The 4th

Annual St. Helena College Scholarship

Yes, it’s that time of year again. The money that is accrued from our aluminum drive over the course of a year

will once again be used to offer one (1) $500.00 college scholarship for a graduating senior that lives in St.

Helena. Someone in our Business community may potently offer a second scholarship to a St. Helena

Resident, more information will be offered at a later date. Here are the specifics:

The Student graduating from the 12th grade must actually live within the St. Helena boundaries.

Our official boundaries for the scholarship are:

Holabird Avenue (our side only) Broening Highway

Dunhill Road (by the American Legion) Dundalk Avenue (our side only)

So this includes Portside Apartments, any apartments on our side of Dundalk Avenue, and includes the senior

high-rise, as well as senior low-rise.

We reserve the right to confirm that the student actually lives within our boundaries.

Applications must be received by Saturday April 11, 2015

Winner(s) must agree to have photo taken, and allow for articles to be published in the Red Rocket Review as

well as Association website.

Applicants must submit an essay (approx 500 to 750 words). Essays will be judged on essay content,

grammar/spelling, originality, and writing style. The essays will be judged by a pre-selected committee. The

committee will be non-biased, and not associated with the current association membership. The theme of the

essay should be community oriented. Examples are:

What do you like about your community?

What have you done to support your community?

How do you envision the future of your community?

If you could change something in your community what would it be?

The scholarship will be administered by the attending college. A check will not be given directly to the student.

So…. How can the community assist us…. SAVE YOUR ALUMINUM CANS… and turn them into our

aluminum drive (Don’t say you never heard of it!!!.) Drop them off at Joe’s or Shirley’s house, or even bring

them to our monthly meetings. AND… start talking about it. If you know of a senior that is graduating… let

them know about this opportunity, and encourage their participation.

Aluminum can drop off points:

1. Joe’s House: 226 Detroit Avenue. Just place them on the side of the house… I don’t have to be home,

and you don’t have to leave a note… I’ll see them and take care of them.

2. Shirley’s House: 6512 St. Helena Avenue, place them in the front or back yard.

3. Or…Bring them to our monthly meetings.

Boy Scout Troop 239 – Deep in the Heart of the St. Helena Community

Another year has started for our Troop here in St. Helena, and again we

start it out with one of our favorite outdoor activities. The Chesapeake

District Klondike event is a weekend camping and outdoor skills event

where most of the Troops in our Dundalk Essex area come together to

compete. The event is held at the Broad Creek Scout Reservation in

Harford County, and has about 100 local area Boy Scouts testing their

skills against each other in the fundaments of Scouting. Fire Building,

Ropes and Knots, Building Camp Gadgets from wood and rope, Hatchet

and Knife throwing, Shooting Sports are all a part of the competition, and

of course we finish with the Klondike Derby Sled Race. Troop 239 had 8

Scouts attend this year, and had an incredibly good time. Even with the

temperatures staying freezing all day, and a serious wind chill factor, our

Scouts know that with good preparation and equipment, they can tackle any challenge.

And so they did. With them being Tall Tales and Fables this year, they even added a few Paul Bunyon, Davey

Crockett, and other larger than life challenges for us. But Troop 239 is always at the ready. This year, through

great youth leadership and teamwork, we were able to place 2nd in the Sled Race. What a great job guys. We

also came in 1st place in the John Henry BIG HAMMER competition as well, being able to drive the spike into

the log in 3 strikes. Way to go Dade, what power. In the individual competition, our Senior Patrol Leader

Caleb took 1st place in the Hatchet Throw. Nicely done guys.

We are always so thankful for the support that we

receive from the St. Helena Community

Association, and the community as a whole. Your

support of our Scout Troop has made a huge impact

in the lives of many young men, helping them to be

Character Driven Citizens, wherever they go.

Only one piece of bad news to add. Over the most

recent week in the middle of February, someone decided to take bolt cutters to the padlock on our Scout Trailer

and help themselves to some of our equipment. It is unfortunate that things like this happen, especially when

we would gladly help those that have a need that would ask. If you happen to be in the area of the Community

Center building, please let us know if you see anything that looks wrong. We store much of the gear in the

building but I guess it is a tempting target.

