Stebelton Music & Vending Pool League Sanctioned by Valley National Eight Ball Association (VNEA) and Ohio Coin Machine Association (OCMA) Welcome to the Winter 2019 pool league season!!! We are in our 27th year of VNEA League in Newark…Thank you to all who have participated and assisted over the past 27 years. This is the largest league we have had to date! Thank You! PLEASE NOTE: DUES ARE NOW $35 PER WEEK WITH ALL OF THE EXTRA $5 GOING INTO THE SPRING SHOOTOUT TOURNAMENT All players playing this session (except those sanctioned during the summer session) need to fill out sanction information and pay the sanction fees of $11.00 per player, on or before the first night they play. Any players added without submitting the required information prior to submitting the score sheet will pay sanction fees of $15.00 per player. Enclosed is information regarding the operation of our league program. Captains (as well as other team members) should familiarize themselves with the rules and procedures to be followed. If you have any questions, please don’t hesitate to contact Rod Stebelton at (740) 808-0384. Instead of sending emails we are communicating exclusively through Compusport alerts. Please download the ap and follow your team to receive up to date information about the league. Our email address is [email protected]. If the breaker scratches while pocketing the 8-ball on the break, the incoming player has the option of a re-rack or having the 8-ball spotted and begin shooting” Since we are only using single part score sheets, each team should fill out their own and both captains should sign both. Although only the winning team needs to send a picture of the completed and signed score sheet, it would be best if both teams sent the score sheet in case of camera (or operator) errors. and Ohio Coin Machine Association (OCMA)

Revised Winter 2019

Procedures of play:

1. All matches are scheduled to START PLAY at 7:00 P.M. unlessotherwise scheduled. (real time, NOT bar time) Get to your match site andfill out the rosters before 7:00. The match should start AT 7:00 P.M. (Thegrace period to start a match is 15 minutes, which means you must have atleast three rostered players (this includes subs) to start a match 15 minutesafter the scheduled starting time, unless both team captains agree to startthe match. Each player has 5 minutes to start an individual game from thetime his game is called. No matches will be forfeited until 7:30 P.M.Teams without all players present at 7:00 may start and even “playahead” with present players.

2. HOME TEAM provides the score sheet. Each team provides their ownenvelope.

3. All players MUST pay the weekly fees. Pay or DON’T Play!!!All fees MUST be paid each night. (If you don’t pay, you MUST pay beforeyour scores will be entered. New players MUST pay the sanctionfee and MUST PROVIDE COMPLETE NAME ANDCOMPLETE ADDRESS OR THEIR SCORES WILL NOT BEENTERED. ALSO PLAYERS PLAYING WITHOUT FIRSTSENDING IN THEIR INFORMATION WILL PAY $15SANCTION FEE. DO NOT WAIT UNTIL THE END OF THENIGHT TO SEND THESE IN. ALSO DO NOT PUT THEM INTHE ENVELOPE IN THE TABLE. All league fees are to be collectedand placed in the team envelope. This envelope will be turned at at thelocation you are playing. There is a slot on the end of the table where thecue ball is returned to place the envelope. Only money is to be placed inthe envelope…NO SCORESHEET AND NO SANCTION INFORMATIONIS TO BE PLACED IN THE ENVELOPE. BOTH TEAMS SHOULD TAKE ACLEAR PICTURE OF THE SCORESHEET AFTER BOTH CAPTAINSHAVE SIGNED IT. IT SHOULD BE IMMEDIATELY TEXTED TO 740-808-0384 or EMAILED TO [email protected]. ALL PLAYERSANCTION INFORMATION SHEETS FILLED OUT SHOULD ALSO BESENT IN BY THE SAME METHOD.

4. The FIRST NIGHT of league play (and/or the first time a player plays in any session), all players must fill out a player sanction form with ALL of their mailing information for sanctioning purposes. IF THERE ARE NO ADDRESS OR TELEPHONE CHANGES FROM THE PAST SESSION, YOU MAY LIST COMPLETE NAMES FOR ALL PLAYERS YOU WISH TO HAVE ON YOUR ROSTER. This is not a change from previous sessions, only a reminder.

