  新加坡驻美大使陈庆珠教授以及本地重要华社领袖黄祖耀获颁殊功勋章,成为今年最高荣耀的国庆奖章得主。  每年国庆,总统都会颁发国庆奖章给对国家和社会建设有功的官员和社会贤达。今年共有3010人获颁各级奖章。  担任新加坡驻美国大使15年的陈庆珠教授(69岁)今年获颁殊功勋章(DistinguishedServiceOrder)。这是她三度获得国庆奖章,她曾在1999年及2005

年获颁公共行政(金)奖章及功绩奖章。  陈教授接受电邮访问时说,她没有想到会得奖,在得知消息后马上拨电给在新加坡的弟弟及姐姐,和家人分享喜悦。  谈及她的外交贡献,陈教授说,她在1996年7月出任驻美大使时,美国青年迈克菲(MichaelFay)因破坏公物被我国法庭处以鞭刑,新美关系陷入低潮。刚上任的陈教授当时四处奔走,与批评新加坡的媒体代表对话,并向一些智库解释新加坡的立场。  陈教授说,要改变他们对新加坡的看

法并不容易。  随即而来的1997年亚洲金融危机却让美国人对新加坡改观,他们觉得这是一个获得妥善管理的小国。  另一名殊功勋章得主是宗乡总会创办主席黄祖耀(82岁)。他担任宗乡总会主席25年,并在去年退位让贤,卸下主席职务。他目前是大华银行集团主席。  在1986年成立的宗乡总会,肩负团结本地会馆及弘扬中华文化的使命。作为首任主席,黄祖耀多年来一直加强各会馆之间的联系,对推动华社发展不遗余力。   他昨天通过电邮表示对于获奖深感荣幸,并感谢社区伙伴的支持。“我必须感谢所有志同道合的人,因为他们为我们共同的目标贡献时间、金钱及点子。”

  在去年卸下福建会馆会长职务的黄祖耀当时谈到会馆使命时说:“这些年来,新加坡经历巨大变化。我们秉承先贤创会宗旨,继续推广教育,赞助公益,同时肩负传承中华传统文化、发扬华族优良传统和价值观的重任。”    今 年 有 5 人 获 颁 功 绩 奖 章(Meritor ious ServiceMedal),包括回教宗教司顾问赛依萨(Syed I saSemait)、儿童协会会长许俊辉、樟宜机场集团主席廖文良、刚卸下校长职务的南洋理工大学荣誉校长徐冠林教授以及全国职工总会会长德培华。  即将在今年卸任的德培华(61岁)对于获颁功绩奖章感到非常荣幸。他相信是首位获得此殊荣的工运领袖。

  提名他得奖的职总秘书长林瑞生形容他为“非常关心工友的福利”,同时是“一位坚定及热情的领袖”。  林瑞生说:“他对劳资政深具信心,并会和各方展开具建设性的对话,特别是在1998年后我国经历的经济衰退时期。”  也是总理公署部长的林瑞生说,德培华所获得的奖章不但肯定他的贡献,在职总今年庆祝50周年庆之际,他的获奖也正合时宜。  公众可从http://www.pmo.gov.sg/content/pmosite/nationaldayawards.html获知1998年至今的国庆奖章得主名单。

  对于能获奖,黄祖耀深感荣幸,他谦虚地表示,为社群服务并非只靠自己一个人的力量。  黄祖耀昨天接受媒体询问时表示:“为社群服务靠的是团队的力量。我借此机会感谢所有在不同方面,帮助我们达到这个目标的人。”  他因此希望与这些志同道合的朋友和支持者,分享这份殊荣。  黄祖耀是在1972年9月,从陈六使手中接过福建会馆领导棒子,前后38年,是担任会长时间最长的一位领导人。  黄祖耀接棒后便结合新秀老将的力量,修改章程,革新会馆组织,把会务现代化,加强监管效率,也发展云南园项目,重建会馆大厦。  从2004年至今,黄祖耀也担任南洋理工大学的名誉副校长。  黄祖耀是新加坡宗乡总会的首任主席。新加坡宗乡会馆联合总会负责把本地180多个宗乡组织团结在旗下。去年7月,黄祖耀刚把棒子交给蔡天宝。

蔡天宝:华社的骄傲  新加坡宗乡会馆联合总会现任主席蔡天宝说,宗乡总会前主席、现任名誉主席黄祖耀获颁“殊功勋章”这个最高荣耀,不只是政府对黄祖耀长期以来奉献华社、服务社群的最高肯定,也对整个华社起着莫大的激励作用。  蔡天宝说:“黄祖耀先生得此殊荣实至名归,他卓越的才智以及崇高的献身精神是我们学习的楷

模,也是华社的骄傲!我希望黄祖耀先生的封爵能够为年轻一代起着催化的作用,鼓励他们积极投身为华社服务!”  黄祖耀目前是大华银行主席。  大华银行成立于1935年,创办人是砂拉越出生的黄庆昌及六位福建籍的商人。当黄庆昌的第四个儿子黄祖耀在1960年掌管银行业务时,大华银行只有一家分行。

收购银行战绩  为人津津乐道  黄祖耀表示:“很高兴自己为新加坡银行业的整合作出了贡献。从1971年至今,大华银行已成功收购了五家本地银行。”  在大华银行的发展史上,黄祖耀屡战屡胜的收购战绩最为人津津乐道。

