INTRODUCTION

Founded in 1991, Environmental Design International inc. (EDI) is a full service, certified minority and woman-owned, disadvantaged (M/W/DBE), environmental consulting and engineering firm. Headquartered in Chicago, EDI’s team of engineers and scientists offer a variety of environmental, engineering, and industrial hygiene services to clients within the public and private sector. EDI’s growth and success is attributed to EDI’s focus on the diverse needs of our clients. Repeat business from Fortune 500 Companies to Governmental agencies at the local, state, and federal levels—with just about everything in between—is a strong indication that EDI project teams have more than the technical knowledge to meet and exceed client demands. EDI employs Professional Engineers in multiple states (PE), Engineers-in-Training (EIT), Professional Land Surveyors (PLS) in multiple states, Professional Geologists (PG) and Certified Industrial Hygienists (CIH). Other staff in the USEPA AHERA (Asbestos Hazard Emergency Response Act of 1986) fields, are licensed through multiple state departments of public health. The EDI team has access to state-of-the-art equipment and tools, CAD systems which ensure that EDI clients receive the most up-to-date information access and deliverables. • EDI is a joint venture partner for an IDOT project, providing construction inspection and quality assurance testing for improvements to the interchange of I-94 (Bishop Ford Expressway) and Stoney Island Avenue on Chicago’s Southside.

• EDI is the Civil Engineer of Record for the large, multi-disciplinary team charged with producing the design for the expansion and renovation of the University of Chicago Laboratory Schools (UCLS).

• As a prime consultant to the City of Chicago Department of Aviation, EDI is providing environmental services in support of the O’Hare Modernization Program. Services include Phase I and Phase II Environmental Site Assessments (ESAs), General Environmental Sampling, Asbestos/Hazardous Material/Universal Waste Surveys, and Confirmation Air Sampling.

• EDI provides professional technical guidance, oversight and special project assessments as the Owner’s Representative for Environmental Design Management Services to the Chicago Public Schools (CPS), Capital Improvement Program (CIP).

Civil and Construction Engineering

EDI offers full services associated with engineering planning, preliminary and final design documents, and construction inspection and observation. EDI has significant design experience incorporating materials that are compatible with densely developed urban sites. Our design work includes site development, public parks, airports, highways, and municipal roadways and streets. Our site design experience includes facilities for educational institutions, airports, hospitals, and private developments. Design services include: horizontal and vertical geometrics, grading, demolition and material re-use, stormwater drainage design, sanitary sewer systems, water main design, detention/retention systems, construction cost estimating, technical specifications, required State and Local Agency permitting, design of improvement in accordance with current Americans with Disabilities Act (ADA) Standard requirements. EDI staff have also completed intersection design plans; pavement marking design associated with pedestrian movements, vehicular movements, and parking facilities; and peer reviews of design documents completed by other design professionals. Our team of construction engineers and inspectors has extensive experience on a variety of large infrastructure projects that focus on meeting design requirements while minimizing impacts to adjacent properties and communities. Clients rely on EDI to provide construction inspection services, project finalization, and the required documentation that certifies all elements have been completed in accordance with the design documents. This attention to detail during the construction stages helps ensure the project is constructed within budget. Environmental Consulting EDI has established a solid record of performance in helping our clients solve their environmental cleanup, compliance, and pollution prevention issues. EDI has completed thousands of Phase I and II Environmental Site Assessments (ESAs), provided Underground Storage Tank/Above Ground Storage Tank (UST/AST)-related services, RCRA/CERCLA site investigation and remediation design work. EDI continues to work for banks, industries, commercial institutions, investment funds, government agencies, and private individuals. EDI is also experienced in community relations for high profile environmental cleanup projects. EDI has designed and directed numerous soil and groundwater remediation efforts beginning with specification design and ending with agency closure. These efforts are as simple as soil excavation and disposal, to detailed remediation systems. EDI has successfully completed hundreds of soil and groundwater investigations for clients that range from private property owners to the USEPA. These investigations require thorough knowledge of federal, state, and local regulations. EDI has addressed EPA Brownfield sites, state remediation programs, state UST programs, and other development sites. EDI has several professional engineers and an environmental staff that can provide Clean Construction and Demolition Debris (CCDD) Related Consulting services for planning and construction activities. Industrial Hygiene