5. Any new unsanctioned (by Stebelton Music) player must pay the $11.00 sanction fee the first night they play. The sanction fee is good for a complete VNEA year (June 1st – May 31st)

6. Please use your address, a relative’s address, but NOT the bar’s address. They do NOT want your magazines or any other offers from VNEA or us. You must fill out a new sanction information form each session because it is the only way we can catch address or phone number changes. Even if you haven’t moved, please fill it out anyway. You may not have given all information before or we may have entered it incorrectly. Please provide an email address for each player. This way, if the captain can’t receive his or her email for any reason, other players may get it. I NEVER HAVE SENT JUNK EMAIL (Jokes, etc.). I will, however, provide standings each week and other pertinent pool information, like tournaments, etc.

7. C DIVISION will play with handicap this session. (A “week” of league play is defined as playing 3 out of the 4 games. The average printed on the weekly standings will come into play the week after the player has played 9 games, as shown on the standings. You do not need to calculate anyone’s average, as the player only uses their average the week after 9 games are shown on the standings. For most players, playing 3 or 4 games per night, the average won’t come into play until the 4th week. It is possible, if a player only plays 1 game per night, that their average won’t come into play until the 10th week.

8. Matches are to be played according to Stebelton Music League Guidelines. Valley Rule Book governs, however portions of this procedural guide supersede minor contradictory information in the VNEA rule book. This information has been altered to accommodate our local league system. ALL MATCHES MUST BE PLAYED ON ONE POOL TABLE ONLY!!!

PLEASE NOTE I HAVE INCLUDED A SUPPLY OF

SINGLE PAGE SCORESHEEETS FOR YOUR USE. EACH TEAM SHOULD FILL OUT THEIR OWN SCORE SHEET. AFTER BOTH TEAMS TAKE A CLEAR PICTURE OF THE WINNING SCORE SHEET, EACH CAPTAIN KEEPS ONE OF THE SIGNED COPIES IN CASE OF TECHNICAL DIFFICULTIES WITH THE PICTURE. YOU MAY USE THE SINGLE PART TO KEEP YOUR OWN SCORE.

9. In divisions using handicap, to begin play, the home team lists their players

from the highest to lowest average. The visiting team then lists their players from the highest to lowest average. AFTER THE AVERAGE IS IN EFFECT (see #4 above), IF THIS RULE IS NOT FOLLOWED, IT WILL RESULT IN AN AUTOMATIC LOSS OF THAT ROUND.

10. After the first round, the home team maintains it’s original play order player numbers 1 to 5). The visiting team rotates it’s play order according to the numbers on the scoresheet (player numbers 6 to 10).

1. Subs can be played in later rounds by inserting their name(s) in the appropriate position(s) and marking the “Sub.” box to the right of their name. Subs must be listed before the start of each round. Opposing team captain must be notified before the start of the round in which the substitution is being made.

2. A substitute player is not allowed to play any opposing player more than once.

3. Once a player has played, he/she must keep that same position unless removed for a round and reinstated in a later round.

11. *The “spot” is figured by subtracting the average of the lower player from the average of the higher player and placing the value in the box marked “Spot”. The maximum spot per player per round is 3 points.

12. *Just like previous years, all players who have never played in our league play without a handicap for the first 3 weeks (9 games, see item #7 above). If the player has played on the Thursday night league before, they will use their highest average from previous sessions for the first 3 weeks. If they played last year and they weren’t listed on the original roster, their average should be listed in the Yellow Section. Any special feats (Eight Ball Run-out, ERO or Eight on the Break, 8Brk) must be marked on the score sheet in order for the player to receive credit for them. FOR THE A and B DIVISIONS ONLY, WE WILL USE STATE TOURNAMENT RULES REGARDING 8-ON-THE-BREAK FOR A DIVISION ONLY. RULE IS A FOLLOWS: “If an 8-ball is pocketed on the break, the breaker may ask for a re-rack or have the

8-ball spotted and continue shooting. If the breaker scratches while pocketing the 8-ball on the break, the incoming player has the option of a re-rack or having the 8-ball spotted and begin shooting” A division will still get credit for making the 8-ball, but it will not give them

an automatic win. 13. ERRORS AND OMMISSIONS WILL BE CORRECTED ONLY IF

SUBMITTED BY EMAIL NOT LATER THAN 1 WEEK FOLLOWING THE POSTING OF THE STANDINGS.

