    -llow me to take this opportunity to a"knowledge the presen"e in our midst of a

    #eteran of our struggle, a former member of this %egislature, Mama SophiaWilliams(De Bruyn0 -unt Sophie, thank you for taking time to be with us today0

    We are honoured by your presen"e as our mother and as an in#aluable sour"e of 

    wisdom and inspiration0

    ' would like to also e!tend a spe"ial wel"ome to my guest of honour, &eneral

    'ke Maphoto, a #eteran of the liberation struggle who sa"rifi"ed and suffered

    enormously as a fearless freedom fighter and tireless "rusader for demo"ra"y

    and 1usti"e in our motherland0

     Ntate Maphoto is one of the few sur#i#ing members of the %uthuli Deta"hment0

    He spent more than 23 years in e!ile and more than 45 years on death row in a

     prison in the then 6hodesia after being "aptured by 'an Smith7s se"urity for"es

    during the Wange and Sipolilo "ampaign in 89:50

    )o this day, e#en at his ad#an"ed age of 5 years, Ntate Maphoto "ontinues to

     be a tireless "rusader who "riss("rosses the #alleys, ri#ers, hills and mountains

    of %impopo raising funds to edu"ate "hildren from rural "ommunities, often

    using his own pension, to assist less fortunate young people to get uni#ersity

    edu"ation0

    Honourable Members, our Constitution en1oins us to honour and respe"t those

    who sa"rifi"ed and suffered as well as those who "ontinue to work hard for a

     better South -fri"a0

    ' am sure you7ll agree with me that &eneral 'ke Maphoto7s life of selfless

    ser#i"e to the people of our "ountry is worthy of re"ognition and emulation0

    %et us therefore pause to "on#ey our gratitude to Ntate Maphoto for the

    modernise and re(industrialise &auteng in order build a seamlessly integrated,

    the -fri"an Continent; with smart, inno#ation(dri#en, knowledge(based and

    sustainable industries; an a""ountable, responsi#e, transparent and "lean

    go#ernment as well as an a"ti#e "iti?enry0 )his is our #ision0

    Honourable Members, ' am pleased to report to you that our #ision and the )en

    $illars of radi"al )ransformation, Modernisation and 6e(industrialisation has been embra"ed by most se"tors with whom we intera"ted e!tensi#ely during our 

    first nine months in offi"e0

    )he o#erwhelming support for the )M6 is parti"ularly rele#ant gi#en the fa"t

    that this is the year whi"h marks the si!tieth anni#ersary of the @reedom

    Charter, the seminal #ision upon whi"h our Constitution is based0

    )he @reedom Charter remains our lodestar that "ontinues to guide us to a South

    -fri"a of our dreams as we "onstantly sear"h for and surge forward to a morehumane and 1ust so"iety0

     

    *ur father, )ata Walter Sisulu, had something profound to say about the non(

     partisan nature of the @reedom Charter/

    A'ts signifi"an"e does not lie in its fine words, but in the fa"t that it is a

    do"ument drawn up by the people themsel#es0 't is the e!pression of the

    "olle"ti#e demands of the people, e#en from the remotest "orners of the

    "ountry0 't is the embodiment of their aspirations, the total sum of their 

    demands; and it is therefore the "reed of the people0

    Drawing from the @reedom Charter, our Constitution de"lares boldly that South

    -fri"a belongs to all who li#e in it; bla"k and white0 't also en1oins us to/ AHeal

    the di#isions of the past and establish a so"iety based on demo"rati" #alues,

    so"ial 1usti"e and fundamental human rights0

    )he National De#elopment $lan en#isions a South -fri"a in whi"h the destiny

    of its entire people is intertwined, where we are able to say to one another/

    “I cannot be without you, without you this South African community is

    an incomplete community, without one single person, without one

    single group, without the region or the Continent, we are not the best 

    that we can be.” 

    We ha#e a responsibility to build stairways and bridges to a "ommon and

     prosperous future a"ross all the di#erse and "osmopolitan "ommunities of 

    &auteng0

    *ur pro#in"e o""upies a spe"ial pride of pla"e in our "ountry7s e"onomy and

    this should be fully e!ploited to o#er"ome the triple "hallenges of po#erty,

    ineuality and unemployment0

    Madame Speaker, &auteng remains the e"onomi" and industrial hub of South

    -fri"a and the S-DC region and a signifi"ant player in -fri"a7s rising e"onomi"

    fortunes0

    -t "urrent pri"es, ours is now a more than 68(trillion e"onomy0 *ur pro#in"e

    "ontributes 2: to the "ountry7s &D$, 3 of total industrial output and :3

    of e!ports0

    *ur pro#in"e is the biggest "ontributor to national employment and the number 

    of employed people grew from 40= million in 899E to 055 million people in

    4380

    &auteng a""ounts for more than 83 of -fri"a7s &D$0 )he re"ent rnst F

    .oung Sur#ey G438 shows that sin"e 4383, &auteng has been the most

     popular foreign in#estment destination for pro1e"ts in -fri"a0 We are a &atewayto -fri"a0

    Between 4332 and 4382, the pro#in"ial e"onomy has "onsistently grown abo#e

    the national a#erage0 'n 4382, pro#in"ial e"onomi" growth re"o#ered to 4040

     Noting that the National De#elopment $lan and Iision 4323 sets an annual

    national growth target of E, &auteng needs to grow at a mu"h higher rate to

    help pull the national e"onomy0

    Despite our relati#e strength, it is "ommon "ause that our e"onomy has ma1or stru"tural problems whi"h mirror those of the national e"onomy/

