ST JOHN’S CATHOLIC PRIMARY SCHOOL

POULTON-LE-FYLDE

DETERMINED ADMISSIONS POLICY FOR SEPTEMBER 2020 TO AUGUST 2021

St John’s is a Catholic Primary School provided by the Diocese of Lancaster and is maintained by Lancashire Local Authority as a voluntary aided primary school. The school’s Governing Board is the admission authority and is responsible for taking decisions on applicants for admission. For the school year commencing 2020/2021 the Governing Board’s planned admission number is 30. Admission to the school will be made by the Governing Board. All references listed on the Local Authority Preference Form will be considered on an equal basis with the following set of admissions criteria forming a priority order where there are more applications for admissions than the school has places available.

ADMISSIONS CRITERIA

The Governors will admit up to 30 children in September 2020. If the number of applications for admission exceeds the places available, children will be admitted in the order of priority set out below.

1. Baptised Catholic Looked After Children and previously Looked After Children. 2. Baptised Catholic children who will have a sibling attending school at the time of admission and

resident in the parishes of St John’s Poulton-le-Fylde, English Martyrs Poulton-le-Fylde and St Francis, Hambleton.

3. Baptised Catholic children who are resident in the parishes of St John’s Poulton-le-Fylde, English

Martyrs Poulton-le-Fylde and St Francis, Hambleton. 4. Baptised Catholic children who will have a sibling attending the school at the time of admission

and are resident in another parish. 5. Other Baptised Catholic children. 6. Other Looked After Children and previously Looked After Children.

7. Other children with a sibling attending school at the time of admission.

8. Children of staff employed at St John’s Catholic Primary School may be conferred priority where

the member of staff has been employed at the school for two or more years at the time the

application is made or the member of staff is recruited to fill a vacant post where there is a

demonstrable skills shortage.

9. Other children. Definitions Sibling means: brothers, sisters, step siblings, half siblings, foster and adopted siblings. A Looked After Child is a child who is (a) in the care of a Local Authority, or (b) being provided with accommodation by a Local Authority in the exercise of their Social Services function (under section 22(1) of the Children Act 1989). A previously Looked After Child is one who immediately moved on from that status after becoming subject to an adoption, residence or special guardianship order.

Tie Break Where there are more applicants for the available places within a category, then the distance between the Ordnance Survey address points for the school and the home measured in a straight line will be used as the final determining factor, nearer addresses having priority over more distant ones. This address point is within the body of the property and usually located at its centre. Where the cut-off point is for addresses within the same building, then the single measure between address points will apply and the Local Authority's system of a random draw will determine which address(es) receive the offer(s). Address of Pupil The address used on the school’s admission form must be the current one at the time of application. If the address changes subsequently, the parents should notify the school. Where parents live at different addresses, the current-at-the-time-of application, normal address of the child will be used. This will normally be the one where the child wakes up for the majority of Monday to Friday mornings. Parents may be asked to show evidence of the claim that is being made for the address e.g. family allowance booklet, identity cards of various sorts showing child’s address as the one claimed. Where there is dispute about the current address to use, the governors reserve the right to make enquires of any third party, e.g. the child’s G.P. Twins/Triplets etc Where there are twins wanting admission and there is only one single place left within the admission number, then the governing board will exercise as much flexibility as possible within the requirements on infant class size. In exceptional circumstances we are now able to offer a place for twins, siblings in the same year group and children from multiple births where any of the children is the 30th child admitted. Waiting List Waiting lists must give priority to children in accordance with the school’s published oversubscription criteria and not on any other basis. Waiting lists must be maintained by each admissions authority until 31st December in the academic year of admission, and must not give priority to children based on the date either application was received or their name added to the list, but by admission criteria only. Late Applications Where there are extenuating circumstances for an application being received after the last date for applications (backed up with evidence), and it is before the governors have established their list of pupils to be admitted, then it may be considered alongside all the others. Otherwise, applications received after the last date will be considered after all the others, and placed on the waiting list in order according to the criteria. Deferred admission and part-time provision If your child is due to start school during the next academic year, it is important that you apply for a place for September. If your child’s fifth birthday is between the months of September and December, then, if you wish it, admission may be deferred until January; if it is between January and April, then admission may be deferred until the start of the summer term though it is likely to be in your child’s interest to start no later than January. You may also request that your child attend school part time until he/she reaches his/her fifth birthday.

