1. Who does Hartwood provide a service for?

The children who attend Hartwood house are referred through Gloucestershire County Council, the children may have a learning or physical disability and require support in everyday life which includes promoting independence skills; socialising in community activities; personal care and support managing their behaviour. Hartwood is able to provide care for children and children with mobility issues and those who are on the Autistic Spectrum with additional challenging behaviours and sensory needs.

2.[1.] Hartwood’s ethos.

Hartwood House has a committed team who provide children with support and guidance recognise their differences and individuality. Children are listened to and encouraged to have a ‘voice’, and be involved in the day to day running of a home from home environment.Hartwood staff actively encourage children to progress have high aspirations and develop their own independence.Hartwood aim to achieve this by the staff team working in partnership with the children and their families, developing strong relationships with Social workers and other professionals, advocating for the child and all that is important to them.Hartwood believe in respecting each young person for their individuality by promoting equality of opportunity and diversity regardless of race, culture, age, gender, sexual orientation or religion.Hartwood staff are committed to providing personalised care that meets the needs of each child, planning for their future and providing fun, nurturing and positive relationships with all the children.Hartwood will always take into consideration the children’s individual need, health and wellbeing and protect them from harm, ensuring support is given in all aspects of children’s lives allowing them to be children, to have fun and take calculated risks to enable them to be part of the community they live in .working in a way that promotes honesty and the best way forward keeping the child at the centre of all that we do.

The outcomes that Hartwood staff strive to achieve for each child is that we are able are to meet their emotional, physical and social needs through detailed and personalised planning, that children will be given care and support to develop and progress through their childhood to reach their full potential.These plans will be regularly reviewed, working in partnership with the child, their parents and other professionals.Hartwood will provide a safe environment that promotes the child/young person’s development and protects him or her from harm.

Staff will be suitably qualified and receive an induction, regular supervision and an annual appraisal.

There are detailed Health and Safety processes and procedures in place at Hartwood that are monitored by the Registered Manager to ensure all aspects of safety for the children. All staff receive an induction to Health and Safety and the role they play in meeting its requirements.Weekly and quarterly checks are carried out on the fire alarm and other equipment. Fire drills are carried out quarterly and all children have Personal Emergency Evacuation Plans (PEEP’s).Risk assessments identify the complexity of children’s needs and the environmental factors that may cause them harm. These are reviewed through supervision regularly by managers and supervisors.Visitors to the home will be supervised at all times when children are in residence and all visitors will sign the visitor’s book on arrival detailing name and company along with reason for visit. Risk assessments will be completed detailing staffing ratio required for different activities for each child.

The staff team will support the children and ensure that they providing a range of opportunities and activities in a stimulating, caring and consistent environment. Children will be consulted regarding their views and wishes, likes and dislikes. These will be gathered and used to inform matters affecting them and the quality of care they receive.Hartwood staff will encourage children to develop their independence, by supporting them to meet personal SMART targets however small e.g.preparing their own meals and clearing up; encouraging personal care; going shopping and using money management skills; making their own beds and tidying rooms; helping with the laundry and attending clubs and activities.These achievements will be collated and give information of the children’s progress and development at review stage.

All of these things will be encouraged on a daily basis and noted in a record of the child’s journey. This will identify the child’s starting point and the progress they are making whilst staying at Hartwood House.Key workers will work in partnership with families, carers and significant others to the child by sharing experiences and offering support and advice; where appropriate, attending social care and educational reviews; completing home to school diaries; completing pre/post visit calls to parent/carers; twice annual visits to school; holding a parent/carers forum bi-annually and reviewing all care plans and activities as needed or on a six monthly basis.

Hartwood House is a large detached building that comprises of two floors. The ground floor has:-

A hallway which gives access from the front garden, within this there is a downstairs toilet and hand washing facilities, this leads into the kitchen.

