A frame that, in addition to a door opening, contains an opening(s) for use with glazing materials.

Statement of Problem and Substantiation for Public Input

This is part of a series of suggested changes to modify fire door assemblies to provide that only the fire door and immediate door frame along with necessary accessories are part of the fire door assembly. Sidelights and transoms would be considered fire windows. This will eliminate unnecessary additional testing to NFPA 252 of sidelights and transoms that have already been tested to either ASTM E119 or NFPA 257. In addition to the testing to NFPA 252 being unnecessary, when NFPA 252 is reviewed there is no specific guidance for testing of the sidelights and transoms. There is only guidance provided on testing of vision panel lights kits in the door itself. It is also noted that where NFPA 80 contains a limitation for the sizing of glazing units within the fire door itself, there is no specified limit to the size of glazing in transoms or sidelights other than what the manufacturer has tested to. A fire door assembly has no limit in size when combined with sidelights and transoms. From a technical standpoint, what is the difference between a sidelight and a fire window located immediately adjacent to a fire door assembly, or between a sidelight and a E119 tested fire-resistance rated glazed wall assembly. From a fire protection standpoint I would suggest there is no difference and the additional testing applied just because the assembly is a sidelight instead of a fire window is unjustified. This series of proposals will clarify what is a door assembly versus what is a fire window assembly and reduce the cost of listings.

Preparation of fire door assemblies for locks, latches, hinges, remotely operated or remotelymonitored hardware, concealed closers, glass lights, vision vision panels, louvers, astragals and splitastragals, and the application of plant-ons and laminated overlays shall be performed in accordance withthe manufacturer's inspection service procedure and under label service. Several years ago the Technical Committee was presented with a Public Proposal to provide a labeling system within NFPA 80 for fire-rated glazing. At that time, several different labeling systems were being proposed in the various building code processes and the Committee chose to wait until a standard system was developed. Both the IBC and NFPA now use a common system for labeling fire-rated glazing. As such, it is now appropriate to include the label system in NFPA 80 in hope that the system will remain standardized by referencing the system in NFPA 80. The codes can still determine the required fire protection and fire resistance rating of the glazing and an example of how that might be done is contained in the proposed Annex note.

Whereas the hose stream test is not always required by fire resistance tests, the Committee should consider adding an "H" for the "W" rating as well. This would be a change from what is in NFPA 101, NFPA 5000, and the IBC but would add clarity and would address the international market as well.

Detectors and their components shall be installed in accordance with the manufacturers' instructions.

Unless otherwise acceptable to the AHJ, heat detectors or fusible links shall be installed on bothsides of the wall, interconnected so that the operation of any single detector or fusible link causes the doorto close.

Where fusible links are used, one fusible link shall be located near the top of the opening, andadditional links shall be located at or near the ceiling on each side of the wall.

This section is entitled Placement of Detectors but several lines do not relate to where detectors are located. This should be more appropriately entitled Detectors. Additional information on detectors can be added as shown above. There are several types of doors (Chap 8, Horizontally Sliding Doors, 8.4.1.1.2 and Special Purpose Horizontally Sliding Accordian or Folding Doors (Chap 9, 9.4.1.2 and 9.4.2.4.1) both provide information on time delays associated with automatic closing. This should apply to all doors, not just these two types. This can best be addressed by locating it to a common section called Detectors.With the reference located in Par. 4.7, the references in 8.4.1.1.2, 8.4.2.1.4, 9.4.1.2 and 9.4.2.4.1 can be deleted along with the note in the Appendix.

A Task Group was appointed to review the various clearance requirements contained in NFPA 80 for fire doors. It was noted that the current 3/4 inch was not consistent with the test standard and instead was representative of customary practice. Noting problems with meeting the 3/4 inch requirement in all instances, the task group proposed to increase the clearance underneath the door to 1 inch. While the task group anticipates additional fire testing to evaluate this increase, the task group was advised that some doors had been tested with a clearance greater than 1 inch.

There are many job site conditions where the undercut of the door ends up greater than 3/4"...sometimes due to a concrete issue or sometimes due to a slightly raised frame installation. We see this quite a bit in hotel applications for example. This product allows for an easy solution, rather than the cost associated with total replacement of the opening. There are products on the market than have been tested and passed by recognized laboratories and test standards to solve this problem.

