    Confirmation of Proceedings of 145th SLBC meeting held on 22.11.2016 at

    Bhubaneswar.

    The Proceedings of the 145th SLBC Meeting held on 22.11.2016 was circulated among

    all the members of SLBC vide our letter No. SLBC/ODI/720/2016-17 dated 19.12.2016.

    Since no comments have been received from any quarter, the same may please be

    confirmed.

    AAGGEENNDDAA NNOO.. 2

    Action Taken Report on major decisions taken in 145th SLBC Meeting held on

    22.11.2016.

    1. Progress of Implementation of Financial Inclusion Plan in the State.

    Provision of banking outlets in unbanked villages with population below 2000

    As on 31.12.2016, Banks have covered 43311 villages constituting 94.38 % of the total

    target. Out of these villages, 657 are covered through B & M Branches and rest by

    branchless modes mainly through BC mode. Bank wise & District wise details are at

    Annexure - 1.

    The following banks have not covered 100% of their allotted villages.

    Federal Bank, Dena Bank, Odisha Gramya Bank, Andhra Bank, Utkal Grameen Bank,

    Axis Bank, Punjab National Bank, Syndicate Bank, State Bank of India & Central Bank

    of India. They are requested to ensure 100 % achievement before 31st March, 2017.

    2. Roadmap for opening of Brick & Mortar branches in villages having population

    more than 5000 without a bank branch of a Scheduled Commercial Bank.

    78 identified villages having population more than 5000 without a bank branch of a

    scheduled commercial bank have been allotted by SLBC for opening of branches by

    March 2017.

    Due to certain reasons like RBI‘s PCA, proposed merger of few banks and miscellaneous reasons, the allotted banks were not in a position for branch opening at

    those centers. As per advice of RBI, Bhubaneswar, SLBC has advised the respective

    LDMs of the 18 identified villages to convey meeting with all the nodal officers of

    Banks and reallot the villages to any other banks. After reallocation by LDM, the

    concerned controlling heads of banks have been requested to ensure branch opening

    by March. 2017.

    Bank Service Expansion in LWE districts in the State

    The Union Finance Ministry is focusing on the expansion of bank branches and

    opening of post offices in the LWE districts. There are 19 LWE districts in the State of

    Odisha, out of which the red rebels are mostly active in Malkangiri, Koraput,

    Kalahandi and Bolangir district.

    In view of the dominance of the Maoists in these districts, the Government is laying

    emphasis on expansion of the bank branches in these districts. Major causes of slow

    progress in branch opening in these districts are no/poor internet connectivity, poor

    and unstable electricity connection, poor road connectivity and security threats.

    Government of Odisha has raised the issue with Centre in this regard. However, all

    the banks are requested to explore all possibilities to open brick and mortar branches

    in their allotted unbanked Gram Panchayats on priority basis..

    Pradhan Mantri Jan Dhan Yojana- Conversion of Small Accounts to Basic Savings Bank

    Deposit Accounts (BSBDA).

    Department of Financial Services MoF, GoI vide letter F.No.1/9/2014-FI(Pt.X) (C-

    69241) dated 30th September,2016 informed that various Ministries/ Departments of

    Government of India and some State Governments are facing problem in transfer of

    benefits in certain schemes due to restrictions imposed (restrictions on withdrawal &

    transfer of amount more than Rs. 10,000/- in a month & balance in the accounts to

    not exceed Rs.50,000/- at any point of time, aggregate deposits not to be more than

    Rs.1 lakh in a financial year) in the small accounts opened under PMJDY.

    As per RBI guidelines, these small accounts would be valid normally for a further

    period of twelve more months, if the account holder provides a document showing

    that she / he applied for any of the officially valid document within twelve month of

    opening the small account.

    A large number of small bank accounts have been opened during the initial phase of

    the campaign which can be converted to regular account by carrying out eKYC/KYC.

    When such accounts holders come forward to use these accounts by way of deposit

    and / or withdrawal, steps should be taken to carry out the e-KYC/KYC exercise and

    simultaneously seed the accounts with their Aadhaar and mobile number as

    appropriate.

    In view of the above, it is requested to complete KYC of small accounts at the earliest

    so that customers are not put to hardship due to restrictions imposed under ‗Small Account‘.

    Findings of the study undertaken by RBI, Bhubaneswar on PMMY

    1. Branches were lagging behind in conducting periodical visits to the units financed

    under PMMY.

