RE: NORTHERN MANITOBA ABORIGINAL HEALTH STRATEGY

WHEREAS, Resolution # 96-04-08 supported the establishment of a northern First Nations Health Care System; and,

WHEREAS, The current Northern Manitoba Aboriginal Healing Strategy was supported by MKO Resolution # 2007-09-01, during the 26th Annual General Assembly of September 2007; and,

WHEREAS, The Northern Manitoba Aboriginal Health Strategy objectives include:

1. Complete a comprehensive health assessment of Northern Manitoba Aboriginal peoples based on consultation and collaboration with northern First Nations people and Metis; and,

2. Develop a Northern Manitoba Aboriginal Health Strategy (NMAHS) based on the outcome of the health assessment that will address the short, medium and long term health needs of northern Aboriginal people; and,

3. Initiate the implementation of the NMAHS and create a sustainability plan to ensure continuance of the program past the life of Aboriginal Health Transition Fund (AHTF) funding; and,

WHEREAS, The Northern Manitoba Aboriginal Health Strategy is commencing its third year of operation with a carry-over of surplus funding; and,

WHEREAS, The Northern Manitoba Aboriginal Health Strategy must complete the development and implementation of the health strategy with a focus on sustainability.

THEREFORE BE IT RESOLVED, That the Chiefs in Assembly support a development and consultation process to establish the Northern Manitoba First Nations Health Authority through expansion of the current Northern Manitoba Aboriginal Health Strategy under the Aboriginal Health Transition Fund.

BE IT FURTHER RESOLVED, That the Chiefs in Assembly support the establishment of a Health Centre in Thompson, Manitoba as an initial step to establishing a Northern Manitoba First Nations Health Authority.

BE IT FINALLY RESOLVED, That the Chiefs in Assembly support the Northern Manitoba Aboriginal Health Strategy to explore and secure appropriate partnerships for the continued development and implementation of the health strategy.

RE: ELDERS ADVISORY COUNCIL TO NORTHERN MANITOBA ABORIGINAL HEALTH STRATEGY

WHEREAS, Elders who attended the focus group session in October 2009 at Opaskwayak Cree Nation expressed an interest to be involved in an advisory capacity with the Northern Manitoba Aboriginal Health Strategy.

WHEREAS, The Northern Manitoba Aboriginal Health Strategy invited Elders from the three Tribal Council areas and Independent First Nations to attend a focus group session at Opaskwayak Cree Nation in October 2009.

WHEREAS, Elders attended from Swampy Cree Tribal Council (1), Island Lake Tribal Council (1), Nisichawayasihk Cree Nation (2), and one member of Pimicikamak Cree Nation.

WHEREAS, These Elders contributed much insight and direction to the information gathering efforts required of the Northern Manitoba Aboriginal Health Strategy and stated they wished continued involvement in an advisory capacity with the Northern Manitoba Aboriginal Health Strategy.

WHEREAS, The Northern Manitoba Aboriginal Health Strategy is entering its final year of activities which focus primarily on strategy development and implementation with a focus on sustainability.

THEREFORE BE IT RESOLVED, That the Chief in Assembly support appointed Elders from the three Tribal Council areas and four Independent First Nations ofMKO to participate in an advisory capacity with, the Northern Manitoba Aboriginal Health Strategy.

RE: MKO REGIONAL SUICIDE INTERVENTION STRATEGY

WHEREAS, There is currently no regional suicide intervention strategy specific to Manitoba Keewatinowi Okimakanak; and,

WHEREAS, Suicide in the MKO region is two times higher that the provincial average and if charted properly the suicide attempts and completion rates may be tracked in noticeable clusters; and,

WHEREAS, In response to suicide attempts in our First Nations communities, MKO's Health Department has confirmed that the federal and provincial responses to suicide crises are fragmented and slow, if they respond at all; and,

WHEREAS, MKO First Nations communities require a regional suicide intervention strategy that focuses on community strengths and long term solutions to reduce or eliminate the incidents of suicide in their respective communities; and

WHEREAS, MKO currently receives $20,000.00 from FNIH which has been used to augment AMC's regional conferences on youth suicide.

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly support the MKO Grand Chief and Health Department in accessing funds from Canada and Manitoba to develop and implement, in collaboration with the MKO Tribal Councils and Independent First Nations, a regional suicide intervention strategy in the MKOregion.