The kitchen is open plan, has a gas cooker and electric oven and the windows are treated with safety glass.Part of the work surface is hydraulic and can adjust to suit the working height of any child using a wheelchair or without. There is a dishwasher, a large walk in pantry with fridge and freezer in situation and the units have a built in fridge.There is a COSHH cupboard with internal lockable cupboard, sluice/laundry room, medication room and cloakroom.Off from the kitchen area there is a dining area, corner seating and coffee table. This enables some children who find it difficult to be within a social group, to sit and be on the peripheral of activities.Display cabinets in the kitchen area are used as communication tools and depict signs and symbols to enable the children to make choices of snacks and meals.There is also an activities board which provides similar photographs of activities that are carried out in the day to day lives of the children.

Next to the kitchen is a large stairwell with soft seating, this lead off to a key work office. There are three PC’s within this office which is the hub of all key work carried out by staff at Hartwood.

Leading off from the central stairwell is a corridor which leads into the playroom. Within the playroom is a display frame which is used as a communication tool for the children to recognise what is on offer within the playroom and in the garden.

The playroom is well equipped; it is bright and airy and provides a safe space for children to enjoy play by themselves or with their peers. It is a large room that is big enough to provide opportunities for movement and stimulation. In the room there is a large padded ball pit that children can use to have fun and play in, they can choose to play with the sensory wall, listen to music, use the computer or lie out on the soft mats and bean bags.

There is a large toy cupboard within the play room that has books, puzzles and games that can be used to help the children learn, develop and have fun.

The room has mirrors and sensory objects on the walls and a selection of colourful toys to keep them entertained. Children can access the garden from the play room.

The Lounge has been decorated in pastel colours, decorated with pictures of the forest following the Hartwood theme. It provides a calm, minimalistic environment for the children who want to relax and spend time away from the more busy activities on offer.

Children can spend time here if they feel the need to be on their own, to express feelings, especially when upset or agitated. It provides a calm and safe space that has low level soft lighting and soft furniture.Some children have sensory needs and low levels of tolerance regarding light and sound. The room has been minimized to help eliminate stress and certain levels of anxieties; it also has access to the newly refurbished landscaped garden and play area

Lounge

Again leading off from the central stairwell is a corridor into the east wing of the building, within this is the Registered Managers office which is ideally situated for the monitoring and day to day running of the home. All visitors can be viewed and welcomed from this office.

Within this corridor is a down stairs bedroom, this is used specifically to meet the needs of children with mobility issues. It has a mobile hoist in situation and high/ low bed. There is a hand basin in the room and next door is a wet room with a high/ low bath with side opening and Jacuzzi facilities. Within this large room is a hand wash basin and toilet with a stand under shower with curtain surround which ensures the children’s privacy and dignity.

Next to the bathroom is the newly installed sensory room. This was designed by Hartwood House staff with the children in mind to enjoy the warm dark sensory experience of fibre optics, sensory lighting, rope lights , mirrors, star sky ceiling and tactile walls.

The 1st floor

Hartwood has five bedrooms on the first floor that are all of an adequate size, all have an en-suite shower and toilet and are decorated individually.

Hartwood house has a team of Night staff who are awake and available to offer support to the children through the night if needed.

There is a separate en-suite bedroom for a sleeping in member of staff, who if required can be called to assist the night worker. There will always be two members of staff on duty.

A large bathroom with a static bath is situated off the main corridor, within this room is storage space for toiletries and other items that the children may need.

The administrator and deputies office is located on the first floor and there is a quiet office which is used for staff supervision and meetings.

The television lounge is off the main landing and has a comfortable leather suite. There is a large games cabinet where children can access electronic video and computer games and be away from the main activities downstairs if they choose.

Both wings of the upstairs floor lead out on to wrought iron fire escapes. Doors leading to these stairs are linked into the fire system which disengages automatically in the event of the fire alarms going off.