    2. Invoices / Bills were not obtained in 57% of cases, by the branches. In such cases, the

    possibility of diversion / misutilization of funds cannot be ruled out.

    3. Clear instances of gross misutilization / diversion of funds were observed in 3% of the

    samples taken for the study.

    4. Collateral Security / Third Party Guarantee was obtained in 12% of the samples

    indicating violation of the RBI guidelines on collateral free loans upto Rs.10 lakh

    extended to MSE sector.

    5. Credit Guarantee Cover (CGC) under the scheme of CGTMSE or such other schemes

    was obtained in 29% of sample cases which indicated that CGC was not availed in

    larger proportion of PMMY samples studied.

    6. Out of 383 cases of stress and 271 cases of NPA, restructuring / rehabilitation was

    considered in 34 cases only. This indicated that the concerned branches were not

    sensitive to resort to timely restructuring / rehabilitation process in regard to stressed /

    NPA loans given under PMMY.

    7. Out of the 1112 samples studied, where stock statements were required to be obtained

    by the branch as per the terms of loan agreement, stock statement were not regularly

    obtained in 364 samples, indicating lapses on the part of branches in post

    disbursement monitoring of such loan accounts or end use of the funds.

    Major discrepancies in credit appraisal system of the Banks:

    In most of the cases, the credit appraisal was not done properly by the branches viz. the loans were released without realistic assessment of borrower‘s requirement, appraisal note was not signed by the sanctioning authority, the amount of loan

    sanctioned was not mentioned in the appraisal note, etc.

    Instances were observed where the quotation of machinery / other items to be purchased with the help of the MUDRA Loan or the invoices of machinery purchases,

    etc. was not found on record. In certain cases, term loan were sanctioned to Kirana

    shops and no fixed assets were created.

    Pre-sanction visit reports were not found on record at certain branches. Instances of unrealistic repayment schedule have been reported. Some of the personal loans were classified as PMMY loans.

    Incentivizing Digital payment

    Government of India has launched two schemes namely- Lucky Grahak Yojana (LGY)

    for consumer Digi Dhan Vyapar Yojana(DDVY) for business unit. The schemes

    envisage offering vast number of cash rewards to those consumers and merchants

    who are doing digital transactions for expenditure and it entails giving away cash

    awards on a daily basis. Awardees are to be identified through a random digital

    method. National Payment Corporation of India (NPCI) has been designated as the

    implementing agency for the draw and is responsible for maintaining the technical

    integrity and security of the process.

    The scheme has been drafted by Niti Aayog. As per the scheme, Niti Aayog has the

    overall responsibility for carrying out promotional activities with respect to the

    scheme, oversight of the scheme and coordination amongst various agencies that are

    responsible for execution of the scheme.

    NPCI is in possession of Transaction IDs for all inter-bank transaction (Off-US) through

    RuPay Cards. However, intra Bank (ON-US) RuPay purchases /transactions and

    Merchant Establishments (POS, Micro ATM, MPOs etc.) UPI and AEPS (cash

    withdrawal) is available only with the respective banks. To draw the lot, it is

    necessary.

    Therefore all banks must take necessary action to share all such details of ON-US

    purchase transactions of aforesaid products to NPCI latest by noon of the following

    day of transaction. It may be specifically pointed out that non submission of relevant

    data by the prescribed time will result in exclusion of the customer(s) and onus of such

    situation will be on the Bank concerned.

    The scheme is operational with the first draw on 25th December, 2016 (coinciding

    with Christmas Day) leading up to 14th April, 2017 (coinciding with Babasaheb

    Ambedkar Jayanti) with a Mega Draw. Secretary (IT) of the state is the Principal

    coordinator for the draws in states.

    Organizing Committees of Local Events:

    The event will be organized by the District Collector, and coordinated by Secretary,

    IT of the State as the Nodal Officer, under the supervision of Chief Secretary of

    respective States. Advisor, NITI Aayog of the relevant State will provide all help and

    assistance. The Committee will comprise the following functionaries. The interactive

    responsibilities are listed out in the table below. However, the local state

    administration will have the requisite flexibility to invite the cooperation of any

    agency they deem suitable to make the event successful.

    SLBC has already circulated the Standard Operating Procedure (SOP) for Digi Dhan

    Events.

