2019 Annual Congregational Meeting Minutes

Date of Meeting January 27, 2019 Called to order by council president David Braunschweig at 10:08 AM Approved the minutes of the 2018 meeting: motion by Joan Unrein to approve, seconded by Sandy Corrie, motion carried. Acceptance of 2018 reports: motion to accept the reports by Ray Unrein, seconded by Dave Zastrow, motion carried. Old Business: nothing pending. Project of putting screens on windows is on hold. New Business: Election of council members: Those on the ballot are Valery Silha, Pat Schulenberg, Rob Rowbotham. Nominations from the floor, Janelle Lauersdorf and Cyril Converse. Motion to close the nominations by Ray Unrein, seconded by Dave Zastrow, motion carried. Tellers are Traci Beyer, Sue Quamme, and Marilyn Connell. Those elected on the first ballot with the majority of the votes cast (34) were Valery Silha, Janelle Lauersforf, and Rob Rowbotham. Those in attendance thanked Jo Wampole and Pat Schulenberg, who are leaving the council, for their service. Adoption of the proposed budget for 2019 Pastor explained that his wife Lisa will possibly be taking a call to a church in Madison. The current pastor of her church is retiring and they will be calling a new pastor. This new church does not have the budget to pay for Lisa's benefits, thus St. Paul's will need to pay for her . Rob Rowbotham continued to go through each of the items in the budget. Jan Crave suggested that the combined committee be given a line budget as it looks like they are not spending anything when in fact, members of the committes are paying for the expenses incurred for this committee. After lengthy discussion of passing a "deficit" budget, Valery Silha called for a vote. Some are not comfortable with this budget but the discussion brought no resolutions to the deficit. The budget passed by a 20 to 6 ballot vote. Tellers were Sue Quamme and Sandy Corrie. Rob Rowbotham made a motion to adjourn the meeting which also included a plan to hold another congregational meeting in May to update the congreation on its financial status. Ray Unrein stated he will give the council a list of suggestions to help with the deficit. Motion seconded by Larry Silha, motion carried. Meeting adjourned at 11:35am. Pastor’s Report – 2019 May God’s grace and peace be with you all, and with those you love, in this New Year. My thanks to all of you who have worked in our congregation in so many ways over the past year. I will venture to name a few of you, knowing that it is only with the help of so many more that our congregation does the work that we do. First and foremost, my thanks goes out to Megan Smith, our office secretary, who works with efficiency and grace, and whose little ones often bring joy and smiles into our office. Sue Quamme has served faithfully and with much wisdom and grace as our Council President during this year. She has helped lead the council through difficult decisions and has extended an ear to me when I have needed it. Our Congregation Council has worked well together, and has done especially well in the past few months. Sometimes the work of the Council is fairly easy and routine, but we have faced challenges and have been able to have frank and honest discussions. This has served our congregation well. An additional thanks to Stephen Peachey and Sandy Corrie whose terms expire this year, and to Dave Braunschweig who is finishing two consecutive terms on Council, including three years as President. 2019 saw our youth take our 6

th Mission Trip. This year we went to Logan, WV with 16 youth, 10 of

whom are members of St. Paul’s and the other six were friends whom our students invited. This is an example of how the church has always grown, when friends invite their friends to participate with them. Sue Quamme, Cassandra Hollatz (who served on her 5

th mission trip, first as a student and

then a chaperone) and I served as chaperones. We spent a night at First English Lutheran Church on the near east side of Columbus, OH on the way to Logan. While there, the Holy Spirit provided us with unexpected opportunities to serve. We put together care packages for migrants who were being transported to locations around our country, delivered some of those supplies to migrants at the Columbus bus station, and then helped to prepare and serve the community breakfast that First Eng-lish provides for the community each Sunday morning. We then moved on to Logan, WV where we served with other groups from Ohio, Illinois, Wisconsin, and Minnesota. We painted, clleaned and moved furniture, we sang and served food, worked at pantries and helped children to read – and in between, we played a lot of 4-square. In 2020, we are planning another trip to the Adirondack Moun-tains in NY. This past year has also been a year of anxiety for us at St. Paul’s. We have been worried about money, about paying our bills, about what will happen in the coming year. 2019 was the year when we ran out of the dedicated funds we could use to prop up our budget. We had known that this year was coming, and we had made efforts in recent years to grow into supporting our budget through our offerings. I knew coming in to 2019 that we would need to face our anxieties about the budget and grow in our offering to support St. Paul’s. I was amazed in two ways this past year. I was amazed by the response of many of our members who love and care for St. Paul’s, the work we do, and who express their thanksgiving to God through the giving of their offerings to the church. Our offerings to Current Expenses, plus offerings given to pay off our debt to ourselves, grew this year by over $29,000 from 2018. This is an amazing sign of how God has blessed us, and how we have responded to God’s blessing though our support for St. Paul’s. Continued...

I was also amazed this year by our anxiety and fear for the future. While I knew that we would face anxiety, I did not understand how it would affect many of our members who love and care for St. Paul’s. In November, we proposed a budget for 2020 that would reduce St. Paul’s pastor to serving about half time. Sue Quamme, our Council President, sent out a letter regarding this and we had nearly 30 people attend our Budget hearing in December. There were various reactions expressed, from anger to resignation, but we also had honest talk about our congregation and our future. At our Council meeting in December, after conversations with many members and listening to the concerns expressed, we had a long and creative conversation about our budget for the coming year, and we are now proposing that we take the year piece by piece, ra-ther than biting it off whole. We are presenting quarterly budget, and committing our-selves to working on Financial Stewardship and informing a broader spectrum of our members of our financial situation and encouraging them to grow in their offerings to our ministry. We will also be exploring the possibilities that may be open to us for our pastoral ministry in the future. As we enter this new year, I believe that we have been given the strength and wisdom to deal with the challenges that lay before us. I also believe that we live in a different era of the church’s life. It is no longer so easy to be the church, or for us to be members of the church. There are too many distractions in our society that lure us away. It is incumbent, that we, as Followers of Jesus Christ, actually follow Christ with intentionality, that we support our community of faith – our congregation – with our time, our energy, and yes, with our money also, so that others can experience the love of Jesus Christ as we have. And, oh, one final thing that we can learn from the kids who go on our Mission Trips – invite your friends.