他在16年内收购了四家本地银行后,2000年再次出击,宣布与发展银行竞争收购华联银行,震惊本地金融业。  这个消息的震撼力、收购过程的曲折,更胜当年他收购崇侨银行。  黄祖耀昨天表示,除了本地,大华在印度尼西亚和泰国也各收购了两家银行,并在菲律宾收购了一家银行。通过马来西亚、印尼、泰国、菲律宾和中国的分行和支行,大华也迅速地在区域扩展了本地银行的足迹。  黄祖耀在2007年卸下行长职务,由儿子黄一宗接班。

黄祖耀:  服务社群靠团队力量游润恬 报道

  两个多月前的星期二,新加坡驻美国大使馆里千鹤纷飞。  我国驻美大使陈庆珠回忆道:“使馆人员亲手折了一千只纸鹤,把它们串起并垂吊于使馆大厅的天花板。这景观宛如下着鹤雨,太美了。”  这一天,出席在新加坡大使馆举行的日本三一一地震筹款活动的来宾,在品尝其他大使馆赞助美食与美酒之余,也捐出了18万美元的善款。  这类日本赈灾筹款活动,是杰出外交官陈庆珠巧妙运用文化外交的一个例子。  陈庆珠1996年出任驻美大使,15年来不断经营新美双边关系。凭着传统及新式外交手法的纯熟并用,她成功地把新美关系从涂鸦青年麦克菲事件的僵局,提升到目前密切及友好的局面。  为此,她荣获今年国庆最高荣誉奖章——殊功勋章。她昨天接受本报专访,畅谈她的外交风格和新美关系。  她表示她多数时候做的事跟一般外交官传统上做的事差不多,即做政治报告和分析、维护本国的政治与经济利益等。  “我也尝试运用新式外交,包括文化外交。我这么做是为了展示新加坡在文化教育等各方各面的发展与成就。我们不只是一个经济成功的国家,而是有很多层次的。”  陈庆珠除了有文化敏感度,也有政治远见。她所尝试的另一种新式外交,是锁定一些有潜能成为美国高官的人,并在他们还没上位之前就制造机会让我国领导人和决策者与他们交流,为日后新美关系的发展打通人脉。  她说:“我举行过两场具战略意义的对话会,让新加坡领导人及决策者跟美国政策研究员及可能成为行政官员的人有机会交流。后来,几乎半数出席

对话会的美国人成为了现任政府的高级行政官。我想你可以称之为’预想性外交’(anticipatorydiplomacy)。”  社交媒体也是新式外交的一种。陈庆珠表示,驻美大使馆是新加坡的所有驻外大使馆当中,最早设立推特和面簿户头的。  当外交官肯定少不了在鸡尾酒派对上的交际应酬,和在谈判桌上的你来我往。陈庆珠与人交流的窍门是什么?她说幽默感很重要,多培养工作以外的兴趣可增加谈资,这些都有助于同对方建立起友谊。  不过别以为这位女外交官好欺负。她说:“有时,你必须够强硬。”  美国是对新加坡非常重要的国家,与此同时新加坡也很重视与亚洲大哥中国的关系。陈庆珠表示:“新加坡能同时跟美国和中国保持密切的关系,这是令美国和中国朋友感到惊奇的。”  回顾在美国度过的15年,她说这段日子非常多姿多彩,艰难的时刻也不少。“我1996年7月刚到美国时,新加坡与美国的双边关系因麦克菲事件而很僵。我着手改善关系,跟对新加坡不友善的媒体谈,也向美国智囊库和官员解释新加坡的立场。为改变美国人对我们的看法,实在费了一番功夫。”  幸好隔年爆发的亚洲金融风暴,让美国人看到新加坡如何凭着良好的企业监管成功走出风暴,并使他们对新加坡改观。在陈庆珠的穿针引线下,两国领导人展开了良好的会面及对话,双方的良好关系持续至今。  她体会到美国现在对新加坡的看法已跟15年前大不相同。“美国经常以尊敬和赞赏的口吻,说我们是个成功的国家。”  新加坡向来扮演着一个微妙角色——向本区域以外的大国,解释及解读本区域的发展趋势。陈庆珠说:“我们会继

续这么做。美国人曾把新加坡形容为‘脑信托’(bra instrust)。……我们的战略解读受到尊敬。”  她表示美国也把新加坡视为是在许多领域的先行者,例如美国在2001年发生九一一事件后,许多亚洲港口是看到新加坡签署“集装箱安检计划”,才跟着这么做。  陈庆珠出任美国大使之前曾出任联合国常任代表。她出身学术界,在新加坡国立大学担任政治学系主任,是位著名的政治学家。她先后出任政策研究院院长、新加坡国际基金会执行理事长和东南亚研究院院长。  与美国人共处多年,她最钦佩的是美国人的韧性、创意精神和爱国精神,尤其是美国军人家族所作的牺牲。她也欣赏美国人的乐观、互助及慷慨解囊的精神。  她为新美关系的长期耕耘,受到了国家的肯定。谈到获颁殊功勋章的感受时,她说:“感觉良好。我没想到会得奖。”  收到得奖的好消息后,她做的第一件事是拨电通知她在新加坡的两个弟弟和姐姐。“91岁的父亲听力不好,所以我无法在电话上跟他说。”