    Banks are requested to undertake the following activities:

    1. Registration of merchants for POS machines/sale of POS or AEPS devices.

    2. Opening new bank accounts.

    3. Registration/distribution of Debit cards/ Prepaid cards.

    4. Seeding Aadhaar and mobile numbers with bank accounts.

    5. Assistance and training in the installation / usage of AEPS, USSD, UPI apps and

    bank e- wallets etc.

    6. Involving Bank Mitrs in adequate number during the mela for the above

    mentioned activities.

    Cashless Transaction

    Implementation of Demonetization requires educating all sections of society on the

    advantage of a cashless economy as well as empowering them in the digital model of

    financial transaction.

    State Institute for Rural Development & Panchayati Raj Department, Government of

    Odisha has organized two day State Level Training programme for the Trainers at

    district level on Cashless Transactions. District MGNREGS coordinator, District

    Programme Manager, OLM and a Bank representative nominated by Lead District

    Manager are the participants, who will act as District Level Resource Person while

    imparting training to block level officials.

    The objective of the training programme are as follows:

    1. To sensitize the participants on the use of digital transaction through generic mobile

    phones with a simple SMS (*99#)

    2. To educate the participants having Smart Phone on bank transactions through Unified

    Payment Interface (UPI).

    Interest Subvention Scheme for Short Term Crop Loans during the year-2016-17 -

    Grant of grace period of 60 days beyond due date.

    1. In view of the constraints faced by farmers for timely repayment of loan dues on

    account of withdrawal of legal tender status of Specified Banks Notes (SBNs), It has

    been decided by the Government of India to provide an additional grace period of

    60 days for prompt repayment incentive of 3 % to those farmers whose crop loan

    dues are falling due between 1st November, 2016 and 31st December, 2016 if such

    farmers repay the same within 60 days from the above period.

    Banks may give adequate publicity to the above so that the farmers can avail the

    benefits.

    2. Banks may consider the above while submitting their one-time consolidated 3%

    additional subvention claims pertaining to the disbursements made during the entire

    year 2016-17.

    Branch Network

    As at the end of December 2016, the total number of Bank Branches in Odisha

    increased to 4991. During the period 01.04.2016 to 31.12.2016, Banks have opened

    102 new branches in the State. Out of which, Public Sector Banks and Private Sector

    Banks have opened 70 & 32 branches respectively.

    27, 32 and 43 branches have been opened in Urban, Semi-Urban and Rural centres

    respectively.

    Deposit Growth

    Deposits of the Banks in the state have increased from Rs.208753.59 Crore as of

    December 2015 to Rs. 249017.23 Crore as of December 2016, registering an increase

    of Rs. 40263.64 Crore. The year on year incremental deposit growth is 19.29 %.

    Credit Expansion

    The total outstanding advances increased from Rs.150203.91 Crore as of December

    2015 to Rs158879.50 Crore as of December 2016, registering an increase of Rs

    8675.59 crore. The year on year incremental advance growth is 5.77%.

    CD Ratio

    The Credit Deposit Ratio of all Banks in the state decreased from 71.95 % as of

    December 2015 to 63.80 % as of December 2016 for reduction in credit growth.

    Overall CD ratio is above the benchmark of 60%.

    Priority Sector Advances

    The percentage of priority sector advances is 66.55 % as of December 2016 against

    the national norm of 40 %.

    Agriculture Advances

    The aggregate of agriculture advances extended by Banks in Odisha have increased

    from Rs.32796.73 Crore as of December 2015 to Rs. 40149.83 Crore as of Decemberr

    2016, thus registering an increase of Rs. 7353.10 Crore in absolute terms and 22.42 in

    percentage terms. The share of agricultural credit in total advances as of December

    2016 is 34.54 % against the national norm of 18 %.

    Micro, Small & Medium Enterprises (MSME)

    The advances to MSME during the period under review have witnessed an increase

    from Rs. 25415.12 Crore as at December 2015 to Rs.27777.80 Crore as at December

    2016, thus registering an increase of Rs.2362.68 Crore in absolute terms and 9.30 in

    percentage terms on year to year basis.

    Education Loan

    An increase of Rs. 70.16 crore in balance outstanding as on 31.12.2016 over

    31.12.2015 under Educational Loan represents annual growth of 3.04 %.

    Housing Loan

    The housing loan balance outstanding has increased from Rs.9858.86 crore as on

    31.12.2015 to Rs.10575.29 as on 31.12.2016 registering an increase of Rs.716.43 crore

    in absolute terms. The incremental growth on year to year basis is 7.27 %.

