1 State Aid Weekly e-News Nr. 24/07, 29.06.2007 22.06.2007 - 28.06.2007 Highlights Statement by European Commissioner for Competition Neelie Kroes on results of June 21-22 European Council - Protocol on Internal Market and Competition The Protocol on Internal Market and Competition agreed at the European Council clearly repeats that competition policy is fundamental to the Internal Market. It retains the existing competition rules which have served us so well for 50 years. It re-confirms the European Commission's duties as the independent competition enforcement authority for Europe. Read more Brussels European Council, 21-22 June 2007, Presidency Conclusions State aid: latest Scoreboard analyses harm done by illegal aid The spring 2007 update of the State Aid Scoreboard, just adopted by the European Commission, concludes that illegal state aid is in general much more harmful to competition and trade than notified aid. The analysis is based on some 600 Commission decisions on illegal state aid adopted during the past seven years. Illegal aid is aid which has been implemented in a Member State without prior notification to the Commission or before a Commission decision has been taken. The Scoreboard shows that illegal aid is a particular problem in the large Member States (France, Germany, Italy, Spain and the UK account for 73% of the illegal aid cases) and in the industry and services sectors. The Scoreboard also indicates that the amount of incompatible aid effectively recovered has increased significantly in recent years although further efforts are required to ensure more immediate and effective execution of recovery decisions. Commission approves regional aid map 2007-2013 for The Netherlands The European Commission has approved under EC Treaty state aid rules the regional aid map covering the period 2007-2013 for The Netherlands. For further information, click here Decision texts of all approved regional aid maps 2007-2013 State aid: Commission conditionally authorises €900 million state guarantee for BAWAG-PSK The European Commission has authorised under EC Treaty state aid rules a €900 million guarantee granted in 2006 to BAWAG-PSK, the fourth largest bank in Austria, by an Austrian law, the 'BAWAG P.S.K Sicherungsgesetz'. The authorisation is conditional on the achievement of the restructuring plan and the implementation of compensatory measures. The Commission had opened in November 2006 an in-depth investigation into whether this state guarantee was compatible with EC Treaty state aid rules. Press release The spring 2007 update of the State Aid Scoreboard de en fr Press release First estimates for 2006: GDP per inhabitant varied from one to more than seven across the EU27 Member States Based on first preliminary estimates for 2006, Gross Domestic Product (GDP) per inhabitant expressed in Purchasing Power Standards (PPS), varied from 37% to 280% of the average across the EU27 Member States. Read more Taxation trends in the EU: Rise in overall tax burden in the EU27 to 39.6% of GDP in 2005 In 2005, the overall tax ratio (i.e. the total amount of taxes and social security contributions) in the EU27 stood at 39.6% of GDP, up from 39.2% in 2004. The EU27 tax ratio is nearly the same as in 1995 (39.7%); nevertheless, the ratio is lower than the peak of 41.0% in 1999. The downtrend which had started in 1999 in most countries stopped in 2005. In 2005 the overall tax ratio in the euro area (EA13) was 39.9%, up from 39.6% in 2004. Since 1995 taxes in the euro area have followed a similar trend to the EU27, although at a slightly higher level. First two applications for EGF money approved by Commission Employment, Social Affairs and Equal Opportunities Commissioner Vladimír Špidla announced that the first two applications for EGF assistance have been approved by the Commission and have been put before the European Parliament and the Council of the European Union for decision. The first two EGF applications concern the French car sector and relate to suppliers of Peugeot-Citroën and Renault, respectively. The requested contributions from the EGF are €2,558,250 in the first case and €1,258,000 in the second. Both applications aim to assist workers made redundant due to company failures in a climate of changing global trade patterns in the car sector. Read more EGF website Commission welcomes Member States' agreement on the European Institute of Technology The Competitiveness Council agreed on a general approach for the European Institute of Technology (EIT), proposed by the European Commission in October 2006. By combining the worlds of academia, research and business, the EIT will be a flagship for excellence in innovation, research and higher education. Subject to the European Parliament's agreement later this year, the EIT should be able to begin operations in 2008. It will be organised on the basis of ‘Knowledge and Innovation Communities’ (partnerships of universities, research organisations, companies and other stakeholders in the innovation process), and coordinated by a small governing structure.