Admission of children outside their normal age range

Parents may seek a place for their child outside of their normal age group, for example, if the child is gifted and talented or has experienced problems such as ill health. In addition, the parents of a summer born child* may choose not to send that child to school until the September following their fifth birthday and may request that they are admitted out of their normal age group – to Reception rather than Year 1.

Page 7: St John’s Catholic Primary School...St. John's Catholic Primary School Breck Road, Poulton-le-Fylde, Lancashire FY6 7HT Tel. 01253 883690 e-mail: head@poulton-st-johns.lancs.sch.uk

Requests for admissions out of the normal age group must be made in writing to the Governing Board who will make decisions on any such requests on the basis of the circumstances of each case and in the best interests of the child concerned. This will include taking account of the parent’s views; information about the child’s academic, social and emotional development; where relevant, their medical history and the views of a medical professional; whether they have previously been educated out of their normal age group; and whether they may naturally have fallen into a lower age group if it were not for being born prematurely. The Governing Board will also take into account the views of the head teacher.

When informing a parent of their decision on the year group the child should be admitted to, the Governing Board will set out clearly the reasons for their decision.

Where the Governing Board agrees to a parent’s request for their child to be admitted out of their normal age group and, as a consequence of that decision, the child will be admitted to a relevant age group (i.e. the age group to which pupils are normally admitted to the school) the local authority and Governing Board will process the application as part of the main admissions round, unless the parental request is made too late for this to be possible, and on the basis of their determined admission arrangements only, including the application of oversubscription criteria where applicable. They will not give the application lower priority on the basis that the child is being admitted out of their normal age group. Parents have a statutory right to appeal against the refusal of a place at a school for which they have applied. This right does not apply if they are offered a place at the school but it is not in their preferred age group.

* The term summer born children relates to all children born from 1 April to 31 August. These children reach compulsory school age on 31 August following their fifth birthday (or on their fifth birthday if it falls on 31 August). It is likely that most requests for summer born children to be admitted out of their normal age group will come from parents of children born in the later summer months or those born prematurely.

FURTHER NOTES (a) Admissions to the school will be ranked by the Governing Board according to the criteria.

Parents must complete a Local Authority online application Preference Form via the website www.lancashire.gov.uk/schools. Paper copies of the prospectus and application form are not routinely available. They will however, be supplied on request in exceptional circumstances from the Area Education Office.

(b) Supplementary Form Parents must complete the common application form (CAF). Parents

who wish their application to this Catholic school to be considered against the faith priority criteria should also complete the supplementary form available from and to be returned to the school office. If the school is oversubscribed failure to complete the supplementary form may result in your application for a place in this school being considered against lower priority criteria, as the governing body will have no information upon which to assess the application on the basis of the applicant’s baptism.

(c) Parents will be informed of the governors’ decision by Lancashire Local Authority. An offer of

a place does not guarantee a place for siblings in subsequent years.

(d) Each Catholic applicant will be required to produce a baptismal certificate.

(e) Parents should check carefully whether they are resident within the parish boundaries of St John’s Poulton-le-Fylde, English Martyrs Poulton-le-Fylde and St Francis Hambleton by contacting the Parish Priest of that church.

(f) All applicants resident in the parishes of St John’s Poulton-le-Fylde, English Martyrs Poulton-

le-Fylde and St Francis Hambleton will be required to provide proof of address, by supplying an original, up-to-date, utility bill or child benefit statement.

Page 8: St John’s Catholic Primary School...St. John's Catholic Primary School Breck Road, Poulton-le-Fylde, Lancashire FY6 7HT Tel. 01253 883690 e-mail: head@poulton-st-johns.lancs.sch.uk

(g) It is the duty of governors to comply with class size limits at Key Stage One. This means that

the school cannot ordinarily operate classes in Key Stage One of more than 30 children other than in the exceptional circumstances previously identified.