    Advances to Weaker Sections

    The advances to Weaker Sections increased from Rs.19523.21 crore as of December

    2015 to Rs.21728.97 Crore as at December2016.The share of weaker section advance

    to Priority Sector advance is 28.09 % against the bench mark 25 %.

    Crop Insurance

    Crop Insurance Claim Pertaining to Kharif-2015

    AIC of India, the designated implementing Agency for NAIS has released the claims of

    Rs.1776.34 crores for Kharif 2015 Crop Season for Odisha on 05.10.2016 to 11.61 lakh

    farmers.

    All banks are requested to ensure that the claim amount has been credited to the

    concerned loanee / non- loanee farmers accounts and report to SLBC in the prescribed

    format.

    Pradhan Mantri Fasal Bima Yojana (PMFBY)

    Issuance of Acknowledgement Receipt under ―Pradhan Mantri Fasal Bima Yojana (PMFBY)‖.

    It has been decided by Ministry of Agriculture & Farmers Welfare, Government of

    India to provide Acknowledgement Receipt on PMFBY / WBCIS to all insured farmers

    ( both loanee and non- loanee ) which can also be used as evidence of having insured

    their crops. It contains all basic information about the scheme.

    SLBC has already provided the soft copy of the acknowledgement receipt form

    received from Government of India both in English and Odiya to all banks with

    request to print the same for onward distribution to the branches for issue to farmers

    Sambalpur district registered low CD ratio of 13.61% only on account of MCL deposit

    of Rs.116249 Crore. If this amount is excluded, the CD Ratio will be 37.34 %, which

    is also unsatisfactory.

    It is observed that

    i) 5 districts namely Dhenkanal, Bargarh, Jajpur, Boudh, and Sonepur have achieved CD

    ratio of more than 60%.

    ii) 13 districts have registered CD ratio below 40 %.

    Angul, Nuapada, Sambalpur, Deogarh, Gajapati, Ganjam, Jagatsinghpur, Kendrapara,

    Keonjhar, Malkangiri, Puri, Kandhamal and Mayurbhanj. The LDMs of those districts

    and the Lead Banks should take needful action for improvement in CD ratio in the

    coming quarters.

    Potential Linked Credit Plan (PLP)

    With a view to facilitating adequate credit planning, NABARD brings out district wise

    Potential Linked Credit Plan (PLPs) annually which also depict an analytical assessment

    of the bankable potential for various sectors in the rural economy. PLP is a reference

    & guidance to serve as a road map to the Lead District Managers for preparation of

    their Annual Action Plan for investment under Priority Sector during the financial

    year. PLP is a reference document for optimal utilization of the credit potential with

    the help of PLP, in consultation with DDM of NABARD, LDO of RBI and District Co-

    coordinators of Banks and guidance of District Administration, the ACP of the district

    should be prepared. While distributing the target among different banks in the district,

    the credit delivery capacity of each bank, any restriction of regulator, etc. may be

    taken into the consideration for arriving at a real and achievable target.

    SLBC has already requested all the LDMs to prepare the ACP target for the year 2017-

    18 vide Letter No. SLBC/ODI/830/2016-17 dated 06.02.2017, approve in the DCC

    meeting and submit the same to SLBC by 28th February, 2017 for compilation and

    bank wise consolidation at State level & onward submission to RBI and NABARD.

    NPA & Overdue position as on 31.12.2016

    The NPA % of the State is 11.95 and overdue % is 37.49 which are at much higher

    side and alarming. Rising NPA in Odisha is a matter of great concern The Bank wise

    and Sector wise NPA & Overdue position is given in Annexure – 17. For PMRY / PMEGP / SJSRY (NULM)/ SHG (NRLM) / WCC, the NPA & Overdue % is too high,

    which can only be rated as unsatisfactory. The Banks are facing problem to recycle

    the funds owing to non repayment of loans, mounting overdue and rising NPA %.

    Banks & Govt. Departments have to make joint efforts with specific strategies to

    improve the recovery performance for better recycling of funds.

    Status of OPDR cases as on 31.12.2016

    11844 no. of OPDR cases involving Rs 102.64 crore are pending as on

    31.12.2016.Highest number of cases( 1598 ) are pending in Khordha district followed

    by Kendrapara district (1164 cases).All District Collectors may be advised by State

    authority for early disposal of pending OPDR cases. All the Lead District Managers

    may put their coordinated efforts to yield desired result. District wise & Bank wise

    report is available at Annexure – 18.

