Welcome.
Since 2002, the Victorian Government has promoted design as a capability and an industry in its own right — recognising that good design is a key driver in securing economic growth.
Design is a building block in an innovative, knowledge-based economy and the design-led growth of Victorian industries can create a more globally-competitive Victorian design sector.
Good design also contributes to social, cultural and environmental outcomes and has the potential to enhance the quality of life of all Victorians. This year’s festival will explore sustainability in design, showcasing Victoria’s best designers and users of design and encouraging us to consider how design can reduce harmful impacts on our environment.
The 2010 Festival also includes our biennial Premier’s Design Awards which recognise and reward excellence and leadership in the use and application of design. Winning initiatives demonstrate design’s legitimate point of differentiation for products and services.
We have a great culture of innovation here in Victoria, and I’m confident that this year’s festival will present many innovative and sustainable ideas for households and businesses.
Good design can deliver economic, social and environmental value by improving living conditions, generating new and innovative products and services, and creating sustainable development opportunities.
The 2010 State of Design Festival theme ‘Change by Design’ focuses on design for a sustainable future, reminding us that design has the potential to benefit us all in many ways. Through sustainable design, many communities and businesses can benefit from improvements in profitability and competitiveness by reducing costs associated with production, assembly, packaging, storing, transportation and disposal.
Victoria is leading the way, using innovative, sustainable design in some of our major landmarks, such as the new rectangular stadium and the 6-star energy rated Melbourne Convention and Exhibition Centre — we are working hard to create clean, energy-efficient buildings that use recycled materials. The State of Design Festival is supported through the Victorian Government’s four-year $15 million Design Victoria Strategy. It showcases world-class design innovations and provides communities and businesses with opportunities to embrace the benefits offered by our dynamic design industry.

Welcome to the 2010 State of Design Festival, the public face of the Victorian Government Design Victoria Strategy.
The Festival continues to gather momentum, with the Design For Everyone public program illustrating the dynamism of the Victorian design sector, and the traction of this year’s theme ‘Change by Design’ with new content partners bolstering the Festival’s capacity to reach broader audiences.
The Design Capital business program offers perspectives from leaders discussing design vision, innovation, and their commitment to a sustainable future. Design:Made:Trade continues to provide a vibrant trade platform with the content at the Royal Exhibition Building increasing by 50%, through the launch of Lightsource and strategic links with local exhibition partners.
The Premier’s Design Awards have highlighted 10 exemplar Victorian initiatives where design has been used effectively, sustainably and strategically to innovate, increase productivity and/or boost competiveness and exports.

The State of Design Festival is the biggest celebration of design in Australia. The theme Change by Design has been a powerful starting point for dialogue with all of our partners. The overwhelmingly positive response to the theme has made for a rich program of activities, talks and exhibitions showcasing the diverse meaning of ‘change’ and ‘design’.
Within this diversity there are two clear interpretations: design as a service that delivers more sustainable products; and design as a tool for strategic development. These strategies relate to how companies create experiences with their clients and customers. This is particularly important to businesses looking for relevance.
Design is an umbrella term that encompasses a vast array of disciplines and, arguably, has a presence in every area of life. To make the critical contribution of design to society clearer for our public and business audiences we have created three spotlight areas: the built environment, mobility systems and digital strategies.
Where we live, how we move and how people, places and things interconnect are significant issues that design has always participated in. It is important that Victorians understand the different models for positive change being proposed by government, private organisations and designers. These decisions affect our homes, workspaces, roads, public places and our physical and digital interaction.
The State of Design Festival programs touch on how design can generate better, greener and smarter outcomes for all via the four major programs: Design Capital, Design for Everyone, Design:Made:Trade and the biennial Premier’s Design Awards. The Festival and those who have contributed events are keen to encourage thinking about our choices when we shop, play, work and eat and how these shape the world.
This year, the Festival is the place to meet an architect to talk about greening your home, see an exhibition focused on the value of water, rethink the importance of local sports in your area, investigate design for crime, rethink Punt Road and learn about the classrooms of the future. The Festival provides a unique opportunity to look at a broad range of plans, products, services, people, ideas and schemes being proposed or already implemented that will contribute strongly to how our cities and state evolves.
Studio Binocular, the 2010 Creative Partner, has developed a thought-provoking campaign to communicate the Festival’s theme. Can you really power traffic lights by methane captured from cows and save on your utilities by strapping fans to your roof? Can you collect rainwater via umbrellas on your rooftop or power cars with carrots? These solutions will hopefully encourage you to consider design possibilities that have a positive effect.

