d. Local Level Emphasis - The WVDE, superintendents, chief instructional leaders, early/elementary/middle/high school level mathematics educators, and other stakeholders will sharean understanding of mathematics achievement across programmatic levels.

The WVDE Will: 1. establish a Memorandum of Understanding (MOU) with local superintendents defining their

understanding and support of this plan and2. create a website that houses the following information:

9 High-quality standards of mathematics instruction for each programmatic level; 9 Instructional materials/resources to increase the rigor and quality of mathematics

instruction; 9 Research-focused best practices that can be utilized by programmatic areas to increase

mathematics achievement for all students; 9 Research-based instructional strategies to promote conceptual understanding and

procedural fluency, and develop reasoning and problem-solving skills, to enhance student achievement;

9 Standards frameworks to support standards-focused mathematics instruction; 9 Technology supports to elevate mathematics achievement for all students; 9 Videos of high-quality lessons at each programmatic level of mathematics and

mathematically relevant resources; 9 Lesson banks developed by exemplary WV mathematics educators; 9 WV Dispositions and Standards for Student Success and Foundations of Career and

Technical Education to encourage a culture for workforce readiness in mathematics-focused fields for all learners; and

9 Technical assistance and guidance for innovative school scheduling to encourage developmentally appropriate mathematics instruction for all learners.

WVDE will host work sessions with LEAs to discuss the mission, goals, and overall plan of implementation for the WV math4life plan.

b. The WVDE will collaborate with institutions of higher education teacher preparation programs.» Rethinking coursework and certifications for pre-service teachers and targeting mathematics

certification options for educators (e.g., elementary mathematics specialists, advancedcredentials, expanded elementary mathematics requirements, etc.)

» Support county leadership teams in building capacity to interpret and utilize data in actionableways for students

c. The WVDE will provide extended learning opportunities.» Utilizing strategies for blended learning (such as through the virtual schools concept), as well as

opportunities for before- and after-school/summertime learning, to support a comprehensiveapproach to mathematics for all students

» Identifying and supporting the implementation of mathematics-focused innovative practices thatcan lead to increased student achievement

d. The WVDE will support and provide guidance for:» County-level leadership to develop county-specific Mathematics Achievement Campaign;» Funding to enhance mathematics achievement at the local level;» Implementation of county-level Mathematics Achievement Campaigns through ongoing technical

assistance, professional learning, and financial support; and» Resources to help families communicate the importance and understanding of mathematics with

their children (quantile resources, etc.)

e. The WVDE will assist districts and schools in utilizing available funding supports.» Available funding supports for the implementation of math4life include: STEP 7, Technology, Title

VI, Title II, IDEA, Title I for Targeted Schools, and grants.

Part Three: Marketing Plana. State-Level Communication and MarketingAction Steps to Support math4life: West Virginia’s Pre-K—Grade 12 Campaign for Mathematics AchievementThe WVDE will:

1. Prepare goals and common mission;2. Determine spokesperson(s);3. Develop logo; and4. Launch marketing and communication plan supporting WV’s Pre-K—Grade 12 math4life

Campaign.

b. County-Level Communication, Marketing, and ImplementationAction Steps by County to Market the math4life CampaignThe county will:

1. Ensure the right partners are addressed and incorporated into the plan by engaging indialogue with early/elementary/middle/secondary mathematics educators and building- anddistrict-level leadership;

2. Complete a County Needs Assessment: Determine each community’s unique strengths,opportunities, and challenges by examining current data elements;

3. Establish an Action Plan with measurable goals; and4. Implement and support a culture of mathematics achievement by engaging community

partners (WV Public Broadcasting, libraries, family engagement groups, senior centers, etc.) toincrease mathematics achievement and awareness for all students.

Part Four: Five-Year Studya. West Virginia will procure a research firm to create, develop, and implement a five-year

chronology and a five-year study of math performance among West Virginia students inelementary, middle, and high school.

b. The research firm will provide:1. Annual reports to WVDE; and2. A comprehensive report at the end of Year 5 to document progress and highlight success.