Report of the Mission Endowment Fund

Three years ago, St. Paul’s established a Mission Endowment Fund for the purpose of receiving gifts which could be used for the work of mission apart from the general budget of St. Paul’s in our community, Synod, nation, and world. When the fund reaches $25,000 it will be invested in the ELCA Endowment Pooled Trust Fund A, and then annual distributions will begin to be made. To date, the fund has a balance of $1,200.

Combined Committee Report for 2019

Lenten Soup & Sandwich Suppers – Soup and sandwich suppers were organized and had great support by members who provided the food, as well as good attendance by the congregation.

Easter Brunch - Easter Brunch was served for approximately the 13th consecutive year.

Turnout of volunteers both before and after was good.

Send a Girl to School – A bulletin board was set up for this project and members donated enough funds to send 9 girls to school.

ELCA Missionary Sponsorship – We started supporting a new missionary couple in Budapest. There is a bulletin board set up and we will continue to inform the congregation about the program to encourage donations.

Service Project – Gods Work Our Hands – It was our first year with this idea so we started small. Painting was done at the church, cookies and thank you cards were delivered, and a visit was made to Highland House with some children who sang and did a craft with residents.

Church Service & Picnic at Fireman’s Park – A church service and picnic were held at Firemen’s Park on September 8th, along with a backpack blessing. After the picnic, there was a softball game and the carousel was also available.

Cookie Delivery – Committee members baked cookies and prepared and delivered bags of cookies that included information on Christmas Eve Services to 30 St. Paul’s members who have attended church services infrequently. Christmas Neighbors of Jefferson County – A van load of collections were delivered for this

project and it was well-supported by the congregation. The Combined Committee includes the Congregational Life, Outreach and Support Committees, along with Pastor Robb, getting together once a month for a “brainstorming” session. Anyone is welcome to attend these meetings. Meetings are usually held the second Tuesday of each month at 6:30 p.m. in the church library. Respectfully submitted by Rori Mattson on January 8, 2020.

Worship Committee Report for 2019

The committee continues to meet the second Monday of every month. We discuss with Pastor Robb issues related to the church service, such as choosing which setting to use and if any modifications are wanted. We also oversee the assistants used to help with the service. The committee organizes the decorating (and un-decorating) of the church for special occasions like Thanksgiving, Christmas and Easter. We appreciate and give thanks to all who have helped with it. All church members are invited to join the committee or come as a visitor. We welcome all input related to the worship service. Mutual Community Mission Group Report for 2019 Mutual Community Mission Group’s “Groceries for Growth” program continues to use St. Paul’s as our Fiscal Agent and utilize space given to us to store and bag the food we provide to students at the Waterloo Public Elementary school each weekend who may otherwise be hungry. During this school year we have had 13 to 15 children signed up for the program which amounts to 55 to 60 meals per month. This past summer we also placed some bags of food at the library for parents of children who depend on the hot lunch program during the school year in case they would need food during the summer. Church Property Report for 2019

2019 was a good year! Spring & fall cleaning was done outside. The elevator had to be inspected by Braun because of a five year regulation. They also inspected the batteries. Tim Yelk did the snow plowing and will be doing the plowing in 2020. Thank you to those who mowed the lawn and also to those who painted the trim on front entrance of the church. Looking into 2020, we are looking to do tuck pointing the church brick and handicap ramp. Also caulking needs to be done around the basement wall because of leaking. We will be getting quotes to have this done in the spring. Thanks to ALL of the people for their help in one way or another. Richard Kovalaske, Property Committee Chairman

Finance Committee 2019 annual report

The Finance Committee met regularly in 2019 with active participation from members of our congregation. I would like to extend a heartfelt thank you to each and every member of our committee and to those other congregational members who helped us this year. We plan to meet semi-monthly in 2020 at 10:15 am on the second and fourth Sundays of each month and are requesting additional participation from our membership. As reported in the Financial Secretary and Treasurer reports, 2019 current expense income increased from $127,910 in 2018 to $152,941 in 2019, the largest increase in at least the last 20 years and indicative of the commitment of our membership to the continued success of our church mission. Even with this large increase in giving, we still experienced a deficit (spending greater than giving) of $13,387 in current expenses in 2019. This deficit was funded by the opening balance in our current expense checking account, $6,707 transferred from dedicated accounts and our July 4

Ice Cream Sale; leaving a balance of negative $113.45 in the Current Expense account which will be refunded by transferring the remaining $579 from debt retirement to the Current Expense account in early January. During the 2020 annual meeting, we will be asking for the congregation’s guidance in funding our current expenses in accordance with our financial policies and procedures as we move forward should adequate funds not be available. The Congregational Council is proposing a quarterly budget for 2020 and has developed milestones for each quarter to guide us in the process of fully funding our current expenses. During each quarter, the congregation will conduct stewardship campaigns, explore opportunities, and develop contingency plans should we be unable to meet milestones. An outline of the first quarter plan follows. We will be reviewing progress at a special congregational meeting following the regular service on Sunday March 15

th, 2020.