    • !"lusion of the o#erwhelming ma1ority of bla"k people, women and

    youth as key parti"ipants in key se"tors of the e"onomy0

    • Dominan"e of a ra"ialised monopoly se"tor and a subdued role of the

    SMM and "o(operati#e se"tor0

    • Dominan"e of the primary and tertiary se"tors, with a serious de"line in

    the role of manufa"turing in the stru"ture of the e"onomy0

    • Dominan"e of unskilled and semi(skilled labour o#er skilled labour for"e0

    • Small si?e of domesti" market and skewed in"ome distribution; whi"h

    dampens national aggregate demand and e"onomi" growth0

    • -partheid e"onomi" geography and spatial ineualities "ontribute

    towards higher "osts of li#ing for those on the periphery0

    Madame Speaker, allow me to outline the key elements of radi"al e"onomi" andde"isi#e spatial transformation whi"h will help us to address the stru"tural

     problems of our pro#in"ial and national e"onomy/

    • Changing ownership patterns to bring bla"k people into the e"onomi"

    mainstream and "reating bla"k industrialists;

    • Changing the "urrent industrial stru"ture of our e"onomy to pri#ilege

    manufa"turing and industrialisation through the pro"essing of ri"h

    mineral resour"es and other raw materials lo"ally;

    • )he de#elopment of new modern, inno#ation(dri#en industries in the

    areas of high(te"h, biote"hnology, the green e"onomy and blue e"onomy;

    • 'n#esting in skills de#elopment to "hange the skills profile of the

    "iti?enry in line with the new strategi" se"tors and modern industries;

    • Changing in"ome distribution to ensure euity and de"ent li#ing

    standards for all;

    • )ransforming the apartheid spatial e"onomy and human settlement

     patterns to integrate e"onomi" opportunities, transport "orridors and

    human settlements;

    • &rowing the SMM se"tor as a key dri#er of growth and re#italising and

    mainstreaming the township e"onomy;

    • Strengthening the "apa"ity of the state to dire"t e"onomi" de#elopment

    and enhan"e the "ompetiti#eness of strategi" e"onomi" se"tors;

    • Signifi"ant in#estment in e"onomi" infrastru"ture as the key stimulator of 

    growth and in#estment;

    • )ransformati#e partnerships between the pri#ate and publi" se"tor in

    addressing the de#elopmental "hallenges outlined in the ND$0

    Madame Speaker, ' am pleased to report to this august House that o#er the past

    nine months we ha#e met many business organisations and industry leaders

    who share our )M6 perspe"ti#e and the &auteng City 6egion #ision0

    )he ma1or plans we will announ"e today illustrate "on"rete "ommitments andtransformati#e partnerships between different spheres of go#ernment and the

     pri#ate se"tor in addressing the priorities and pillars of the )M60

    -""ordingly, we are making $%ree &a'r( )*$er+e*$)(*,  J spatial

    re"onfiguation, township e"onomy re#italisation and massi#e infrastru"ture

    in#estments ( 1ointly with muni"ipalities and the pri#ate se"tor partners to

    "hange the spa"e and stru"ture of the e"onomy of our pro#in"e in order to

    address unemployment, po#erty and ineuality0

    &oing forward, we want to re"onfigure the &auteng City 6egion7s spa"e and

    e"onomy along fi#e de#elopment "orridors that ha#e distin"t industries and

    different "omparati#e ad#antages/

    • )he Central De#elopment Corridor is an"hored around the City of +oburg

    as the hub of finan"e, ser#i"es, 'C) and pharma"euti"al industries;

    • )he astern De#elopment Corridor an"hored around the e"onomy of the

    kurhuleni Metro as the hub of manufa"turing, logi"ti"s and transport

    industries;

    • )he Northern De#elopment Corridor an"hored around )shwane as our 

    nation7s administri#e Capital City and the hub of the automoti#e se"tor,

    resear"h, de#elopment, inno#ation and the knowledge(based e"onomy;

    • )he Western Corridor en"ompassing the e"onomy of the "urrent West

    6and distri"t and the "reation of new industries, new e"onomi" nodes and

    new "ities;

    • )he Southern Corridor en"ompassing the e"onomy of the Sedibeng

    distri"t and the "reation of new industries, new e"onomi" nodes and new

    "ities;

    Honourable Members, we ha#e engaged all muni"ipalities e!tensi#ely in order 

    to agree on the type of e"onomy we want to build a"ross the City 6egion0

    )ogether, we ha#e arri#ed at a "on"lusion that we will strategi"ally use land

    owned by go#ernment and the de#elopment appro#als to prioritise and earmark 

    the lo"ation of spe"ifi" se"tors and industries in the fi#e de#elopment "orridors

    of our pro#in"e0 )hese "orridors will ensure balan"ed e"onomi" growth,

    infrastru"ture de#elopment, sustained employment and signifi"ant e"onomi"

    empowerment a"ross the entire City 6egion0

    &one are the days when some regions and muni"palities will be negle"ted as the

    "inderellas on the periphery of the pro#in"ial e"onomy0 We need deliberate and"ons"ious a"tion by the entire City region leadership to re#erse spatial in1usti"e

    and e"onomi" marginalisation of Sedibeng and the West 6and0

     How do we a"hie#e this noble goalK

    Madame Speaker, allow me to go into greater detail about the key undertakings

    we are dri#ing with different spheres of go#ernment and the pri#ate se"tor in the