December 19th

in St. Helena (and beyond)

I hope that many of you were out and about on that

Friday evening… and perhaps saw Luminary night in

Dundalk. Beautiful, beautiful, beautiful, beautiful. That’s

really all that needs to be said. (But you know me…) This

was the 7th

year for Luminary Night, but the 2nd

year for the

expansion beyond the area surrounding The Dundalk

Historical Society. Once again multiple businesses,

organizations, churches and individuals made the whole

evening work. A chorus of volunteers (some from The Sky’s

the limit), sang Christmas Carols outside at The Historical

Society. I saw many friends from Dundalk among the

carolers including Lois Dofflemyer of Detroit Ave.

Accompanying the singers was Dr. Jay Walton who played beautifully on his keyboard (in VERRY chilly

temperatures). Altogether nearly 1000 luminaries

were lit in Dundalk. Most were in our core area…

but there was expansion with the inclusion of 2

churches on Merritt Blvd AND… an expansion to

include Detroit Ave. Other St. Helena participants

include:

First Baptist Church of Dundalk

There were 125 Luminaries placed on Detroit Ave

including both city and county portions… and on both sides of the

street (Luminary: white paper bag, weighted w/sand and a burning

votive candle placed inside.) The result: STUNNING, a simply

beautiful Christmas display. One individual absorbed the cost

(About $30.00), but several volunteers stepped up for set-up and

tear-down. A very special thanks to:

This will be my last opportunity to write a Parents Page for you all. My husband’s job has transferred us to

Texas and we will be moving as soon as we sell our house. I have enjoyed writing this page for all these years.

I hope it has been helpful and encouraging as well as informative.

As I am looking at moving from the neighborhood I grew up in, my father grew up in and my grandmother

grew up in, I can't help but feel nostalgic. This neighborhood has changed quite a bit, but it is evolving and

growing into a new neighborhood. There are many hard working people in this neighborhood who love it and

want the best for it. I hope each and every one of you will join them in the work. This neighborhood has

always been filled with hard working individuals who wanted to make the best of where they are. This

neighborhood has so much to offer, downtown Dundalk, Canton, parks and affordable housing for those just

starting their journey as well as those who have been here for years like myself. We are close to I95, 695, and

the wonders of the city! We are in a great spot to enjoy this area. Never give up on this neighborhood, step up

and make it even better!

What can you do? Clean up liter around your yard, cut your grass, use garbage cans and keep the alleys clean,

do basic maintenance on your home. In short, take pride, like generations before you have done.

Your children will learn from your example just as I learned from my grandmother and father! Where you live

is what you make of it! Meet your neighbors! I love chatting with some of the awesome people who live right

around me. They are interesting and hard working... Meet those who work in the Community Association and

help them with the things they are doing to make this a better area. Get involved in your children's school when

you can and help the teachers help them! You have the power in you to transform this area to a much wanted

and valued area!

There is much work to do... don't be overwhelmed, just help where you can and be happy that you can do

something for yourself and your neighborhood.

I don't know what the area will be where I live in Texas, but I am pretty sure it will not be as close knit and as

special as St. Helena. I may have a larger yard or an extra bedroom, but I will most likely not have neighbors

who care like the ones here. Be thankful for the community that you live in and work to become a valuable

member and improve on what it already is... You have the power to make a difference!

I have enjoyed having many of you as neighbors, your impressive and hard working! Keep up the great work!

Project Clean Stream 2015

The St. Helena Community Association, St. Helena Neighborhood Association

and The Dundalk Renaissance Corporation is recruiting volunteers to team up

with us for the fifth year in a row to participate in this regional clean-up effort

organized by the Alliance for the Chesapeake Bay, (Project Clean Stream).

Free breakfast and lunch will be provided. Meet at the St. Helena Community

Building, at 6509 Colgate Avenue.

Last year, volunteers collected litter and debris from six waterfront sites amounting to almost 6,000 pounds of

trash! Please help us clean-up our waterways again this spring! If you would like to volunteer please contact

Lillie Carroll Jackson (1889-1975)

HONORING BLACK HISTORY MONTH

Information Provided by: Maryland State Archives

Born on May 25, 1889 in Baltimore. Married Keiffer Jackson in 1910;

children include Juanita Jackson Mitchell. Died July 5, 1975.