Placing the world of design onto a stage for public and business audiences results in a large and varied program. This ideogram by Professor Leon van Schaik, created in dialogue with the creative team, is a map of the Festival as a live arena for ideas and events.
It shows our key spotlights, our interest in engaging new audiences and not least of all the importance of celebrating the incredible design talent that continues to grow in the state.

To be successful, the sustainability movement must touch every aspect of how we live, yet the sheer scale of the required changes makes it difficult for most people to know where to start. We have developed three spotlight areas: built environment; digital strategy; and mobility systems, to provide a sense of perspective on the great projects, ideas and opportunities that are progressing the sustainability cause.

Buildings are essentially products that require a sensible strategy for sustainable use of materials and the reclaiming of these materials once the building is ready to be refurbished or replaced. The Festival spotlight on the Built Environment provides opportunities for young families, renovators, design professionals and business people to learn about innovative sustainable solutions within the built environment. Make sure you book in for Speed Dating with Sanctuary Magazine (page 16), an opportunity to get intimate with green building designers or architects, Matchpoint.Melbourne (pages 22 & 31) offers insights on how social sports are manifested in the city’s fabric, and Creating Sustainable Neighbourhoods (page 23) which explores the fundamental role design plays in meeting the needs of sustainability within precincts.
Do not miss Design Capital: Sustainable and More Profitable (page 45), Design Capital: Retrofitting the Grid: New Designs for Old Buildings (page 44) and Melbourne Open House Speaker Series: House This! Density in Melbourne (page 23). All three offer key strategies for growing our city in a sustainable fashion. Vision: Broadmeadows 2032 Eco-Acupuncture (page 30) is an exhibition focused on the future development of Broadmeadows, and the uniquely named Hermit Crab Organisation ( page 47) explores challenges and solutions faced by organisations as they grow.
Melbourne Open House (page 14) will be bigger than ever with over 60 buildings open for public, and Designed for a Sustainable Future in Castlemaine (page 36) will offer access to sustainable homes.

Digital technologies are already the dominant tools of work and entertainment within most Australian homes. Our mobile and smart phones are constantly and concurrently used for social and work purposes. The Festival spotlight on digital will explore the potential of digital technology in communication and mapping.
The Digital Keynote: Making the Invisible Visible (page 45) will explore the potential of digital technology to enable smarter cities. The QRioCity scavenger hunt (page 21) will help you decode the city and Play with your City! (page 25) presents a panel of practitioners who have designed ways to engage with your city.

mobility systems
The commercial and public life of a city is completely dependent on mobility infrastructure and systems; our footpaths, public spaces, cars, trains, planes, bikes and alike are what make our experience of the world exciting and full of variety. The double whammy of global warming and increased petrol prices is forcing many to rethink how they organise their mobility. Public transport and commuter cycling are experiencing a surge in popularity. The urban environment is changing to reflect these new mobility trends. The Festival spotlight on mobility will look into the past, present and future conditions of advanced mobility.
Chris Bangle is one of the Festival’s special international guests and he will discuss the Future of Personal Mobility (page 36 & 45), Mikael Colville-Anderson from Denmark will discuss normalising cycling and use Copenhagen as a case study (page 22 & 25).
Zmood – Designing Holdens (page 30) is an exhibition of archive material from General Motors Holden’s first Australian Head of Design Phillip Zmood, a must for all car enthusiasts. Ride On Design: Realising Sustainable Transport (page 37) is a floor talk from industry representatives of cycling and other developments around sustainable, eco friendly transport.
Paper Plane Academy (page 16 & 36) is a hands-on creative workshop where kids can explore their creativity through the use of the iconic paper plane. The e2 Drawing Workshop: The Reinvention of Punt Road (page 16) is a drawing master-class for big kids, developing sustainable urban communities through the art of drawing.