14. Each round should be totaled and the entire match totaled for the top section. Each team receives 1 point for winning each round and 1 point for the total. An additional round point is awarded for the total of the last game for each round. In the event of a tie, the total of the last 2 games of each

round will determine which team gets the 6th round point. (A total of six team points between the two teams). If a team ties for a round (or the grand total), the number of individual wins will be used to break the tie. The Compusport program will automatically calculate the rounds won per team, but teams may enter those on the score sheet if they want.

15. If a team forfeits twice in a session, they will lose all of their prize money, BOTH TEAM AND PLAYER MONEY. In case of a forfeit, the winning team receives 6 round points and the forfeiting team receives 0. A score sheet listing at least 5 players totaling 20 games won must be filled out by the team expecting to receive the 6 points. Both teams must pay their dues. Intentionally forfeiting because you have a couple of team members refusing to play at a particular location, etc. will result in a 6-0 score. Forfeits are not fair to anyone, especially the team who is there to play!

16. Each team should figure their own money ($11.00 per player sanction fee and $35.00 per team team fee) and enter these in the middle bottom section of the score sheet. A space is provided for the envelope serial number for each team. Each team turns in their own money in their own envelope in the slot in the pool table (above the cue ball return pocket) at the location where they are playing. Personal checks are accepted, made payable to Stebelton Music & Vending Leagues. In the event of returned checks for any reason, there will be a $25 handling charge.

17. The only information needed on the envelope is team name (provided by a sticker), date, and amount enclosed. The captain should seal the envelope prior to turning it in.

18. Barring unforeseen circumstances, match results and stat sheets will be available by noon the day after the match.

19. If a match is cancelled by either team for weather, etc., the “Match not played” form must be faxed in the same night of play. One person from each team must sign the form and state the proposed make-up match date. The make-up game must be played with two weeks of the original scheduled date and must be played at the originally scheduled location.

20. Money will be paid back as follows: The total dues collected (or which should have been collected) less the Administration fees ($2.00 per player per week) will be paid back as follows: Each player will receive $.80 for each game won, providing they have played at least 7 nights, as defined in item 7, otherwise their money will go into the team prize fund. As voted on at our meeting August 25, 2013, each properly earned and recorded ERO will earn $1.00. Please see VNEA rule book for proper definition of ERO. The remaining will be divided proportionally and paid back to all teams, based on final placing (rounds won).

21. The first place team in each division will receive $125 of the state entry spot. A team can only win one spot in a VNEA year (June 1st – May 31st). If the same team wins first again, their state entry spot will roll down to the second place team. The First place team in B and C divisions may automatically move up to A and B respectively. The last

place team in A and B may automatically move down to B and C respectively. This may have to be adjusted to teams joining or leaving the league, and will be addressed if necessary.

*Information on handicap only applicable to division(s) using handicap…currently only C division. OCMA State Tournament THURSDAY (SINGLES), May 2 – Sunday, May 5, 2019 The first place team will receive a spot for the OCMA State Tournament (see above). Other spots may be available. (The last several years, I turned away extra spots) It is possible that I won’t know if we can get “extra” spots until Tuesday, April 23 2019. Therefore, if you would like to go to state, and haven’t earned a spot, plan now (Days off work, babysitters, hotel rooms, etc.) You can always cancel rooms at the last minute. In order to purchase an entry for Canton, your team must have played at least 2 of the 3 sessions for this league year (June 2018-May 2019). The “extra” open division spots will be offered as followed, based on total rounds won from both divisions: 1. Teams who played A division both sessions, 2. Players who played A division one session and B division the other, 3. Players who played B division both sessions, and so on down through C division (If we have 3 divisions) Included in your packet is a “Team commitment form “ for extra state spots. To be eligible to buy an extra state spot, this form must be signed by at least 3 players and returned by the deadline. The current OCMA requirements for participation in the state tournament are as follows:

Players must play 9 nights in a session or 12 nights in 2 sessions. A night is defined as playing a majority of their games (3 out of 4). Please be aware of this and rotate your players accordingly. There is a field on the weekly standings for “Nights Played” so you can track your progress and player qualifications.