Lillie Carroll Jackson, the seventh of eight children, was born May 25, 1889

in Baltimore at her parents’ home on Greenwillow Street. Her parents,

Charles Henry and Amanda Bowen Carroll belonged to a family of school

teachers and small landholders. Her mother, the granddaughter of an

African tribal chief, was born in Montgomery County, Maryland. Mrs.

Jackson's mother was raised by her grandfather, who was a Montgomery

county Methodist minister. She taught for Howard County public school

district for a period of her life. Lillie's father, Charles Henry Carroll was a

descendant of Charles Carroll of Carrollton. Lillie Carroll Jackson was

educated in Baltimore's Colored High School located on Mount and

Saratoga streets and graduated in 1908.

After high school she taught in the black school system in Baltimore. She met her husband

Keiffer Jackson during this time, while singing soprano in the choir of the Sharp Street

Baptist Church. This church, once called the Freedman's Church was the first colored

public school in Baltimore and also organized the first group of blacks to colonize Liberia.

Morgan State College's foundation also began there. Kieffer Albert Jackson traveled

throughout the country showing religious motion pictures to church congregations. Upon

his visit to Lillie's church he asked her to sing "The Holy City". She accepted his request

and Mr. Jackson made several returns to the Sharp Street Baptist Church in the next

following years until they were married in 1910. She traveled with her husband, singing

and lecturing, while he showed his films to church groups. Her ability to feel comfortable

when speaking before large groups came from these experiences on the road with her

husband. After the birth of their first child, Virginia, the Jacksons returned to Baltimore.

In Baltimore, Mrs. Jackson gave birth to Juanita, Marion and her only son Bowen Keiffer. Later, her daughter

Juanita Jackson Mitchell would join her in the civil rights crusade.

Called "Dr. Lillie," "Ma Jackson," and the "mother of the civil rights movement," Lillie Carroll Jackson

pioneered the non-violent tactics of the civil rights movement of the 1960s. From 1935 to 1970 she headed the

NAACP's Baltimore chapter. She ran several grass-roots campaigns to end racial segregation in Maryland

including the "Buy Where You Can Work" campaign of 1931 that helped persuade black residents of Baltimore

to boycott businesses with racist employment practices. She also led a 1942 movement to register black voters.

Jackson participated in the Baltimore NAACP's efforts to win equalization of pay for white and black teachers

in public schools (1938), to win black admission to the University of Maryland School of Law (1953); to pass

Baltimore's Fair Employment Practices law (1958); and to desegregate public recreational and educational

facilities. At her death in 1975, her home of 22 years at 1320 Eutaw Place was converted into the Lillie Carroll

Jackson Museum according to her will. The property now belongs to Morgan State University which has plans

The St. Helena Scholarship Program Rules and Eligibility Requirements

Applicant must live in the boundaries of the St. Helena Community Association, which are “Holabird

Avenue (our side only), Broening Highway, Dunhill (by American Legion), and Dundalk Avenue (our

side only)”. The St. Helena Committee reserves the right to validate applicants address.

This includes Portside Apartments, any apartment on our side of Dundalk Avenue, and senior high-rise

as well as senior low-rise.

All scholarship materials must be received by April 11, 2015 (please allow up to five (5) days for

delivery by mail). Any submissions made past this date will not be accepted.

Applicant must be completing the 12th

grade by July 1, 2015.

Do not include any identifying information in your essay, such as your name or school.

Winners agree to have their photo taken upon acceptance of this award.

Applicant agrees that by entering into the St. Helena Scholarship Program, his/her photograph, name

and award amount may be published in future print of the St. Helena Red Rocket Review as well as the

St. Helena Website.

St. Helena will send funds directly to college, in which the student is/will, enroll (funds will not be given

The Councilman’s Corner By Jim Kraft, Baltimore City Councilman – 1

Greetings to all! This New Year

has been a busy and productive

time of year for me.

On January 27th

, I delivered my

State of the District to residents

of the First District at the

Canton Community

Association.

