, , DELHI POLICE STANDING ORDER NO. 422/2013 RECRUITMENT OF SUB-INSPECTOR(DRAFTSMAN) IN DELHI POLICE 1. INTRODUCTORY Iii This Standing Order deals with the direct recruitment against the posts of Sub-Inspector(Draftsman) in Delhi Police in accordance with Rule 18 [ii] of Delhi Police (Appointment & Recruitment) Rules, 1980. Recruitment will be carried out by a Recruitment Board, as prescribed in Rule 8 of the Delhi Police [Appointment and Recruitment] Rules, 1980. Candidates from all parts of the country will be eligible to apply. Intimation regarding number of vacancies and details of the recruitment process shall be communicated to the Central Employment Exchange and Sub- Employment Exchanges in Delhi. In addition, the vacancies shall be advertised in leading newspapers (in English & Hindi) of Delhi and their editions in all other States. Vacancies shall also be published in Employment News inviting applications from all over the country in order to widen the base of recruitment and make Delhi Police a metropolitan force. A copy of the advertisement will also be put on the Delhi Police website. Resident Commissioners of all the states will also be requested to publicise the recruitment in their respective states. In the advertisements, full particulars of the essential requirements will be given so that only those candidates who fulfill the eligibility requirements apply on the prescribed application form alongwith Demand/Bank Draft/Bankers Cheque of <100/-. The recruitment will be done by the Recruitment Board of the Delhi Police located at New Police Lines, Kingsway Camp, Delhi. The candidates belonging to SC/ST category and Ex-servicemen category are not required to send Demand/Bank Draft/Bankers Cheque alongwith the application form. [ii] DCP/Establishment, Delhi will put up the vacancy position category-wise i.e. Un-reserved, SC, ST, OBC and Ex-servicemen candidates to the Commissioner of Police, Delhi in the month of January and July each year. RECRUITMENT OF SUB-INSPECTOR(DRAFTSMAN) INDELHI POLICE

1. INTRODUCTORY

Iii This Standing Order deals with the direct recruitment against theposts of Sub-Inspector(Draftsman) in Delhi Police in accordance with Rule 18 [ii]of Delhi Police (Appointment & Recruitment) Rules, 1980.

Recruitment will be carried out by a Recruitment Board, asprescribed in Rule 8 of the Delhi Police [Appointment and Recruitment] Rules,1980. Candidates from all parts of the country will be eligible to apply.Intimation regarding number of vacancies and details of the recruitment processshall be communicated to the Central Employment Exchange and Sub-Employment Exchanges in Delhi. In addition, the vacancies shall be advertisedin leading newspapers (in English & Hindi) of Delhi and their editions in allother States. Vacancies shall also be published in Employment News invitingapplications from all over the country in order to widen the base of recruitmentand make Delhi Police a metropolitan force. 2. MODE OF RECRUITMENT

Vacancies in the rank of Sub-Inspect.or(Draftsman) shall be filled upby direct recruitment by holding prescribed competitive examinations.

3. ESSENTIAL QUALIFICATION

(i) AGE:18 to 25 years. The upper age limit as prescribed above will berclaxable only in the followingcases:-

(a) Upto a maximum of 5 years if a candidate bclongs to a ScheduledCaste/Scheduled Tribe category or other government servants.

(b) Upto a maximum of3 years if a candidate belongs to an OBCcategory. This relaxation is admissible for those castes notified inthe Central List and the List issued by the Govt. of NCTof Delhi.

(c) Relaxation in the upper age limit is admissible up to 35 years (38years for OBC, 40 years for SCs / STs) for widows/ divorced womenand women judicially separated from their husbands and who arenot re-married.

(d) Age concession to Ex-Servicemen will be allowed in accordancewith the orders issued by the government from time to lime. Theywill be permitted to deduct the period served in the armed forcesfrom their actual age and the resultant age, so derived, should notexceed the prescribed age limit by more than three years. It isfurther clarified that an "Ex-Serviceman" means a person, whohas served in any rank whether as a combatant or non-combatantin Army, Navy or Air Force of the Indian Union and who retired/romsuch service after earning his pension.

(e) Relaxation in the upper age limit is admissible upto 30 years (33.years for OBC, 35 years for SCs/STs) for departmental candidatesof Delhi Police. A "departmental candidate" means who hasrendered a minimum three years regular and continuous service inDelhi Police.

Note Candidates claiming benefits under OBC category shall be inaccordance with castes notified in the Central List. This relaxationwill also be admissible for candidates who are issued OBCcertificate by the Govt. of NCT of Delhi. The certificate should bein the prescribed form issued by the competent authorityempowered for the purpose. No other certificate wi:1lbe acceptedas sufficient proof.

