A Specialized Body of SAARC
MESSAGE FROM THE DIRECTOR GENERAL OF SARSO
During the period 01 July to 30 September 2019, the community of International Standards had been
making rapid strides moving on to development of futuristic standards that would make our World
more safe and sustainable. A number of ISO and IEC Draft Standards have been circulated by various
Technical Committees. Eventually, after deliberation at the WGs/SCs/TCs and Member Body
Balloting, these documents would progress as an ISO or IEC deliverables including as International
Standards. Among the various objectives of SARSO, the following have relevance to the participation
in the development of International Standards:
a) To encourage the use of international standards published by international organizations such
as ISO, IEC, etc. by way of adoption, where appropriate, as SAARC Standards.
b) To present the common interests of the Member States in the various international
standardization organizations.
c) To establish mutually beneficial cooperation with the relevant international and regional
organizations as per relevant SAARC guidelines.
Keeping the above in view, SARSO has commenced the exercise of bringing to the notice of all the
stakeholders of SARSO, a panoramic view on the emerging subjects of ISO and IEC which are in the
draft stages. Supplementing this, an attempt has also been made to share a General Analysis on two
of the draft Standards which has relevance to the SAARC Countries, namely:
- Carbon footprint of products - Product category rules (CFP-PCR) for finfish
- Tourism and related services - Medical tourism – Service requirements
SARSO had circulated a Report on the Intra-Regional Trade in the SAARC Region, an exercise
assigned to it by the Governing Board. A SARSO Delegation attended the 42nd meeting of the ISO
General Assembly at Cape Town, South Africa and shared the progress made by SARSO. It was a
tremendous feeling to hear the amount of interest and respect ISO and its Member States have on
SARSO.

SARSO ATTENDS THE 42ND ISO GENERAL ASSEMBLY

participated in the ISO week and the 42nd ISO
General Assembly held during 17 - 20 September
2019 in Cape Town, South Africa. Mr. E.
Devendar (Director General) and Mr. Tashi
Wangchuk (Dy. Director) attended the ISO week.
The ISO General Assembly brought together with
fellow ISO members to determine the priorities
for the Organization, and to define the strategy
that would guide ISO and its members through
the next ten years. This year’s annual General
Assembly also featured a line-up of guest speakers
focusing on the impacts of digital technology,
uncertainty in global trade and the urgency for
sustainability, that has challenged and inspired the
delegates over two days of meetings. In addition
to covering the big ideas, the 2019 ISO GA also
featured breakouts focused on building ISO future
strategy to 2030. The ISO Week 2019 had
thought-provoking presenters, interactive
workshops, and gave opportunity to build
networks across the global standards community
which would set path to ISO 2030.
The International Organization for Standardization
(ISO) is an independent, non-governmental
international organization with a membership of
164 national standards bodies. Through its
members, it brings together experts to share
knowledge and develop voluntary, consensus-
based, market relevant International Standards
that support innovation and provide solutions to
global challenges. International Standards make
things work. They give world-class specifications
for products, services and systems, to ensure
quality, safety and efficiency. They are instrumental
in facilitating international trade. The ISO has
published 22803 International Standards and
related documents, covering almost every
industry, from technology, to food safety, to
agriculture and healthcare. ISO International
Standards impact everyone, everywhere.

The delegation of SARSO attended the Meeting of Signatories – ‘Declaration on Gender Responsive
Standards and Standards Development’, organized by the United Nations Economic Commission for Europe
(UNECE) on 17 September 2019.

