SCHEDULE OF TECHNICAL REQUIREMENTS FOR FIBRE GLASS REINFORCED PLASTIC (FRP) WINDOWS OF BG MAIN LINE AND EMU COACHES

0. FOREWARD 0.1 This Schedule is intended to cover the technical requirements/provisions relating to

materials, constructions and tests and does not include all the necessary provisions of the contracts.

0.2 This schedule draws references to some of the relevant Naval, UIC, ASTM and other Indian

Standard specifications. Unless otherwise specified, the latest version of the relevant specifications shall be taken as reference.

0.3 For the purpose of deciding whether a particular requirement of this schedule is complied

with the final value observed or calculated, expressing the result of a test or analysis, shall be rounded off in accordance with the IS: 2. The number of significant places retained in the rounded off value should be the same as that of the specified value in this schedule.

0.4 In this schedule, due consideration has been given to the development in the field of

polymeric materials process technologies, serviceability requirements of the Indian Railways as the practice followed in advanced countries in this field.

0.5 This schedule consists of two sections i. e- Section-A and Section-B. Section-A covers the

technical requirements, methods of sampling and tests for the Sheet Moulding Compound proposed to be used for manufacture of FRP products for use on Indian Railways and Section- B covers infrastructure requirements for manufacture, testing and quality control at the works of the manufacturers.

SECTION-A

1. SCOPE 1.1 This schedule covers the technical requirements and methods of sampling and tests of FRP

components i.e. Louvre shutter, window frames of Glass shutter and lavatory banjo frames moulded from sheet moulding compound (SMC). This schedule should not cover the testing procedure for windowsills and guides for use on main line, EMU, DMU and MEMU coaches.

2. REQUIREMENTS 2.1 MATERIAL 2.1.1 Window frames of glass shutters, lavatory banjo frames and louvre shutters shall be

manufactured from sheet moulding compound (SMC) to RDSO/2007/CG-01.

2.1.2 The colour of the SMC shall be off-white or as agreed to between the purchaser and supplier.

2.2 WORKMANSHIP AND FINISH 2.2.1 The product shall be free from crack, crazing, blisters, porosity, air bubbles, dry spot and

other surface defects. 2.2.2 The surface of the product should be smooth and aesthetically appealing. 2.2.3 The louvre shutter shall be moulded as a single piece by applying single shot moulding

process. Stage moulding is strictly prohibited. 2.3 DIMENSIONS AND TOLERANCES 2.3.1 The product shall be manufactured as per relevant drawings. For dimensions on which no

tolerances have been indicated in the drawings, tolerance as per Annexure-I shall be applicable.

2.4 PAINTING 2.4.1 The product after complete assembly shall be painted with polyurethene paint of reputed

brand. The colour shall be as specified in clause 2.1.2. 2.5 PHYSICAL PROPERTIES 2.5.1 The FRP components i.e. single piece louvre shutter, two-piece glass shutter & banjo frame

shall satisfy the physical properties listed in Table-I. Tests shall be carried out for respective properties at temperature of 27 ± 2 ºC and relative humidity of 65 ± 5 % as per test procedure mentioned in Table-I.

repeat the tests as laid down in schedule No. RDSO/2007/CG-01 at an interval to be decided by them or during change in composition, process of manufacture etc.

3.0 SAMPLING AND CRITERIA FOR CONFORMITY

The tests consist of type test and acceptance test. 3.1 Type test 3.1.1 During type test raw material i.e. SMC shall be tested as per RDSO specification No.

RDSO/2007/CG-01. The test on raw material shall be repeated as per clause 2.6. 3.2 Acceptance Test The tests shall consist of:

a) Visual examination

3.2.1 The number of samples for a lot size of 2000 Nos. or part thereof is given below: 3.2.1.1 10% of the lot offered for inspection shall be visually examined for conformity as per

clause 2.2. 3.2.1.2 Dimensional checks as per clause 2.3 shall be carried out on 1% of the lot offered for

inspection subject to a minimum of 10 frames. 3.2.1.3 For physical properties, the No. of samples to be selected for tests as per clause 2.5 shall

be minimum 5 or 0.25% of the lot offered whichever is more. The number of tests to be done are indicated in Table-II.

sectional area and both sides painted Note: - The test Specimens for Resistance to spread of flame and Deterioration of visibility due to smoke shall be moulded from the each batch of SMC. The thickness of the samples shall be 3 to 4mm. The sample for Limiting Oxygen Index and Toxicity tests shall be taken from the finished product. The sample for toxicity test shall be taken either from single piece louvre shutter or Two piece glass shutter frame and lavatory window banjo shutter frame, if all items are manufactured from same batch of SMC. 3.3 The sample shall conform to the requirements as laid down in this schedule of

requirements. Should any of the samples selected as per clause 3.2.1.3 fail to meet any one of requirements as given in clause 2.5, double the quantity of samples stipulated in clause 3.2.1.3 shall be selected for re-tests. The number of re-tests to be carried out will be double the number specified in Table-II. Should any of the specimens fail to meet the requirement of any one of the tests on re-test, the entire lot shall be rejected.