EDI assists clients in compliance with health and safety regulations by development and implementation of cost-effective strategies to maximize productivity and profitability, while minimizing risk and potential loss. EDI provides a wide range of safety and industrial hygiene (IH) services utilizing our trained, certified and licensed professional staff. Our staff resources consist of professionals who are highly knowledgeable regarding regulations and compliance requirements, and have extensive expertise in the evaluation and control of workplace compliance issues. This resource depth allows us to select personnel with the appropriate knowledge and experience to provide high quality and cost-effective services. Our clients come from a variety of sectors including federal and state government, municipalities, school districts, health care and medical facilities, petroleum companies, energy providers, manufacturing facilities, commercial offices and retail property management companies. Surveying The EDI Survey Department offers premier, state-of-the-art services to our diverse client base. These services range from an ALTA/ACSM Land Title Survey and 3D Scanning Control, that we performed for the General Services Administration (GSA) Chicago Federal Center, to Topographic and Boundary Surveying, completed for the largest urban solar power plant in the nation. Our surveying staff completes all work within well-defined standards of practice. These include ALTA/ACSM Land Title Survey Standards, Illinois Minimum Standards of Practice, and numerous agency and municipal standards. In order to meet these standards, and our own stringent quality standards, we require review prior to any deliverable and during the execution of fieldwork. All of our licensed staff members have passed NCEES Principles and Practice examinations, as well as specific jurisdictional exams in any States that they are licensed to practice. Our field staff has received the 40-hour HAZWOPER hazardous site training, with annual 8-hour refresher courses to meet OSHA requirements. In addition, they receive safety training and certification that meets Contractor Safety requirements for railroad and construction projects.

Construction Inspection for I-94 (Bishop Ford Expressway)/Stoney Island Interchange Improvements

EDI was selected in a Joint Venture with Ardmore Associates, LLC to provide Construction Inspection and Quality Assurance testing for improvements to the interchange of I-94 (Bishop Ford Expressway) and Stoney Island Avenue on the south Side of Chicago. The interchange connects a major north-south expressway with a major arterial roadway in an area with high volumes of truck traffic associated with a large commercial area.

Ardmore/EDI is providing construction surveys, staking, inspection, quality assurance testing and reporting, measurement, computation and documentation of quantities for construction work.

The project is needed because the existing bridges within the interchange are deteriorating and in need of major rehabilitation including redecking, widening and substructure repair or complete removal and replacement.

The project includes seven bridges, several of which are long curved girder bridges requiring special attention.

Maintenance of traffic is a unique challenge. Weekend lane closures and complete ramp closures are necessary for proper construction sequencing required in the Plans and Specifications.

Illinois Tollway Phase II and Phase III Engineering Services EDI provided Phase II and Phase III engineering services for the preparation of contract plans and specifications, along with construction inspection, and project management services required for ramp rehabilitation and reconstruction on the Ronald Reagan Memorial Tollway and the Jane Addams Memorial Tollway at I-90 at Business 20, I-88 EB to Highland, I-88 at Spring Road, and I-88 EB to York Road. Concept reports were prepared for each location. The concept report included traffic analysis to determine optimal construction sequences and best time of day to perform construction operations. Maintenance of Traffic plans and alternate construction methods were also part of the Concept Report. Phase II Design Services included pavement replacement, guardrail, utility coordination, and maintenance of traffic. Phase II services also include coordination with IDOT and DuPage County regarding intersection and traffic signal improvements. Pavement replacement at Highland Avenue and Spring Road incorporated precast concrete pavement panels and night-time only construction to minimize traffic disruption and peak-hour delays. EDI surveyors completed an existing conditions topographic survey for this work. As part of the Phase III Construction Management services required for this project, EDI is performing on-site inspection, preparing records, maintaining documentation, submitting pay estimates and change orders, and any other duties requiring the services of an engineer to complete this project on a timely basis and in accordance with Tollway specifications. EDI will prepare As Built drawings after project closeout.

