I am following up on your inquiry regarding the North Fair Oaks Community Plan, and the status of the rezoning of the lands in the vicinity of Middlefield Road and Edison Way targeted for rezoning in the Community Plan. On November 15, 2011 the San Mateo County Board of Supervisors adopted the North Fair Oaks Community Plan. The County completed environmental analysis of the Plan, in the form of a Final Environmental Impact Report, which was also certified by the Board of Supervisors November 15, 2011.
The North Fair Oaks Community Plan is part of the County General Plan, focused specifically on North Fair Oaks. Based on input from the community, it describes a vision and goals for future development in North Fair Oaks (NFO), with the intent of meeting the expressed needs of NFO residents. The Community Plan identifies certain areas in the neighborhood where changes in land use are desirable, and calls for the preparation of regulations to implement that vision. In addition to regulations around what may be built in specific areas of North Fair Oaks, the Plan includes a broad range of policies related to health, infrastructure, transportation, housing, economic development, and other topics. The pages below provide information on the Community Plan, ongoing implementation actions, and the completed, ongoing, and future phases of rezoning required to implement the Community Plan.
As part of the rezoning process, the County is working with residents and other stakeholders through an outreach process involving community meetings, meetings with the North Fair Oaks Community Council, Planning Commission hearings, and Board of Supervisors hearings, to draft, refine, adopt and implement the revised zoning. The community outreach process for Phase 1 and Phase 2A of the North Fair Oaks Community Plan has already been completed and activated. The Phase 2B rezoning process is underway, and tentatively scheduled for completion at the Board of Supervisors on July 23, 2019.
The attached excerpts from the Land Use portion of the North Fair Oaks Community Plan are part of what the Board of Supervisors has approved, but are not yet finalized and activated. As we conduct the community outreach process for Phase 2B we will make adjustments and alterations as our staff sees necessary. The Phase 2B community outreach process is estimated to be completed and new land use zoning activated by January 2020, subject to change.

The maximum height for industrial buildings is 40 feet or 2 stories. Stand-alone multi-family residential has a maximum height of 50 feet or 5 stories. To support higher-density transit-oriented development within a ¼ mile of the potential multi-modal transit station, allowed building heights are up to 70 feet or 6 stories for all allowed uses except for industrial uses, which are limited to 40 feet or 3 stories. The FARs under this land use designation are 1.0 for industrial uses, 1.5 for commercial and institutional uses, and 2.5 for mixed-use development.
As with the Neighborhood Mixed-Use development standards, there is a maximum 10-foot front setback for commercial and institutional buildings and a maximum 15-foot setback for stand-alone residential uses. Any industrial uses allowed in this area must have a minimum 10-foot front setback and a maximum 20-foot front setback. However, if office uses are located within a larger industrial structure, and the office use faces onto the street, the County may waive the front setback for the office portion of the structure, in order to encourage active uses on the street In addition, at the corners of buildings at intersections, setbacks are encouraged from the property line to preserve sightlines for vehicles and provide space for community amenities such as plazas, landmarks (i.e. public art, etc.), and outdoor activities. Side and rear setbacks will be regulated by the County’s building and fire code regulations, except in areas where the
rear of commercial, institutional, or industrial uses are directly adjacent to residential uses, in which case a minimum 20-foot setback is required.