This year the Royal Exhibition Building and Melbourne Museum Precinct come alive with activity across the first four days of the Festival.
Design:Made:Trade (page 41) is an opportunity to meet Australia’s design community and new to 2010 is Lightsource (page 43), a showcase of innovative lighting solutions. Innovation is also the theme with Materia (page 49), a materials library from The Netherlands.
Melbourne Design Embassy (page 49) will provide a central zone where industry can meet with designers to network and do business and Idea-Land is a space for professional industry associations and membership bodies to connect. The Long Table (page 49) will run the length of the building and is programmed with workshops, discussions and a design mini library.
Design Victoria (page 46 & 47) will host six essential seminars for designers and their businesses and Speed Dating with Sanctuary Magazine (page 16) is an
opportunity to receive free advice from a green building designer or architect.
Paper Plane Academy and My Patch, My Biomorphic City (page 16) are popular events for the whole family and The Design Fete (page 17) will provide a contemporary take on the traditional fete by designers from the Australian Graphic Design Association. The Design Institute of Australia presents Light + Shade (page 32), while Scale vs. Status (page 33) is an exhibition of three-dimensional models by 20 architects. Sustainable Housing by Design Workshop (page 17) allows you to come with details on your property and collaboratively design sustainability into your home. Last but not least there is the Makedo Making Party (page 16) and Philips Workshops (page 47).
Be sure to see the work of two Australian design masters: Glenn Murcutt (page 30) and Phillip Zmood (page 30) at the Melbourne Museum.

Throughout the second week of the Festival, Fed Square will host a full and diverse schedule of talks, forums, activities and exhibitions. BMW Edge is the place to participate in design conversations on a broad range of topics from classroom design (page 23) to urban cycling (page 22) and the future of travel (page 45). Witness the creative chaos as Melbourne’s leading and emerging designers battle it out in Iron Designer (page 14). Take part in Agents of Change (page 17), an open-source exhibition that provides designers with the tools to transform their business. In the Atrium, learn more about how Australia is represented at the Shanghai Expo (page 29). On the terrace, while the sun is out, marvel at a kinetic sculpture actuated by solar energy (page 32) or download the walking tour, Transforming the Yarra: an iPhone application exploring and explaining the redevelopment of the Yarra corridor (page 19).
The Wheeler Centre for Books, Writing and Ideas will be packed full of events including the two Design Capital Built Program sessions: Retrofitting the Grid: New Designs for Old Buildings (page 44) and Sustainable and More Profitable (page 45). The industry Mobility: New Thinking Demonstrator (page 47) will be hosted within the Centre and The Timely (Design) Doctor (page 45) will be a ticketed lunch-time event. The State Library of Victoria will be a hub for public talks including The RMIT University Design Research Institute The 2010 Design Challenge: Crime Forum (page 22) and the Sustainability Victoria Creating Sustainable Neighborhoods Forum (page 23). Curating Desire: Designing Melbourne’s Retail Landscape (page 27) will link in with the Library’s ‘til you drop: shopping a Melbourne history exhibition.