Heritage Park Master Plan EDI is part of a multi-disciplinary team providing engineering and architectural design services to the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) for the design and construction of a compensatory storage facility for the U.S. Army Corps of Engineers (USACE) / Illinois Department of Natural Resources (IDNR) Levee 37 project on the Des Plaines River. The MWRDGC took over responsibility for providing compensatory storage as part of its Stormwater Management Program and to provide a flood control facility for the surrounding project area. The project is located on property owned primarily by the Wheeling Park District (WPD), and is known as Heritage Park.

The WPD has adopted a Master Plan for major recreational improvements to Heritage Park. The MWRDGC Heritage Park Flood Control Facility project incorporates the stormwater detention needs with the Park District’s Master Plan. As AECOM’s primary site civil design sub-consultant, EDI is responsible for many of the major Master Plan improvements planned for Heritage Park. EDI is currently preparing contract plans and specifications for the site features that include new parking lots, stormwater facilities, and watermains, and sanitary discharge sewers. EDI Engineers are also completing Erosion and Sediment Control plans and details for the entire park improvement area, along with Construction Traffic Control plans and standards.

EDI’s environmental consulting scope includes asbestos abatement and universal waste removal services.

O’Hare Modernization Program (OMP) Design and Construction Support Services for the Runway 9R Extension and Associated Taxiways at O’Hare International Airport EDI, as a Chicago Aviation Runway Designers (CARD) Joint Venture Partner, is currently providing preliminary and final design services for the extension of Runway 9R-27L (former Runway 9L-27R). Construction support and inspection services shall also be provided when construction is initiated. These comprehensive design elements include a system of three parallel taxiways that will serve this extended runway, and also proposed Runway 9C-27C, located to the north, and the Western Terminal, that will be located to the south.

One of EDI’s preliminary engineering responsibilities focused on the proposed drainage system that will not only serve the Runway 9R Extension and Taxiway areas, but also collect flow from proposed Tank Farm Road, that will be

located south and west of this project area. EDI was responsible in developing the existing and proposed cross sections, which included defining the required earthwork, and identifying potential conflicts with existing and proposed utilities located within the project area.

Final design engineering services have been divided into three construction phasing packages that allow existing Runway 14R-32L to remain operational as needed to meet O’Hare operational needs. EDI is an integral part of the team providing the following: runway/taxiway horizontal and vertical geometric design; drainage design; pavement design; utility removal, relocations, and proposed systems; NAVAIDS; airfield lighting; earthwork balancing; and coordination with adjacent projects that are instrumental to the redevelopment of the entire North Airfield.

EDI shall provide construction support and inspection services focused on insuring that all elements of construction will be completed in accordance with the plans, OMP technical specifications, and airport operations. The construction staging will be closely monitored and coordinated with the areas of O’Hare Airport that remained open to air traffic.

USEPA Region 5 – Remedial Action Contract (RAC) 2 with CH2MHill CH2M Hill Inc. was awarded the USEPA Remedial Action Contract (RAC) 2 in 2006 for remedial oversight and sampling at Superfund sites. EDI is teamed with CH2M Hill for this contract. EDI has been awarded 20 Task Orders under this contract. EDI has provided assistance with Remedial Investigation and Feasibility Studies, Remedial Action Oversight, and other support on various sites. EDI has provided licensed inspectors for asbestos and lead surveys, soil and groundwater sampling, and sediment oversight projects. The tasks to date include:

University of Illinois System: Campus Renovation and Expansion Projects in Chicago and Urbana-Champaign For over a decade, EDI has provided professional services to campuses within the University of Illinois system. Recently, EDI’s roles providing environmental consulting and civil engineering on several, complex renovation and expansion projects at both campuses, have expanded.