BE IT FURTHER RESOLVED, That the MKO Chiefs in Assembly adopt the attached report and recommendations as a basis for the MKO Suicide Prevention & Intervention Strategy.

RE: MKO DECLARATION OF STATE OF EMERGENCY: WINTER ROAD CRISIS

WHEREAS, The winter road system to the remote MKO First Nations on the east side of Lake Winnipeg has collapsed and has been closed by the Province of Manitoba before the completion of all planned shipments of food, fuel, housing packages, water and wastewater treatment equipment and other critical supplies due to the early onset of spring weather;

WHEREAS, The MKO Chiefs in Assembly have been advised by the Shamattawa First Nation, the Northlands First Nation, the Barren Lands First Nation, the St. Theresa Point First Nation, the Red Sucker Lake First Nation, the Garden Hill First Nation, the Wasagamack First Nation, the God's Narrows First Nation, the Manto Sipi Cree Nation, the Bunibonibee Cree Nation and the York Factory Cree Nation that only about one-half of the required and planned shipments to these communities were made prior to the early closure of the winter road system; and

WHEREAS, As an example, in the case of the Red Sucker Lake First Nation only 30 of approximately 60 truckloads of water treatment plant materials have been shipped and an estimated 780,000 pounds of housing materials remain to be shipped; and

WHEREAS, Delays in obtaining project approvals from Indian and Northern Affairs Canada and other financial approvals have contributed to delays in mobilizing shipments by these First Nations; and

WHEREAS, Efforts to organize an airlift of the remaining shipments of food, fuel, housing packages, water and wastewater treatment equipment and other critical supplies by Hercules aircraft have not been successful as the Hercules aircraft available through private charter are already fully booked conducting similar airlifts to communities in Northwest Ontario;

WHEREAS, These circumstances have created a State of Emergency in the MKO First Nations affected by the early closure of the winter road system and have confirmed the urgent requirement for the development of a Climate Change Adaptation Strategy and Fund for the MKO First Nations ..

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly declare a State of Emergency in all MKO First Nations affected by the early closing of the winter roads system.

BE IT RESOLVED, That the MKO Chiefs in Assembly demand that Indian and Northern Affairs Canada immediately allocate the necessary resources and personnel to support the organization of an airlift of food, fuel, housing packages, water and wastewater treatment equipment and other critical supplies in order to address this State of Emergency in the MKO First Nations;

FURTHER BE IT RESOLVED,

That the MKO Chiefs in Assembly call on the Minister ofNational Defense and the Minister of Indian and Northern Affairs to immediately mobilize Hercules aircraft operated by the Department of National Defense to address the State of Emergency in the MKO First Nations and to work with the MKO First Nations in establishing a Climate Change Adaptation Strategy and Fund for the MKO First Nations.

RE: NORTHERN AUTHORITY BOARD OF DIRECTORS

WHEREAS, MKO Chiefs have the statutory obligation and powers to select and appoint the Northern Authority Board as per Section 6(2) of The Child and Family Services Authorities Act; and,

WHEREAS, the current Northern Authority Board terms as a board has expired; and,

WHEREAS, MKO Executive Council on February 2nd, 2010 at Opaskwayak Cree Nation passed a motion to appoint new board members to the Northern Authority Board; and,

WHEREAS, the Swampy Cree Tribal Council has advised MKO that SCTC will conduct an internal process to determine its appointee to the Board of the Northern Authority and will forward the recommendation of SCTC to MKO in the near future;

WHEREAS, The MKO Chiefs in Assembly have concerns regarding certain past decisions of the Board of the Northern Authority, including the process applied during the making of these decisions, which decisions require a review and may require revision or amendment;

WHEREAS, The MKO Chiefs in Assembly have concerns regarding the bylaws of the Northern Authority, which bylaws require review and revision to make these bylaws consistent with the Child and Family Services Authorities Act; and

THEREFORE BE IT RESOLVED, That the MKO Chief-in-Assembly approve and ratify the following appointees: Joe Guy Wood for ILFNFS, Walter Wastesicoot for A was is Agency, Albert Apetagon for KSMA, Ron Fiddler for OCN, Gail Gossfeld for NCN Wellness and Michael Anderson for MKO.

BE IT RESOLVED, That further to section 7 of the Child and Family Services Authorities Act, the MKO Chiefs in Assembly appoint Walter Wastesicoot as the Chair of the Northern Authority Board.