The Garden

The garden features play equipment that has tactile and sensory movement for the children to interact with nature and to maintain a healthy lifestyle by enjoying physical exercise and play.The equipment includes a good sized sandpit which can be used to promote creativity and imagination through play.There is a sunken trampoline that children can use for fun and enjoyment, but just as equally it will enable them to improve their social skills, motor skills and sensory skills and provide great opportunities for physical play. A swing has also been added to the back garden with a deep basket seat that children can use for fun and to heighten there sensory experiences by touch; movement; body awareness; sight; sound and the pull of gravity. Hartwood staff will ensure the children that come to Hartwood House will have opportunities to enjoy and develop skills through play and participation.

a-c The age range, number and sex of children who can attend Hartwood

The age range of children that attend Hartwood is 8-18.Hartwood will endeavour to place your child on a break with other children of a similar age or that have similar interests to that of your child. Hartwood is registered to accommodate six children but would generally not have more than four overnight in order to keep the child to staff ratio to a manageable amount for any behavioural issues that may arise and the size of the building.Hartwood is able to accommodate both sexes as all children have their own room and Hartwood try to be consistent and offer this room to the child/young person each time they visit if it’s their choice.

4.[3.] Hartwood’s location

Hartwood House is located in Stroud on a complex with a Health Centre, Dentist and social care offices. It is situated in large grounds with plenty of outdoor space with a mature garden and plenty of off road parking. It is on a main bus route to Cheltenham or Gloucester and a ten minute walk to the train station. It is also a five minute walk from Stroud town centre where shops, restaurants, a cinema and a ten pin bowling alley can be accessed. It is within walking distance to the local leisure centre, swimming pool, park, museum, and a large superstore. A location risk assessment has been completed detailing any possible issues with crime in the local area and how this will be dealt with if necessary.

Directions form M5 motorway

From junction 13 of the M5 motorway take the 3rd exit onto A419 to Stroud. Continue on this road at Sainsbury’s roundabout Dudbridge; take the first exit on towards Stroud. Go over the next roundabout to Cainscross, at this roundabout take the second exit towards Pagan hill A4171 Gloucester (A46) Cheltenham.At the next roundabout take the second exit onto Stratford Road; continue on this road, Stroud College on your right and then Tesco’s on your left. Continue over Tesco’s roundabout then take a right at the top of hill onto Beeches green road /A46. Take the second turning right into Beeches Green Health Centre. Hartwood House is immediately on your left.

5.[4.] How Hartwood supports the cultural, linguistic and religious needs of each child

Every child and young person has the right to follow whatever religion they wish. Hartwood will make every effort to ensure your child/young person is able to attend any services or meetings that form part of their religion and culture. Your child/young person will also be given the privacy to undertake any devotions required whilst residing at Hartwood.

If your child/young person’s religion requires a particular diet, clothing or skin care regime, every effort will be made to ensure these needs are met, advice being sought where necessary from those with the appropriate knowledge and then this information will be added to their care plans.

6.[5.] Hartwood’s arrangements for dealing with complaints.

In the first instance it is advisable to contact the Manager at Hartwood and discuss any complaints or reasons for concern. The Manager and you may be able to resolve any issues or concerns through discussion and agreement to put solutions in place. Telephone number is 01453 764692.

Hartwood does adhere to Gloucestershire County Council’s Complaints Policy, which is provided when children are placed, if you are not satisfied with the resolution offered by the Manager, then you are free to follow this procedure. A copy of the Complaints Procedure can be found at the back of this booklet.

7. Child protection and behaviour management policies at Hartwood House.

Hartwood house has a child protection policy and behaviour management policy that can be accessed on the main shared drive under policies or can be found in the Hartwood House file situated in one of the downstairs offices. From this staff will be able to see how to follow the correct procedure if they have a child protection concern.

Hartwood’s recruitment process is robust when recruiting staff maintaining and promoting good employment practice.