Since 2008, EDI has provided environmental engineering as a prime consultant to the UIC campus and completed task orders involving Asbestos Survey, Abatement Design, and Abatement Project Oversight for the major renovation of Douglas Hall and the renovation of Lecture Hall F. The Douglas Hall project involved complete interior demolition and renovation. The Lecture Hall F renovation involved the replacement of the HVAC system. EDI also provided environmental assessment services for a proposed health care facility. For U of I – Urbana – Champaign (UIUC), EDI has also completed comprehensive asbestos containing materials (ACM) and hazardous materials survey, abatement design, and construction administration support services for the Armory classroom and Smith Hall renovation projects. In addition at this campus, EDI will have a significant Environmental and Civil Engineering role on the team lead by LCM Architects, the prime consultant contracted for the Natural History Building (NHB) Renovation Project, which is budgeted at $70 million.

City of Chicago Department of Fleet and Facility Managment - Professional Services Contract in Support of Real Estate Transactions EDI was awarded an indefinite delivery contract for multiple task orders in support of real estate transactions. EDI bids for projects ranging from Phase I and II Environmental Site Assessments (ESAs), UST removals, Remediation, and Illinois Site Remediation Program (SRP) requirements. EDI has been awarded over 20 tasks under this contract. Recent examples are below:

Eden Place Nature Center is an urban nature preserve and environmental education center on the near south side of Chicago. Prior to Eden Place’s founding, City records indicate that the property was utilized as an illegal dump site for hazardous materials and that during or after 1997, a

three year clean-up effort was undertaken to remove the illegally dumped materials. EDI was retained by 2FM to investigate City owned properties that comprise the northern portion of Eden Place for remnant impacts, enroll the property into the Illinois EPA Site Remediation Program (SRP) to address identified impacts, and obtain a No Further Remediation (NFR) Letter. EDI provided oversight and reporting of demolition activities at the South Green Plating Superfund Site in Chicago. The site was formerly operated as a metal-heat treating facility, and the South Green Street and South Peoria Street parcels were acquired by the City of Chicago in or about 2002 and 2005 respectively. At the Upcorp/Growing Uptown site, EDI conducted investigation activities and Site Remediation Program (SRP) Reporting. The City of Chicago worked in conjunction with a community group to create a community garden at the site. In 2006, Phase I and II Environmental Site Assessments (ESAs) were conducted on the site that revealed the presence of elevated levels of PAH’s and metals in site soils and groundwater. Air Monitoring Services at MGP Sites EDI is providing technical support for a major energy supplier in the Midwest during remedial activities at former Manufactured Gas Plant (MGP) sites. The remedial activities are conducted in accordance with an approved Remedial Action Plan (RAP) prepared in accordance with the Illinois Environmental Protection Agency (IEPA) Tiered Approach to Corrective Action (TACO). EDI’s role includes providing all ambient air monitoring and sampling during the projects.

Remedial actions are intended to address the Recognized Environmental Concerns (RECs) associated with the former MGP operations present on the sites. The remedial action activities for the sites include the removal of remaining sub-grade MGP structures, process equipment, piping, free product, source materials, debris, and impacted soils and debris.

EDI develops Ambient Air Monitoring Plans (AAMP) to outline procedures, steps, and methods to monitor, document, and protect the local air quality for the surrounding community and sensitive receptors prior to, during, and upon completion of the remedial actions.

Ambient air monitoring conducted by EDI, as set forth in the developed AAMP, included both real-time monitoring and time-averaged sampling.

As part of EDI’s work, data collected during the projects are subjected to a thorough data validation and quality assurance review to insure sound and defensible data. Final reports are developed for the projects which summarize the results of the monitoring and sampling efforts conducted, as well as the impacts to local air quality.