The Premier’s Design Awards recognise and celebrate exceptional Victorian design initiatives. They acknowledge the physical, tangible results we see and feel, but also the essential role of the organisations which commission great design and the broader value which comes with excellence in the design process.
The decision to invest in design often involves a leap of faith for commissioning organisations, and an adjustment in business thinking. However with great design comes significant return on investment. The collaboration of business and design can allow new insights that advance business operation; and putting the design outcome to work invariably brings advantages beyond those first envisaged. Innovation and design excellence have become core attributes of Victoria’s cultural identity, and their role in benefiting the environment and society as a whole is vital.
In the first round of judging of the 2010 Premier’s Design Awards, ten outstanding finalists were selected from numerous initiatives implemented over the past
two years. These ten reflect the breadth and depth of design quality in Victoria. They demonstrate its application in serving a considerable range of needs and objectives, and its pervasiveness in diverse and successful business environments.
While there is an enormous body of fabulous design in production and at work in Victoria, we have limited ourselves to a very focused awards program this year. No more than five design initiatives will receive the ultimate recognition, the Premier’s Design Mark, making this a highly prestigious honour. Winners will be announced at the Awards Ceremony on 21 July, to be held at ‘PIXEL’, Australia’s first carbon neutral commercial building - another example of how the collaboration between intelligent business and excellent design achieves extraordinary results.

This 40km road from inner to outer urban Melbourne sets a new benchmark for road design in Australia and beyond, while serving to reduce congestion on local roads and improve efficiencies in access to Melbourne’s major transport network. The architectural design demonstrates an understanding of the value of good design in the public realm by the commissioning agent ConnectEast, and a real commitment by government to urban design as an important priority, with the design quality being an important success factor for ConnectEast in winning the project bid.
The distinctive roadside design, including public art, noise walls and bridge designs provides a joyful experience for drivers with the features giving the surrounding community a sense of enrichment, pride and ownership. The public acceptance of the road and the popularity of the route provides new business development opportunities for companies in the east and greater opportunities through connectedness for residents.

This exemplary graphic design identity has profoundly advanced awareness of and attendance at a major exhibition in regional victoria. Through a strong collaboration between the commissioning organisation, the local council and the design team, the outcome exceeded all expectations for success of the show.
The comprehensive identity and its treatment, which included large scale graphic ‘installations’ through to bookmarks, badges and wrapping paper, provided a striking, resonant image and a powerful marketing tool. Not only did the exhibition attract 75,000 visits within a three month period (an amount usually expected over 12 months), but all of the merchandise developed as part of the identity sold out before the end of the exhibition. This is a great example of design going beyond the norm, with excellent results for the business of the gallery, and for the local economy, which received a $9.42m boost as a result of the high attendance.

This is an example of how new thinking about teaching and learning can combine effectively with innovative architecture to provide a responsive, positive, inspiring learning environment for secondary school students, through excellent design.
In an inner urban environment, this vertical school optimises the use of open space and also provides a gathering area for the community, which is not otherwise available. The design exceeds functional needs and also fulfills the school council’s requirement that the outcome be expressive of their focus on innovative teaching of the arts. In doing so, the design connects the school to the wider community by communicating its values and identity. While fulfilling and extending beyond the brief, the design approach also brought the project tenders in well under budget.

This intelligent, thoughtful and elegant design addresses an everyday sustainability issue: waste caused by the extensive use of disposable coffee cups. By adopting a life-cycle approach, the Keep Cup incorporates reusability and waste minimization – offering a washable cup to keep, and encouraging long-term behaviour change.
The extended product life delivers materials efficiency and attention to re-use rather than thoughtless disposal. It is an example of how excellent design and improved sustainability performance work together to offer beauty while extending far beyond the beautiful object, connecting the personal with bigger picture environmental significance. Only ten months after its launch, it is estimated that the Keep Cup has prevented up to 400million disposable cups and 12,000 tonnes of plastic lids from going to landfill, and has saved 65,000 trees. With an office now established in the UK, distribution is expanding to include Japan, USA, Canada, Scandinavia, South Africa and the UAE.