In my State of the District, I

focused on safe and smart

growth for the First District. It is no exaggeration to

say that I have meetings every single week with

developers and businesses who want to work in the

Southeast. I strive to make sure that our growth here

benefits every day people like you and me who

want a safe place to raise their families.

I am concerned about the condition of schools in

our area and want to make sure that development

benefits the students whose learning environments

sometimes lack basic necessities such as heating

and air conditioning. The health and wellness of our

kids is one of my top priorities. To support these

goals, my office is once again sponsoring the

Southeast Schools Little League. I am pleased to

announce that every school in the district is

participating. We invite students in grades 4 and 5

to once again join their school’s team. In addition,

thanks to generous donations of time and money, I

am able to offer the baseball experience to 6-8

grades as well!

Children from a stable environment who are safe

and healthy at home have and maintain a head start.

Unfortunately, not enough of our children find

themselves starting life in this place. So we end up

spending more money on the back end prosecuting,

supervising, and imprisoning them than we do on

the front end helping them get that head start they

so dearly need. Please consider making a donation

of your time and money to the Southeast Schools

Baseball League to give all students the opportunity

to learn teamwork, cooperation, and sportsmanship

on and off the field.

While I look to the future generation as my

inspiration as I seek to make sustainable change in

Baltimore, I look to the past for guidance on how to

do this. I support the efforts of the CHAP to make

sure that the history of the Southeast is preserved.

During my tenure as Councilman of the First

District, my main priorities could be summed up by

four goals: To keep the Southeast safe, smart, green,

and growing. I will continue to strive for these goals

during my remaining time as your Councilman.

While it is my full intention to be on the 2016

Primary Ballot, I want to make it clear that it will

not be to seek reelection to this seat as your First

District Councilman. It is time for me to do

something different.

The Annual Christmas Parade and Cookie Tour:

OK so the weather wasn’t cooperating… and the Parade was cancelled…

and that was ashamed. We were ready with an entirely NEW ensemble

to present to Dundalk. Our entry was going to be something new and

completely different from what’s ever been presented before at any

parade in Dundalk (at lease I think so anyway). But it’s all been packed

away. You’ll just have to wait a year to see what was planned. But the

Cookie Tour was on as scheduled. It took us two days to give out all of

our cookies. Altogether we had 9 volunteers bake nearly 1000 cookies.

(Thank you letters were sent out expressing our gratitude. The cookies

were sealed in bags… and the bags given out to all the kids who came in

to see the Christmas Garden. Without our bakers, this event wouldn’t

exist.

Dear Association Members,

Extending… Our Very Kind THANKS to you as a current member of one or both of our ‘associations’.

We hope that you find St. Helena to be just a little bit better as a result of our presence. We’re unique as

compared to most neighborhoods in our area, and that’s partly due to the fact that the ‘core’ central portion of

our neighborhood is over 100 years old. Much of our community has simply morphed from what was an

impressive history into what we see today. We’re a neighborhood where residents ally with churches,

restaurants, taverns, garages, and the many other businesses that are located within and around our streets. As

representatives of St. Helena, our neighborhood/community associations strive to make the area a better place.

We enjoy an excellent relationship with city and county officials at many levels.

We’re more fortunate than most neighborhoods, in that St. Helena offers many amenities including two

public parks, (BOTH of which have undergone transformation during 2013), including upgraded ball fields at

BOTH parks. St. Helena boasts 2 children’s playgrounds. Our community hosts annual spring clean-up efforts,

tree plantings, and various beautification projects. There’s an annual Christmas party at our community

building on Colgate Ave. Also over the last several years we’ve invited the entire neighborhood to join us for

an annual National Night Out. (We’ve consistently had over 200 attendees on those evenings.) Our Antique

Appraisal Day saw many new faces in our neighborhood as we chose to host this community wide event… right

here in St. Helena. We’ve offered several ‘smaller dumpster initiatives’ (that are advertised only to

membership.) Our community building has recently received MANY upgrades inside including all new heat &

A/C units throughout and new carpeting in the hallway. And we have tentative plans for further upgrades this

coming fall. (Potentially a new roof coating as well as parking lot enhancements and landscaping.) As you

know, the building is available at ½ price to all ‘paid-up’ members. We offer the building for use by various

non-profit events such as Free Tax day, as well as Red Cross Blood Drives. The building is the home of The St.