Environmental Studies for High Speed Rail from Chicago to Joliet

The Illinois Department of Transportation (IDOT) has requested Environmental Studies for the Chicago to Joliet corridor, a component of the Chicago to St. Louis High Speed Rail Project. The project is Phase 1 (Tier 2). This work is anticipated to fulfill the requirements for the Federal Railroad Administration (FRA) environmental Impact Statement levels of review. EDI has been contracted by Parsons Transportation Group (Parsons) to conduct the Preliminary Environmental Site Assessment (PESA) for the 40-mile Chicago to Joliet railroad corridor. The PESA was conducted in accordance with the Manual for Conducting Preliminary Environmental Site Assessments for Illinois Department of Transportation Infrastructure Projects. EDI’s efforts included the review of environmental and historical documentation, database records and site inspection of work areas.

EDI has a team of environmental scientists reviewing the corridor, database listings along the corridor, records from the IEPA, historical records, and other agency records to identify recognized environmental conditions that may impact the corridor. The PESA also includes information on wetlands, floodplains and other natural features along the corridor.

The report identifies recognized environmental conditions that could impact the proposed improvements along the railroad. EDI’s project manager completed Railroad’s Contractor Orientation training Courses for the project.

GSA Dirksen Federal Building – Environmental Inspection, Abatement Design and Abatement Oversight EDI completed environmental inspection, abatement design and is providing abatement oversight services as the Government’s Environmental Consultant (GEC) at the Everett McKinley Dirksen (EMD) Federal Courthouse building located in downtown Chicago. Environmental abatement oversight activities will be provided continually during the scheduled 37-month building renovation project. EDI’s services are supporting the estimated $110 million dollar renovation improvements to the EMD, including energy efficiency upgrades, fire, life, and safety renovations and security improvements. EDI’s environmental inspection of this 1,400,000 square foot, 33-story, occupied building included the identification of asbestos-containing materials, lead-based painted surfaces, and other hazardous materials throughout the building that may be impacted by planned renovation activity. Trained, accredited and licensed professionals performed environmental investigation services. State-of-the-art investigation techniques were used to investigate the building, including observations of enclosed or inaccessible areas. A combination of bulk sampling and non-intrusive sampling methodologies, including X-Ray Fluorescent (XRF) testing techniques were used to identify environmental conditions that would be impacted during planned renovation of the occupied federal courthouse. EDI’s, licensed asbestos project designers devised asbestos abatement design drawings and specifications. The abatement specification manual includes abatement procedures for all of the environmental concerns identified, including specific innovative work practices to be employed in an operational federal court building. EDI is providing continual onsite environmental remediation/abatement oversight throughout the duration of the 37-month long renovation project.

Chicago Public Schools (CPS), Capital Improvement Program: Owner’s Representation & Environmental Design Management Services As a project team-member, EDI provides professional technical guidance, oversight and special project assessments as the Owner’s Representative for Environmental Design Management Services to the Chicago Public Schools (CPS), Capital Improvement Program (CIP). The services provided include professional observation, oversight, construction consulting and coordination for design, renovation and construction of properties for CPS’s capital construction program. EDI oversees and coordinates with the work of the Managing Environmental Consultants (MECs) retained to perform environmental services for all of CPS facilities, totaling over 600 buildings across the City of Chicago. EDI performs direct environmental services within the Design Management services, which may not be addressed by agreements with the MECs EDI provides CPS with coordination, direction, support and direct services for special projects and assessments. Many of CPS facilities required careful examination, as they were older buildings. Chicago Housing Authority, Housing Complexes and Facilities at Various Sites The Chicago Housing Authority’s (CHA’s) Plan for Transformation is a 10-year, $1.5 billion project to rebuild or rehab 25,000 housing units to transform isolated public housing developments into mixed-income communities. CHA works in close concert with the federal Department of Housing and Urban Development (HUD) to meet environmental requirements and secure funding. As part of the development plan, remedial investigations must be conducted to meet CERCLA due diligence prior to property redevelopment for for-sale housing. EDI has been involved with eight of the major redevelopments, performing multiple Phase I and Phase II ESAs, SRP enrollments and reporting, and remediation oversight.