FURTHER BE IT RESOLVED, That the Chiefs in Assembly direct the Northern Authority to review past decisions of the Board of the Northern Authority to ensure consistency with proper procedure and to make amendments to the current bylaws of the Northern Authority to ensure that the bylaws are consistent to the Child and Family Services Authorities Act.

RE: REINSTATING CREE NATION CHILD & FAMILY CARING AGENCY AND AWASIS BOARD OF DIRECTOR'S & REVIEW OF THE AJI-CWI PROCESS

WHEREAS, MKO Chiefs in Assembly have a legal obligation to advance and advocate for the interests of northern First Nations; and,

WHEREAS, MKO Chiefs are signatories to AJI-CWI devolution of CFS and the transfer of Authorities; and,

WHEREAS, The Chiefs are concerned about the recent decisions and actions of the Northern Authority with regard to the "order" for a review of the CNCFCA (SCTC) and Awasis Agency; and,

WHEREAS, Under the current regime there is a lack of communication with MKO with regard to official reviews of our child care agencies and mutually agreed upon protocols are required.

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly demand the Northern Authority begin negotiations with the SCTC Chiefs to transfer the mandate of Child and Family Services (delivery) to the First Nations Governments; and

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly demand that the Northern Authority immediately reinstate the authority and function of the A was is Board of Directors; and

BE IT FURTHER RESOLVED, The Chiefs in Assembly request for a total review on the AJI-CWI process and a preliminary report be tabled at the next Annual MKO General Assembly.

RE: TOMORROW'S HEALERS AHHRI PROJECT - HEALTH CAREER PLANNING FOR MKOYOUTH

WHEREAS, There is a widespread shortage of First Nations health workers; and,

WHEREAS, Health education and career planning for First Nation youth is critical to addressing this shortage; and,

WHEREAS, MKO has completed a one-year pilot project funded under AHHRI through FNIHB entitled Tomorrow's Healers: Health Career Planning for Northern Manitoba First Nations Youth. Further plans would be to utilize the career planning tools developed through the initiative to further educate First Nation youth. Implement a health careers ambassador component where youth can learn firsthand about health careers through their local nursing station and or the Burntwood Regional Health Authority and other health facilities; and,

WHEREAS, Develop a proposal for Tomorrow's Healer's program for the 2010-2011 fiscal year for submission to AHHRI through FNIHB.

THEREFORE BE IT RESOLVED, MKO Chiefs in Assembly to support the Tomorrow's Healers project and authorize MKO to jointly submit a proposal with the Burntwood Regional Health Authority to AHHRl for further funding.

RE: NORTHERN HEALING STRATEGY

WHEREAS, the Northern Healing Strategy will no longer be funded by the Aboriginal Healing Foundation, of which was administered, as of March 31, 2010; and,

WHEREAS, The Northern Healing Strategy has provided fourteen service sites in the MKO region in the past six years with various mandates and services to Survivors of the Residential School experience; and,

WHEREAS, a majority of residential school related healing projects have been affected by funding cuts causing disruption of services to survivors and their families of residential school experience; and,

WHEREAS, the fourteen Aboriginal Healing Strategy sites provided and advised on services for residential school survivors in primary care such as therapy, intensive counseling sessions, Traditional approaches to healing and others methods for wellness; and,

WHEREAS, a majority of the residential school survivors have not made any claims despite having been affected by the residential school experience; and,

WHEREAS, the intergenerational effects of the residential school experience continues to affect individuals in all our northern First Nation communities.

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly support MKO Health in pursuing funding to continue and expand the services provided to the residential school survivors and their families, through the Northern Healing Strategy.

BE IT FURTHER RESOLVED, That the MKO Chiefs in Assembly call on the Federal government to extend the Aboriginal Healing Foundation, which supports numerous community based healing projects in MKO region.

RE: RESIDENTIAL SCHOOL SURVIVORS CULTURAL SUPPORT SERVICES

WHEREAS, Northern Manitoba Residential School Survivors do not have counseling services that are available and situated in northern Manitoba; and,

WHEREAS, First Nations & Inuit Health, Manitoba Region has accessed funding to provide cultural support services to residential school survivors; and,

WHEREAS, First Nations & Inuit Health, Manitoba Region has identified service providers who are located in southern Manitoba, which makes access to such services difficult for northern Residential School Survivors; and,

WHEREAS, Manitoba Keewatinowi Okimakanak's Health Department has advocated for the cultural support services to be located in northern Manitoba at the current Health Office; and,

WHEREAS, First Nations & Inuit Health, Manitoba Region has advised that this is an opportunity worth pursuing with their planning committee.