    Online data entry / viewing of OPDR cases in Odisha

    A portal has been created in our website www.slbcorissa.com for online data entry

    of OPDR cases by the Banks in Odisha and the status can be viewed by State

    Government & RBI, Bhubaneswar. The link for the same is available in the

    homepage of our website.

    SLBC Odisha vide its Letter No. SLBC/ODI/805/2016-17 dated 17.01.2017 &

    SLBC/ODI/811/2016-17 dated 18.01.2017 have already circulated the mode of

    operation for viewing/entry of OPDR cases in the portal by State Government

    authorities, RBI & Banks respectively. Controlling Heads of all Banks are requested to

    ensure data entry of all pending OPDR cases in our portal.

    Applications for attachment of property under Section 14 o f SARFAESI Act pending

    with District Magistrates

    Banks require adequate support from District Magistrate for quick enforcement of

    SARFAESI Act. The applications are remaining pending with District Magistrates in

    different districts for a long time for permission and assistance for taking physical

    possession of charged assets under the Act.

    It is reported that 597 numbers of applications involving Rs.515.17 Crore of different

    banks for attachment of property under section 14 of SARFAESI are pending with

    District Magistrates. The State Government is requested to kindly issue appropriate

    instruction to the District Magistrate for expeditious disposal of Bank‘s applications seeking permission for taking over physical possession of charged assets. District wise

    and bank wise pending list enclosed at Annexure – 19.

    Prudential Norms on Income Recognition, Asset Classification and Provisioning

    pertaining to Advances for credit facilities up to Rs.1.00 Crore consequent upon

    demonetization.

    Consequent upon withdrawal of legal tender status of Specific Bank note of Rs500

    and Rs.1000 note, the additional 60 days beyond the period applicable for

    recognition of credit facilities as sub- Standard for advances up to Rs.1.00 crore in

    respect of the dues for the period from 01.11.2016 to 31.12.2016 has been allowed for

    asset classification. Reserve Bank of India has subsequently reviewed above

    dispensation and advised all the lenders to provide further 30 days period in addition

    to the 60 days. After revision, the additional 90 days is extended to Agriculture and

    Business Sector only.

    AGRICULTURE

    Bank wise performance of Crop Loan & Term loan for the period 01.04.2016 to

    31.12.2016 is available at Annexure - 20.

    Kissan Credit Card (KCC)

    The Bank wise achievement made under KCC as on 31.12.2016 is available at

    Annexure –21. It is observed that Banks have disbursed Rs. 9132.73 crore in 2533601 KCC accounts during 01.04.2016 to 31.12.2016, out of which fresh KCC has been

    issued in 505370 accounts disbursing Rs. 2179.26 crore. Total outstanding balance as

    on 31.12.2016 is Rs. 18320.08 crore in 6811683 No. of KCCs.

    No KCC has been issued so far by the following Banks:

    Doubling Farmers Income by 2022- Measures

    RBI vide circular RBI/2016-17/66,FIDD.CO.LBS.BC.No.16/02.01.001/2016-17 dated

    29.09.2016 communicated the strategy to achieve the goal of ―Doubling Farmers income by 2022‖. In this regard RBI advised that:

    Banks should revisit their documentation process for crop loans, simplify them wherever required and ensure speedy sanctioning and disbursal of loans within

    specified limits. Map the overall strategy to the agriculture / agro-ancillary lending

    plan of bank.

    Lead Banks should work closely with NABARD in preparation of Potential Linked Plans & Annual Credit Plans keeping the above strategy in consideration.

    LDMs should include ‗Doubling of Farmer‘s income by 2022‘ as a regular agenda under Lead Bank Scheme in various forums such as DCC, DLRC and BLBC.

    Interest subvention on Short Term Credit and Long Term Credit to Fish Farmers

    This may please be appreciated that interest subvention support to fish farmers is very

    crucial for integrated development of fisheries. But unless the loans are available to

    the farmers by the banks, interest subvention cannot be used. In every SLBC meeting,

    this issue has been raised. Non financing or slow financing to fishery enterprises as

    well as fish farmers is a matter of great concern of State Government.

    We therefore, request Controlling Heads of all Banks to be very proactive in financing

    this sector and ensure sanction and disbursement of all eligible pending application

    without further delay.