(h) Where there are more applicants for the available places within a category, then the distance between the Ordnance Survey address points for the school and the home measured in a straight line will be used as the final determining factor, nearer addresses having priority over more distant ones. This address point is within the body of the property and usually located at its centre. Where the cut-off point is for addresses within the same building, then the single measure between address points will apply and the Local Authority's system of a random draw will determine which address(es) receive the offer(s).

(i) In Year/ Non Routine Admissions – It sometimes happens that a child needs to change

school other than at the “normal” time; such admissions are known as non-routine admissions. Parents wishing their child to attend this school should arrange to visit the school. They will be provided with an application form once they have a definite local address. If there is a place in the appropriate class, then the governors will arrange admission to take place. If there is no place, then the admission committee will consider the application and information about how to appeal against the refusal will be provided. Appeals for children moving into the area will not be considered until there is evidence of a permanent address, e.g. exchange of contracts or tenancy agreement with rent book, stating your preferences, please contact us. Please note that you cannot re-apply for a place at a school within the same school year unless there has been relevant, significant and material change in the family circumstances.

(j) Parents are asked to read and confirm receipt of the Governors’ published admission policy. Any changes to the policy will be circulated to all applicants on file for subsequent years.

(k) If an application for admission has been turned down by the governing body parents can appeal to an independent appeals panel. This appeal should be sent in writing to the clerk to the governors at the school within 20 days of notification of refusal. The date of notification will be 2 working days after posting by first class post. The parents must give their reasons for appealing in writing and the decision of the appeals panel is binding on all parties.

(l) Parents can request that the date their child, if below compulsory age, is admitted to school is deferred to later in the school year or until the term when they reach compulsory school age.

(m) The Governing Board reserve the right to withdraw the offer of a school place where false evidence is received in relation to baptism, sibling connection or place of residence.

ATTENDANCE

Our school enjoys exceptional records of attendance. As a parent, you are asked to contact school if your child is to be absent, by 9:30a.m. If your child is marked absent and we have not heard from you by that time, we will make enquiries regarding the absence.

Parents are reminded that school holiday dates are published well in advance to avoid taking their family holiday during term time. The legislation only allows the Headteacher to authorise such leave in exceptional circumstances. Ask at the office for a Leave of Absence form and return it to school for consideration well in advance of the proposed leave and before committing to any expense.

If a child needs to leave the school during the school day they must be accompanied by a nominated adult.

The school has two breaks, one in the morning and one in the afternoon. All children are expected to play out (weather permitting) at break times and lunch times. If a child is not well enough to play outside then parents must consider if they are fit to be in school. Children should not arrive at school before 8.45am. Neither the Governors nor the Headteacher will accept responsibility for any child who arrives before that time.

‘Taylors Tigers’ Breakfast Club operates in the Church Hall from 8am each school morning. Pupils are accompanied into school at 8.50am.

Parents are asked to pick up their children promptly at the end of the day, or make suitable child care arrangements. ‘Taylor’s Tigers’ After School Club operates in the Parish Hall each school day evening from 3.30pm – 5.30pm.

THE SCHOOL BUILDING

St. John's was founded in 1868, the present building opened in 1968. Extensions have been added on at various times as the school has grown. The school has an EYFS classroom, two KS1 classrooms and four for KS2 children, as well as a number of working areas. The school has a good sized hard play area and a large playing field with a large Multi Use Games Area (MUGA). There is a separate play area for our youngest pupils and an ‘Adventure Playground’.

SCHOOL MEALS

Children may have a school dinner that is prepared and cooked on the premises by our own cook, or bring a packed lunch. All children are cared for at lunchtimes by our Mid-day Welfare Staff. Children in EY, KS1 receive a school meal free-of-charge (UFSM). Dinner money should be handed by the child to the classteacher on Friday mornings in an envelope clearly marked with your child's name. Milk is available for EY/KS1 children only. Milk may be ordered on-line by parents who wish it for their child(ren) – payable on-line. (Those who are eligible for free school meals are exempt of the cost.) A variety of free fruit is available daily for children in Early Years and KS1.