(ii) EDUCATIONAL QUALIFICATION AT THE TIME OF APPLYINGFOR THE POST:

(a) Higher Secondary (10 + 2) or equivalent(b) ~ipl.om~ in draftsman course (Cjvil) from a govt. recognized

mstitution. r(iii) MEDICAL FITNESS I STANDARDS

The candidate should be of sound health, free from disease/ defect/debility and colour blindness. Better eye 6/6 without glasses. Worse eye 6/36corrected with glasses to 6/9 or 6/12 without glasses (both eyes). No relaxationis allowed to any category of candidates on this count.

4. MODE OF FILLING & SUBMISSION OF APPLICATION FORM

Application forms shall be available to the candidates III thefollowing way: -

(i) Application form shall be available "on-line" on Delhi PoliceWcbsitcs www.delhipolicerecruitment.nic.in &www.de1hipolice.nic.in. Candidate can feed the required data, takethe print out and send it to the designated Post Box No. aftercompleting the required formalities e.g. affixing a recent photograph,putting his/her signature, attaching the Bank Draft of~100/- in thename of the DCP/Recruitment Cell, Delhi.

(ii) Application forms can be downloaded from Delhi Police websiteswww.de1hipolicerecruitment.nic.in & www.delhipolice.nie.in. It canbe filled in by the candidates and sent to the designated Post BoxNumber.

5. ADMIT IADMISSION CARDS

Admit Cards for the Physical Endurance & Measurement Test(PEMT) shall be sent to the candidates. Later, Admission Cards for the Written

Test will be issued to successful candidates who qualify In the PEMT at thetesting venue itself.

6. (i) BOOKING OF POST BOX NUMBER

DCP j Recruitment Cell will apply to the postal authorities forbooking a Post Box number where candidates will send the completedapplication forms. The forms received in the post box will be collected everydayby a representative of the DCPjRecruitment Cell, Delhi and a representative ofthe Recruiting Agency engaged to carry out e-recruitment. The data from thereceived application forms will be fed on a day to day basis by the RecruitingAgency in its database.

(ii) CREATION OF CALL CENTREThe recruiting agency shall reserve/hire an easy to remember "Call

Centre Number" which shall be published in the advertisement. The Call Centreshall be manned from 9:00 AM to 9:00 PM everyday except on national holidaysby qualified and trained persons to guide and help the applicants in filling upapplication forms and also answer their queries. A list of FAQs (FrequentlyAsked Questions) will be available in the Call Centre with their answers.

7. CONSTITUTION OF RECRUITMENT BOARD

Recruitment of Sub-Inspector(Draftsman) in Delhi Police will bedone by a Recruitment Board to be constituted by the Commissioner of Police,Delhi under Rule 8 of Delhi Police (Appointment and Recruitment) Rules, 1980which will consist of one Joint C.P j Addl.C.P assisted by two DCsP.

8. PHYSICAL STANDARDS

(a) Height:-

Male Candidates: 165 ems, relaxable by 5 crn s for:-

(i) residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas,Dogras, Marathas and candidates belonging to states ofSikkim, Nagaland, Arunanchal Pradesh, Manipur, Tripura,Mizoram, Meghalaya, Assam, Himanchal Pradesh, Kashmirand Leh & Ladakh regions of J&K (Candidates claiming thisrelaxation would have to produce a certificate to this effect(Hill area certificate) from the competent authority i.e.DC/DM/SDM or Tehsildar of their place of residence with theapplication and at the time of Physical Measurement Test)

9.(1) PHYSICAL ENDURANCE TESTS (QUALIFYING- MALE)

1600 metres Race 08 minutes 30 seconds (Qualifying)

(II) PHYSICAL ENDURANCE TESTS (QUALIFYING-FEMALE).

800 metres Race 06 minutes (Qualifying)

Note: There shall be no appeal against disqualification in race.

10. PHYSICAL MEASUREMENT

Physical measurement test shall be taken only of those who qualifythe race.

11. BOARDS FOR PHYSICAL MEASUREMENT & ENDURANCE TESTS

Physical measurement and Endurance tests as prescribed in theeligibility condition shall be done by Boards headed by DCsP and assisted by

" ·012. APPELLATE. BOARD FOR PHYSICAL MEASUREMENT

One J6inf.~§.~i.Addl.C.P and one ACP shall be nominated by theCommissioner of Police, Delhi to constitute the appellate Board. The Board willconsider the cases of such candidates who file appeals against the PhysicalMeasurement on the same day. There will be no appeal in race.