These same qualifications apply for our Spring Shootout tournament, and no subs are permitted for the Spring Shootout. PLEASE NOTE THAT IN CANTON, NO VNEA OR OCMA DESIGNATED INTERMEDIATE OR MASTERS PLAYERS ARE ALLOWED ON AN OPEN DIVISION TEAM.

2019 Pool Tournament Changes approved June 21, 2018:

ALL Team Events now will start on Friday. With all Team Events starting on Friday, things will move a little slower.

Created Two New Team Events: Open Masters Team ($400 entry fees plus $105 green fees) & Ladies Master Team ($350 entry fee plus $64 green fees).

By creating two New Masters Team Events, then allow only 1 Master Player to be listed on a AA Team State Tournament ROSTER (both Open and Ladies AA Teams).

This is new information and replaces rules shown later in this blue section.

SOME REGULATIONS MAY CHANGE LATER THIS SUMMER!!!

OCMA/VALLEY POOL LEAGUE TOURNAMENT

RULES & REGULATIONS* ELIGIBILITY Charterholder: Only operators who qualify under the definition of amusement machine operators adopted by the Code of Regulations and By Laws of the Ohio Coin Machine Association may apply to participate in the OCMA/Valley Pool League Tournament. They must hold a valid charter issued by the VNEA, be an operator member of OCMA and hold a valid charter issued by the OCMA. Player: Only players composed of Pool Leagues participating in OCMA operator-formed leagues, competing on equipment owned and operated by member operators will be eligible to compete in the state tournament. All players must be sanctioned by the VNEA and comply with all OCMA/VNEA eligibility requirements. LEAGUE FORMAT/ORGANIZATION Organization will be Pool Leagues, played on coin-operated OCMA pool charterholder owned tables. The game may be played in the following types of leagues: Open League (A & AA Divisions) - may consist of men and/or women players (3, 4 or 5-person teams). A league must consist of a minimum of four teams. Women's League (A & AA Divisions) – must consist of women only (men are allowed on a women's roster at the local level; however, if they plan on competing in the women's division at the State Tournament, the man must be taken off the roster); and (3-person teams). (A women's team that competes in an open league MAY compete in EITHER the Open or Women's Division at the State Tournament. A women’s team that competes in a women's league MAY compete in EITHER the Open or Women's Divisions at the State Tournament.) A league must consist of a minimum of four teams. The format of the games will be league play. Each member operator will be responsible for organizing a league or

leagues of players and conducting an agreed upon league schedule for a minimum of 9 WEEKS. A league must be organized on tables owned and operated by that OCMA Charterholder and must have a separate schedule from any other league system. A Charterholder may organize a league and schedule matches on another operator’s/charterholder's equipment, if both charterholders agree. Shared leagues are permitted. All games on a charterholder's schedule must be played on tables owned and operated by an OCMA charterholder – not on any “location owned” tables or tables “leased” exclusively during league play.

2

Each league shall operate and compete under the Rules and By-laws and Constitution of the Valley National 8-Ball League Association and the OCMA/Valley Pool League Tournament. Each Charterholder league shall operate within the framework of the Organization and as an independent unit and MAY use the following as guidelines:

a) Elect their own officers (president, vice president, secretary-treasurer) b) Establish prize fund amounts and distribution method. c) Establish length of schedule (minimum 8 weeks). d) Establish special rules confined to their own participation. e) Establish holiday layoffs if desired. f) Determine the number of teams and restrictions based on the nature of players. g) Settle or arbitrate any protests arising from National or Local Rule infractions during a regularly scheduled league match. h) Establish all league award categories and recognitions. i) Administer the collection, safe-guarding and distribution of all their league funds.