    "orridors0

    )he e"onomy of the "entral "orridor will be "onsolidated around +oburg as the

    finan"ial "apital and hub of the ser#i"es industry of our "ontinent0 'n addition,

    +oburg has a "riti"al presen"e of global high(te"h "ompanies and the

     pharma"euti"al industry0 We will "ontinue to deliberately work with the City,

    national go#ernment and the pri#ate se"tor to enhan"e the "ompetiti#e position

    of +oburg with regard to these se"tors of our e"onomy0

    )he pro#in"ial go#ernment will "ontinue to work and support the City to

    regenerate the inner("ity and other areas that ha#e e!perien"ed a signifi"ant de(

    industrialisation and de"line0

    We in#ite the pri#ate se"tor to partner with us in impro#ing the fa"e of our 

    "entral business distri"ts and inner("ities through in#esting in better buildings,

    "leaning the streets and greening the City7s open spa"es as part of building

    li#eable and sustainable "ities0

    *#er the ne!t fi#e years, we will mobilise more than 683 billion in publi" and

     pri#ate in#estments in the regeneration of the +oburg CBD as the seat of the

     pro#in"ial go#ernment0 Ha#ing spoken to pri#ate se"tor leaders, ' am "onfident

    that there is an appetite and passion to in#est in the re#italisation of the CBD of +oburg0

    We applaud the banks, mining houses, state(owned enterprises and other ma1or 

    "ompanies that "ontinue to in#est in both the +oburg CBD and its finan"ial

    distri"t of Sandton0

    'n strengthening the position of the Central Corridor as the finan"ial hub of our 

    "ountry and the "ontinent, we will work with national go#ernment and the City

    to ensure that it be"omes the home of the B6'CS regional de#elopment bank0

    We are also working with national go#ernment and the City of +oburg on a

    definite and "on"rete plan to re#italise the old townships of liptown and

    -le!andra0 )he two townships are in a terrible and sorry state of disrepair0

    'n order to "hange human settlement patterns o#er the ne!t fi#e years, 83 333housing units will be built in %ion $ark, in Diepsloot ast, in @leurhof, Cosmo

    City, Malibongwe 6idge and &oud 6and0

    'n addition we are working with the pri#ate se"tor and the City of +ohannesburg

    on the following initiati#es to radi"ally "hange the spatial lands"ape of the

    Central Corridor J Masingita "ity, 6eitfontein, Waterfall "ity, Modderfontein

    "ity and Steyn "ity0 -ll these de#elopments will ha#e ma1or so"io(e"onomi"

     benefits with regard to de"ent employment and e"onomi" in"lusion0

    )he Masingita "ity, an integrated "ommer"ial and industrial hub, is a 62 billion

     pri#ate in#estment that will "reate 8E,E33 1obs during the "onstru"tion stage and

    appro!imately 83,333 1obs during its full operation0

    't will also "ontribute to the township e"onomy re#italisation by supporting

    township enterprises and SMMs in Soweto, %enasia and

    BekkersdalL6andfontein0 )he first phase of "onstru"tion will "ommen"e in

    Mar"h this year0

    6ietfontein is a "omplete mi!ed(use node with more than 5 333 proposed

    residential units, in"luding "ommer"ial property, distribution and warehousing;

    retail and edu"ation fa"ilities0 )his in#estment is estimated at 6 43 billion and

    has the potential to "reate 8= 333 1obs, during the "onstru"tion phase and

     beyond0

    Waterfall City is the largest "ity to be built in post(apartheid South -fri"a0 )he

    estimated in#estment during "onstru"tion is 6 =8 billion with, an estimated 833

    333 1obs "ould be "reated by the pro1e"t0 )he Modderfontein de#elopment will

    in1e"t 6 5 billion into the e"onomy of the &auteng City 6egion and is e!pe"tedto "reate 8E3 333 1obs o#er the ne!t twenty years0

    *ur partnership with the pri#ate se"tor and the City of +ohannesburg has

    resulted in a 6 :0E billion in1e"tion into Steyn City de#elopment, in"luding the

    "onstru"tion of a new arterial road G6E88 and infrastru"ture for basi" ser#i"es0

    $hase 4 of the de#elopment will in1e"t in e!"ess of 6E3(billion into the

    e"onomy of the &auteng City 6egion0

    -s part of propelling spatial transformation, the City of +oburg is e!panding the

    e!isting 6eya Iaya Bus 6apid )ransit System to "o#er more areas in the "ity0

    )he City has in#ested a total of 6 4 billion in this pro1e"t0

    We fully support the City7s Corridors of @reedom spatial transformation andBlue e"onomy initiati#es, whi"h will see signifi"ant infrastru"ture in#estment

    that will reshape the politi"al e"onomy of spa"e in one of -fri"a7s largest "ity0

    )he "umulati#e effe"t and "ombined impa"t of all the aforementioned publi"

    and pri#ate se"tor in#estments will be the "reation of new "ities and mega

    e"onomi" nodes that will "hange the e"onomy and spa"e of the Central

    Corridor0

    Madame Speaker, let us now set our eyes on the astern De#elopment Corridor0

    kurhuleni was the manufa"turing and transport hub of S-DC o#er manyde"ades during South -fri"a7s industrial e#olution0

    Howe#er, it has e!perien"ed dramati" de(industrialisation o#er the past twenty

    years0 Bold thinking and de"isi#e a"tion is reuired to re#erse this trend and

     build a new e"onomy in this "orridor0

    )ogether with the kurhuleni Metro and national go#ernment, we are now

    undertaking 49 industrial initiati#es, under the banner of the -erotropolis, to

    re#italise manufa"turing, a#iation, transport and logisti"s industries linked to the