13. CHECKING' OF ORIGINAL DOCUMENTS/CERTIFICATES FORELiGIBILITY CRITERIA

All the original documents/ certificates pertaining to age, education,caste, hill areas, NOC/discharge certificate (in case of Ex-Serviceman), proof toavail age relaxation as a widow/divorced/judicially separated woman, would bechecked at the, time of bio-metrics of all the candidates declared successful inPE&MT. The candidates will also be required to submit attested photo copies ofall the documents / certificates.

14. WRITTEN TEST

(i) All candidates who qualify the Physical Endurance & MeasurementTests, shall be put through a Written Examination of 300 marks.The written examination will consist of Paper I (Objective Type) (100Marks) and Paper-Il (Descriptive Type) (200Marks).

Note:- There will be 10 questions of 20 marks each. The questions willconsist of post specific subject related to the nature ofduty / responsibilities of the post and will be of the same level asper the qualifications.

(ii) The question paper shall be set by an officer of the rank of JointC.P j Addl.C.P nominated by the C.P. Delhi. It is the responsibility ofthe Joint C.P j Addl.C.P, so nominated to get required number ofcopies of question booklets after ensuring confidentiality of theprinting press, designing and printing of answer sheets in the formof OMR, packing of question booklets as per seating plan andscaling of question papers in boxes and handing over the same tothe Secrecy Officer. The DCP jRecruitment Cell, NPL will makesitting and other arrangement for the tests and for- invigilation byG.Osjlnspectorsj Sls etc. Joint CPjRecruitmentjBoard shallsupervise the whole examination to prevent copying or use of otherdishonest practice. Any candidate found indulging in any unfairpractice will be summarily removed from the written test anddebarred from further recruitments.

(iii) Alternatively, the Commissioner of Police, Delhi may entrust thetask of conducting written test and evaluation of answer sheets toan independent agency.

15. INTERVIEW

Successful candidates (depending upon the number of vacancies)shall be called to appear before the Selection Board for Interview on a date fixedby the Chairman of the Board. The candidates securing less than 50% marks inboth Paper I and Paper II will not be eligible for appearing in the interview. Theeligibility criteria of securing a minimum of 50% marks in written examinationmay be lowered if requisite number of candidates are not qualified in the writtenexamination. The Interview will be of 10 marks.

16. FINAL RESULT." "

Where equal marks have been obtained by candidatestheir merit. will be fixed as per date of birth. 17. MEDICAL EXAMINATION

The candidates so selected shall be medically examined by doctorsinselected government hospitals in Delhi as per the prescribed standards,. , ... ...:

18. VERIFICATION OF CHARACTER & ANTECEDENTS

The verification of character & antecedents of the candidates asabove will be done through concerned authorities expeditiously. If need be,special teams shall be sent to liaise with district authorities to expedite thepolice verification.

Cases of selected candidates against whom any criminal case isregistered/pending investigation/pending trial in the court, will be kept pendingtill the finalization of the same and their cases will be decided on merit afterfinalization of cases. As regards the cases of departmental selected candidates 'Y

against whom any DE/PE/Crl.Case/Vigilance Enquiry etc. is pending will alsobe kept pending till the finalization of the same and their cases will be decidedon merits after finalization of cases.

19. VERIFICATION OF GENUINENESS OF CASTE CERTIFICATE

The verification of the genuineness of caste certificate in respect ofeach candidate selected against reserved vacancy of SC/ ST/ OBC will be gotdone from the concerned authority.

20. PROVISIONAL APPOINTMENT SUBJECT TO VERIFICATION

Even where the prescribed certificates have been prod'ucedv theappointing authority should include a clause in the offer of appointment asfollows:-

"The appointment is provisional and is subject to verification ofthc caste/tribe certificate through proper channels and if theverification reveals that the claim of belonging to SC/ ST/0 BC,as the case may be is false, the candidate's service will beterminated forthwith without assigning any further reasons andwithout prejudice to such further action as may be taken under

the provisions of the Indian Penal Code for production of falsecertificate" .

21. ,MAINTENANCE OF RECRUITMENT RECORDS

After evaluation and preparation of result sheets, the answer sheetswill be sealed and handed over to the DCP/Incharge of recruitmentfor safe custody. Application forms/ dossiers of candidates who failin the examination and application forms/dossiers of candidateswho are included in the merit list will be retained till the declarationof results 01the next recruitment.

