Amajor indingfromthe irstroundwasthattoxicorganiccontaminantsliketotalPAHs,PBDEs,PCBs,andDDTwerecorrelatedtourbanizationasmeasuredbyimpervioussurfacecover.Formetalstherewasonlyaweakspatialpatternrelatedtourbandevelopment,forzinc.
WDFWdeployedmusselcagesforthesecondroundofmonitoringinDecemberatmostofthesame40randomlyselectedsitesalongthePugetSoundurbanshoreline.

Bioretentionamendmentwithfungiandplants:U.S.FishandWildlifeServiceandWashingtonStateUniversityaremonitoringbioretentionmesocosmswithfungalamendmentsattheWSDOTShipCanaltestlocation.The inalreportisexpectedin2018.
BioretentionreductionofPCBs:KingCounty’sstudyoftreatmentandsequestrationofpoly‐chlorinatedbiphenylsbybioretentionsoilsisusingthesamemesocosmsasthefungiamendmentstudy.The inalreportisexpectedin2018.
Retrofits KingCountycompletedtheMonitoringStormwaterRetro itsintheEchoLakeDrainageBasin inalreport.Theysummarizedthestormwatertreatmenteffectivenessofbioretentionplanters,aFilterradevice,anddetentiontanks.Theplantersreduced lowsandconcentrationsofmostcontaminants,butrunoffwasnotalwaysabletoentertheplanterswheninletswerecloggedwithdebris.Thisstudyprovidesnewinformationontreatmentofcommonstormwaterorganiccontaminantsandthebene itsofretro itsinspace‐constrainedhighwaycorridors.

Source Control TheCityofLakewoodcompletedtheBusiness Source Control Effectiveness Studyfinalreport.TheysummarizedPhaseIandIIpermittees’recordsonthetypesofbusinesses,frequenciesofinspections,andsourcecontrolBMPsemployed.Thestudyrecommendedallbusinessesintheauto/boat,food/retail,andlandusagecategoriesbeinspectedtoassessrisk.Highriskbusinessesshouldbeinspectedannuallyoreveryotheryear.Businesseswhereissuesareidenti iedshouldberevisitedeveryothermonthuntiltheproblemisresolved.Inspectionfrequenciesofexistingprogramscouldbeadjustedbasedonthestudy indings.

Regionalstormwaterfacilityretro itinFederalWay:KingCountycompletedmonitoringoftheretro itteddetentionpondandbioretentioncellsthatmakeuptheregionaltreatmentfacilityneartheHylebosCreekheadwaters.The inalreportisexpectedinlate2018.
Second Solicitation Round for Effectiveness Studies
TheSAMCoordinator,SWGeffectivenesssubgroup,andEcology’sstormwaterengineersreviewedandscoredtenfullproposals.EightmovedontotheSAMEffectivenessStudiesworkshopattendedbymorethan60stakeholders.Permitteesvotedtoranktheproposalsandprovidedfeedback.
TheSWGapproved ivenewstudiesinJune.Twomoreprojectsweredirectedtoaddressconcernsintheirproposalsbyformingtechnicaladvisorycommittees.Oneprojectwasencouragedtoreapplywithmoreregionalpartnersinafutureroundoffunding.
Bytheendof2017,SAMstaffhadthreedetailedscopesofworkreadyforcontracting.