Helena Boy Scout Troop. Without question, this central location in our neighborhood has become a true asset.

The St. Helena Dog Park (Willow Spring Road) at St. Helena Park and has been very well received by the

community as a whole.

Like ALL neighborhoods, issues still exist. Vacant houses dot every street; mattresses (and other

debris) still seem to find their way into our alley ways. Dumping is a never ending issue along the back portion

of our neighborhood (along the RR tracks), and many of our properties need to be addressed by code

enforcement agencies.

For most of us, everything stated in this letter should be old news, because we are among one of the

MOST informed neighborhoods in the greater Dundalk/ Southeast Baltimore area as a result of The Red Rocket

Review. The ‘Review’ is in its TENTH year (believe it or not) and continues to be published, and delivered

quarterly (yes… by volunteers). The reason for this letter: We are hoping that everyone who is a current

member will re-establish their membership for the year 2015.

What an honor to be your

Councilman, and to write my

first article for the Red Rocket

Review. The first three months

of our term involved a rather

steep learning curve, the

setting up of offices in Towson

and Dundalk, and stepping

right into the ongoing business

of our district.

We have many reasons to be optimistic about our

future. After many years of downward economic

spiral, I fully believe we are on the rise. Everywhere

I go I champion our community as the place to live,

work, and invest. We are being eyed for investment

with a healthy pipeline of new housing

development, industrial re-development, and

commercial upgrades.

When we have a mix of investment like the massive

re-development of Sparrows Point, the removal of

blight and new housing development at the

Seagrams property, and companies like Texas

Roadhouse locating at Merritt Park all happening at

the same time, it signals that we are on our way

back. What does that mean for St. Helena and our

other older neighborhoods? I believe it means that

with a healthy local economy and all that Dundalk

offers, St. Helena becomes a destination, much like

Patterson Park became a destination when Canton

became a hot spot in the city.

While I believe we can turn our neighborhoods in

the right direction, and so much work has gone into

making St. Helena a great neighborhood, we have

challenges that need to be and will be addressed.

These include issues like narcotics in our

neighborhoods, high rates of rental properties, and

constant code violations. The St. Helena

Community Associations have worked for years to

strengthen, clean, and police the neighborhood and I

am in full support of their efforts. If you are not

already involved, please get involved. There are

numerous opportunities available for you to serve

your community.

The Associations have applied for traffic calming

measures on Baltimore Avenue and Detroit Avenue.

I am hopeful these applications will be approved to

make those streets safer from speeders.

Additionally, we are looking at several other traffic,

road, and alley concerns. I will update the

community as findings occur.

Lastly, after meeting with my counterpart in the

city, Councilman Jim Kraft, I can confirm that the

snow plowing agreement will remain as is.

My staff is always ready and willing to help out in

any way.

Thank you for being part of this strong and proud

community. I will close, as I have in other

correspondence, with a quote from my friend, Cpl.

Chris Coffland, who was killed in action in

Afghanistan. In his last email home to a friend, he

wrote, “Shake off any dust that may accumulate due

to lack of purpose.” Let’s be purposeful about being

a great community.

William Kelly Named Treasurer of New Semi-Pros League Comprised of Eight Teams Organized

The team’s home field was located at Mancuso Park in

William Kelly of 27 Monumental Road was elected treasurer of the newly organized Semi-Pro Baseball

league comprised of teams from the eastern section of the city and Baltimore County. (Eastern Semi-Pro

League)

The Twelfth District team (St. Helena) held their first meeting on March 3rd, which was attended by a

large number of boys anxious for try out.

In joining the league, the management of the team, Mr. Paul Hidden and Mr. Martin Rock, the latter

newly appointed manager, felt they could give a brand of baseball to the people of Dundalk and vicinity that

would be supported. Their hope was to develop those of the players that showed promise of going ahead in

that branch of sport. They were pleased to announce that there were several local boys with qualifications for

advancement.