3.4 In the event of the rejection, the entire lot offered for inspection, shall be made un-useable

in the presence of inspecting / purchasing authority. 4.0 MARKING 4.1 The following shall be marked in raised letters during moulding on the FRP components:-

i) Manufacturer’s initials / trade mark. ii) Month and Year of manufacture. iii) Batch number iv) IR mark.

5.0 PACKING 5.1 The glass window frames / lavatory banjo frames or louvre shutters shall be securely

packed in Corrugated Boxes or other suitable material to avoid scratching / damage during transit and storage.

6.0 WARRANTY

The warranty period will be 30 months from the date of supply or 24 months from the date of fitment of the FRP windows. In case FRP window cracks/fails within the warranty period, it shall be replaced by new one without any cost.

7.0 DRAWINGS

List of drawings applicable to different type of coaches are enclosed at Annexure-II. However, it is the duty of the manufacturer to ensure that the FRP components are manufactured to the respective drawing with latest alterations.

SECTION -B

REQUIREMENTS OF INFRASTRUCTURE FACILITIES TO MANUFACTURE FRP COMPONENTS

1. SCOPE 1.1 This Section covers the infrastructural requirements for manufacture of Fibre Glass

Reinforced plastic window assembly complete and components for main line and EMU coaches.

2. REQUIREMENTS 2.1 All vendors seeking registration with RDSO must fulfill the requirements of this schedule. 2.2 Manufacturers having in-house SMC production plant shall be preferred. 3. PLANT, MACHINERY AND INFRASTRUCTURE REQUIREMENTS 3.1 The manufacturers shall have adequate space and covered area with cemented floor to

accommodate the following:

a) Damp free place for storage of powder chemicals and other raw materials including bought out items.

b) Independent manufacturing areas for various FRP components and SMC separately. c) Storing of SMC rolls & components and dispatch of finished products. d) Finishing and inspection area.

3.2 SMC manufacturing plant owned by any manufacturer should be capable of producing

500mm width (Min.) SMC sheet and shall be equipped with speed controller. The firm shall also have stainless steel container with high-speed motorised stirrer for resin mixing.

These facilities are mandatory with the sub-vendor from whom SMC is being procured in case the firm does not possess SMC manufacturing plant of it’s own.

3.3 The manufacturer shall have at least two hydraulic presses of 150 MT capacity each with digital type electronic temperature indicator, pressure indicator and timer in-built in the control panel with auto-release synchronization for pressing and curing. The moulds should be heated either electrically or with thermic fluid.

3.4 The manufacturer shall have at least one number hydraulic press of at least 300 MT

capacity with digital type electronic temperature indicator, pressure indicator and timer in-built in the control panel with auto-release synchronization for pressing and curing.

3.5 Manufacturer shall have at least one drilling machine with provision for drilling different

dia holes and at least two portable hand grinders for finish grinding of components.

3.6 The firm shall have suitable tools, cutters, fine polishing files etc. for de-flushing the

moulded products. 3.7 The manufacturer's should have a system to ensure that moulds are checked at regular

intervals. They shall have adequate mould handling facilities like chain pulleys or electric hoist or any other suitable method to lift and change heavy moulds.

3.8 The firm shall have storage facilities with controlled temperature, separate closed space for

storing mats and SMC with arrangement of steel racks maintained at 20ºC to 25ºC. Sufficient and suitable racks should be available for proper stacking of SMC.

3.9 The firm must ensure that critical inspection of the first moulding and the last moulding of a

production run is essentially carried out to ascertain the behaviour of the dies / moulds in operation and product quality.

3.10 Prior to release of dies / moulds for production, it should be ensured that these are checked

dimensionally in all respects including its mounting on the hydraulic press. The firm must list out the method of checking the dies / moulds i.e. either on plaster of paris blocks or on auto cad arrangement. Proper records of die / mould, inspection / checking showing the date of checking, all important colours and dimensions must be maintained. All ill effects of dies / moulds or their matching with press must be recorded. The remedial measures taken must be documented.

3.11 The firm shall have a conveyerised unit of spray painting booth for applying polyurethane

paints on the components with adequate capacity of air compressor for supplementing the spray process. The painting booth should be located in such way that the dirt & dust does not get embedded.

3.12 The firm must ensure availability of a separate close space for spray painting with required

ventilation keeping in view the use of polyurethane paint. 3.13 The manufacturer seeking approval shall have at least one number dies / moulds for each

item along with minimum one number die for test laminates. It should be ensured that the moulds are regularly checked for accuracy of various dimensions.