It would be helpful if there were a label indicating that such a condition exists. There are instances where a fire door are installed in an opening for convenience during construction or as part of an upgrade and after construction maintained closed and locked for security and/or to protect the workers from a hazard and the room is not normally entered (less than once every 2 to 3 years) then why should we have to open the door just to make sure it opens and closes. The door may also be further secured for security to prevent entry. The fire door may be protecting material that can expose the worker to unnecessary health risk. The term "acceptance testing" is consistent with that used in NFPA90A. 19.4.1.1 - This revision clarifies that buildings on a hospital campus without healthcareoccupancies must maintain the 4-year damper testing and inspection period. Buildings with multipleoccupancies that include a healthcare occupancy are permitted to extend the testing and inspectionperiod to every 6 years. The definition of a “building” is outlined in the Life Safety Code and buildingcodes. This change parallels edits made to NFPA 105. Additional proposed changes to Section 19.4clarifies the specific procedures intended by NFPA 80 when dampers are tested. The currentlanguage in the standard isn't clear with regards to the specific steps that must be taken for dampersthat use a fusible link to operate versus those that do not use a fusible link to operate. NFPA staffreceive many questions from users of this section. Proposed changes hope to clarify damper testingrequirements. Annex A material is also being added to Section 19.4.2.2. The annex material furtheremphasizes the importance of verifying that there are no obstructions in the path of damper bladesbefore the fusible link is removed.

Statement of Problem and Substantiation for Public Input

This is part of a series of suggested changes to modify fire door assemblies to provide that only the fire door and immediate door frame along with necessary accessories are part of the fire door assembly. Sidelights and transoms would be considered fire windows. This will eliminate unnecessary additional testing to NFPA 252 of sidelights and transoms that have already been tested to either ASTM E119 or NFPA 257. In addition to the testing to NFPA 252 being unnecessary, when NFPA 252 is reviewed there is no specific guidance for testing of the sidelights and transoms. There is only guidance provided on testing of vision panel lights kits in the door itself. It is also noted that where NFPA 80 contains a limitation for the sizing of glazing units within the fire door itself, there is no specified limit to the size of glazing in transoms or sidelights other than what the manufacturer has tested to. A fire door assembly has no limit in size when combined with sidelights and transoms. From a technical standpoint, what is the difference between a sidelight and a fire window located immediately adjacent to a fire door assembly, or between a sidelight and a E119 tested fire-resistance rated glazed wall assembly. standpoint I would suggest there is no difference and the additional testing applied just because the assembly is a sidelight instead of a fire window is unjustified. This series of proposals will clarify what is a door assembly versus what is a fire window assembly and reduce the cost of listings.

This is a companion change to proposed new paragraph 4.2.2. The content of the table should not be in the body of the standard since it contains requirements typically considered within the scope of a building code, fire code, or the Life Safety Code. However, the table provides useful information in showing how the label system works.

It should be noted that a change in the label system was proposed in 4.2.2. If that change is accepted by the Technical Committee, an additional note should be added to the Annex note to read as follows:

The Table below is extracted from NFPA 101-2015. The label system defined in Paragraph 4.2.2 adds a "H" for "W" ratings. As such, future editions of NFPA 101 would require a change in the table to reflect the requirement for an "H" with the "W" rating. It is anticipated that the "H" would typically appear wherever the W rating is 60 minutes or greater.

Statement: Several years ago the Technical Committee was presented with a Public Proposal to provide alabeling system within NFPA 80 for fire-rated glazing. At that time, several different labeling systemswere being proposed in the various building code processes and the Committee chose to wait until astandard system was developed. Both the IBC and NFPA now use a common system for labelingfire-rated glazing. As such, it is now appropriate to include the label system in NFPA 80 in hope thatthe system will remain standardized by referencing the system in NFPA 80. The codes can stilldetermine the required fire protection and fire resistance rating of the glazing and an example of howthat might be done is contained in the proposed Annex note. The committee did consider the "H" as

