To evaluate the possibility of transformation
and understand the needed transportation and
stormwater infrastructure
Develop a design that:
• maximizes transportation options,
• 29 acres, known as a ‘Cloverleaf’ or Partial
‘Cloverleaf’ interchange design
• responds to needed stormwater infrastructure,
• detention basins
• manage flow of stormwater
• supports future land uses, connects
neighborhoods and enhances the public realm.

• The site itself is a “missing tooth” in the fabric of commercial and residential uses.
• The zoning and land uses are disrupted here; community uses surround this barrier

• Development is changing the community one parcel at a time, and through major developments in the Stadium District, Sun Valley and along West Colfax.
• Gentrification and displacement as a result of redevelopment is a key concern for the community.
• Keeping the local, small businesses along the commercial corridors is a priority for the local community.

• Local flooding is a community concern; managing stormwater through area necessary
• Access to green space, trails and recreational opportunities is a community priority

• Lack of continuous sidewalks; lack of wayfinding around multiple barriers; pedestrian safety; crossings feel dangerous and uncomfortable.
• Safe pedestrian access to Decatur Federal Station and stops on Federal Blvd. (Crossing of Federal at Howard Place) Route clarity, speed, reliability and safety/comfort at stops
• Better bicycle connectivity between community and future destinations
Core Issues | Mobility Safety
• Safety for pedestrians and bicycles near the interchange (3 pedestrian fatalities near the cloverleaf within the last 5 years).
• The infrastructure no longer matches the context: encourages high speeds, presents a challenge for connectivity for all modes and is uncomfortable for active transportation users.