    *6 )ambo 'nternational -irport0 )his will dramati"ally transform the "urrent

    industrial stru"ture of the e"onomy of kurhuleni0

    Be"ause of the interregional nature and transformati#e magnitude of the

    -erotropolis and its effe"t on the &C6 e"onomy, this pro1e"t has now been

    ele#ated to being a &auteng City 6gion(wide initiati#e0

    Honourable Speaker, the -erotropolis is one of the ma1or pro1e"ts that will help

    us mo#e the &auteng City 6egion forward0 )he footprint of the -erotropolis

    will also "o#er the %anseria -irport in +ohannesburg and the Wonderboom

    -irport in )shwane0

    'n addition there are also a number of unfolding initiati#es by state owned

    "ompanies that will "ontribute to the reindustriali?ation of kurhuleni0 $6-S-

    is rolling out appro!imately = 44 new rolling sto"k units with a pro1e"ted

    in#estment of 6842 billion o#er a period of 43 years0 - total of 23 333 1obs will

     be "reated o#er the same period0

    With regard to freight and logisti"s, )ransnet7s in#estment in the inland ports of 

    )ambo Springs and Sentrarand will also ha#e a ma1or impa"t in re#italising thee"onomy of kurhuleni0

    )he )ambo Springs 'nland port de#elopment will ha#e an estimated 6=0E billion

    in#estment o#er fi#e years0 )his pro1e"t will "reate a total of 883 333 1obs o#er 

    fifteen years0

    -irport Company S-, Denel and ma1or pri#ate se"tor "ompanies are positioningthemsel#es in line with the imperati#es of the -erotropolis0 )here is huge

     potential for these pro1e"ts to attra"t massi#e foreign dire"t in#estment into the

    *6 )ambo 'ndustrial De#elopment one and the Spe"ial "onomi" one0

    )o further "hange the spatial geography of this Corridor, we are rolling out the

    Bus 6apid )ransit System in kurhuleni whose first phase will be operational

     by Mar"h ne!t year0 *#er the ne!t fi#e years, more than 6 E33 million will be

    in#ested in the B6) system in kurhuleni0 $ubli" transport infrastru"ture has

    the potential to transform the kurhuleni spatial lans"ape and integrate thedesperate towns, "ities and human settlements of kurhuleni0

    'n order "hange the human settlements paradigm, more than 833 333 housing

    units will be deli#ered o#er the ne!t fi#e years in areas su"h as Chief -lbert

    %uthuli, +ohn Dube !tension 4, )sakane !tension 44, &ermiston South,

    %eeuwpoort, 6ietfontein and Clay#ille !tension E0

    )he "umulati#e effe"t and "ombined impa"t of all these publi" and pri#ate

    se"tor initiati#es and in#estments will "reate a new e"onomy and new spatial

    lands"ape in kurthuleni and generate massi#e employment and opportunities

    for e"onomi" in"lusion0

    Honourable Speaker, allow me to now turn to the Northern Corridor, the

    administrati#e Capital of our "ountry and the hub of the automoti#e industry0

    )his is the main an"hor for resear"h, inno#ation and the knowledge(based

    e"onomy in &auteng0

    )he $ro#in"ial &o#ernment is supporting the City of )shwane7s initiati#e to

    reshape the City7s spa"e and e"onomy into a new and more dynami" Capital

    City0

    'n order to respond to the imperati#e of inner("ity regeneration, we will work 

    with the City of )shwane to establish the West Capital de#elopment pro1e"t

    whi"h will in"lude the de#elopment of a student #illage, sport in"ubatory "entre,

    retail and "ommer"ial "omponents, inner "ity housing and health fa"ilities0

    )he de#elopment of the -fri"an &ateway in the heart of Centurion in

     partnership with the pri#ate se"tor is ma1or boost to the e"onomy of this

    "orridor0 )his will be "omprised of the biggest Con#ention Centre, a massi#e

    hotel, residential, "ommer"ial and additional offi"e spa"e will "reate a more

    resilient e"onomi" node in Centurion0

    )he City of )shwane will in#est 6E4E million to establish a Business $ro"ess

    *utsour"ing $ark in Hammanskraal0 )he $ark will offer on(site training,

    te"hni"al support, in"ubators for SMMs0 )he pro1e"t is e!pe"ted to "reate o#er 

    8 333 1obs during "onstru"tion and o#er 8 333 indire"t 1obs0

    Working with the pri#ate se"tor, the City of )shwane is rolling out free wi(fiwithin the City0 )o date 6 8E3 million has been in#ested in this initiati#e0

    *#er the ne!t fi#e years, we shall work with national go#ernment,

    muni"ipalities and the pri#ate se"tor to transform, modernise and di#ersify the

    West 6and e"onomy and re#italise the mining towns0

    )he e"onomy of the Western Corridor, will fo"us on the green and blue

    e"onomy initiati#es, tourism, agro(pro"essing and logisti"s0 )he %anseria

    -irport and Maropeng World Heritage Site will be the main an"hors of the new"ity and new e"onomy of the West 6and0