3.14 Proper weighing facilities for measuring various raw material constituents and SMC should

be available. One electronic weighing balance of minimum 5 kg. capacity and one mechanical weighing balance of 300 kg. capacity shall be available.

3.15 It must be ensured that the weighing machines are calibrated regularly and frequency of

calibration is specified.

4. TESTING FACILITIES 4.1 The manufacturer shall have one Universal/tensile testing machine of 5 MT capacity having

a least-count of 2.0 kg with adequate speed of testing required for FRP components. 4.2 The firm shall have test facilities to conduct bending test, insert and bolt pull out test and

must have the required mandrels for such tests. 4.3 The firm must have one Rockwell hardness testing machine with R-scale arrangement for

checking the hardness of FRP components (0-120R). 4.4 The firm shall have at least one number direct reading specific gravity balance for

determination of specific gravity. 4.5 The firm shall have one chemical balance (0-300gm) with 0.01 gm least-count for weighing

purpose, required for fibre content determination. 4.6 The firm shall have one izod impact testing machine, suitable for testing of FRP products. 4.7 The firm should ensure that the arrangement is available for falling weight indentation test

having ball and cylindrical weights of 7 kg. 4.8 The firm should ensure that the arrangement is available for measuring water absorption

percentage. 4.9 One muffle furnace (0-1000ºC) with digital temperature controller and indicator and one

oven (0-300ºC) with temperature controller and indicator required for glass content determination should be available.

4.10 A hot plate for boiling water test of FRP shall also be available. 4.11 The firm should have testing facility for conducting test for Resistance to spread of flame as

per Appendix-11 of UIC – 564-2 OR. 4.12 The firm should have in-house testing facilities for conducting tests for Limiting Oxygen

Index, Deterioration of visibility due to smoke and Toxicity. 4.13 The manufacturer shall have at least 3 Nos. of silica crucible of 4" (100mm approx.) size for

glass content test and two Nos. of glass dessicators. Other glassware like beakers, watch plate, funnel etc. should also be available.

4.14 The firm must ensure that the measuring instruments like steel scales (500 & 1000mm),

vernier calipers (0-300mm) with digital display and depth gauge (0-10mm) are available.

4.15 The manufacturer shall have test sample preparation arrangement like vice, cutter, polishing files etc. for preparation of various samples for tests for tensile strength, hardness, specific gravity etc.

4.16 All measuring and checking gauges for different FRP components to ensure the dimensions

as per drawings should be available. 4.17 The testing room should have the facility of air-conditioning and controlling the humidity

for conducting all the tests in controlled temperature. 4.18 Jigs & fixtures for conducting load test, tensile test etc. should be available. 4.19 Rubber hardness tester should be available for checking the hardness of rubber items. 4.20 Dial thickness gauge should be available for checking thickness of the glass. 4.21 All the temperature controller should be calibrated once in three months. 5. QUALITY CONTROL REQUIREMENTS 5.1 The manufacturer shall have their own valid ISO: 9001 - 2000 certification for the product

for which an approval is sought. 5.2 There should be a system to ensure the traceability of the product beginning with raw

material stage to finish product stage. 5.3 There should be a system to ensure 'first-in first-out' for all raw materials and intermediate

stages to finish products. 5.4 The firm must ensure that there is a Quality Assurance Plan for the product detailing the

following aspects:

• Organisation chart • Process flow chart • Stage inspection details from raw materials stage to finish product stage. • Various parameters to be checked and level of acceptance of such parameters indicated

and method to ensure control over them. • Disposal system of rejected raw material and components.

5.5 The quality manual of the firm for ISO: 9001 - 2000 should clearly indicate the control over manufacturing at every stage and testing of the said Railway product.

5.6 There shall be at least one graduate degree holder person in relevant technology with field

experience of at least 5 years or a diploma holder with experience of 10 years on thermo setting polymers for regular production.

5.7 There shall be at least one responsible person having graduate degree with minimum 5 years of experience or a diploma holder with 10 years of experience on thermo setting polymer products capable of testing and quality control of FRP. He shall be in-charge of quality control department and independent of production department.