Hartwood’s procedures for protecting and safeguarding children

The safety and welfare of the children who come into our care is paramount to the service Hartwood provides. All children who have planned short breaks at Hartwood are deemed as vulnerable; safeguarding underpins all practice at Hartwood House.Each child will have their needs assessed, any identified risk will be added to care plans and used to provide a consistent approach to protect them.All staff members have a duty to care to protect each child. Hartwood consider it best practice to always discuss our concerns with parents and carers unless this would cause any further harm.All staff are aware and receive training to have the skills to identify if a child is at risk and to take effective action to report serious concerns following child protection policy and procedure.If a child/young person makes an allegation about a member of staff, a set procedure is followed which protects the child/young person and staff member during an investigation process. The child/young person would be kept safe by suspending the member of staff from any duties until an investigation could be carried out. The manager would follow the allegations management procedure that is in place informing the LADO (Local Authority Designated Officer) of any concerns that had been raised. During any type of investigation, Human Resources form part of the process to ensure legal protocols and processes are followed to protect all concerned.

ALL Policies and procedures are in Line with the Local Safeguarding Children’s Board (LSCB), a copy of which can be found in the staff handbook.

8. Views, wishes and feelings.

How Hartwood consults children about the quality of their care

Hartwood has a Communication Champion.Children are consulted either in a small group or one to one consultation sessions.All children are encouraged and supported to express their views. For those who need additional help the use of communication tools are available.Some of the tools Hartwood use are talking mats; symbols; IPads; photographs or whatever is the child’s preferred means of communication.The children’s voice is an agenda at team meetings and feedback from consultations are discussed and help to inform and develop the practice and day to day issues of the running of the home.Hartwood has a Participation Champion who attends quarterly meetings with the Gloucester County Council participation team who support children to participate and have a voice in the care they receive.

9. Hartwood’s policy and approach in relation to: - anti discriminatory practice in respect of children and their families and children’s rights.

Hartwood has a policy on anti-discriminatory practice which looks at issues around care provision; how protection and participation will be promoted, in accordance with the UN Convention on the Rights of the Child declare that:As human beings the children have:

Their legal rights, including: The right to food The right to shelter The right to warmth The right to clothing The right to protection from abuse The right to legal representation The right to access to a complaints procedure

It is vital that all children have the right to be heard, respected and treated as individuals. This will mean giving them the time and opportunity to have their views heard and accepted, their individuality respected without oppression or discrimination.

Details of provision to support children with special educational needs

Children are supported to attend school whilst staying at Hartwood.The child’s Social Worker will liaise with the local authority transport office and arrange dates when children will attend school form Hartwood House. Many parents send their child’s overnight bag with the school transport; it is therefore delivered to Hartwood with your child and returned in the same way. You are welcome to deliver your child’s luggage if you prefer.If your child arrives with homework to complete, they will be supported by staff to sit quietly to achieve this.When children stay longer than one night , Hartwood staff will liaise with the school ensuring that your child attends any after school clubs or takes in the appropriate kit e.g. swimming, cookery ingredients.A home to school diary will be completed on every visit and important issues regarding the children’s development and progress will be shared with school by Hartwood staff if appropriate to the child.Keyworkers attend school reviews to share consistency and progress for the child’s development, a copy of education reports are placed on the child’s file and acre care pans created to reflect outcomes for the child.

13. Enjoyment and achievement

How Hartwood promotes children’s/children’s participation in cultural, recreational and sporting activities

Hartwood staff enable each child to enjoy and achieve by encouraging and supporting them to participate in a wide range of activities which they are able to choose from during children’s meetings. When completing menus Hartwood look at cultural festivals throughout the year where Hartwood can incorporate different foods from around the world for the children to taste and experience.Hartwood has a cultural board which provides information on different cultural festivals that are celebrated around the world.

Arrangement for Activities

Hartwood encourage the children to attend walks in the local area and participate in activities such as swimming, going to the cinema and ten pin bowling. Children also access a local youth club called the Ace Club which is at the local leisure centre, specialising and providing activities for children with disabilities.Allsorts is a club in Stroud that provides families with disabled children opportunities to visit different attractions at the weekends and school holidays.Children at Hartwood House are able to benefit from this facility and often participate in the planned trips for the children.Allsorts have a toy library. This resource is available to Hartwood House children who can access many sensory and other toys on a loan basis. The children are able to attend theatres, fringe festivals, museums and other local events and activities. Hartwood has a member of staff who is the Activity Champion, there role is arrange and plan activities in advance of weekends and holidays for the children.