HOME / SCHOOL / PARISH / PARTNERSHIP

Parents and guardians play a very important role in our school community. Our parents are welcomed into our school family at the New Reception Class Induction Evening where information is given about the school, and it is a chance to meet the staff and get a flavour of what is in store for your child when they start school.

Parents are invited to school on many occasions and many choose to offer their services within the classrooms e.g. helping with baking, sport, computing, hearing children read, and so on.

Members of staff are available to see parents before or after school, and are happy to deal with problems, no matter how trivial they may seem. Mrs Hodgson is also on hand to see parents: she can be contacted by phone, e-mail, or by calling in person at the school office.

Parents receive information, news and calendar dates via the school app, text, newsletter or the website. There are two Parents' Evenings per year: one in the Autumn Term, and one in the Spring Term. A full report on all subjects is sent home at the end of the Summer Term.

The PTFA has a long tradition of supporting school by organising both fund-raising and social events which help to increase home-school links and enhance educational experiences for the children, e.g. purchasing iPads and laptops.

There are two Parent Governors elected on the Governing Body. Each parent of a child in school is entitled to be nominated for, and vote for, the position of Parent Governor.

Our school plays an integral part in the life of St John’s parish. Children are frequently involved in parish activities and events. Parishioners and members of the community are regularly invited to share in our celebrations.

A Parish Pre-school Toddlers' Group, held in the Parish hall on Tuesday mornings and afternoons, and Thursday mornings, is a way of parents getting to know one another over a cup of tea whilst children play.

SCHOOL DISCIPLINE

The highest standard of behaviour is expected. C h i l d re n are taught self-respect and respect for all members of the school community through our one school rule:

LOVE ONE ANOTHER.

When problems occur, they are dealt with

firmly, yet sympathetically. Children may be asked to write a letter of apology. In rare but serious breaches of discipline, parents will be

involved immediately.

Where it is believed that a child is suffering from, or is at risk of significant harm, we will follow the procedures set out in the document produced by Lancashire Safeguarding Children Board, following the St John’s Catholic Primary School Safeguarding and Child Protection Policy (published on our website).

ASSESSMENT AND TESTING The National Curriculum provides programmes of study for children in each subject. These set out what each child in a particular year group or Key Stage should know, understand and be able to do. In class, the teachers assess children's work throughout each term, and in the summer term will assess using more formal tests. All children in Reception class are assessed on entry using a Baseline Assessment, and again at the end of the EY foundation stage. Children in the summer term of Y1 take part in a national Phonics Test. Pupils in Year 2 and Year 6 sit end of Key Stage National Curriculum Standard Assessment Tasks (SATs). Assessments, whether summative or formative, check if children are in line with age related expectations from the National Curriculum. Parents' Evenings are held twice a year. A full report on all subjects is sent home at the end of the Summer Term.

CROSS CURRICULAR THEMES

More than one subject may be taught in a lesson. A structured topic approach may, for example, include scientific, mathematical and English skills. These may again link to musical themes, computing, technology or art work.

Children are taught as a whole class, in ability groups or on an individual basis, according to National Curriculum requirements.

The children enjoy whole school initiatives such as Book Week, Sports Week, and Healthy Eating Programmes, etc. There are frequent educational visits and visitors linked to topics.

PRAYER AND LITURGY

There is a daily act of worship for all children. Children in all classes develop responsibility for their own prayer and liturgy and different groups plan and lead the worship weekly. All children attend Mass on celebratory occasions. Individual parents may withdraw their children from acts of worship and religious education but should keep the school's Mission Statement on page 2 in mind when applying for a place at our school.

HOMEWORK All children are encouraged to read at home daily with their parents and comments from parents are welcomed in your child's reading record book.

Teachers may set spelling and/or number homework, or homework which involves finding out things, or finishing work started in school. Work might be sent home that will reinforce new skills covered in school. We ask for your support for all these activities.

All children from Year 4 onwards receive a Homework Diary. Parents are asked to read and sign this diary, and ensure it is brought into school every day along with their reading book and reading record.