    We are working with the the muni"ipalities and pri#ate se"tor partners to unlo"k 

    the potential of %anseria -iport logisti"s hub0 )hus far the pri#ate se"tor is

    in1e"ting at least 6 E33 million in Cape! for the de#elopment of the airport,

    with o#er 683 billion e!pe"ted to be in#ested in %anseria o#er the ne!t 8E

    We said we must work towards "onditions where e#ery rand generated from the

    township e"onomy "ir"ulates within the township e"onomy and benefits

    $resident uma indi"ated that Ae"onomi" transformation to unlo"k growth also

    means impro#ing the support pro#ided to small enterprises espe"ially township

    and rural enterprises whi"h will promote e"onomi" a"ti#ities at lo"al le#el0

    )he $ro#in"ial &o#ernment has already "ommitted more than 68:3(million to

    the township e"onomy0 'n the 438EL8: fian"ial year, we ha#e allo"ated more

    than 6 233 million to support township enterprises and "ooperati#es0

    -t the same time muni"ipalities ha#e made substantial in#estments in thetownship e"onomy fo"using on township enterprise hubs0

    *#er the ne!t fi#e years, the City of +ohannesburg, a "omponent of the township

    e"onomy, has set aside 62 billion, )shwane 644 million and kurhuleni has

    made a#ailable more than 68E3 million to support the township e"onomy and

    township entrepreneurs0

    We are ad#o"ating for the establishment of a )ownship "onomy $artnership

    @und in#ol#ing the "orporate se"tor, township enterprises and go#ernment to

     promote in#estment in the township e"onomy and de#elopment of township

    enterprises and "ooperati#es0

    'n addition we will work with the Cooperati#es Banks De#elopment -gen"y to

    fa"ilitate the establishment of "o(operati#e banks that are owned by

    "ommunities Gin"luding burial so"ieties and stok#els, as part of promoting

    finan"ial in"lusion and broadening a""ess to "redit by township enterprises and

    "ommunities0

    Honourable Speaker the $ro#in"ial &o#ernment, "urrently, spends at least Eof its 683 billion pro"urement budget for goods and ser#i"es on township

    enterprises0 We ha#e now "ommitted to set aside 23 of publi" pro"urement

     budget for township enterprises o#er the ne!t fi#e years0

    Some of our go#ernment #ehi"les will be repaired by township(based

    enterprises at sele"ted repair hubs supported by our -utomoti#e 'ndustry

    De#elopment Centre G-'DC0

    We will strengthen three e!isting township e"onomi" hubs in Mohlakeng,

    Winter#eld and )embisa in the "oming months0 Se#en new township hubs will be established in nnerdale, Hammanskraal, Mabopane and 6eiger $ark0 We

    We parti"ularly would like to mention the automoti#e industry, whi"h has made

    signifi"ant strides in introdu"ing township entrepreneurs to the automoti#e

    industry0

    'n Diepsloot, about 8:3 township entrepreneurs in#ol#ed in light manufa"turing

    and other produ"ti#e a"ti#ities will benefit from the 680:(billion in#estment in

    the 6i#ersandsLDiepsloot SMM 'n"ubation Hub, with state(of(art fa"ilities0

    )he 6i#ersands 'n"ubation Hub is at the heart of the new 6i#ersands

    Commer"ial $ark, whi"h will pro#ide mentorship and enterprise support to

    ensure that when SMMs graduate from the programme, they are better pla"ed

    to grow and e!pand0

    Coupled with the adoption of the fi#e de#elopment "orridors as the dri#ers of 

    radi"al e"onomi" transformation, de"isi#e spatial transformation and re(

    industrialisation, the se"ond ma1or le#er to "hange the e"onomy and spa"e of 

    the &auteng City 6egion will be through a massi#e and well "oordinated

    infrastru"ture in#estment programme0

    Madame Speaker, ' would like to fo"us on the work we are doing with national

    go#ernment, muni"ipalities and pri#ate se"tor players in infrastru"ture

    de#elopment0

    *ur infrastru"ture in#estment programme fo"uses on the following key areas/

    *#er the ne!t four years, as the &auteng $ro#in"ial &o#ernment our total

    in#estment in infrastru"ture de#elopment will be more than 624 billion, while

    &auteng muni"ipalities will spend 69 billion o#er the ne!t fi#e years0 )his

    in#estment will ha#e a massi#e multiplier effe"t on the e"onomy of the &auteng

    City 6egion0

    Honourable Members, we ha#e adopted a 4E(year integrated transport master 

     plan fo"using on de#eloping a "ity region wide transport system and an effi"ient

    transport network to underpin spatial transformation and in"lusi#e growth0

    -s part of strengthening our in#estment in publi" transport, we are "ondu"ting a

    feasibility study with a #iew of e!panding the e!isting &autrain 6apid 6ailSystem0

    We ha#e already outlined the work being done together with mun"ipalities in

    in#esting in the rollout Bus 6apid )ransit systems in thew metros0

    We ha#e also indi"ated the e!tent to whi"h $6-S-7s new rolling sto"k of 

     passenger "oa"hes will re#italise and modernise the publi" transport

    infrastr"utre and "reate a big stimulus for re(industrialisation and lo"al

     produ"tion0

    We wish to reiterate that only a massi#e in"rease in publi" transport

    infrastru"ture, in"luding a signifi"ant e!pansion of the rail network will help us

    dri#e industrialisation and spatial transformation0 More inno#ati#e solutions

    will be reuired to fund publi" transport and infrastru"ture reuirements0

    )he people of &auteng, ' wish to reiterate that transformation, modernisation

    and re(industrialisation will not be possible without paying serious attention to

    the "riti"al issue of energy se"urity0

    'n order to broaden the energy mi! plan in the &auteng City 6egion, we adopted

    a plan with si! inter#entions/

    • We ha#e been working with muni"ipalities to finalise plans to bring in

    additional 8433 megawatts of ele"tri"ty by in"reasing generation "apa"ity

    of the "urrent "oal(fired power stations in )shwane G6ooiwal and $retoria

    West $ower and +oburg Gel#in Station0

    • We are installing roof top solar panels for all our go#ernment buildings0

    *ur estimate is that we ha#e a#ailable 5 million suare metres of roof top

    spa"e suitable for this and will be able to generate 233(E33 megawatts of ele"tri"ity0