Hartwood’s health care procedures

As a rule of thumb all children should be fit and well to visit Hartwood for their short break. If they have not attended school it is best for the child they remain at home to be cared for.

All staff receive first aid and basic life support training.Other annual modules of training undertaken by the staff team are medication administration and the use of rescue medication for seizures such as Buccal Midazolam and Rectal Diazepam, although this is rarely used.If your child has a condition that requires specialist care/a specific treatment theRegistered Manager will discuss with you how staff may be trained to meet this need IF possible.

Although every precaution is taken to prevent accidents, children do occasionally sustain injuries due to falling over or bumping themselves.All accidents are reported and recorded and copies of the reports will be made available to parent/carers and the Registered Manager. If a hospital admission or the emergency services are called, a copy of the report will be sent to Ofsted as a notification of a serious event. There are several first aid kits around the home in the event of a minor injury.All parents will need to sign a consent form giving staff permission to administer first aid and any non-prescribed medication.If there is any doubt at all about any injuries, children will be seen by a Doctor or taken to the Accident & Emergency Department at Stroud Hospital.

To ensure that a healthy balanced diet is catered for children will be encouraged to eat a healthy and varied diet during their stay.Understandably due to their complexity and personal preferences some children can be particular about what they eat. Our aim is to encourage them to try new foods and have an understanding of healthy foods, encouraging independence and enjoyment when preparing food. The children are involved in making choices about the meals provided; fruit is always on offer for a snack. There is a choice board at Hartwood enabling children with limited communication to point to photos of their preference of snacks on offer.

Children are able to enjoy physical activity in the garden where there is a fitness bike, cross trainer and trampoline, the local leisure centre nearby offers lovely park walks and outdoor activities such as feeding the birds at the lake or the squirrels in the woods.Hartwood works in partnership with Health, Education and Social Care in meeting the needs of children. All Childrens health care is planned for during their stay.The staff team have developed positive working relationships with Community, school nurses, GP’S and Paediatric Consultants, all who belong to Gloucestershire 2GETHER NHS FOUNDATION trust.

Two staff members present when there are moving and handling needs for example hoisting a young person.Same gender care to be offered as much as possible. If a male member of staff assists a female child/young person with personal care, permission must be granted from the child/young person (where possible) and parent/carers.

Intimate care procedures are planned (including feeding) and carried out involving the child/young person, they are then recorded in the child’s log (daily record).All health protocols are agreed with the relevant health professional, documented and signed off by them, key workers take responsibility to ensure these are reviewed and kept up to date.

Medicines are only given to children that they are prescribed for; children will receive medication at the right time in the right way.Administration of medication will be followed by trained staff that know the children and are competent. They will be given safely and correctly preserving the children’s dignity and privacy.Daily records of medication will be kept monitored and audited. Any concerns or discrepancies will be discussed with the Registered Manager to ensure the children’s safety and welfare.

Hartwood does not use any therapies therefore does not have any clinical practitioners or nursing staff within the team.

15. Positive relationships

How Hartwood will promote contact between children and their family and friends

The children that attend Hartwood for short breaks generally only come for three nights and generally do not require contact with family and friends.Hartwood operates and open and honest ethos so parents are consulted and offered contact with their children at any time they feel the need.Children can use the hands free phone and are offered privacy if they want to speak to their parent whilst staying at Hartwood.

Hartwood’s policy for preventing bullying

Hartwood has a policy on bullying. If an incident of bullying occurs, Hartwood would discuss the incident individually with the children concerned to work out the best resolution. This may involve writing details on their behaviour management plan highlighting areas of concern and discussing these with parents and Social workers. Hartwood’s Anti–bullying policy in full is held at the home and is available at request.Hartwood also have child-friendly information on Hartwood’s policy on bullying which children have all had the opportunity to read.