(ii) Application forms/ dossiers of such candidates, whose appointmenthas not been done for one reason or the other, should be retainedfor a period of 3 years or till such time that the matter is finallydisposed off. The master sheets will also be retained for a period ofthree years.

(iii) Representations received against' the result announced should beretained in a separate file for a period of five years from the date ofannouncement of final result. The period can be extended beyondfive years till the matter is finally disposed off in specific cases bythe Spl.CP / Admn., Delhi. Application forms/dossiers ofsclected/ appointed candidates may be sent to their respectiveplaces of posting for preparing their service record.

(i)

22. TRAINING OF CANDIDATES

(i) On appointment, the candidates shall be required to undergo andsuccessfully complete a 04 (four) months training course or asprescribed from time to time by the Commissioner of Police, Delhiand pass out of the Police Training College.

(ii) The recruit Sub-Inspector(Draftsman) should be specifically directedin the a.ppoirrtrricrit letter to report at the PTC/PTS [or training.They may be attached to any Distt.y Unit for pay purposes, but theirlien with the Distt./Unit starts and ends there. They should beunder the disciplinary contrOlOf the Principal/PTS/PTC and theyshould not join any Distt.y Unit unless they have passed out. Incase any person is medically unfit then he/ she proceed on leavewithout pay and should re-join with the next batch.

(iii) No recruit Sub-Inspeetor(Draftsman) shall be passed into the rankssent to the Distt./Units to which he/she is allocated for drawal ofpay for any purpose whatsoever, unless he/she has successfullycompleted the training and has passed out of the PTC.

(iv) Ordinarily, the services of those recruit Sub-Inspeetor(Draftsman)who fail to qualify in the final examination will be terminated underRule 5 of Central Civil Services Temporary Services Rules, 1965 bythe Principal/PTC. However, one additional chance will be given to

.'the failed trainees and if he / she does not pass in all the papers evenafter availing the additional chance, his/her services will beterminated by the Principal/PTC.

(v) The Principaly PI'C shall be the competent authority forinitiating/ finalizing (if the recruit is still in the PTC) disciplinaryaction against the recruitment Sub-Inspector(Draftsman). He shallalso be the competent authority to pass order regarding terminationof the services of a recruit Sub-Inspector(Draftsman). In order toeliminate an unsuitable trainee from the force at. the stage ofhis / her training itself, anyone of the following grounds shall besufficient for termination of services:-

(a) Frequent absence of the trainee from outdoor/indoor programmeleading to a conclusion that he/she is an un-devoted trainee and ahabitual absentee, not likely to become a good police officer.

(b) Submission of false Medical Certificate from any doctor for availingleave or light duty or rest.

(c) Gross misconduct with the Indoor/Outdoor Instructors or withother trainees/staff.

(d) If the performance of a trainee in the monthly tests and mid-termexamination is found to be very poor i.e. he/ she is continuouslyobtaining less than 40% marks in monthly test.

(c) If he/ she commits any mischief or any crime involving his/hermoral turpitude during his/her t.raining.

(fJ If any information submitted by the trainee in his/her jobapplication is found to be false, fabricated or manipulated to gainem ploymen t.

(g) Any other ground which adversely reflects his/her behaviour andthe officer is otherwise found unsuitable for Police services.

(vi) A trainee shall not be allowed to take final examination, untilhe/ she has successfully undergone a stipulated period of training atPolice Training Sehool/ College. 90% attendance in indoor/outdoorperiods is compulsory, relaxablc by 5% in exceptionalcircumstances by Principal/DCP in-charge Training, failing which

--he/ she will be debarred from appearing for the final examination. Inall such cases where the attendance falls short of the requirement,he / she shall be considered for termination of his / her services orordered to undergo further training with the next batch.

However, Joint Commissioner of Police/Training, Delhi can allow afurther relaxation of 5% in deserving cases of short attendance onrepresentation by the individual. "--

vii) No trainee shall be accepted / allowed for training at PTS/PTC after10 days of commencement of training except in exceptional

The women trainees will not incapacitate themselves on the accountof pregnancy during the training. Pregnant women trainees will notbe allowed to join training.In view of the rigorous nature of outdoor training, which a womentrainee is expected to undergo and if she is pregnant or becomepregnant during the period of training would not be allowed tocontinue the training but will have to proceed on leave with orwithout pay as per her entitlement and join in the subsequent. batch.

23. INTER-SE-SENIORITY

The inter-se-seniority of the trainees within the batch shall be basedon the gradation being done by totaling the marks obtained in the entranceexamination and the marks obtained in the training at the Police TrainingCollege.
