Federal state educational standards (FSES) – set of mandatory requirements for a defined level of education and (or) to the profession, specialty and field of study, approved by the federal executive branch responsible for public policy and legal regulation in the sphere of education
E-Learning is:organization of educational activities with the application of information contained in databases and used in educational programs and
information technology, hardware, and information and telecommunications networks, providing the transmission on the communication lines of this information, the interaction of students and teachers employees, which provide processing of information
Distance learning technologies is educational technologies implemented mainly using information and telecommunication networks in indirect (in the distance) the interaction of students and teaching staff.

continuity of the basic educational programs of primary general, basic general, secondary (full) general, initial vocational, secondary and higher vocational education;
spiritual and moral development and upbringing
FSES regulate time limit of general education and vocational education, taking into account the various forms of education, educational technology and the characteristics of individual categories of students.

requirements for the basic educational programs, including requirements for the ratio of the basic educational program parts and volume, as well as to the ratio of the mandatory part of the basic educational program and part formed participants of educational process;
requirements for the implementation of major educational programs, including personnel, financial, logistical and other conditions;
requirements to the results of development of basic educational programs.
Higher education should develop students' mainl cultural and professional competence.

FSES is Basis fordevelopment of exemplary basic educational programs;
development training subjects, courses, textbooks, test materials;
organization of the educational process in educational institutions that provide the basic educational program in accordance with the standard, regardless of their organizational and legal forms and subordination;
development of standards of financial support educational activities educational institutions implementing the basic educational program, the formation of the state (municipal) tasks for the educational institution;
monitoring and supervision of compliance with the legislation of the Russian Federation in the field of education;
the state (final) and interim assessment of students;
establishment of the internal monitoring of the quality of education at an educational institution;
organization of the work of teaching services;
certification of teachers and administrative staff of state and municipal educational institutions;
organization of training, retraining and advanced training of educators.