Hartwood’s approach to surveillance and monitoring of children/children

Some of the children that sleep at Hartwood require a monitor in their rooms at night so that the waking night staff can listen out for them, usually if the child has seizures or other complex needs.This will always be agreed with a parent/carers and Social Worker. No other surveillance or monitoring equipment will be used.

17. Hartwood’s approach to behaviour support

At Hartwood children are supported to develop positive relationship with staff and other children who are visiting Hartwood.Relationships are based on understanding, respect and trust. Children are supported to manage their behaviour as recognised in the assessment of need. Children are encouraged to behave accordingly and develop skills to manage their day to day lives in ways which are acceptable to others.If necessary children will have Behaviour Support Plans which will provide support and consistency in managing any challenging behaviour that has been identified through assessment and good practice will install boundaries

Staff will receive training that helps them to understand children’s previous experiences and how this may be communicated through their behaviour.Children will be encouraged to take responsibility for any anti- social behaviour in accordance with their age and understanding. Staff will use de-escalation and distraction techniques to defuse such behaviours and only intervene as a last resort, using a hands on approach if the child is damaging property or harming themselves or others.Occasional sanctions such as withholding an activity or toy will be used to encourage positive behaviour.

Following all physical interventions named staff will ensure a report is made available to the Registered Manager or Deputy in their absence, within 24hrs.This will detail the child’s name, the behaviour leading up to the intervention, date, time and location of the incident, a description of what took place, for how long and the techniques used prior to the intervention to avoid it.The effectiveness of the intervention will be reported and any consequence of the use of the physical intervention.The registered manager or deputy will review all incidents and ensure best practice and competence is assessed.

If an injury to any parties is reported, then the following medical support will be documented on the report.

Hartwood has a written procedure that will be followed if a child goes missing.Children have missing persons forms kept on file. These contain relevant information and a photograph of the child, and these will be used and shared in the event of a child missing from Hartwood House.

In the unlikely event of a missing child, the staff will notify the Police, Parents, Social Worker, and Registered Manager who will notify Ofsted.

A missing person’s protocol has been drawn up by the Safeguarding Children’s Board and the local police who provide guidelines on what to do if a child goes missing. All staff are made aware of this in the induction process.

Staff will start a search of the immediate area, if the parents or social worker cannot be notified immediately every effort will be made to contact them as soon as possible.On the return of the child, the above people will be contacted again.A member of staff will talk with the child and try to establish the reason for them going missing.

Due to the complexity and vulnerability of children who use Hartwood House, there would be a full investigation and review into the circumstances of why a child would go missing and any strategies that could be used in future to minimise the risk for that child.

The staff team at Hartwood has a wide variety of experience from qualified social workers, youth workers, nursery nurse and care workers. All staff will be appropriately trained and have a child care qualification on starting or within 2 years of starting. No more than half the staff on duty at any one time, by day or night will be from an external agency.

Hartwood Management and Staffing Structure

20. Professional supervision

Staff training and supervisions are considered very important at Hartwood. A high level of investment is given to staff training so that each member of staff can continue to develop and support the team to provide a high quality service.All staff receive monthly formal supervision, in line with Gloucestershire County Council policy. This is carried out in private and provides face to face reflective supervision to discuss the welfare and safety of the children and other requirements of Hartwood caring role.Supervision is provided on a monthly basis, except August when group supervisions take place due to it being school holiday time and children are at Hartwood on a 24hr basis. Informal supervision is provided by the Registered Manager or Deputies who have an open door policy.

Managers and supervisors receive supervisory training and performance management training. New staff serve a probationary period of six months and complete Gloucestershire County Council’s induction programme.Annual appraisal identifies individual development and training needs; all staff receive Mandatory training which is identified in the Team Plan.The Service Manager supervises the Registered Manager.

Post Incident Counselling will be given as soon as possible after an incident for those staff directly involved in the incident or those witnesses who may also be affected by events.

All staff follow ‘The Career Pathways for Staff in the Children with Disabilities Service’. This identifies mandatory training from the induction of new staff and progression for continuous professional development. The pathway covers the requirements set out in the Quality Standards.