The charterholder shall be responsible for maintaining its own records and standings throughout the competitive schedule. STATE TOURNAMENT

For example - for players scheduled to play 4 (or 5 games per night, the player must play 3 games for the night to be counted as a "night". Players scheduled to play 4 (or 5 games per night that only play 2 games will NOT be counted as "night” nor can multiple nights be added together to make a night...players can't receive "half credit" for only playing 2 out of 4 of their scheduled games so they cannot accumulate half nights to qualify as a full night. All players must be sanctioned by the VNEA. No sleeveless shirts, halter-tops, swim suits, frayed/worn out jeans/pants, no mini-skirts/dresses shorter than three inches above the knee may be worn. Also proper footwear is required (eg. closed toe shoes - no "flip-flops", sandals, etc.). All shorts must be clean, neat, presentable, hemmed and of proper length to be allowed. Rugged cut-offs will not be allowed. No vulgar language on shirts or spoken. No gambling of any kind is permitted. All players, upon request, must be able to show positive I.D. Team Roster Addition/Change Policy - A team may add/subtract players to their tournament roster prior to the tournament, under the following guidelines ONLY: Subs may be chosen within the league system ONLY under

3

extenuating circumstances (medical emergency, death in the family, etc). A sub must play a minimum of NINE (9) nights in one session or TWELVE (12) nights in two sessions. The Charterholder must include sub paperwork with the tournament entry form paperwork. The sub must be pre-approved by the OCMA office prior to start of the state tournament. Team Eligibility - The competition is open to teams from OCMA & Valley Charterholders. The teams must be sanctioned and players verified by a standing sheet and sanction cards. (These eligibility requirements are different from the International Tournament. Please refer to the VNEA Rule Book for International Eligibility Requirements.) Standing Sheets/Schedules/Rosters - All Schedules and Rosters must be sent to the OCMA office pursuant to the Annual Calendar. Standing Sheets must be submitted for each session. Team standing and roster sheets must be physically attached to each tournament entry form. Failure to do so will result in those teams NOT being entered in the State Tournament Registration Fees – Open A Division is $125 per team. Women's A Division is $100 per team. Open AA Division is $300 per team. Women's AA Division is $250. These entry fees are subject to change. Returned Registration Fees Policy – Charterholders will be responsible for any unused tournament entry forms using the following formula: Returned within 8-14 days of the state tournament, 50% of entry fee due; returned within 7 days of the state tournament, 75% of entry fee due. Tournament Tables - Tournament table prices will be set prior to the tournament, including setting green fee rates. Team Division Rules/Regulations: Open A Division - Any team competing in an Open Division during league play may compete in the Open A Division at the State Tournament. A team must be composed of at least three (3) original players from their league team and add a fourth and fifth player from within their same league system. An undetermined number of teams from the Open A Division will be placed on the Open AA Players List for future years. A women's team that competes in an Open Division at the local level MAY compete in either the Open or Women's Divisions at the State Tournament. A man is allowed on a women’s roster at the local level; however, the man shall be taken off the state tournament roster. An undetermined number of teams from the Women’s A Division will be placed on the Women’s AA Players List for future years. No Professional, Master, Intermediate or AA players are eligible to compete on a Women’s A team. Teams/players must meet previously disclosed eligibility

No AA players are eligible to compete on an A Team. An unlimited number of AA and VNEA Intermediate players can compete on an AA Team. Players/teams maintain AA status perpetually UNTIL each player petitions the OCMA, in writing, by June 30th requesting to be removed from the list. Stebelton Music & Vending Thursday Night Pool League

Winter Session Team Commitment form In preparation for the Spring Shootout (Thurs March 21, Sat/Sun March 23/24, Thurs March 28, Sat March 29, finals Sunday March 30), and Canton Tournament I am asking the following questions to be answered by every team in the league. Please note that with the additional tables available this year, we may not need to play either Sunday and possibly only the first Saturday. Also, to determine how many Singles Entries we need (all divisions) and determine if we need to do qualifying tournament(s) for them please indicate your interest below. Please fill out this form and take a picture tonight!!! Team Name_________________________________________________ Is your team playing in the Spring Shootout?_________ Is your team playing in the Canton State Tournament?_________if so, what division?________ Please list team members interested in Singles Spots: Player name Division (circle one) _____________________ Open A Ladies A Open AA Ladies AA Masters Ladies Master _____________________ Open A Ladies A Open AA Ladies AA Masters Ladies Master _____________________ Open A Ladies A Open AA Ladies AA Masters Ladies Master _____________________ Open A Ladies A Open AA Ladies AA Masters Ladies Master _____________________ Open A Ladies A Open AA Ladies AA Masters Ladies Master Canton Singles entry fees: Open A/Ladies A - $60; Open AA/Ladies AA - $80; Masters - $120;