Page 18: St John’s Catholic Primary School...St. John's Catholic Primary School Breck Road, Poulton-le-Fylde, Lancashire FY6 7HT Tel. 01253 883690 e-mail: head@poulton-st-johns.lancs.sch.uk

SPECIAL NEEDS AND LEARNING SUPPORT Children's progress is regularly assessed. When particular needs arise, pupils follow the normal curriculum with appropriate reinforcement activities, resources and adequate support. Parents are regularly informed of their child's progress and encouraged to play an active part in the Home-School Partnership.

The school aims to follow procedures for our special needs children having regard to the Code of Practice for Children with Special Educational Needs. The Learning Support team, which includes the Educational Psychological Service, may be involved as needed, to monitor progress and advise staff.

Teaching assistants are employed by the school to work with pupils who nee d extra support with their learning.

The local medical services liaise closely with the Headteacher and staff and provide assistance in dealing with any physical condition e.g. hearing problems, poor eyesight, etc. The school nurse visits school regularly and will alert parents to any problems.

The school building has ease of access for wheelchairs. There is an accessible toilet.

The Governing Body ensures that the school does not discriminate against any pupil on the grounds of disability, sex or race in deciding admission; in providing the curriculum, teaching and guidance; in applying standards of behaviour or in the allocation of resources and other benefits and facilities which the school provides.

HUMAN RELATIONSHIPS AND

SEX EDUCATION (HRSE) Mr McGrath is the designated member of staff responsible for Human Relationships and Sex Education (HRSE). Mrs Gregson is the HRSE governor. As a primary school in the Diocese of Lancaster Education Service, we use the term Human Relationships and Sex Education as we believe that relationships education is about all aspects of growing a fulfilled and happy life, and sex education is a dimension of this greater whole. The school's policy is to integrate HRSE into the curriculum from Reception to Y6, especially through RE and science, thus promoting your child's spiritual, moral, physical and emotional development. Parents may withdraw their children from sex education: please discuss any worries or concerns with Mrs Hodgson. The statutory framework that surrounds education about human relationships largely falls within three key areas: • The National Curriculum (2014) • Statutory Guidance: ‘Sex and Relationships Education Guidance’ (2000) • The Children’s Act (2004) Additionally, non-statutory guidance directs policy and guides the work of OFSTED as it seeks to promote what is perceived as best practice, which may go beyond the limits of statute. The aim of HRSE is part of our aim to educate the complete human person. This is expressed in Fit for Mission – Schools (2009). The fundamental needs of the human person are the focus of Catholic education – intellectual, physical, emotional, social, and spiritual, and eschatological (our eternal destiny).

These fundamental needs can only be truly fulfilled through a rich and living encounter with the deepest truths about God and the human person. This is why Christ and His Gospel must be the foundation of the educational project of each school and college, because He is ‘the perfect Man in whom all human values find their fullest perfection’ (Congregation for Catholic Education, The Religious Dimension of Education in a Catholic School). Therefore, the Catholic school or college is called to keep the Gospel whole and alive amongst pupils, families, and staff.

MEDICAL MATTERS It is important that Mrs Hodgson is informed of disabilities that require special treatment. Parents may like to discuss this information personally. A member of staff will administer prescribed medicines, clearly labelled with the child's name and correct dosage, if needed, in accordance with our Medical Policy.

SCHOOL SECURITY Security is an issue which the school takes seriously. Our aim is for all pupils to feel safe when in school and for parents to know that all aspects of safety have been thoroughly addressed. The school’s main entrance has a security lock which prevents entry or exit unless unlocked from within or use of a code. Outer doors cannot be opened from the outside. All entry gates are locked once the school is in session. There have been no incidents regarding security to report.

CHARGES FOR SCHOOL ACTIVITIES

The 1988 Education Reform Act states that activities undertaken during normal teaching hours should be offered to all children free of charge. However, there are some activities such as out-of-school visits, theatre visits etc. that could not be funded from the school's Budget Share. These activities very often can only take place if enough voluntary contributions are made. Fees are charged for peripatetic music lessons. A copy of the School's Charging and Remissions Policy is available on the school website.

HIGH SCHOOLS