    All Banks may give top priority for achieving the target given under ACP for different

    schemes of allied sector which is supported by subsidy and interest subvention scheme

    of State government. All Banks are requested to dispose of the pending loan

    applications and ensure timely sanction and disbursement of loan application. Any

    return / rejection of application are to be informed to the loan application sponsored

    Department with reasons.

    Progress of Pledge Financing on Negotiable Warehouse Receipts (NWRs) to farmers

    In our State only State Bank of India has pledge financing against NWRs. During

    01.04.2016 to 31.12.2016 no amount has been disbursed. Balance outstanding as on

    31.12.2016 is Rs 2.91 crore against 7 accounts. Since pledge financing gives price

    assurance to farmers, it is requested the member banks to explore possibility of

    lending under pledge finance.

    National Horticulture Board

    The National Horticulture Board is implementing following programmes as sub-

    scheme of Mission for Integrated Development of Horticulture (MIDH):

    1. ―Development of Commercial Horticulture through Production and Post Harvest Management of Horticulture Crops‖ Under this scheme, back-ended subsidy is provided for setting up units relating to

    horticulture sector such as production related hi-tech projects, Post Harvest

    Management (PHM) infrastructure viz. Pack House, Ripening Chamber, Refer Van,

    Retail Outlets, Pre-cooling units, Primary processing etc.

    2. Capital Investment Subsidy for Construction/ Expansion/ Modernization of Cold

    Storages and Storages for Horticulture Produce - Under this scheme, credit linked

    back-ended subsidy @35% of the capital cost of project in general areas and 50% in

    case of NE Region, Hilly and Scheduled areas for a storage capacity above 5000 MT

    up to 10000 MT is provided for establishment of Cold Storages including Controlled

    Atmosphere (CA) and their modernization.

    3. Technology Development and Transfer for Promotion of Horticulture - Under

    this scheme, the projects for popularization of identified new technologies/tools/

    techniques for commercialization/adoption and training/skill development of farmers

    are considered through different sub-components of the scheme:

    Observations:-

    The advance to MSME as on 31.12.2016 has registered annual growth of a growth of 9.30 % over December 2015.

    Against a target of 7.5% of ANBC, Banks have achieved 12.70 % under Micro Enterprises.

    Year on year growth of outstanding advance in MSE sector is 24.94 % which is above the stipulated target of 20%

    Year on Year growth in number of micro enterprises is 24.17 % as against the Task Force parameter of 10%

    The allocation of Micro sector to MSE advance at the end of December 31, 2016 is 61.48 %( against bench mark – 60%).

    Detailed report of Bank wise position under MSME is available at Annexure –23. The target under ACP for MSME sector (Priority Sector} for the year 2016-17 is

    Rs.14554.05 crore and the achievement as on 31.12.2016 is Rs.9803.68 crore which is

    67.36% of the target.

    The share of MSME advances to total advances as of 31st December 2016 is 23.89 %.

    Regarding nursing and rehabilitation of all identified potential viable sick units, all

    banks have been requested by SLBC to take necessary steps for undertaking nursing

    and rehabilitation measures. Timely identification of sick units, close monitoring and

    taking corrective measure as guidelines are advised.

    Stand Up India Scheme

    It is observed that 27 LDMs have logged in to the portal of Stand up India in our

    State. LDMs of Jagatsinghpur, Jharsuguda and Kalahandi district have not joined in

    the Stand up India portal for which the performance of these 3 districts is shown ― 0 ― which is a matter of concern of Department of Financial Services, Ministry of Finance,

    Government of India. We reiterate that the scheme which covers all branches of

    scheduled Commercial Banks will be accessed through LDM. The LDMs of these

    districts are advised again to upload the Stand up India immediately. For any

    clarification, they may contact DGM, SIDBI. Convenor has also requested all the

    member banks to advise all their branches to log in to the portal regularly.

    Target

    As per guidelines of Stand up India, each branch of a scheduled bank is expected to

    extend loans to at least one SC/ST and minimum one woman entrepreneur under his

    scheme. Against a target of 9982 applications as on 31st March 2017, 116 loan

    applications have been disbursed up to 11.02.2017 as per report generated from Stand

    Up Mitra portal.