THEREFORE BE IT RESOLVED, That the Chiefs in Assembly support the MKO Grand Chief and Health Department in advocating that cultural support services be established for northern First Nations Residential Schools Survivors, in northern Manitoba, through the MKO Health Department.

WHEREAS, The MKO Pandemic Initiative continues to receive requests for assistance from member First Nations and Tribal Councils with finalizing their pandemic response plans and MKO needs to finalize its draft Incident Command System.

WHEREAS, In May 2009, MKO refocused existing resources to assist member First Nations and Tribal Councils in response to the threat of the HlNl Pandemic.

WHEREAS, MKO assisted member First Nations and Tribal Councils with lobbying on their behalf, monitoring and surveillance of the pandemic cases, trends and clusters, training of Incident Managers, establishing and supporting a working group to address MKO First Nation needs and establishing an Incident Command System.

WHEREAS, MKO together with SCO hosted a debriefing session in Winnipeg February 10, 2010 which included representatives from First Nations communities, Tribal Councils and First Nations Health Authorities.

WHEREAS, The debriefing session confirmed that there continue to be many deficiencies in the response to HlNl and, in particular, completion of pandemic response plans and finalizing the MKO Regional Incident Command System.

WHEREAS, The federal and provincial governments are implementing an all hazards community plans to be mandated to Manitoba Association ofNative Firefighters (MANFF), while MANFF is not mandated to address or experienced in public health issues such as pandemic preparedness.

THEREFORE BE IT RESOLVED, That the Chiefs in Assembly support the MKO Grand Chief and Health Department in pursuing MKO Pandemic Initiative funding for one more year to ensure that First Nations Pandemic Response Plans and the regional Incident Command System are finalized and ready for implementation in response to future pandemics and emergencies.

RE: Climate Change Adaptation Strategy and Fund for the MKO Region

WHEREAS, The Traditional Knowledge of the MKO First Nations and Western Scientific Knowledge each say that climate change is contributing to progressively earlier failures of the Manitoba winter road system as well as to shorter periods during which the winter roads are open each year, such as the collapse of the MKO winter road system in early March, 2010; and

WHEREAS, The 30 MKO First Nations of northern Manitoba are primarily located in Canada's boreal region as well as in the parkland and tundra-transition regions and are significantly vulnerable to the effects of climate change, including, but not limited to:

• changes in the predictability, periodicity and severity of weather; • changes in water flows and levels; • changes in the frequency and intensity of forest fires; • changes in the habitat, seasonal movements and migration routes of fish, birds and

animals; • changes in reproductive success, populations and abundance of fish, birds and

animals; • changes in the habitat, quality and abundance of plants, berries, teas and medicines; • changes in ice, snow and ground conditions, including changes to permafrost areas

and peatlands; and • impacts on transportation, including winter-focused local haulage and harvesting

activities such as supplies, foods, fuel timber and gravel.

WHEREAS, The Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCC) has acknowledged that the "(i)lmpacts of climate change are likely to be felt most acutely not only by the poor, but also by certain segments of the population, such as the elderly, the very young, the powerless, indigenous people, and recent immigrants, particularly if they are linguistically isolated. "

WHEREAS, The nations participating in the UNFCC meetings in Copenhagen in December, 2009 determined that an international fund be established to promote the development and implementation of Climate Change Adaptation Strategies to assist indigenous communities in effectively adapting to the effects of climate change.

WHEREAS, MKO Resolution 2010-03-04 (Rev. 1.0) calls on the Minister of National Defense and the Minister of Indian and Northern Affairs "to work with the MKO First Nations in establishing a Climate Change Adaptation Strategy and Fund for the MKO First Nations."

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly direct the MKO Grand Chief and the MKO Secretariat, working in collaboration with the MKO First Nations, to secure funding through the UNFCC Climate Change Adaptation Fund and to develop an MKO Climate Change Adaptation Strategy as an urgent priority.