The SARSO delegation had side-line meeting with the
International Telecommunication Union (ITU). The
SARSO delegation met with Mr.Chaesub Lee, Director of
the ITU Telecommunication Standardization Bureau and
Ms. Alexandra Gaspari, Programme Coordinator, ITU
Telecommunication Standardization Bureau on 18
September 2019. The ITU is the United Nations
specialized agency for information communication
technologies – ICTs. Founded in 1865 to facilitate
international connectivity in communications networks,
ITU allocate global radio spectrum and satellite orbits,
develop the technical standards that ensure networks and
technologies seamlessly interconnect, and strive to
improve access to ICTs to underserved communities
worldwide. SARSO with ITU delegation
The delegation from SARSO participated in the ‘ISO New rights event’ on 20 September 2019 along with
developing countries. Mr. Henry Cuschieri, Head of Membership and External Relations (ISO) and
Ms. Caroline Serre (ISO) presented the new rights programme of the ISO and its benefits to the developing
countries. The ISO team briefed about ISO Membership requirements, benefits of Membership of ISO and
requested the developing countries to avail the new rights privileges for developing the capacity of the
National Standards Bodies. Mr. Sergio Mujica, Secretary General (ISO) also addressed the gathering.

Meetings of the Technical Management Board and
Governing Board of SARSO and requested for

SARSO PARTICIPATES IN THE ‘INDO-PACIFIC DIGITAL TRADE
STANDARDISATION INITIATIVE REGIONAL WORKSHOP’
The SARSO Secretariat participated in the
‘Indo-Pacific Digital Trade Standardisation Initiative Regional workshop’ on 06 August
2019. The workshop provided opportunity for
participant Countries in the project to discuss
key regional trends and share information on
the Standardization practices that are taking
place in the Countries. Delegates from
Bangladesh, Bhutan, Nepal and Sri Lanka
participated in the Meeting. Mr. K.
Jayantha Sirikumara (Director), Mr. Tashi
Wangchuk (Dy. Director) and Mr. Ramesh
Khadka (Dy. Director) of SARSO attended
the workshop. The SARSO Secretariat delivered
a brief presentation on the activities of SARSO
and benefits of regional cooperation in

The Indo-Pacific Digital Trade Standardisation
Initiative is a three-year standards trade enabling
program. Standards Australia is working with
counterpart National Standards Bodies (NSBs) and
other stakeholders to identify and deliver
institutional strengthening and capacity building
activities. It would assist the region’s capacity to
adopt and implement relevant international
standards as a foundation on which to build a
digital economy. This initiative of Standards
Australia is limited to the National Standards
Bodies (NSBs) and other stakeholders of
Bangladesh, Bhutan, Nepal and Sri Lanka.
APRC IEC VISITS SARSO
Mr. Dennis Chew, Regional Director, Asia Pacific
Regional Centre (APRC), International
Electrotechnical Commission (IEC) visited SARSO
Secretariat in Dhaka, Bangladesh on 05 August 2019.
The SARSO and IEC discussed potential
collaboration opportunities. Mr. Dennis presented
brief updates of the IEC, shared about IEC platform
and its functionalities, overview of the training in
2016 in Singapore for SARSO management and also
briefed on the upcoming IEC General Meeting
scheduled to be held in Shanghai from 21-25 October
2019. Mr. E. Devendar (Director General), Mr. K.
Jayantha Sirikumara (Director), Mr. Tashi Wangchuk
(Dy. Director) and Mr. Ramesh Khadka (Dy. Director) Mr. Dennis Chew with SARSO officials
were present during the Meeting.

ISO REGIONAL ENGAGEMENT ASIA VISITS SARSO
Mr. Adrian Goh, International Organization for
Standardization (ISO) Regional Engagement Asia visited SARSO Secretariat in Dhaka, Bangladesh on 07 August 2019.
Mr. Goh presented an overview of ISO at a glance and key
ISO activities in the region. He also highlighted about the 42nd
ISO General Assembly scheduled to be held in Cape Town,
South Africa in September 2019 and welcomed SARSO for
participation. The SARSO and ISO discussed areas of
cooperation for mutual benefit of both the organizations.