A Contingency Plan is in place for the event of a shortfall in staffing levels. This can be found in the BCP file in the Managers office.

21. How Hartwood promotes appropriate role models

There is a good gender balance of staff that work at Hartwood, they are of varying ages and able to support children by role modelling positive behaviour, good manners and encourage nurturing relationship from male and female carers.

22. Care planning

Hartwood’s admission procedure

Children who receive a service at Hartwood House are referred by Gloucestershire County Council Children with Disabilities Social Worker or Lead Professional Team.Short breaks are up to 75 nights per year.If a short breaks service has been agreed and a short breaks plan received a key worker will be allocated to the child and they will contact parents/carers and arrange for a placement meeting.

The key worker will arrange for introductory visits which will be personalised for each child/young person, this can be tea/day visits increasing in length and taken at the child’s pace.This introduction will be tailored to your child/young person’s needs, likes, dislikes and preferences for activities and meals.In order to gain as much information as possible the key worker will attend the child’s school to gather information and provide a consistency of care.Hartwood have a ‘bookings system’ in place by where Hartwood allocate short breaks to the child’s agreed service levels in consultation with parent/carers.

Hartwood’s emergency admission procedure

At times in extenuating circumstances children may be provided with an emergency short break placement at Hartwood which is not planned.This will only be accepted for children when the Registered Manager or Deputy is satisfied that the home can respond effectively to the child’s assessed needs and where they have considered the full impact that the placement would have on the existing group of children staying at the home. (Regulation14 of the Care Planning Standard, Children’s homes Regulations)

Short Breaks can be provided under section 17(6) of the 1989 Act which grants local authorities a power to provide accommodation as part of a range of services in order to discharge their general duty to safeguard and promote the welfare of children in need; and section 20(4) of the 1989 Act, which grants local authorities a power to provide accommodation ‘for any child within their area (even though a person who has parental responsibility for him is able to provide him with accommodation) if they consider that to do so would safeguard or promote the child’s welfare’.

The break would at a maximum last no longer than 17 days; all children referred on this basis would have a learning or a physical disability and be within the age range of 8-18 years old.

All emergency placements must be approved by the Service Manager. :

A comprehensive risk assessment will be completed prior to the admission which will evidence what resources and staffing are required to make the emergency placement safe. There may be occasions when a risk assessment will identify Hartwood as not being able to accept an emergency admission.

The following consideration should be given in all cases:

Statement of Purpose –if the child/young person’s age and disability reflect the statement of purpose and conditions of registration for Hartwood

Information- if the child has a disability and is not known to the service, taking into consideration their emotional welfare and ability to cope with unfamiliar environments, evaluating if family based care more appropriate particularly for children and children who do not have specific moving and handling needs or complex health issues for example.

Medication administration – (including rescue medication) if the child requires specialist support for medication administration and protocols and if staff on duty are qualified to carry out any clinical procedures.

Behaviour support – if the child or young person presents any challenging behaviours and if staff on duty are appropriately trained to support these behaviours. If the child/young person’s behaviours putting other children using the service at risk and what level of staffing supervision would be required to support any behaviours.

Moving and handling- if the child/young person has any moving and handling needs and whether staffing levels are enough to support these needs.

Feeding/Diet –If the child/young person has any clinical needs for example do they have a Gastrostomy tube and whether the staff are trained and have knowledge of specialist feeding equipment.

RESTRICTIONS TO REFERRAL / ADMISSION

There are some reasons when Hartwood will not be able to provide a service.These are:

Children who have a chronic or life threatening medical condition which necessitates nursing or medical care which is outside the GCC clinical tasks policy.

Children who have a diagnosed psychiatric condition or have a primary support need with behaviours that can seriously challenge.

Children who become ill prior to visiting Hartwood will not be admitted unless the illness has been discussed with the Manager and an agreement has been reached within the GCC policies and procedures guidance.

Children with infectious illnesses, or when they have been in contact with an infectious illness.