5.8 The firm must ensure that proper analysis is being done on monthly basis to study the

rejections at various stages of production and is documented. 5.9 The firm must ensure that latest version of all the relevant IS, ASTM, UIC, Naval and

RDSO standards specifications and drawings with latest alterations are available. 5.10 The firm must ensure that minimum 3 sets of GO and NO GO gauges are available for

5.11 The firm must ensure that minimum 1 number full scale fixture of body side window

complete is available to check the smooth movement of window glass and louver shutters. 6. DOCUMENTATION

Firm shall maintain following documents / records:

6.1 A well documented Quality Plan. 6.2 Incoming raw material register with TC reference of supplier as well as internal test results. 6.3 Maintenance of stock register for use and balance of raw materials, bought out items and

SMC. 6.4 Stage inspection results including finished products results. 6.5 Records of internal rejection and its analysis vis-a-vis action plan. 6.6 Records of final products inspection by external agencies (like RDSO), NCR and case

analysis as well as action taken thereof. 6.7 Records for maintenance of dies / moulds. 6.8 Ensure that proper system is available for dealing with customer complaint. 7. TRAINING 7.1 Training need should be identified for all concerned officials and regular training shall be

organised and imparted on maintenance of machines, quality assurance, safety parameters etc.

APPENDICES

APPENDIX-A

BENDING TEST

Bending tests on product shall be conducted in a manner shown in Fig.1 (sheet 1&2) on a universal/tensile testing machine. The speed of the testing machine shall be 50mm / minute. Three test specimen shall be prepared as per figure 1 (sheet 1&2) each from top, side and bottom frames from 3 different samples selected. In case of louvre shutters, 3 additional specimen shall be pre-pared from centre vertical stiffener. Each test specimen shall withstand the corresponding load indicated at Sl.No.1 of Table-I. Test on laminae shall be conducted on full single laminae as shown in figure. Three laminaes shall be tested.

APPENDIX-B INSERT PULL OUT TEST

The insert pull out test shall be carried out in a manner as shown in Fig.2. The specimen shall be clamped in a stationary grip and the metal fixture shall be clamped in the movable grip of the universal/tensile testing machine as shown in Fig.2. Tensile load shall be applied at the machine speed of 50mm / min. and the load at which the insert comes out shall be recorded. The test specimen shall be examined for the nature of failure whether the insert has been pulled out or the thread has failed. Six test specimens shall be prepared from 3 top frames and another six specimen from 3 bottom frames. All these 12 specimen shall be tested for insert pull out. The load at which the insert comes out or the thread fails shall be as per item 2 of Table-I.

APPENDIX-C BOLT PULL OUT TEST

The test shall be carried out on universal/tensile testing machine using the fixture as shown in Fig.2. The rate of pulling of the machine shall be 50mm / minute. The outermost hole of the bottom portions of side frame and hole at the top portion of the side frame shall be selected for this test. Twelve specimen shall be prepared from 6 different side frames and tested. The nature of failure i.e. whether the specimen has failed by tensile fracture of the section of by bolt pull out shall be recorded. The load at which each specimen fails shall be as per item 3 of Table-I.

FALLING WEIGHT IMPACT TEST

The tests shall be carried out in a manner as shown in Fig.3 (sheet 1&2) by using 7 kg cylindrical and ball indentors. Three test specimens shall be prepared each from top, side and bottom frames, out of the samples selected for test. In case of louvre shutters 3 additional test pieces each of centre frame and laminaie shall be prepared. The locations at which the impact loads are to be applied have been shown in Fig.4 (Sheet 1&2). The cylindrical and ball indentors shall be dropped from a height of 300mm for top and side frame, 450mm for bottom frame and 200mm for centre frame and on laminae only cylindrical indentors shall be dropped from a height of 400mm. The observations shall be made on the striking / indentation surface of the specimen for any indentation, damage and fracture. There should be no fracture. The indentation or damage in ball impact, if any, shall not spread beyond 15mm in any direction from the centre of indentation. Penetration of the indentor on thin section or surface crack or resin layer (to be ascertained by sectioning) shall not be considered as failure. In the case of cylindrical indentor, indentation or damage shall not spread beyond 15mm in both side and depth of indentation or damage not beyond 5mm. _______________________________________________________________________________

APPENDIX-E HARDNESS TEST

The hardness shall be tested on side, top, centre and bottom frames as given in Schedule RDSO/2007/CG-01. Test shall be carried out on 3 specimens each of top, bottom and side frames. In case of louvre shutter only 3 additional specimens of centre frame and laminae shall be tested. Each specimen shall comply with the requirement given at item 5 of Table-I. ________________________________________________________________________________

APPENDIX-F WATER ABSORPTION TEST

Test shall be carried out as per ASTM D-570. Three test specimen shall be selected from any member of the louvre shutter / glass frame at the discretion of the inspecting authority. The average value shall be taken for consideration as given in Table-I. ________________________________________________________________________________

APPENDIX-G TENSILE STRENGTH TEST

Test shall be carried out as per ASTM-D-3039. Five test specimen of the size 150X10X3 shall be prepared from the fins at least one from each of the top, side and bottom frame. In case of louvre shutter one sample each shall be taken from the fins of the centre frame and the laminae with its original thickness. The rate of traverse of the machine shall be adjusted