    • We are implementing a programme to retrofit our "oal fired boilers with

    natural gas0

    • We are implementing the )ri(generation programme in si! hospitals0 )ri(

    generation is a te"hnology that is able to produ"e ele"tri"ity for heating

    and "ooling using gas0

    • We are initiating the waste to energy programme0 )his programme is

    aimed at "on#erting waste from our fa"ilities into bio(gas0

    We ha#e to take e#ery step to ensure we power the massi#e industrial, humansettlements and publi" transport de#elopments that we outlined earlier0

    Honourable Speaker, our goal remains that of being a smart pro#in"e0

    @or this reason, we "ontinue to in#est in 'C) infrastru"ture and most

    importantly e(go#ernment ser#i"es0 )he $ro#in"ial &o#ernment7s total

    in#estment in 'C) infrastru"ture is more than 6 233 million o#er the ne!t three

    years0

    We will also work with pri#ate se"tor network "ompanies to dis"uss how we "anfast(tra"k the realisation of our goal of a"hie#ing 833 "onne"ti#ity o#er the

    ne!t fi#e years and unleash the potential of the lo"al 'C) industry to promote

    SMM de#elopment and township e"onomy re#italisation00

    Madame Speaker, we are pleased to announ"e that we are e!tending 'C)

    We ha#e, in addition, pro#ided 55,333 tablets for use in our s"hools and will

     NS@-S and the &C6- Bursary S"heme, we need to do more0

    We are making good progress in the rollout of the National Health 'nsuran"e,

    whi"h has been piloted in )shwane0 We are also pleased to note that we are the

     best performing pro#in"e in assessments of "omplian"e with national "ore

    standards in health0 &auteng was rated at =E0: against the national a#erage of

    Honourable Speaker, as result of problems in the finan"ial management and

    administration within our health system, in the pre#ious term of offi"e we

    introdu"ed the Health )urnaround Strategy and the Department of Health was pla"ed under se"tion 85 of the $@M-0 ' am pleased to announ"e that we are

     parti"ular, we are registering impro#ements in the timeous payment of our suppliers, elimination of a""ruals and re#enue management0

    -s part of the moderni?ation of publi" health ser#i"es, we will prioritise the

    de#elopment of e(health systems0

    We offi"ially opened and handed o#er to the "ommunity the new state of the art

     Natalspruit Hospital within the first 833 days of the fifth administration0

    )his is our hospital of the future; a sign of things to "ome; an indi"ation of 

    what we mean by modernising health "are0

    We are proud to announ"e that in two hospitals ola(+abulani and New Natalspruit are now on e(health programme, whi"h in"ludes the introdu"tion of 

    ele"troni" patient re"ord0

    )his will redu"e ueues and impro#e the effi"ien"y of our health fa"ilities0 We

    are also working towards rolling out this programme throughout the pro#in"e0

    During one of my unannoun"ed #isits to the )embisa Hospital ' "ame fa"e to

    fa"e with the reality that many of our people grapple with on a daily basis0

    )here ' met an elderly woman who had been waiting in long ueues to either 

    "olle"t medi"ation or see a do"tor0 Some of them had been waiting sin"e Eam0

    )hey told me that part for the reason they ha#e to wait for long hours in ueues

    was that the Hospital was using a manual filing system making it diffi"ult to

    lo"ate patient files with ease and speed0 Some of the files were getting lost0

    *ur e(health programme will help us bring an end to this totally una""eptable

    state of affairs0

    Honourable Members, ' am pleased to announ"e that following a "ommunity

     parti"ipation pro"ess, we will rename three of our hospitals to honour some of outstanding martyrs who ha#e sa"rifi"ed their li#es for our freedom0 ola(

    +abulani Hospital, will be named after the late Bheki Mlangeni; the Natalspruit

    Hospital will be named after the late )helle Mogoerane; and @ar ast 6and

    Hospital will be named after the late Mme 6uth @irst0

    While "rime dropped in almost all the key "rime "ategories in the period 4383

    to 4384L82, the 4382L8 figures show a re#ersal in this regard, with in"reases in

    murder, robbery and other areas0

    Dealing de"isi#ely with "rime is "riti"al to the so"ial fibre of our "ommunities

    and e"onomy0 We will therefore need to intensify our "ommon efforts to bring

    "rime under "ontrol0

    -mong the important inter#entions in this regard are impro#ing a""ess to

     poli"ing through se"tor poli"ing; in"reasing poli"e #isibility and ensuringui"ker response times0 We are also building working relations a"ross the

    "riminal 1usti"e "luster0

    'n September 438, we held a Summit -gainst Crime with key stakeholders to

    de#elop a "omprehensi#e strategy in#ol#ing all se"tors of our so"iety0

    -s part of impro#ing "i#ilian o#ersight of poli"ing, we will by the 8 st of -pril