The Twelfth District Oval on Willow Spring Road, after quite some labor and expense would be in

wonderful shape for the Opening game on April 30. Mr. Rock gathered a team of locals who gave promise of

giving the other teams in the league a run for the pennant. The rest of the teams in the league were well

balanced, made up of the following: Essex A.C., O’Donnell B.C., St. Gerard A.C., Fernwood A.C., St.

Stanislaus B. C., Baugh-Chemical Co. and White Oak Democratic Club.

The Club held a meeting on Friday, March 24 at 8 o’clock to continue plans for putting a team in the

field that would be strong in every department. There were several exhibition games before the league opener.

The management booked a strong colored team, the “Silver Moons” on April 23. The Twelfth District team

played the “Silver Moon” team in several close games in the past and was anxious to even the score. The

community was urged to give the team a real boost by attending the opening game on April 30 and start them

on the march to leadership.

12th District players included Pitcher Lefty Wier, Bill Anderson, Pitcher Harry Mason, Andy Kochen,

Pete Grimm, Tom Kelley, Ollie Lombardi, Johnnie Stewart, Conrad Long, Bill Douglass, Bill Oliver, Ben

Womer and Mcshane

Now I am happy again. The days are getting longer and I can see light at the end of this cold winter tunnel and

that is a good thing. I hope you all had happy and healthy holiday season. Happy Happy 2015 to you all.

I have been cooking like crazy lately and that never seems to change. The kitchen has always been my favorite

room in the house. This month I would like to share a recipe for The Ritz Carolton Tea Room Lemon Pound

Cake. Now that is a mouthful to say and is a delicious mouthful to eat. By far the best Lemon cake I have ever

tasted. It is moist and so much lovely lemon flavor. Now it requires a little effort by the way of the lemons.

You must juice about 3 fresh lemons and I mean fresh. None of this fake plastic lemon stuff. It all requires the

zest of 1 lemon. Now if you don’t have a zester go out and buy yourself one. It is a great tool to have for

grating lots of things. You will use the zester again and again just to bake this lemon cake. YUMMY!!!

Thanks to all my loyal readers for another great year and I am looking forward to plenty more recipes in 2015.

This is the kind of recipe that keeps getting handed down. It's that GOOD and perfectly classic.

Ritz Carlton Hotel 1920's Tea Room Lemon Pound Cake

3 cups all-purpose flour... 1 Tbsp baking powder 3/4 tsp salt

3 cups sugar 5 large eggs 1 cup whole milk

1 cup unsalted butter, room temperature 6 Tbsp lemon juice 1 lemon, zested

1/2 cup shortening, room temperature

Preheat oven to 350F

Spray or butter and flour 2 loaf pans or one very large Bundt pan.

Sift flour, baking powder and salt into medium bowl. Set aside.

Using an electric mixer, cream together butter, shortening and sugar. Add eggs one at a time, beating until well

blended after each one.

Add dry ingredients in three additions to butter mixture alternately with milk, beginning and ending with flour

mixture. Beat at low speed just until blended after each addition. Mix in lemon juice and zest.

Pour batter into prepared pans. Bake cakes until tester inserted into center comes out clean, about 55 minutes.

Cool cakes in pans for 15 minutes. Turn cakes out onto racks and cool completely. Boun Appetitoooo!!!

Annual Mega Egga Hunt

Saturday, March 28, 2015 in Heritage Park, from 9:30 (registration) to noon. This is a free family event,

and it is crazy fun!!! Volunteers fill 10,000 eggs with free offers from local businesses, hide them in the park,

and the kids ‘hunt’ them in stages, by age groups. Food, free games and activities, prizes and our favorite DJ,

Mike Brilhart from 100.7 The Bay are all part of the event. Plus, The Easter Bunny will be posing with kids, so

bring your camera!

The Bunny will also lead 7 rounds of egg hunting for groups from age 2 to 99. Yes, kids get to see their parents

act like children. Who will find the Golden Egg? Mega Egga Hunt is sponsored by the Dundalk-Eastfield

Recreation Council, Dundalk Renaissance Corporation, and is fueled by Angel Ball’s endless energy!