As CHA’s environmental consultant, EDI has been involved with every facet of environmental issues associated with the redevelopment of these properties. Work had included conducting initial Phase I and Phase II ESAs for some of the properties, enrolling the properties into the SRP,

preparing the necessary SRP reports which include the Comprehensive Site Investigation Report (CSIR), Remedial Objectives Report (ROR) and Remedial Action Plan (RAP). Following IEPA approval of the CSIR/ROR/RAP, EDI assisted CHA in preparation of remediation. These efforts included the calculation of soil volumes quantities and the preparation of soil management plans (SMPs) to govern remediation work during site redevelopment. University of Chicago Laboratory Schools (UCLS) Expansion/Renovation

EDI serves as the Civil Engineer of record for the large, multi-disciplinary team charged with producing the design for the expansion and renovation of UCLS. EDI’s role as Civil Engineer on this multi-campus project includes LEED® design, site demolition design support, production of all Civil drawings and calculations required to obtain permitting from the City, as well as preparation of the full Construction Documentation set required to build out multiple sites. This project involved the initial assessment of the existing traffic and pedestrian levels surrounding the school campus, for which EDI was responsible for document review and quality assurance.

EDI is contracted to provide bid and construction support services focused on ensuring that all elements of the site construction are completed in accordance with the plans, technical specifications, and the requirements of the U of C Facilities Department. The project includes unique site development features such as rain gardens for bioinfiltration, landforms, and an underground stormwater detention vault. The eight buildings comprising the Laboratory Schools complex total approximately 380,500 gross square feet. These buildings range in age from 5 to over 100 years. Their collective infrastructure is in need of major repairs or upgrades, and some spaces have outlived their functionality. Exelon City Solar *Recipient of the American Council of Engineering Companies (ACEC)-IL 2011 Engineering Excellence Eminent Conceptor Award EDI provided civil engineering, geotechnical, environmental, and land survey services for the development of the nation’s largest urban solar power plant, dedicated in July 2010.

The $60 million Exelon plant will displace 31.2 million pounds of greenhouse gas emissions annually, which is the equivalent of taking more than 2,500 cars off the roads, according to the USEPA. The plant’s 32,292 solar panels were installed on 40 acres of the West Pullman Industrial Redevelopment Area on Chicago’s Southside.

EDI’s civil engineering scope of work included the following: • Clearing and grubbing plan of abandoned industrial site

containing areas of dense vegetation and extensive areas of concrete remains from demolished structures;

• Erosion and sediment control for site during construction; • Site grading, drainage, utility, and roadway plans, as well as

any corresponding details; • Drainage design includes storm sewers, ditches, surface

detention pond, and use of existing abandoned basement as underground detention.

• Preparation of Stormwater Management and Drainage Reports for permit issuance by the City of Chicago Department of Buildings;

EDI performed a boundary and detailed topographic survey, incorporating visual aids such as satellite image underlays and hyperlinked GPS photos to aide the design process.

EDI provided geotechnical services including surveying for boring locations, subsurface exploration, laboratory analysis, and geotechnical engineering reporting. The site investigation included 25 soil borings, many of which extended beneath existing concrete slabs, and numerous lab analysis.

The environmental support services provided by EDI included the preparation of Health and Safety and Soil Management plans and providing response services for environmental issues discovered during site development. These services included conducting soil and groundwater testing and performing response activities associated with the presence ofunderground storage tanks discovered during construction.