Ladies Masters - $100

Spring Shootout Information: All teams are eligible to participate in the Spring Shootout. As discussed prior to starting the fall session, the draw will be totally random; not weighted by division. Each team has (and will continue with the winter session) to pay an extra $5.00 per week into the Spring Shootout fund. IT IS NOT A REQUIREMENT TO PLAY IN THE SPRING SHOOTOUT (even though you paid for it), but in order to make plans I need to know which teams are or are not participating. If you choose to participate, but fail to show up for any matches, your team will be forfeited out of the Spring Shootout (unlike past years you can’t fail to show up on Saturday and then come back in the losers side Sunday or Thursday). Also, if you choose to participate, but forfeit out, you are not eligible to purchase an entry for Canton. If you wish not to participate, you may still purchase an entry for Canton; please discuss

this with the entire team and make a decision. These dates were announced in September, so if you don’t have enough people to participate, please don’t commit to playing and forfeit out…no one likes forfeits. To make the Shootout go faster, we will do a 15 game format like is played in Canton

Open Entries for Canton Information:

Sometime later we should be notified how many Singles entries we will receive for Canton (all divisions). We may be able to get additional entries and/or will need to hold qualifying tournaments to allocate the spots. Having your interests know now will make this planning much easier, so please think about this seriously before responding. Like last year, the Singles events will take place on Thursday May 2 and the team events will begin Friday May 3. In order to participate, you must have 9 nights in one session (or 12 in two), same as Canton team qualifications. DEMAND FOR OPEN SINGLES SPOTS NORMALLY OUTWEIGHTS THE NUMBER OF ENTRIES AVAILABLE, THEREFORE WE ARE HOLDING 2 QUALIFIER TOURNAMENTS (JANUARY 13; MUST PRE-REGISTER BY JANUARY 3 AND APRIL 13; MUST PRE-REGISTER BY MARCH 28). YOU MUST PREPAY $70 PER PERSON BY THE ENTRY DEADLINE IN ORDER TO QUALIFY. IF YOU ARE SUCCESSFUL IN EARNING A SPOT (8 AVAILABLE FOR THE JANUARY 13 QUALIFIER) $60 WILL APPLY TO YOUR ENTRY AND GREEN FEES. THE OTHER $10 WILL GO TO EITHER THE FIRST PLACE FINISHER (OR FIRST AND SECOND, DEPENDING ON NUMBER OF ENTRIES).

Canton Team Information: ***In the past, many teams want to go to the state tournament in Canton by buying their way in. Many times I can get extra spots that other charter holders don’t use. Sometimes, I don’t know if or how many until as late as Wednesday prior to the start of the tournament. Generally speaking, at the state tournament, there are no substitutions of players. So, make sure you and your entire team understand their commitment before signing this form.

1. My team will go to the state tournament in Canton. 2. In the event my team doesn’t earn their way to Canton, I authorize the entry fee to be deducted from my team’s prize money to pay for the spot, whether the team actually goes or not. In the event we haven’t earned enough to pay for our spot, we will promptly pay the difference. We may be asked to pay a security deposit by April 1 if it looks like we won’t have earned enough to buy the spot. The current costs for entry is as follows: Open A, $125 plus $75 greens fee; Open AA, $300 plus $100 greens fee; Womens, $100 plus $60 greens fee; Womens AA, $250 plus $80 greens fee; Masters $400 entry plus $105 greens fee; Womens Masters $350 entry plus $64 greens fee. 3. If my team defaults and doesn’t show up or participate at the state tournament, for any reason, we will not be eligible as a team (either by team name or majority of the same players) to purchase an “extra spot” into the state tournament for the next two years.

After suggestions from several players last year regarding Canton…If your team is going to Canton, either by winning an entry or buying a spot, you must play with that team. If your original team is not going to Canton, you may be a sub on another team that is going to Canton, but only if your original Winter Session team is not going. The only exception to this rule is the predominately Ladies teams which have added a male to their team. The males may play with any other team in Canton, but must pre-register with me.