    STATUS OF INFRASTRUCTURE IN RSETI

    Issuance of permissive possession letter is pending in Puri District. Land is yet to be allocated to Cuttack and Dhenkanal District.     Electricity connection for RSETIs

    In inviting reference to MoRD letter No.1-12011/16/2015-NRLM(RSETI), dated

    15.09.2015 issued by Additional Secretary, MoRD addressed to Principal Secretaries,

    Dep. Of RD & PR of all the States, we reproduce the contents which read as follows.

    ―Demand for water and electricity charges is raised at commercial rates. It is clarified that RSETIs are engaged in training unemployed youth, as per Government of India

    guidelines and as such, they should not be treated as commercial establishments and

    hence charges as applicable to domestic rates need only be collected‖. Kind consideration of the State Government is requested.

    Finance to Handicrafts Sector.

    1. Silpi Unnati Yojana(SUY):

    Margin money assistance is provided to individual artisans @ 20% of the project cost

    (up to Rs.1,00,000 in seven crafts and up to Rs 50,000.00 in rest 43 crafts ) per

    artisan to avail bank loan for setting-up of own handicraft production unit. During

    2016-17, 1530 nos. of applications have been received in different districts & till date

    1511 nos. of applications have been sponsored to different banks, out of which 141

    cases have been sanctioned. The Bankers are requested to take credit decisions early

    on applications received from DICs/RICs.

    2. Modernization & Technological Up-gradation of Handicraft Industries.(M.T.U.H.I)

    In order to enhance the productivity of the handicraft items, under the scheme

    ―Modernization & Technological Up-gradation of Handicraft Industries‖ (M.T.U.H.I.) an amount of Rs 55.00 lakhs is available towards release of Subsidy. The project cost

    ranges from Rs 3.00 lakh to Rs 50.00 lakhs.20% subsidy (maximum Rs 10.00 lakh) is

    given to general category entrepreneurs while 30% subsidy (maximum Rs 12.00 lakh)

    is given to special category entrepreneurs. During 2016-17, 200 nos. of applications

    have been received in different districts & 139 nos. of applications have been

    Sponsored to different banks. As on 20.01.2017, 02 no of cases have been

    sanctioned. Banks are requested to take credit decisions early on those proposals. The

    Performance under SHG-Bank Linkage during FY 2016-17:

    Achievement under SHG-Bank Linkage during 01.04.2016 to 31.12.2016 is Rs.488.18 Cr credit linkage to 36680 WSHGs against target of Rs.966.05 Cr to 75000 WSHGs,

    Physical Achievement is 50% and Financial Achievement is 51% The percentage growth during April-December 2016 compared to same period last

    year 9 % physical growth and 21 % financial growth.

    Strategy for February to March 2017 for achieving the target for FY 2016-17

    Banks to ensure renewal of all CC loans with DP enhancement on a priority basis. Pending proposals in Bank branches to be disbursed on a priority basis. Ensure linkage amounts are in tune with RBI guidelines.

    Odisha Livelihood Mission on Corporate Business Correspondents (BC) of Bank

    The Copy of the RESOLUTION of Government of Odisha containing the guidelines

    for ―Engagement of Odisha Livelihood Mission as Corporate Business Correspondent of Banks‖ is enclosed at Annexure- 28

    This initiative is aimed at supporting Banks in effective implementation of Business

    Correspondent (BC) intervention in Unbanked/ under banked GPs in the State. In

    order to roll out the intervention, all Banks are requested to provide the application

    form through which OLM would apply for acting as Corporate BC of the Bank. In

    addition, necessary modalities specific to any Bank with respect to engagement as

    Corporate BC may also be intimated to OLM.

    Progress under Govt. Sponsored Programmes

    PMEGP

    District wise and Bank wise revised targets under PMEGP for the year 2016-

    17.

    The State Director, KVIC, Odisha has communicated the revised tentative target for

    the year 2016-17 vide letter No. OZ/PMEGP/Target/2016-17/3046 dated 03.10.2016.

    The target under KVIC, KVIB & DIC components of PMEGP are available below & the

    application pendency status is available at Annexure - 29.

    In the meeting of Sub- Committee of SLBC on MSME & Skill Development held on

    04.01.2017 under the Chairmanship of the Principal Secretary, MSME, Government of

    Odisha, the target of the following banks revised as mentioned below. The same has

    also been communicated to the concerned banks vide our letter No. SLBC/

    ODI/807/2016-17 dated 17.01.2017.