WHEREAS, Funding for the MKO Tuberculosis Strategy is required for the 2010/2011 fiscal year; and,

WHEREAS, Over the previous three years, the MKO Tuberculosis Strategy received funding from FNIH which must cover the salary for a Coordinator and the Annual Tuberculosis Conference; and,

WHEREAS, There is little if any money for activities beyond the conference and reporting requirements under the current funding regime; and,

WHEREAS, Haphazard funding arrangements leaves planning and implementation to occur in several weeks rather than over a period of months; and,

WHEREAS, No funding from the province has been confirmed for this fiscal year, although many requests were made; and

WHEREAS, The inadequate funding commitment to the MKO TB Strategy compromises its main objective of developing and implementing a broadly effective TB Strategy for MKO First Nations; and,

WHEREAS, The Manitoba Tuberculosis Control Unit budget and staff have been cut back which concerns MKO, since there is such a great need for this type of activity in our region; and,

WHEREAS, Tuberculosis is of epidemic proportions and growing in First Nations communities.

THEREFORE BE IT RESOLVED, That the Chiefs in Assembly support the MKO Grand Chief and Health Department in pursuing adequate funding from Canada and Manitoba for the Tuberculosis Strategy for the 2010/2011 fiscal year and future years.

WHEREAS, Funding is required to support the Finding Our Ancestors Project; and,

WHEREAS, The Finding Our Ancestors Project was derived from the 2009 MKO Tuberculosis Conference; and,

WHEREAS, The Finding Our Ancestors Project is designed to assist First Nations people locate their ancestors that were admitted to sanatoriums for treatment of tuberculosis and never returned home; and,

WHEREAS, The ancestors passed on while receiving treatment and were buried in close proximity to the sanatoriums; and,

WHEREAS, The burial sites of those who passed on at these sanatoriums have been difficult to locate for reasons which include privacy legislation, unmarked graves, failing memories and inaccessible records primarily due to the privacy legislation; and,

WHEREAS, First Nations who have lost relatives continue to search and need assistance to locate the burial sites; and,

WHEREAS, Adequate funding to support research activities and potentially, repatriation efforts, is in dire need.

THEREFORE BE IT RESOLVED, That the Chiefs in Assembly direct the Grand Chief and Health Department in securing adequate funding to fully implement the Finding Our Ancestors Project.

RE: HUMAN RIGHTS IMPACTS OF CANADA'S ROLE IN WINTER ROAD EMERGENCY

WHEREAS, The winter road systems to the remote MKO First Nations have collapsed and have been closed by the Province of Manitoba in early March, 2010 due to the early onset of spring weather and before the completion of all planned shipments of food, fuel, housing packages, water and wastewater treatment equipment and other critical supplies; and

WHEREAS, While the government of Manitoba has taken steps to work with the MKO First Nations to maintain and re-route winter roads in order extend the 2009-2010 winter road season as much as possible, the government of Canada has taken no substantive actions to support the urgent materials, supplies and fuel requirements of the Shamattawa First Nation, the Northlands First Nation, the Barren Lands First Nation, the St. Theresa Point First Nation, the Red Sucker Lake First Nation, the Garden Hill First Nation, the Wasagamack First Nation, the God's Narrows First Nation, the Manto Sipi Cree Nation, the Bunibonibee Cree Nation and the York Factory Cree Nation; and

WHEREAS, Delays in obtaining project approvals from Indian and Northern Affairs Canada and other financial approvals have contributed to delays in mobilizing shipments by these First Nations, which in turn has already resulted or will soon result in delays in the construction of urgently needed housing and water treatment systems which, in turn, will adversely impact the health and well-being of the affected MKO First Nations; and

WHEREAS, through Resolution 2010-03-04 (Rev. 1.0) the MKO Chiefs in Assembly have declared a State of Emergency regarding the collapse of the winter road system; and

WHEREAS, the MKO Chiefs in Assembly have observed that the government of Canada is often a first- or early-responder to crises and emergencies affecting non-First Nation communities in Canada and elsewhere in the world; and

WHEREAS, the MKO Chiefs in Assembly have asserted that Canada's delays in project approvals, together with Canada's continuing inaction in responding to the collapse of the MKO winter road system are resulting in or contributing to violations of the basic human rights of the affected MKO First Nations.

THEREFORE BE IT RESOLVED, That the MKO Chiefs in Assembly direct the MKO Grand Chief and the MKO Secretariat to immediately prepare and communicate a statement to the public, parliamentarians and legislators that Canada's continuing inaction in responding to the collapse of the MKO winter road system are resulting in the violation of the basic human rights of the affected MKO First Nations.