This initiative provides public access to art, architecture and music in an extraordinary setting, through an innovative concept and its exceptional execution. It is a private home which doubles as a public place, offering educative and inspirational programs and experiences for access by the wider community.
The Housemuseum draws on a long lineage of private museums in domestic settings but is unique in having been designed for this dual purpose from the outset. Through a strong collaboration between the architect and artists whose work is exhibited, the design outcome demonstrates design excellence in conception, development, resolution and operation. It contributes to Victoria’s identity as the state of design, and to our global reputation for innovation, attracting critical interest from overseas architects, artists, museum directors and curators, with delegations from some of the world’s leading public art institutions, including the Guggenheim, scheduled for 2010.
Python undeRgRound PRocessing Plant
This large scale industrial design initiative is an example of a lateral, innovative design approach bringing great business efficiencies while also deliv-ering broader benefits by minimizing environmental impacts usually experienced in underground mining operations.
Developed in Ballarat, the Python Underground Processing Plant crushes and pre-concentrates ore underground, requiring less than 30% to be pumped to the surface, and resulting in up to 25% reduction in operating costs. In addition, the reduced noise, dust, power use, and visual impact are of enormous benefit to local communities. The initiative has increased Gekko’s exports, competitiveness and viability. It is a great example of how good design can create step changes, which lead to dramatic improvements in economic and environmental outcomes.

This is a bold and innovative architectural outcome which integrates fitness for purpose with a resonant image for the Arts in victoria. Going beyond the fundamental requirements a recital/theatre centre, this development provides an environmentally sustainable, urban, civic facility which offers much to the public realm, and to the Southbank Arts precinct within which it resides.
Through the design outcome, both the Melbourne Recital Centre and Melbourne Theatre Company have developed and diversified their audiences and business profiles, with the MTC subscriptions reaching 20,000… the highest in 20 years. During the build, the project boosted the Victorian construction and associated industries by an estimated $370 million including the provision of 500 new jobs. This is a prominent flagship project for Victoria’s design prowess.

This initiative exemplifies good design thinking and its relevance and value as a key tool in improving social outcomes. Through a lateral, innovative approach, this program was conceived and designed with the objective of building long term life skills, health and wellbeing in children, and of connecting them to place and to community.
It is an ambitious program which has not merely flourished and expanded, but has also offered unforeseen gains such as the therapeutic benefits of working in a kitchen garden for children with special needs. While good design is a key factor in elements of the program, including garden, kitchen and dining space design, it is the design thinking as a key tool, which has conceived and delivered this excellent program, and ensured its success. Having commenced in Victoria, the program has been adopted Australia wide, and is currently in operation in 138 Primary schools, with plans for more underway.

The Bendigo Centre is a leading example of how a sensitive, contemporary, sustainable design intervention within a heritage context can enhance and enrich its environment at many levels. This building serves the users’ needs well and integrates substantial environmental sustainability initiatives.
It also focuses on adding value through a high quality urban design response which contributes to the public realm - creating new public spaces which link the civic and commercial centres of Bendigo. It is an excellent example of how good design contributes to company bottom line, with post-occupancy evaluations showing extremely high staff satisfaction, and a reduction in power and water costs of approximately 50%. In addition, Bendigo Bank has reported an upswing in response to their brand, with the development contributing to local pride and optimism.
WhiZkid games
This is an innovative and engaging response to a very real social need. Using new technologies, a strong collaboration of designers and specialists has led to an accessible, relevant and fun online program which develops independent life skills in autistic children.
Including 16 therapeutic games themed around everyday activities such as getting dressed, going to school and following a schedule, if offers techniques which help autistic children link these games to real life situations. It is a great example of how the embrace of good design as a key process, drawing on acute design skills, has made the difference in developing a program which has exceeded expectations. In the four months to April 2010 since it was launched, Whizkid Games recorded almost 115,000 visits, representing a 600% increase in traffic otherwise recorded for the National eTherapy Centre’s online mental health service, which hosts the program. WhizKid Games demonstrates the critical role of design as a tool for addressing social and educational objectives.