    As per direction of Ministry of MSME, Govt. of India, the total target has been

    distributed of minimum 75 projects per district as an average of Rs2 lakh. The district

    wise SC/ST target in respect of KVIC, KVIB & DIC are prepared on 1.5 times of

    population on SC/ST category at an average of margin money of Rs.2 lakh per

    project. The revised target has already been circulated to all concerned i.e.

    Controlling Heads of Banks and Lead District Managers for speedy implementation of

    PMEGP programme to achieve the target. All the participating banks are requested to

    ensure sanction and disbursement of loan before December 2016 and achieve the

    given target for 2016-17.Position.

    National Urban Livelihood Mission (NULM)

    Bank wise & Branch wise applications sponsored, disbursed and pending with banks

    under SEP (Individual), SEP (Group) and SHG Bank linkage component of DAY-

    NULM has already been shared with the concerned banks.

    As reported by banks, against the physical target of 9250, banks have sanctioned and

    disbursed 1620 and 1556 applications respectively. Against the financial target of Rs

    90 crore, Rs 15.13crore has been disbursed as on 31.12.2016. Detailed report of all

    Banks is available at Annexure – 30. It is requested to all concerned banks to please achieve the target for 2016-17.

    Inclusion of MUDRA loan disbursement under DAY-NULM, SEP-1

    The Mission Director- DAY-NULM, SUDA vide his letter NO.279 dated 10.02.2017

    has communicated all the participating banks that as per guidelines of MoHUPA, loan

    sanctioned under MUDRA scheme can also be reflected under SEP-1 component of

    DAY-NULM through which beneficiaries will get the interest subsidy on the loan

    availed. It has been requested to share the branch wise sanctioned cases under

    MUDRA to upload in DAY-NULM web portal. The same also will be reflected as the

    achievement of banks under Day-NULM

    Financing under SC/ST Schemes:-

    The representative of Odisha Schedule Casts & Schedule Tribe Development Finance

    Co- Operative Corporation limited (OSCSTDFCC Ltd) informed that

    During the current financial year 2016-17, the Corporation has fixed target for

    financing 21000 Sch. Caste families through 2100 Self Help Groups, 5300 Sch. Tribes

    through individual and SHGs under Credit Linked Income Generating Schemes

    through Banks. It has also been decided to finance SC individual applications during

    2016-17 where group applications are not available but the individuals should not be

    more than 30% of total target of a district. But in case of ST Sector, there is no

    limitation for financing individual ST candidates.

    Lead District Managers are advised to monitor and follow up with branches to ensure

    Joint Liability Group (JLG)

    Total amount disbursed for the period 01.04.2016 to 31.12.2016 is Rs.212.36 crore in

    16610 accounts against target of 40000 and balance outstanding as on 31.12.2016 is

    Rs. 958.21 crore in 109910 accounts.

    Bank wise achievement as on 31.12.2016 is given in Annexure –32.

    Artisan Credit Card (ACC)

    During the period of 01.04.2016 to 31.12.2016, the Banks in the State have issued 143

    no. of Artisan Credit Cards involving total amount of Rs87 lakh. The balance

    outstanding as on 31.12.2016 is Rs.31.04 crore against 6987 accounts.

    The Bank wise achievement is furnished in Annexure – 33.

    Swarozgar Credit Card (SCC)

    2697 SCCs have been issued for the period 01.04.2016 to 31.12.2016. The balance

    outstanding as on 31.12.2016 is Rs. 12.28 crore against 54682 accounts. No SCC has

    been issued by Private Sector Banks and a few Public Sector Banks. The performance

    of other Banks is not at all impressive and needs lot of improvement.

    Finance to Weaver Sector:

    The bank wise information on fresh finance to the handloom sector is enclosed at

    Annexure – 35. The following banks have participated in disbursement of loan under WCC Scheme.

    The following points have been reported by the Director, Handlooms & Textiles,

    Odisha.

    2775 nos. of loan applications have been sponsored to the Banks. The Controlling Heads of some Banks have not submitted up to date information in this regard despite several persuasions made.

    The C.G.M.NABARD, Regional office Bhubaneswar may offer their views with regard to the present status on settlement of pending claims towards margin money

    assistance & Interest subvention under WCC by NABARD.

    The Managing Director, OSCB, Bhubaneswar is requested to issue suitable instructions to the Secretaries of the DCCBs to sanction cash credit loan to the PWCS

    against the loan applications received.