    438E appoint the Head of the Ci#ilian Se"retariat in &auteng and ensure that the

    se"retariat is effe"ti#ely "apa"itated0

    Honourable Members, our "hildren are killed0 We appeal to the "ommunity to

    "ontinue to work with the poli"e to ensure that "hild killers are arrested and

    "on#i"ted0

    We will "ontinue to strengthen "ommunity(poli"e relations and build a strong

    mo#ement against "rime0 We "ommend "i#il so"iety organisations who are

    doing good work in partnership with go#ernment, in"luding S-B6'C and

    Business against Crime0

    We also "ommend those honest and hard(working men and women in uniform

    who daily put their li#es on the line to keep us safe in our homes and in our "ommunities0

    $eople of &auteng, ' am deeply "on"erned that the fight against "rime is

    treatment of drug abuse and working with the poli"e to "lamp down on the

     produ"tion and distribution of illegal substan"es0

    We ha#e designed a prototype treatment "entre whi"h will ser#i"e as a one stop

    "entre to pro#ide integrated and "omprehensi#e treatment of substan"e abuse

    and impro#e a""ess0

    'n addition to in(patient and out(patient treatment, the "entre will also pro#ideskills de#elopment, and ser#e as a half(way house to ease integration ba"k into

    so"iety0 Building of the first "entre will "ommen"e in 438: and we will

    and the training of 8 E33 youth benefi"iaries through our 3 1ob "entres in the

    -n additional 333 benefi"iaries will be pro#ided with e"onomi",

    entrepreneurial opportunities and skills0

    -s part of our efforts to impro#e a""ess to produ"ti#e e"onomi" a"ti#ities and in

    order to redu"e dependen"y, we will link more than 2:33 benefi"iaries to

    employment opportunities and other e"onomi" a"ti#ities0

    We will also work with township enterprises to engage those in need in the

     produ"tion of goods su"h as paper towels, plasti", furniture, tombstones, bri"ks,

    upholstery, hydroponi"s, paint, "ondoms and baked goods0

    )o redu"e po#erty, hunger and food inse"urity, we will e!pand urban

    agri"ulture, in"luding "ommunity and s"hool food gardens to ensure that our

    We will therefore pay parti"ular attention to promoting so"ial de#elopment,

    so"ial "ohesion and eradi"ating urban po#erty in "ollaboration with "i#il so"iety

    organi?ations0

    'n parti"ular we will "ontinue to build moral "ommunities, healthy and skilled

     people as well as stronger families and so"ially in"lusi#e and "ohesi#e"ommunities0

    We ha#e thus far de#eloped a number of strategies to fast tra"k so"ial

    de#elopment and so"ial "ohesion within the &auteng City 6egion0

    *ur immediate task is to "oordinate these strategies for better and effe"ti#e

    implementation0

    Honourable Members, last month we witnessed in Soweto and se#eral parts of the pro#in"e in"iden"e of #iolen"e against foreign nationals0 We reiterate our

    dialogues with the foreign nationals form other parts of the "ontinent and the

    rest of the world to dis"uss how we "an li#e and work together and "ontribute

    to the growth and de#elopment of our pro#in"e0

    )he !panded $ubli" Works $rogramme G$W$ has now entered its third

     phase sin"e its laun"h ten years ago0

    -gainst the ba"k drop of high(le#els of unemployment and "urrent e"onomi"

    situation, the $W$ remains rele#ant to pro#ide work opportunities and in"omesupport to the poor and the unemployed through labour(intensi#e deli#ery of 

     publi", "ommunity and en#ironmental ser#i"es0

    )he main thrust of this phase is promoting de#elopment through 1ob "reation

    and skills de#elopment; in"reased "ommunity parti"ipation and "ommunity(

    ownership; in"reased infrastru"ture maintenan"e; and impro#ed uality in

    implementation0

    &auteng will "ontribute to the national target of : million work opportunities by

    "reating 8 million of su"h work opportunities by 4389, with spe"ifi" fo"us on

    women, youth and people with disabilities0

    -lready the &auteng &o#ernment has "reated 4 45 work opportunities0 *ur 

    muni"ipalities ha#e "reated : 9:3 work opportunities0

    Howe#er, mu"h still more needs to be done<

    Honourable Speaker, the &auteng City 6egion, in terms of population its mainly

    "onstituted by the youth0 'n this regard our efforts are dire"ted towards youthde#elopment be"ause the youth are the future of &auteng0

    *bser#atory indi"ates that the ma1ority of the people of &auteng are satisfied

    will "ontinue to fo"us on strengthening the fight against "rime, building moral

    traders in +ohannesburg and )shwane to address their "on"erns and reaffirm that

    they too are an important stakeholder in our e"onomy0

    6e"ently we met the people of Soweto as well as with those business people

    who were affe"ted by the sporadi" atta"ks on foreign nationals0

    We did this to e!press our "ondemnation of the senseless #iolen"e, "riminality

    and intoleran"e taking pla"e at the time, and to "omfort those affe"ted by thesea"ts0