A. 4.7.7 Conveyors used in material handling systems can present a unique challenge.Considerations must be given to the orderly sequence of stopping the flow of goods through theopening, making sure the opening is clear of any goods and then activating the door closure. Statement: The text of current 4.7 is being rearranged and edited to better clarify the location of detectors andfusible links used for the activation of fire doors. The proposed text better reflects the appropriateterminology for the types of actuation devices. Proposed changes also coordinate with NFPA 72regarding the application of smoke detectors. Some automatic closing systems are fail-safe such thatupon a loss of power, the door will close. In cases where a system is not fail-safe, some type ofmechanism needs to be present so that if electronic detectors are inoperable, the doors will still closeautomatically in the event that a fire occurs. A.4.7.1.5 Further clarifies challenges presented by thepresence of conveyors and possible obstructions. The maximum clearance of 3 ? 4 of 1in. (19 mm.) under fire doors as permitted by this standard is the accepted practice in the industry. NFPA 252, Standard Meth

The maximum clearance as permitted by this standard should be measured from the bottom of the dooropening to the top of the floor. The measurement should not take into account the presence of aftermarketproducts that may be installed on the fire door to reduce the clearance to the permitted value. Theclearance allowed under and around fire doors is based upon the performance of fire doors tested to therequired fire tests. The test criteria for fire doors does not include the presence of aftermarket products. Providing these products in lieu of, or to help achieve the maximum allowable clearance does notguarantee an equivalent level of protection of the opening.

Statement of Problem and Substantiation for Public Input

The Annex note needs to be revised if the clearance in the standard is increased to 1 inch. The Task Group that reviewed the clearance requirements expressed concern with after market products, some of which have been tested and some of which have not been, being added to fire doors to reduce the clearance. In lieu of the aftermarket products, the Task Group felt it was more appropriate to change the clearance dimension to 1 inch.

This should apply to all doors, not just these two types. The specific skills and experience necessary to install, test, and maintain a fire safety curtain assembly areunique. These frames consist of multiple hollow metal sections that, upon assembly, form a completed side light,multilight, transom light, or combination Fire Window and Door Frames , either in the same plane orprojected, such as a bay window–type configuration. (See Figure G.10.3.)

Statement of Problem and Substantiation for Public Input

This is part of a series of suggested changes to modify fire door assemblies to provide that only the fire door and immediate door frame along with necessary accessories are part of the fire door assembly. Sidelights and transoms would be considered fire windows. This will eliminate unnecessary additional testing to NFPA 252 of sidelights and transoms that have already been tested to either ASTM E119 or NFPA 257. In addition to the testing to NFPA 252 being unnecessary, when NFPA 252 is reviewed there is no specific guidance for testing of the sidelights and transoms. There is only guidance provided on testing of vision panel lights kits in the door itself. It is also noted that where NFPA 80 contains a limitation for the sizing of glazing units within the fire door itself, there is no specified limit to the size of glazing in transoms or sidelights other than what the manufacturer has tested to. A fire door assembly has no limit in size when combined with sidelights and transoms. From a technical standpoint, what is the difference between a sidelight and a fire window located immediately adjacent to a fire door assembly, or between a sidelight and a E119 tested fire-resistance rated glazed wall assembly. From a fire protection standpoint I would suggest there is no difference and the additional testing applied just because the assembly is a sidelight instead of a fire window is unjustified. This series of proposals will clarify what is a door assembly versus what is a fire window assembly and reduce the cost of listings.

Resolution: The substantiation provided by the submitter does not adequately justify changing the standard tomake sidelights and transoms fire windows, rather than part of the fire door assembly. Currently, firewindows are tested to different standardized fire tests than fire door assemblies. Sidelights tested aspart of the door assembly are tested to different conditions. Removing these items from the fire doorassembly and testing them as fire windows could result in unintended consequences of differentbehaviors and reactions under fire conditions. The committee is not sure if there a demand to test theside lights different from the frame. If so, this should be addressed. Because currently, fire windowsand fire door assemblies are tested to different fire test standards, this concept would require achange to the test standard(s), NFPA 252 or NFPA 257, not NFPA 80, if there is a need to test thecomponents differently. NFPA 80 wouldn’t be the place for the proposed change. In addition, the doorhas the limitation on the rating of the assembly. If a two hour door was put in a 30 minute frame, forexample, the fire door assembly is rated at 30 minutes, not two hours as may be indicated by theframe. Additional details are necessary to warrant this change in the standard.