Metropolitan Water Reclamation District of Greater Chicago – O’Brien Water Reclamation Plant - Ultraviolet Disinfection Project As a result of a 2011 mandate from the Illinois EPA requiring disinfection of wastewater prior to discharging to the Chicago River, the Metropolitan Water Reclamation District (MWRD) fast-tracked an ambitious project to disinfect up to 530 million gallons per day of treated wastewater with ultraviolet light. Currently, the wastewater at the O’Brien Plant in Skokie undergoes primary and secondary treatment and is discharged into the North Branch of the Chicago River without disinfection. EDI is a consultant to the Prime Engineer, Greeley and Hansen. EDI is the project team Surveyor, providing topographic, utility location, and boundary survey reconnaissance. Survey efforts include the location of underground storage tanks, and surveying within an easement granted to Chicago Transit Authority rail line. Civil services provided to the team include responsibility for site grading design, stormwater drainage, and road design, as well as associated specifications. Chicago Dept. of Water Management-Program Management Services/CTR Joint-Venture EDI provided construction management on the Capital Improvement Program projects for the Chicago Dept. of Water Management (CDOWM).

EDI’s assignments were initially focused on Construction Inspection and Management for the water distribution projects lead by the CTR Joint Venture. These projects focused on the remediation and expansion of the existing facility that provides water distribution to a large portion of the Chicago Metropolitan Area.

EDI provided surveying services, and the design of ADA (Americans with Disabilities Act) pedestrian ramps. These two distinct areas have expanded the capabilities provided by EDI and the CTR Joint Venture.

EDI also completed topographic surveys of existing water mains and water distribution systems slated for the Capital Improvement Program.

Improving affected pedestrian corridors as part of this program, avoided access points being reconstructed at a later time. This approach saved the City of Chicago money and lessened the impact to pedestrians.

Illinois Department of Transportation: Various Land Surveys, Various Routes, Various Counties, Region One / District One EDI was awarded a survey contract to provide various land survey services throughout IDOT’s District 1 through March 2014. EDI has completed a task order, providing survey services at 183rd Street and Central Avenue in Rich, Illinois located in southern Cook County. EDI provided an existing ROW/PLSS survey, Plat of Highways and Parcel descriptions for five permanent easements on four parcels owned by the Forest Preserve District of Cook County. The complexity of this seemingly small task was that the survey involved four different sections in two townships. Two of the sections were fractional sections impacted by the Indian Boundary Line, and extensive research was done to support the lines determining the limits of these parcels.

Chicago Department of Community Development Survey IDIQ Contract EDI provided surveying services to the City of Chicago Department of Community Development. The contract was for Complex Land Surveying for Acquisition & Disposition. The Acquisition work consisted of research, measurement of the features on the site and a drawing showing the existing site features, assessed value, taxes and a legal description for the parcel. The Disposition Surveys included legal research, reconnaissance, traverse, preliminary surveys, computations, preparation of a Plat of Survey in CAD, final staking of the corners, quality control and plat delivery. The legal research included acquisition of the tax maps , 80-Acre Sheets, last-deed-of-records for the parcels, recorded subdivisions and other recorded and unrecorded documents as needed. The reconnaissance included identifying the surveying evidence available for the property line determination. The traverse involved providing the horizontal control required to control the preliminary and final surveys. The preliminary survey included locating all of the site features and the survey evidence found in the reconnaissance phase. The Plat of Survey was computed and drawn in AutoCAD and after final quality control, delivered to the client. Our contract with the City also had a General Land Surveying section which included surveying, measuring and preparation of boundary descriptions and measuring the area and volume of numerous and varied portions of the earth’s surface, water, airspace and sub-surface, including establishing the lengths and directions of boundary lines, property rights, and contours of the earth’s surface for various purposes, including conveyance documents, recorded documents, establishing or reestablishing, locating , defining and making or monumenting land boundaries or lines and the platting of lands and subdivisions of said lands. The General Land Surveying section also included issuing endorsements, certificates, reports and plats which depict and explain the relationships between physical objects and various boundaries, tracts, lots, surface, subsurface and airspace.
