State Refugee ServicesIndicators of Integration: How are
the states doing?
Marci Harris, Julia Greene, Kilee Jorgensen, Caren J. Frost, & Lisa H. GrenAugust, 2017
MethodsThe Indicators of Integration used for this were found and defined in the Indicators of Integration Final Report from the Home Office Development and Practice Report (Ager & Strang, 2004).
Agencies were identified on the Office of Refugee Resettlement (ORR) website
• Each state has a page and that page lists the reported voluntary agency affiliates for that state
• Each agency was either linked to or googled to find the services offered • The agency websites were looked through for services offered that matched
one of the framework bubbles • A google search ”refugee service (state name)” was used to identify additional
resources

FacilitatorsLanguage and Cultural Knowledge Safety and Stability
These areas represent the key facilitating factors for the integration process.
Broader cultural knowledge than just English Language proficiency is important to integration. This includes knowledge of local and national procedures, customs and facilities, and non-refugee knowledge of circumstances.
Language services were often stated directly as being offered on websites, where safety and stability required matching the description from the report.
Part of the wider integration process includes safety and stability which refers to the issue of continuity and a sense of permanence. This is an important factor in helping people begin establishing relationships.

Wyoming has 00 Providers
Note: Wyoming does not participate in refugee resettlement
The states with a 0 above maybe included in an “Other” category, in the ORR report. This represents a combination of states with refugee arrivals of below 500.There were not individual number for those specific states.
Limitations
There were three data abstractors on this project, and categorizing social bonds, social bridges, social links, and safety and stability were not clearly listed on most of the organizations’ websites; this may have led to variation in identifying the services by category for each state.
With all of the information being obtained through websites, there are most likely services that were missed.
Many of the agencies listed are resettlement agencies—resettlement agencies typically offer similar services—however, if the organization’s website did not specifically list the service, there is no way to prove that they provide that service.