    *ur message was "lear/ those who "ome to our "ountry legally to make an

    honest li#ing and a "ontribution to the de#elopment of our so"iety must be

    allowed to do so without hindran"e0

    ually those who "ome to our "ountry must a"uire the ne"essary

    do"umentation and those who be"ome traders should do so within the rele#ant

     pres"ripts0

    We were on the ground again re"ently in Mohlakeng to help address the

    "hallenges in that "ommunity0

    We applaud the young people of Mohlakeng who are reported to be "olle"ting

     books for their own underground library, in response to the burning of the

    "ommunity library in that area a few weeks ago0

    Honourable Speaker, as part of our o#erall "ommitment to building a

    go#ernment system founded on prin"iples of integrity and a""ountability we are

    taking "on"rete steps to strengthen the integrity of our go#ernment and its

    institutions and promote "orruption free, "lean go#ernment0'n doing this wemo#e from the premise that "orruption is a ma1or stumbling blo"k to

    de#elopment0 't is also a serious "rime against the poor0

    is leading on reporting in"iden"es of "orruption0 We note issues where there are

    serious "hallenges in the fighting "orruption0

    )o demonstrate our willingness to fight "orruption in our pro#in"e, we "ontinue

    to "o(operate with state organs su"h as the $ubli" $rote"tor, -uditor &eneral,

    $ubli" Ser#i"e Commission and so"iety in general to build integrity and fight

    "orruption in go#ernment and in so"iety0

    'n line with the out"omes of the pro#in"ial -nti("orruption Summit we

    "on#ened last year, we ha#e begun setting up the 'ntegrity Management and

    -nti(Corruption nit in the *ffi"e of the $remier to dri#e the agenda of 

    integrity promotion a"ross go#ernment departments0

    )he 'ntegrity Management and -nti(Corruption nit will be fully operational

     by the end of this year0

    )hus far we ha#e trained the ma1ority of our staff in ethi"s0

    We are also strengthening our inter#entions aimed at a"hie#ing 833 dis"losure

    of finan"ial interest by our Senior Management0

    We are determined to pre#ent "i#il ser#ants from doing business with

    go#ernment, in"luding politi"ians0

    )hese issues ha#e already been put firmly on the agenda of Senior Managers in

     planning, "oordination, budgeting and implementation espe"ially of our ma1or 

     pro1e"ts0

    -t the "ore of these stru"tures are the "ordial working relations between myself 

    as the $remier and all the Mayors, in"luding the Mayor of Mid#aal0

    We are looking at a possibility of legislating relations between the #arious

    spheres of go#ernment, beyond the e!isting '&6 %egislation0 We are doing this

     be"ause we know too well that unless the #arious spheres of go#ernment work 

    together in a more "oordinated and predi"table manner all the plans we ha#e put

    forward will not be realised0

    Stronger intergo#ernmental "o(ordination, planning and implementation are at

    the "ore of our &C6 approa"h0

    Honourable Speaker, we are determined to "ut red tape, to redu"e the "ost of 

    doing business and to make it easier to do business in our pro#in"e0

    'n this regard, we are making regulatory reforms in the administration of the

    n#ironmental 'mpa"t -ssessment system0

    -s pro#ided for in legislation, we ha#e de#eloped a &auteng n#ironmental

    Management @ramework0 )his has allowed us to know in detail where the

    en#ironmentally sensiti#e areas of the pro#in"e are and where the de#elopment

    last year ' had intensi#e dis"ussion with 'nstitutions of Higher learning on how

    they "ould assist us to build our pro#in"e7s 6esear"h and De#elopment "apa"ity0

    )hrough these engagements, we sought to build lasting partnerships with these

    institutions with a #iew to strengthening the &auteng City 6egion7s inno#ation,

    resear"h and de#elopment "apa"ity0

    We also plan to engage with the pri#ate se"tor to "reate the link between

    institutions of higher learning and spe"ifi" industry0 )his is a ne"essary

    inter#ention to strengthen our footprint in the knowledge e"onomy0

    Honourable Members, during the state of the pro#in"e -ddress last year, 'appointed an ad#isory panel on the so"io e"onomi" impa"t of the &auteng

    @reeway 'mpro#ement $ro1e"t and the e()olls in response to the publi" out"ry

    on the matter0

    )he panelQs primary findings were as follows;

    • )he implementation of the &auteng @reeway 'mpro#ement $ro1e"t

    G&@'$ has benefited the e"onomy and the people of our pro#in"e in

    #arious ways namely better uality road system; redu"ed tra#el time;

    impro#ed fuel effi"ien"y; redu"ed #ehi"le operating "osts; and impro#edlogisti"s effi"ien"ies for business0

    • While there is general a""eptan"e of the user pay prin"iple and

    willingness to pay for "urrent and future upgrades of roads and publi"

    transport infrastru"ture, in its "urrent form, the e()oll system is

    unaffordable and ineuitable and pla"es a disproportionate burden on low

    and middle in"ome households0 't is also administrati#ely too

    "umbersome0

    • )he $anel re"ommended that elements of the "urrent e(toll system must be re#iewed to address the uestions of affordability, euity, fairness,

    administrati#e simpli"ity and sustainability0

    -fter re"ei#ing the report of the panel, we engaged with the lo"al and national

    go#ernment on the out"omes of the panel7s re"ommendations to the people of 

    &auteng, the panel makes it "lear that in its "urrent form, the system needs to

     be re#iewed to address mainly affordability by low and middle in"ome

    motorists and administrati#e simpli"ity, while the user pay prin"iple is

    reaffirmed0

    )he panel also re"ommended a hybrid funding model whi"h will be made up of 

    "ontributions by national and $ro#in"ial &o#ernment to ease the finan"ial

     burden on motorists0

    Madame Speaker, the $ro#in"ial &o#ernment is part of the "urrent "onsultation

     pro"ess led by Deputy $resident Mr Cyril 6amaphosa to de#elop a better 

    dispensation whi"h will mitigate the negati#e impa"t of the e(tolls on the people

    of &auteng, espe"ially the middle and lower in"ome groups0 )he final de"ision

    on the new dispensation will be made on"e the work of the intergo#ernmentalteam is "ompleted0

    motorists, while simplifying the payment system to make it easy for road users