PTB EXPERT VISITS SARSO
Mr. Kevin Kemp (PTB Expert) visited SARSO
Secretariat from 29 July to 01 August 2019 for
discussion on the upgrade of SARSO website. The visit
was with the financial assistance of PTB-Germany
under the SAARC-PTB Cooperation. Mr. Kemp and
SARSO had an interactive session on the development
of navigation structure for the website, needed
functions (e.g. registration, login, comment-function,
links to other systems of the website and surface of
the start and content page. A draft Terms of
Reference for the up gradation of SARSO website was Interactive session with Mr. Kemp
finalized during the visit.
SARSO PARTICIPATES IN ‘REGIONAL WORKSHOP ON FOOD
SAFETY POLICY, TRADE STANDARDS AND HARMONIZATION’
The Secretariat of SARSO participated in the
‘Regional workshop on Food Safety Policy,
Trade Standards and Harmonization’, focused
on the regional priorities of India, Bangladesh,
Nepal and Sri Lanka from 08 – 10 July 2019 in
New Delhi, India. The workshop was organized
and funded by the United States Department of
Agriculture (USDA), Foreign Agricultural
Service Office of Capacity Building and
Development (FAS/OCBD), in association with
Cornell University and Sathguru. Officials from
the relevant Ministries, experts from India,
Bangladesh, Nepal and Sri Lanka participated in the Worksop. Mr. E. Devendar (Director General) and Mr.
Tashi Wangchuk (Dy. Director) of SARSO attended the workshop.

The workshop deliberated on the Food safety
policy, trade standards and regional
harmonization. The SARSO Secretariat delivered
presentation on ‘SARSO and its role in Regional
Harmonization of Standards’ covering the current
status of harmonization in the region.
SARSO TEAM ATTENDS THE OPENING OF THE REGIONAL
EXPERT CONSULTATION MEETING ON ‘FOOD SAFETY IN
SOUTH ASIA REGION’
The SAARC Agriculture Center (SAC) and
BSAFE Foundation jointly organized a
SAARC Regional Consultation meeting on
"Food Safety in South Asia Region:
Current Status, Policy Perspective and
Way- Forward” in Dhaka, Bangladesh during 26-28 August 2019. The aim of the
program was to discuss the current
situation of food safety, issues, challenges
and way-forward to overcome the
issues/challenges in the SAARC region.

from the SARSO attended the opening session of consultation program.
The Chief guest of the program was Dr.
Muhammad Abdur Razzaque MP, Honorable
Minister, Ministry of Agriculture, and Government
of the People’s Republic of Bangladesh. Mr. Md.
Nasiruzzaman, Secretary, Ministry of Agriculture,
Government of the People’s Republic of
Bangladesh was present as the Special Guest. Ms.
Syeda Sarwar Jahan, Chairman, Bangladesh Food
Safety Authority (BFSA) and Dr. Md. Kabir Ikramul
Haque, Executive Chairman, BARC were present
as guests of honor. Dr. Mohammed Zainul Abedin,
President, BSAFE Foundation presided over the
inaugural function. The program was attended by
the participants from SAARC member countries -
Bangladesh, Bhutan, India, Maldives, Nepal,
Pakistan and Sri Lanka. More than 300 participants
from different institutions and organizations were
present in the program. During the program, a
presentation on ‘Towards the Development of
Food Safety and Traceability Tools for Sustainable
Human Health and Business: A Need for Larger
Cooperation’ was delivered by Dr. Debashish
Mazumder, Senior Research Scientist, Project
Lead-Food Provenance-Environmental Research,
Australia.
REGIONAL CONCLUDING WORKSHOP OF THE BLENDED
LEARNING COURSE QUALITY INFRASTRCURE
The Regional concluding workshop of the
Blended Learning Course Quality Infrastructure
for Sustainable Development (QuISP) under the
SAARC-PTB Project ‘Strengthening regional
integration and cooperation in the field of quality
infrastructure in South Asia’, was held from 01 to

05 July 2019 in Braunschweig and Berlin, Germany. Mr. K Jayantha Sirikumara Director of SARSO
participated in the workshop as observer. The Workshop was aimed to introduce the main disciplines and
institutions of Quality Infrastructure: metrology, standardization, conformity assessment, accreditation and
market surveillance.

of quality-related services for intra-regional and
international trade and export promotion.
Further, Concluding workshop reviewed the
practical experience in international project
coordination conducting group assignments on
quality infrastructure building and simulated the
trade negotiations.
